While the topic of climate change is controversial, the world needs to take a precautionary approach to reduce carbon dioxide emissions. With growing populations and increasing energy demands, solutions to cleaner energy need to be developed and implemented. In order to successfully reduce carbon dioxide emissions, a global carbon pricing policy needs to be developed that includes all countries and allows each region to utilize the best clean energy technology options along with economic incentives that will be the most effective. The research conducted in this project validates the hypothesis that placing a monetary price on carbon will allow natural, technological, and financial resources to come together to implement a feasible energy solution that will reduce global carbon dioxide emissions.

One complement to domestic climate policies could be the regulation of carbon dioxide emissions arising during the production of imported products. Such ‘border carbon adjustments’ (BCAs) are said to have several benefits, but are also severely criticised. This Policy Brief highlights some weaknesses in the standard argumentation for BCAs. But there is an alternative argument for border carbon measures, based on the fact that countries expose each other to climate externalities. The reformulated argument is economically more convincing, and provides a more convincing justification for the extraterritorial feature of border carbon measures. However, there are also several important factors mitigating against the implementation of such measures, including the risk that these measures will be used for protectionism. In an ageing world with demographic and economic imbalances, the number of international migrants is likely to rise during the twenty-first century. The geography of migration flows is changing, however. Mobile people will be increasingly attracted by faster-growing economies. Therefore, some traditional destinations in western Europe will face stronger competition for skilled labour-not least from countries like China where the working-age population will shrink after 2020. At the same time, the sentiment in many European receiving societies is turning against migration and intra-European Union mobility.

Energy markets evolve at least as quickly as the economies they fuel. But development unfolds at an irregular pace, with starts and stops often precipitated by seemingly unpredictable dynamics. Is it really impossible to forecast these ‘revolutions’, if the past can be seen as prologue? The answer might be in the way we look at future events; even if we accept that some events are unpredictable, we may be able to infer much more about the future trends through a broader reading of available data, thus revealing ‘unknown knowns’ that may be useful in understanding paradigm shifts ahead. This paper presents an analysis of the global gas market, offering views on what the most relevant ‘unknown knowns’ of today look like, and hypotheses about some of the possible game-changing events that the market is likely to face in the short to medium term.

Summary. Synthetic biology is an emerging technology with potentially far-reaching benefits and risks. As a cross-cutting issue, different aspects of synthetic biology fall within the scope of different international agreements. Contemporary biosafety and biosecurity frameworks are characterized by important regulatory gaps which policy makers need to address to minimize risks that may arise in the future both from commercial use and weaponization. In some cases, this may require formal treaty amendments, whereas others can possibly be resolved at lower levels, for instance through interpretive statements of treaties’ decision-making bodies.

Indonesia is the world’s largest Muslim-majority country. It is of immense importance for the security situation and economic integration in Pacific Asia. Political events in Indonesia have a profound impact on the whole region of Southeast Asia. Nevertheless, the 2014 parliamentary and presidential elections were hardly reported in the foreign media. The presidential elections in particular turned out to be a hard test for the young democracy.

The EU’s effective multilateralism doctrine is hardly a defining characteristic of the international system of today. While established multilateral structures are far from reflective of the realities of the twenty-first century, multilateral practices remain dominant in most parts of the world. Multilateralism, however, carries a different meaning to different actors. Emerging powers have become increasingly assertive in promoting their own multilateral approach and now set the pace in international affairs. The EU remains, nonetheless, well-placed to respond to this challenge through a revision of its multilateral agenda.
