The food habits of 20 species of pelagic nekton were investigated from collections made with small-mesh purse seines from 1979-84 off Washington and Oregon. Four species (spiny dogfish, Squalus acanthias; soupfin shark, Galeorhinus zyopterus; blue shark, Prionace glauca; and cutthroat trout, Salmo clarki) were mainly piscivorous. Six species (coho salmon, Oncorhynchus kisutch; chinook salmon, O. tshawytscha; black rockfish, Sebastes melanops; yellowtail rockfish, S. f1avidus; sablefish, Anoplopoma fimbria; and jack mackerel, Trachurus symmetricus) consumed both nektonic and planktonic organisms. The remaining species (market squid, Loligo opalescens; American shad, Alosa sapidissima; Pacific herring, Clupea harengus pallasi; northern anchovy, Engraulis mordax; pink salmon, O. gorbuscha; surf smelt, Hypomesus pretiosus; Pacific hake, Merluccius productus; Pacific saury, Cololabis saira; Pacific mackerel, Scomber japonicus; and medusafish, Icichthys lockingtom) were primarily planktonic feeders. There were substantial interannual, seasonal, and geographic variations in the diets of several species due primarily to changes in prey availability. The 1984 International Symposium and Workshop on the Biology of Fur Seals originated in informal talks in 1981. However, the scope and focus of the symposium remained unclear until an informal workshop was held in San Diego in June 1983. This meeting synthesised data on the foraging and pup attendance activities of six species of fur seals, and attempted to formulate a coherent framework for the adaptations associated with their maternal strategies (Gentry et al. 1986). During the workshop it was clear that comparative data on many key aspects of fur seal biology and ecology were missing. This absence of data applied not only to less well known species, for some of which considerable unpublished data existed, but also to better known species for which research in some areas had either been neglected or unreported. The value of applying the comparative method to seals, especially comparisons integrating physiology, ecology, and reproductive biology, was amply demonstrated by the results of the 1983 workshop (Gentry and Kooyman 1986). However, we were also aware that many other problems outside the area of maternal strategies could benefit from comparative data, such as recovery of populations from the effects of harvesting. Therefore, to accommodate the range of potential research, we organized this symposium to produce an up-to-date synthesis of relevant information for all species of fur seals. It was also clear that fur seal research could benefit from increased communication and collaboration among its practitioners. To foster the spread of ideas, we held oral presentations on some topics of current research and techniques and organized workshops on specific topics, in addition to providing opportunities for informal talks among participants. Thanks to generous support from the British Antarctic Survey, the National Marine Fisheries Service of the United States, and the Scientific Committee on Antarctic Research, the International Fur Seal Symposium was held at the British Antarctic Survey, Cambridge, England, 23-27 April 1984. The trawl fishery for pelagic annorhead, Pseuaopentaceros wheeleri(fonnerly referred to as Pentaceros richardsoni), and alfonsin, Beryx splendens, over the central North Pacific seamounts has a relatively short history. Before 1967, fishery scientists were generally unaware of the resources on seamounts; however, the discovery of commercial concentrations of pelagic armorhead on seamounts in the southern Emperor Seamounts by a Russian commercial trawler in November 1967 led to almost immediate exploitation of the species by the Soviets. Unconfinned reports indicated that the schools of pelagic annorhead on the seamounts averaged 30 m thick and catches averaged from 3 to 50 metric tons on 10-20 min hauls (Sakiura 1972). Japanese trawlers entered the fishery in 1969. To assist in the development of this tishery, Japanese research vessels conducted extensive surveys in 1972 on the distribution and potential for development ofthe pelagic armorhead and alfonsin resources. The results of their surveys to the central North Pacific and mid-Pacific seamounts showed that many had summits that were too deep for trawling. More than a decade has passed since the passage of the Marine Mammal Protection Act of 1972. During that time the U.S. tuna purse seine neet reduced its incidental porpoise mortality rate more than 10-fold. This was made possible through the development of gear and techniques aimed at reducing the frequency of many low probability events that contribute to the kill. Porpoise are killed by becoming entangled or entrapped in folds and canopies of the net and suffocating. The configuration of the net, both before and during the backdown release procedure, is a major determinant of the number of porpoise killed. Speedboats can be used to tow on the corkllne to prevent net collapse and