Dataq uantifying the area of habitat affected by Federal programs that regulate development in coastal zones of the southeastern United States are provided for 1988. The National Marine Fisheries Service (NMFS) made recommendations on 3,935 proposals requiring Federal permits or licenses to alter wetlands. A survey of 977 of these activities revealed that 359,876 acres of wetlands that support fishery resources under NMFS purview were proposed for some type of alteration or manipulation. Almost 95 percent of this acreage was for impounding andl/or manipulation of water levels in Louisiana marshes. The NMFS did not object to alteration of 173,284 acres and recommended the conservation of 186,592 acres. To offset habitat losses, 1,827 acres of mitigation were recommended by the NMFS or proposed by applicants and/or the Corps of Engineers (COE). From 1981 to 1988 the NMFS has provided in depth analyses on 8,385 projects proposing the alteration of at least 656,377 acres of wetlands. A follow-up survey on the disposition of 339 permits handled by the COE during 1988 revealed that the COE accepted NMFS recommendations on 68 percent. On a permit-by-permit basis, 13 percent of NMFS recommendations were partially accepted, 17 percent were completely rejected, and 2 percent were withdrawn. The permit requests tracked by the NMFS proposed the alteration of 2,674 acres of wetlands. The COE issued permits to alter 847 acres or 32 percent of the amount proposed.

A review is given of current information concerning small pelagic fishes exploited for tuna bait in the South Pacific. These fishes are usually caught over or near coral reefs using light attraction and lift nets. The most common and widespread species are anchovies (Engraulidae), sprats (Clupeidae), silversides (Atherinidae), and herrings (Clupeidae). Recorded yields ranged from 0.5 to 2.6t/km2, and methods are described to estimate potential yields empirically in the absence of catch data. Environmental effects on small pelagic fish production are discussed, and evidence is presented to suggest that rainfall markedly affects stolephorid anchovy production. Some species of small pelagic fish, such as Selar spp., Decapterus spp., and Herklotsichthys sp., have been fished traditionally by artisanal fishermen, but anchovy and sprat stocks were probably unexploited prior to pole-and-line tuna fishing in the South Pacific.

From May through September 1987, observations were made on 38 trips in the driftnet fishery off the Fort Pierce-Port Salerno area off southeast Florida. Of the number and weight of fish landed on observed trips, 91.6 percent consisted of king mackerel, Scomberomorus cavalla, the targeted species. Over 33 species of fishes were observed among the discarded by-catch. The most frequently occurring species in the discards was little tunny, Euthynnus alletteratus, which made up 67.0 percent by number of the discarded by-catch. Total landings for all commercial gear from Saint Lucie and Martin counties (the counties of the study area) increased 516,741 pounds from 1986 to 1987. In 1986, 55 percent of the catch was from handline and 45 percent from driftnet landings. In 1987, 78 percent was from driftnet and 22 percent from handline landings. A comparison of lengths from recreational and commercial landings showed recreationally caught fish to be, on the average, smaller. No marine mammals, birds, or turtles were entangled in the net on observed trips. Data on cost of nets. fuel, and supplies plus the distribution of earnings among the crew were obtained for five driftnet boats.

The 1980's seems to have been the decade for conservation anniversaries. Celebrating centennials have been the U.S. Fishery Bulletin (1981), NMFS Woods Hole Laboratory (1985), Journal of the Marine Biological Association (1987) and the Association itself (1984), Pacific halibut fishery (1988), Marine Biological Laboratory at Woods Hole, Mass. (1988), and England's Ministry of Agriculture, Fisheries, and Food (1989). While the U. S. Department of Commerce turned 75 (1988), 50th anniversaries were nlarked by the NMFS Northwest and Alaska Fisheries Center (1981), The Wildlife Society and its Journal ofWildlife Management (1987), National Wildlife Federation (1986), International Game Fish Association (1989), and, of course, the Marine Fisheries Review (1988), which provided the raison d'etre for this special issue being devoted to "Marine Fisheries History."

