This is a report by the Committee that was created by House Resolution 1691 of 1965 for the purpose of studying the State's tax laws relating to the assessment and collection of ad valorem taxes by the political subdivisions of the state. The Committee found that some statutory requirements relating to reporting and assessment of property for local tax purposes were being ignored for practical reasons, and that, in the opinion of the Committee, actual practice was sometimes productive of better results than existing legal requirements. In those cases, the Committee has recommended changes in the law so that legal requirements will coincide with desirable practice.

Areas of concern: This notification is based on information Illinois EPA has found while investigating, monitoring and working on two landfill sites in the Chicago Heights/South Chicago Heights area. Tests from groundwater and surface water at one landfill site showed levels of vinyl chloride greater than state Class I groundwater standards - the state standards that are designed to protect groundwater for use as drinking water. Vinyl chloride is from a family of chemicals known as volatile organic compounds (VOCs), which are common man-made chemicals found in cleaning solvents, gasoline and oil. These chemicals can travel in groundwater long distances from where they were spilled or dumped.

In October 2009, the Illinois General Assembly directed this study of the Monetary Award Program (MAP) while restoring a 50 percent reduction in MAP funding occasioned by the state's poor fiscal climate. House Joint Resolution 75 (HJR 75) requires that the Illinois Board of Higher Education (IBHE), in consultation with the Illinois Student Assistance Commission (ISAC)) and the Illinois Community College Board (ICCB), study and provide recommendations on the efficiency and sustainability of MAP. The purpose of the study is to ensure that alternatives to current aid delivery methods are considered so that the State can be assured that student access, choice, and success will be met in the most effective and practical manner.