also to adjust the net configuration to reduce net canopies prior to backdown. Deepening a net can reduce the probability of porpoise being killed by prebackdown net collapse. The effects of environmental conditions and mechanical failures on net configuration can result in high porpoise mortality unless mitigated by skilled vessel maneuvers or prevented by the timely use of speedboats to adjust the net. The backdown procedure is the only means to effectively release captured porpoise from a purse seine. It is also the time during the set when most of the mortality occurs. The use of small mesh safety panels and aprons in the backdown areas of nets reduces porpoise entanglement, and Increases the probability of an effective release. The tie-down points on the net for preparing the backdown channel must be properly located in order to optimize porpoise release. A formula uses the stretched depth of the net to calculate one of these points, making it a simple matter to locate the other. Understanding the dynamics of the backdown procedure permits a thorough troubleshooting of performance, thus preventing the repetition of poorly executed backdowns and thereby reducing mortality. Porpoise that cannot be released must be rescued by hand. A rescuer in a rigidly inflated raft can rescue porpoise effectively at any time during a net set. Hand rescue can make the difference between above average kill and zero kill sets. In all circumstances, the skill and motivation of the captain and his crew are the final determinants in the prevention of incidental porpoise mortality in tuna seining. This paper includes information about the Pribilof Islands since their discovery by Russia in 1786 and the population of northern fur seals, Cailorhinus ursinus, that return there each summer to bear young and to breed. Russia exterminated the native population of sea Oilers, Enhydra lulris, here and nearly subjected the northern fur seal to the same fate before providing proper protection. The northern fur seal was twice more exposed to extinction following the purchase of Alaska and the Pribilof Islands by the United States in 1867. Excessive harvesting was stopped as a result of strict management by the United States of the animals while on land and a treaty between Japan, Russia, Great Britain (for Canada), and the United States that provided needed protection at sea. In 1941, Japan abrogated this treaty which was replaced by a provisional agreement between Canada and the United States that protected the fur seals in the eastern North Pacific Ocean. Japan, the U.S.S.R., Canada, and the United States again insured the survival of these animals with ratification in 1957 of the "Interim Convention on the Conservation of North Pacific Fur Seals," which is still in force. Under the auspices of this Convention, the United States launched an unprecedented manipulation of the resource through controlled removal during 1956-68 of over 300,000 females considered surplus. The biological rationale for the reduction was that production of fewer pups would result in a higher pregnancy rate and increased survival, which would, in turn, produce a sustained annual harvest of 55,000-60,000 males and 10,000-30,000 females. Predicted results did not occur. The herd reduction program instead coincided with the beginning of a decline in the number of males available for harvest. Suspected but unproven causes were changes in the toll normally accounted for by predation, disease, adverse weather, and hookworms. Depletion of the animals' food supply by foreign fishing Heets and the entanglement of fur seals in trawl webbing and other debris discarded at sea became a prime suspect in altering the average annual harvest of males on the Pribilof Islands from 71,500 (1940-56) to 40,000 (1957-59) to 36,000 (1960) to 82,000 (1961) and to 27,347 (1972-81). Thus was born the concept of a research control area for fur seals, which was agreed upon by members of the Convention in 1973 and instituted by the United States on St. George Island beginning in 1974. All commercial harvesting of fur seals was stopped on St. George Island and intensive behavioral studies were begun on the now unharvested population as it responds to the moratorium and attempts to reach its natural ceiling. The results of these and other studies here and on St. Paul Island are expected to eventually permit a comparison between the dynamics of unharvested and harvested populations, which should in turn permit more precise management of fur seals as nations continue to exploit the marine resources of the North Pacific Ocean and Bering Sea. Humans infected with Bordetella pertussis, the whooping cough bacterium, show evidences of impaired host defenses. This pathogenic bacterium produces a unique adenylate cyclase toxin (ACT) which enters human phagocytes and catalyzes the unregulated formation of cAMP, hampering important bactericidal functions of these immune cells that eventually cause cell death by apoptosis and/or necrosis. Additionally, ACT