Stomach contents of 110 franciscanas (Pontoporia blainvillei), from northern Argentina were analysed in order to improve our knowledge about the feeding habits of this species and to better characterise the lactation period. The samples included calves, juveniles and adults of both sexes. Evidence of predation by franciscanas is seen at a very young age (2.5-3 months), with a transition diet composed by both milk and solid food, mainly represented by crustaceans. Weaning seems to begin by April, when franciscanas are about 6-7 months old. Franciscanas inhabiting two different habitats were analysed in this study: a brackish water estuary and an adjacent marine coastal system. The diet of Pontoporia blainvillei in northern Argentina was composed by a total of 26 prey species: 20 teleosts, 4 crustaceans and 2 cephalopods. Based on the Index of Relative Importance (IRI) the main prey species were Cynoscion guatucupa, Micropogonias furnieri, Loligo sanpaulensis and Urophycis brasiliensis. Estuarine franciscanas preyed mainly on Micropogonias furnieri (dominant species), Cynoscion guatucupa, Odonthestes argentinensis and Macrodon ancylodon, while dolphins from marine areas preyed mainly on Cynoscion guatucupa (dominant species), Loligo sanpaulensis and Urophycis brasiliensis. Our results confirm that franciscanas prey mainly on juvenile fish (< 8cm) and small loliginid squids, in close agreement with previous results obtained in southern Brazil and Uruguay. Qualitative and quantitative differences observed in the diet of dolphins from each habitat emphasise the need to discriminate between samples from different habitats and environmental parameters. SPANISH: Se analizaron 110 contenidos estomacales de franciscanas (Pontoporia blainvillei) provenientes de la costa norte de Argentina, para extender en conocimiento sobre su dieta y caracterizar la lactancia. Las muestras incluyeron cachorros, juveniles y adultos de ambos sexos. Las primeras etapas de predación se inician a muy temprana edad (2,5-3 meses), presentando una dieta de transición compuesta tanto por leche como por presas sólidas, principalmente crustáceos; el destete se iniciaría a partir de abril, a una edad estimada entre 6 y 7 meses. Las franciscanas estudiadas provienen de dos habitats diferentes: un área estuarial de baja salinidad y la region marina adyacente. La dieta de Pontoporia blainvillei de Argentina estuvo compuesta por un total de 26 especies: 20 teleósteos, 4 crustáceos y 2 cefalópodos. Basados en el Indice de Importancia Relativa (IIR), las presas más importantes fueron Cynoscion guatucupa, Micropogonias furnieri, Loligo sanpaulensis y Urophycis brasiliensis. Las franciscanas provenientes del área estuarial predaron principalmente sobre Micropogonias furnieri (especie dominante), Cynoscion guatucupa, Odonthestes argentinensis y Macrodon ancylodon, mientras que los delfines marinos predaron sobre Cynoscion guatucupa (especie dominante), Loligo sanpaulensis y Urophycis brasiliensis. Nuestros resultados confirman que la franciscana preda sobre peces juveniles (< 8cm) y pequeños calamares Loliginidae, coincidiendo con resultados previos obtenidos en el sur del Brasil y Uruguay. Las diferencias cualitativas y cuantitativas observadas en la dieta de cada uno de las áreas analizadas, nos sugieren que los futuros estudios sobre ecología trófica de la franciscana deberían discriminarse de acuerdo al origen de los ejemplares y a la tipificación del ambiente.

This paper provides an overview of the research being carried out at the moment by a group of Argentinean scientists working on the subjects of marine biodiversity and oceanography. When the idea of the Census of Marine Life (CoML)was proposed following the Symposium held during the IAPSO-IABO conference in Mar del Plata in October 2001, there was a wide response from the marine scientific community. Information about current research projects, as well as plans for future work in the context of the CoML, were then obtained from about 70 scientists (Appendix I) belonging to 12 institutions located along the Argentinean coast (Appendix II, Figure 1). This has been used to illustrate what is currently being pursued in marine biodiversity in Argentina and which subjects are considered as priority for future research in the area. This paper is, thus, not an historical update of the knowledge of marine biodiversity, but it attempts to give an idea of the current situation and what is planned for the future. The development of an extensive database of what is known on marine biodiversity in the region is considered to be a necessity, but it constitutes a complete project on its own; as such it is included in the proposals for future work (see Future Work in this paper). It is emphasised that this synthesis is not exhaustive in the content of the topics being studied or in the number of researchers working in marine biodiversity in the country. It is, though, considered to be a representative sample of the knowledge in marine science in Argentina today. This is a starting point for the CoML project in South America and it is hoped that, as it develops, it will be improved by the active participation, advice and experience of many other scientists in the region.

