This is Ireland’s first White Paper on Adult Education and marks the adoption of lifelong learning as the governing principle of educational policy. The Paper reflects on the role of adult education in society, builds on the consultation process following publication of the Green Paper, and sets out the Government’s policies and priorities for the future development of the sector. It does not aim to provide a policy blueprint for the training sector given that this work is being advanced through the National Employment Action Plans and previous publications, and the work of the Task Force on Lifelong Learning recently established by the Department of Enterprise, Trade and Employment. Rather, it seeks to ensure that there is a fit and complementarity between education and training provision, so as to ensure that learners can move progressively and incrementally within an over-arching co-ordinated and learner-centred framework.

The Mental Health First Aid (MHFA) Training Programme for Northern Ireland has been adapted from the original MHFA programme established in Australia by Betty Kitchener and Anthony Jorm. MHFA is the help provided to a person who is developing a mental health problem or who is currently in a mental health crisis. The first aid is given until professional help is available or until the crisis resolves. More than 4,500 people have attended MHFA training in Northern Ireland since it began in 2009 following a successful pilot in 2005. The aims of MHFA are to: preserve life where a person may be a danger to themselves or others; provide help to prevent the mental health problem becoming more serious; promote the recovery of good mental health; provide comfort to a person experiencing a mental health problem. MHFA teaches participants: how to recognise the symptoms of mental health problems; how to provide initial help; how to go about guiding a person towards appropriate professional help. The training programme is available to people from all backgrounds and has proved successful with different professional groups. MHFA training involves teaching participants how to recognise the symptoms of mental health problems such as depression, anxiety and psychosis. Each course is delivered by two MHFA instructors, usually over two consecutive days and four sessions to a maximum of 20 delegates. The course can also be delivered one day a week for two weeks or in four three-hour sessions. To apply for the training programme, people should contact their local Health and Social care Trust. Each Trust runs MHFA training several times a year. Topics covered include: What is meant by mental health/mental ill health? Dealing with crisis situations such as suicidal behaviour, self-harm, panic attacks and acute psychotic behaviour. The Northern Ireland Abdominal Aortic Aneurysm (AAA) Screening Programme began in June 2012 and offers AAA screening to all men in their 65th year in Northern Ireland.The aim of the AAA screening programme is to reduce AAA-related mortality by providing systematic, population-based screening. There is evidence of a significant reduction (45%) in mortality from AAA in those men aged between 65 and 79 years who undergo ultrasound screening. Men older than 65 years will be able to opt into the programme and request screening through the central screening office.There is also evidence of the long-term cost-effectiveness of AAA screening in men and further evidence that the early mortality benefit from screening is maintained.The items available for download here were in the professional information pack that was sent out to all GPs, GP practice managers and pharmacies prior to the launch of the programme.The invitation leaflet is sent out to all eligible men with the letter inviting them to screening.�The results leaflets are for men diagnosed with a small, medium or large AAA. The relevant result leaflet is given to men directly after their scan.�The poster was sent out to all GPs, GP practice managers and pharmacies in the run-up to the launch of the programme as a means of raising awareness.The information sheet outlines the structure of the programme, the screening process and the primary care that follows for those men diagnosed with an AAA. It also highlights the risk factors and has stats on AAA prevalence.The frequently asked questions address issues relating to all aspects of the programme: what is an AAA, roll-out of the programme, the screening process, the scan itself, the possible results, the available treatment, and how personal information is used.

Testing for high-risk human papillomavirus (HR-HPV) as triage and test of cure was introduced into the Northern Ireland Cervical Screening Programme on Monday 28 January 2013. This policy change will significantly alter the screening pathway for women with a mild dyskaryosis or borderline smear result. The link between HR-HPV infection and the development of cervical cancer has now been clearly established, with almost 100% of cervical cancers containing HPV DNA. Women with no evidence of HR-HPV infection are extremely unlikely to develop cervical cancer in the short to medium term. HPV triage is the process whereby HR-HPV testing is used to manage women with low grade cervical abnormalities. Only 15-20% of women with a borderline or mild smear result have a significant abnormality that needs treatment. HR-HPV testing is effective in identifying which women may need treatment and allows colposcopy resources to be allocated more effectively.The test of cure process is being introduced because it is now known that women with a normal or low grade smear test, and who are HR-HPV negative at six months after treatment, are at very low risk of residual disease. These women do not need to be recalled for another screening appointment for three years.The test of cure process means all post-treatment smears (at six months) that are reported as normal, borderline or mild dyskaryosis will be tested for HR-HPV. Those women who are HR-HPV positive will remain at colposcopy. HR-HPV negative women can be safely returned to recall in three years. It is estimated that the HR-HPV test of cure will allow approximately 80% of women who have been through treatment to avoid undergoing annual smear tests. This wallet card has been produced to help maximise awareness of the abdominal aortic aneurysm (AAA) screening programme in Northern Ireland. It provides the website address of the screening programme - www.aaascreening.info - as well as email and telephone contact details for the screening programme office. A postal address is also included. The wallet cards will be distributed to eligible men through the following channels, among others: public events, eg talks with men's groups, Farm Families Health Checks programme;health information stands in shopping centres, supermarkets etc;GP practices;pharmacies. �

Dans le domaine de la réhabilitation psycho-sociale de patients psychiatriques chroniques, l'utilité de l'entraînement des compétences sociales est bien connue. Elaboré et expérimenté dans le cadre de l'Unité de réhabilitation du Département universitaire de psychiatrie adulte de Lausanne, le programme de thérapie cognitive et comportementale intitulé Psychoped est une tentative d'intégration face à un champ qui tend à se diversifier. Psychoped comprend six modules thérapeutiques indépendants, pratiqués en groupe, sélectionnés dans l'offre actuelle des modules de réhabilitation, en particulier ceux développés par Libermann et Brenner. Sa modularité permet de le coordonner à l'éventail des soins déjà existants et d'en individualiser les contenus selon les caractéristiques des patients. La structure et le contenu de ce programme sont présentés de manière synthétique. <Auteurs>

This inaugural annual report for the Northern Ireland Abdominal Aortic Aneurysm (AAA) Screening Programme (produced jointly by the Public Health Agency and the Belfast Health and Social Care Trust) looks back on a successful first year for the programme. The Public Health Agency (PHA) is responsible for commissioning and quality assuring the programme. The Belfast Health and Social Care Trust is responsible for providing and managing the programme.Following significant planning, AAA screening was introduced on time in June 2012, as required by the Government's 'Priorities for Action' target. There is no doubt that this was due to sustained partnership working across a wide range of health and social care services within Northern Ireland.