permeabilizes cells through pore formation in the target cell membrane. Recently, we demonstrated that ACT is internalised into macrophages together with other membrane components, such as the integrin CD11b/CD18 (CR3), its receptor in these immune cells, and GM1. The goal of this study was to determine whether ACT uptake is restricted to receptor-bearing macrophages or on the contrary may also take place into cells devoid of receptor and gain more insights on the signalling involved. Here, we show that ACT is rapidly eliminated from the cell membrane of either CR3-positive as negative cells, though through different entry routes, which depends in part, on the target cell physiology and characteristics. ACT-induced Ca2+ influx and activation of non-receptor Tyr kinases into the target cell appear to be common master denominators in the different endocytic strategies activated by this toxin. Very importantly, we show that, upon incubation with ACT, target cells are capable of repairing the cell membrane, which suggests the mounting of an anti-toxin cell repair-response, very likely involving the toxin elimination from the cell surface.

The Alliance for Coastal Technologies (ACT) convened a workshop on Evaluating Approaches and Technologies for Monitoring Organic Contaminants in the Aquatic Environment in Ann Arbor, MI on July 21-23, 2006. The primary objectives of this workshop were to: 1) identify the priority management information needs relative to organic contaminant loading; 2) explore the most appropriate approaches to estimating mass loading; and 3) evaluate the current status of the sensor technology. To meet these objectives, a mixture of leading research scientists, resource managers, and industry representatives were brought together for a focused two-day workshop. The workshop featured four plenary talks followed by breakout sessions in which arranged groups of participants where charged to respond to a series of focused discussion questions. At present, there are major concerns about the inadequacies in approaches and technologies for quantifying mass emissions and detection of organic contaminants for protecting municipal water supplies and receiving waters. Managers use estimates of land-based contaminant loadings to rivers, lakes, and oceans to assess relative risk among various contaminant sources, determine compliance with regulatory standards, and define progress in source reduction. However, accurately quantifying contaminant loading remains a major challenge. Loading occurs over a range of hydrologic conditions, requiring measurement technologies that can accommodate a broad range of ambient conditions. In addition, in situ chemical sensors that provide a means for acquiring continuous concentration measurements are still under development, particularly for organic contaminants that typically occur at low concentrations. Better approaches and strategies for estimating contaminant loading, including evaluations of both sampling design and sensor technologies, need to be identified. The following general recommendations were made in an effort to advance future organic contaminant monitoring: 1. Improve the understanding of material balance in aquatic systems and the relationship between potential surrogate measures (e.g., DOC, chlorophyll, particle size distribution) and target constituents. 2. Develop continuous real-time sensors to be used by managers as screening measures and triggers for more intensive monitoring. 3. Pursue surrogate measures and indicators of organic pollutant contamination, such as CDOM, turbidity, or non-equilibrium partitioning. 4. Develop continuous field-deployable sensors for PCBs, PAHs, pyrethroids, and emerging contaminants of concern and develop strategies that couple sampling approaches with tools that incorporate sensor synergy (i.e., measure appropriate surrogates along with the dissolved organics to allow full mass emission estimation).[PDF contains 20 pages]

One of the main problems that public institutions face in the management of protected areas, such as the European Natura 2000 network, is determining how to design and implement sustainable management plans that account for the wide range of marketed and non-marketed benefits they provide to society. This paper presents an application of a stated preference valuation approach aimed at evaluating the social preferences of the population of the Basque Country, Spain, for the key attributes of a regional Natura 2000 network site. According to our results, individuals’ willingness-to-pay (WTP) is higher for attributes associated with non-use values (native tree species and biodiversity conservation) than for attributes associated with use values (agricultural development and commercial forestry). The paper concludes that management policies related to Natura 2000 network sites should account for both for the importance of non-use values and the heterogeneity of the population's preferences in order to minimize potential land use conflicts.