O mercúrio é um metal pesado que vem sendo reconhecido como um poluente potencialmente perigoso no ecossistema marinho devido à sua alta toxicidade e tendência a sofrer bioacumulação nos organismos e biomagnificação através das teias tróficas, podendo ser encontrado em elevadas concentrações em predadores de topo, como os atuns. O objetivo do presente estudo foi utilizar atuns e afins (Thunnus atlanticus, Thunnus albacares, Katsuwonus pelamis, Euthynnus alletteratus, Coryphaena hippurus e Sarda sarda) como indicadores da disponibilidade de mercúrio total (HgT) nas teias tróficas oceânicas do Rio de Janeiro. Os indivíduos foram coletados no período entre Fevereiro de 2009 a Janeiro de 2010, no desembarque pesqueiro da cidade de Cabo Frio, no Estado do Rio de Janeiro, no Sudeste do Brasil. A determinação das concentrações de mercúrio total foi baseada em Malm et al. (1989) e Bastos et al. (1998). As alíquotas de músculo e fígado foram digeridas através de uma mistura de ácidos e as concentrações de mercúrio total foram determinadas por espectrofotometria a vapor frio (FIMS-400, Perkin-Elmer). A precisão e exatidão dos métodos analíticos foram determinadas utilizando os materiais certificados, DORM-3 e DOLT-4, (NRC, Canadá). Os dados foram analisados estatisticamente através do programa STATISTICS 7.0 for Windows. As concentrações de mercúrio total (HgT) encontradas nos atuns e afins variaram significativamente entre as espécies para o músculo e fígado. As menores concentrações foram registradas em Coryphaena hippurus, (0,008 mg. Kg-1 no músculo e 0,003 mg. Kg-1 no fígado), enquanto as maiores concentrações foram reportadas no músculo de Thunnus atlanticus (1,300 mg. Kg-1) e no fígado de Sarda sarda (2,495 mg. Kg-1). Foram encontradas diferenças significativas entre as concentrações de mercúrio total musculares e hepáticas para Katsuwonus pelamis, Euthynnus alletteratus e Sarda sarda, com as concentrações mais elevadas encontradas no fígado. Além disso, o tamanho e o peso dos indivíduos foram fatores importantes, sendo positivamente correlacionados com as concentrações de mercúrio total em todas as espécies, com exceção das concentrações hepáticas encontradas em Katsuwonus pelamis e Euthynnus alleteratus. Ademais, nove indivíduos mostraram altas concentrações musculares, acima de 0,5 mg.Kg-1, limite máximo estabelecido pela Organização Mundial de Saúde (OMS) em peixes predadores para consumo humano. Estes resultados são preocupantes, uma vez que podem representar potencial risco à saúde. Considerando o mercúrio um micro poluente tóxico, as elevadas concentrações encontradas nesses peixes, podem causar efeitos neles e em seus consumidores. Portanto, é importante um contínuo monitoramento de peixes para auxiliar na sua conservação e permitir identificar quais espécies podem ser consumidas e com qual frequência.

The workshop and symposium titled Sustainable Small-scale Fisheries: Towards FAO Guidelines on Marine and Inland Small-scale Fisheries was jointly organized by the National Fishworkers’ Forum (NFF) and the Society for Direct Initiative for Social and Health Action (DISHA), in collaboration with the International Collective in Support of Fishworkers (ICSF). The workshop was the first in a series of consultations around the world organized to discuss the Voluntary Guidelines on Small-scale Fisheries (VGSSF) and propose measures, keeping in mind the interests and concerns of small-scale fisheries and fishing communities. The workshop was also a forum to make the role of small-scale fisheries and fishworkers more visible in the context of food security, poverty alleviation and sustainable use of fishery resources. The workshop had 62 participants from both the marine and inland sectors, representing 10 States of India. The participants included fishworkers, representatives of fishworker organizations, policymakers and representatives of multilateral organizations. The workshop was structured to facilitate active interaction and discussion among participants, taking into account linguistic diversity and the contextual differences of the marine and inland sectors. This publication will be useful for fishworkers, fishworker organizations, researchers, policymakers, fish farmers, members of civil society and anyone interested in small-scale fisheries and livelihoods.