The investment prospects of fish farming in the Jos-Plateau, Nigeria, strategically located in about the centre of the country are discussed with special reference to its numerous abandoned mine lakes and the tripartite role of government, universities and individuals. In the Jos-Plateau, about 17.0 km super(2) is covered by these disused mine lakes, making up about 20-30% of the area covered. In such enterprise, problems commonly encountered, like population growth and government planning policies, fish demand and supply, manpower, feed and seed availability, preservation, processing and marketing are discussed. Inspite of these, prospects still abound with regards to land-use of these numerous disused mine lakes and feed availability based on the principles of using both industrial and farm by-products for fish culture, processing and marketing. These potentials, if properly harnessed, will help to supplement the protein insufficiency in the diet of the populace. In this regard, proposals on the economics of production and sales, strategies for achieving these development goals, cost-benefit analysis and their implications in further development of fish culture are discussed

Congress established a legal imperative to restore the quality of our surface waters when it enacted the Clean Water Act in 1972. The act requires that existing uses of coastal waters such as swimming and shellfishing be protected and restored. Enforcement of this mandate is frequently measured in terms of the ability to swim and harvest shellfish in tidal creeks, rivers, sounds, bays, and ocean beaches. Public-health agencies carry out comprehensive water-quality sampling programs to check for bacteria contamination in coastal areas where swimming and shellfishing occur. Advisories that restrict swimming and shellfishing are issued when sampling indicates that bacteria concentrations exceed federal health standards. These actions place these coastal waters on the U.S. Environmental Protection Agencies’ (EPA) list of impaired waters, an action that triggers a federal mandate to prepare a Total Maximum Daily Load (TMDL) analysis that should result in management plans that will restore degraded waters to their designated uses. When coastal waters become polluted, most people think that improper sewage treatment is to blame. Water-quality studies conducted over the past several decades have shown that improper sewage treatment is a relatively minor source of this impairment. In states like North Carolina, it is estimated that about 80 percent of the pollution flowing into coastal waters is carried there by contaminated surface runoff. Studies show this runoff is the result of significant hydrologic modifications of the natural coastal landscape. There was virtually no surface runoff occurring when the coastal landscape was natural in places such as North Carolina. Most rainfall soaked into the ground, evaporated, or was used by vegetation. Surface runoff is largely an artificial condition that is created when land uses harden and drain the landscape surfaces. Roofs, parking lots, roads, fields, and even yards all result in dramatic changes in the natural hydrology of these coastal lands, and generate huge amounts of runoff that flow over the land’s surface into nearby waterways. Population pressure in coastal New Hampshire challenges land use decision-making and threatens the ecological health and functioning of Great Bay, an estuary designated as both a NOAA National Estuarine Research Reserve and an EPA National Estuary Program site. Regional population in the seacoast has quadrupled in four decades resulting in sprawl, increased impervious surface cover and larger lot rural development (Zankel, et.al., 2006). All of Great Bay’s contributing watersheds face these challenges, resulting in calls for strategies addressing growth, development and land use planning. The communities within the Lamprey River watershed comprise this case study. Do these towns communicate upstream and downstream when making land use decisions? Are cumulative effects considered while debating development? Do town land use groups consider the Bay or the coasts in their decision-making? This presentation, a follow-up from the TCS 2008 conference and a completed dissertation, will discuss a novel social science approach to analyze and understand the social landscape of land use decision-making in the towns of the Lamprey River watershed. The methods include semi-structured interviews with GIS based maps in a grounded theory analytical strategy. The discussion will include key findings, opportunities and challenges in moving towards a watershed approach for land use planning. This presentation reviews the results of the case study and developed methodology, which can be used in watersheds elsewhere to map out the potential for moving towns towards EBM and watershed-scaled, land use planning. Aquatic vegetation is an essential component of the aquatic ecosystem with both positive and negative implications on the water body. Efforts are always made to curtail the excessive growth of aquatic plants in order to prevent them from becoming a nuisance in the ecosystem. One of the ways of solving such problem is the positive economic use of such plants. Utilization as a method of weed control within the aquatic ecosystem is considered to be one of the safest methods of weed control as this provides the riparian communities double advantages in terms of save environment and personal benefits of the plant. The flora diversity of freshwater and brackish environments posses a great potential to both man and higher animals alike. Due to this fact, this paper attempt to review the exploited and unexploited aquatic plants resources of many of our water bodies in Nigeria both economica/ly and socially, to the populace. Recommendations are also advanced for further studies that will enhance sound management of the resources for maximum benefits and sustainability

This paper focuses on the financial analysis involved in setting up of fish farming on a small-scale in a homestead. About 0.5 acres of land was used for the construction of pond which as a stock of Clarias spp/ Heterobranchus spp and Tilapia spp at the ratio of one to three for a period of 12 months. The land/land development cost is N26,500.00, pond construction cost, N35,700.00, equipment cost, N2,650.00 and stock/Input requirement cost N155,727.00 while the revenue from sales is N376,000.00. A cash flow analysis is also calculated for the fish farm, which is N155,423.00 for first year cash flow, and appropriate profit/mosses were calculated for five-year production cycle of N1,036,515.00 million. At the end appreciable profit is realized from the enterprises. This type of enterprises is viable for small-scale farmers to practices and adopted for financial support for their family

Examination of 40 time series of multidisciplinary environmental variables from the Pacific Ocean and the Americas, collected in 1968 to 1984, demonstrated the remarkable consistency of a major climate-related, step-like change in 1976. To combine the 40 variables (e.g., air and water temperatures, Southern Oscillation, chlorophyll, geese, salmon, crabs, glaciers, atmospheric dust, coral, carbon dioxide, winds, ice cover, Bering Strait transport) into a single time series, standard variants of individual annual values (subtracting the mean and dividing by a standard deviation) were averaged. Analysis of the resulting time series showed that the single step in 1976, separating the 1968-1975 period from the 1977-1984 period, accounted for 89% of variance within the composite time series. Apparently, one of the Earth's large ecosystems occasionally undergoes large abrupt shifts.

O atendimento às demandas de determinada parcela da população que vive nas chamadas Regiões Metropolitanas no Brasil tem apresentado acentuada dificuldade em obter resultados satisfatórios, na medida em que estes espaços territoriais estejam situados em diferentes jurisdições político-territoriais. Tais dificuldades têm origem, sobretudo, na necessidade da composição de arranjos governamentais que possam atuar de forma conjunta e coordenada, abrangendo Estados e Municípios envolvidos nesta dinâmica metropolitana, e que abrange aspectos fiscais, sociais, ambientais e jurídicos. O presente trabalho analisa este último aspecto, sobretudo, em relação à questão das competências constitucionais dos entes envolvidos e o papel a ser desempenhado por cada um na regulação do solo urbano, um dos aspectos mais relevantes em relação ao tema metropolitano. Se a dependência de um eventual acordo entre os entes federativos tem se mostrado raro na história federativa brasileira, tal fato não pode constituir-se em um fator impeditivo do alcance dos direitos fundamentais estabelecidos pela Constituição Federal, principalmente levando-se em consideração que uma regulação adequada do solo urbano em uma perspectiva regional (metropolitana) é uma meio fundamental para o alcance de vários direitos, como moradia, meio ambiente equilibrado. Identificando o Estado-Membro como figura principal deste mister, por meio de uma interpretação sistemática e teleológica da Constituição, e reconhecendo o cenário de constitucionalização do direito administrativo atual bem como da chamada crise da lei, verifica-se que este ente federativo pode e deve assumir plenamente suas competências, elaborando um estudo técnico de planejamento regional, não necessariamente aprovado por lei formal, e vinculante para os Municípios.
