Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides. This paper has it is hypotesis on the government program “My Home, My Life” and the assumption that it is a public politic attached to the market logic of financialization of the housing. It is understood that this program encourage capital for the main constructors and incorporated of brazilian heritage elite. It also served as well to promote more rentability to international capital and intensified the sociospacial segregration process as real state speculation has been potencialized. This work aims to present and discuss the program contradictions that have been sustained on the speech of wide subsidy offer and habitance construcution for low income workers - month income until three minimum salaries. Documents have shown that in the first phase of the program, habitance construction for this sector of population corresponded only to 5,5% of total habitation deficit. Businessmen on residance civil construction and public politic representatives have confirmed that the program interests are linked to financial market logic.The real benefits are not for low income workers, but for real state agents through extraordinaty profits of land and the so called new medium workers class(worker class C).We will search for embasement on the country history through the different governments and housing policies, in value theory and the concept of land income to understand the financialization process of the housing. This article holds that the dominant scene of the “crisis of politics” in modern societies reflects a complex process of reconfiguration of social life and way of living. Through critical dialogue with some representatives of political sociology of radicalized modernity, it suggests that current failure of politics is the failure of one way of doing and thinking about politics, direct heir of “historical capitalism”. It is not the failure of politics as such, but of a mode of politics, political system, political practice. It must be associated with a sort of fatigue of the material which composed modern politics, which has always been based on strong national and constitutional states, on mass parties and active parliaments, as well as on the efficient functioning of representative democracies.

The Folha Universal, newspaper produced by the Igreja Universal do Reino de Deus (Iurd, abbreviation in Portuguese for Universal Church of the Kingdom of God), reaches an average weekly circulation from 2.5 to 3.5 million copies. Studies indicate that the Folha Universal is not merely an institutional newspaper. It is systematically dedicated to be a source of political information to their readers, in order to publicize candidates and politicians who defend the Iurd’s proposals for the Brazilian public life. This paper describes results of an empirical study on the frames built by the Folha Universal about the social demands, economic and political governance considered as priorities to the public management by the Iurd around five themes of analysis: public safety; children and adolescents care; public health; environment; politics and economy. The results indicate that, as characteristics of the Folha Universal in the four months prior to the 2010 Brazilian elections, aspects that differ from those indicated by previous studies on the newspaper. Previously detected in the pages of Folha Universal as a mean for finding solutions to social problems, the theology of prosperity was in our sample replaced by the formulation of public policies.

This work aims to analyze the limitations of recent Brazilian urban expansion and, more specifically, the housing policy for low-income population, focused on Minha Casa, Minha Vida in Campinas / SP . It is understood that this program aims to democratize access to housing for excluded populations in the property market, resulting in a right to the city. This policy is analyzed in the living space configuration from the point of view of socio-spatial segregation. To meet the flexibility of real estate developers, urban politic Campinas was subsumed by the entrepreneurship of housing production, was detached from the municipal planning and releasing ownership of urban land for the free flow of capital that circulated by the real estate market in the search for the appropriation of elevation of the ground rent . These processes are understood through intense confinement of poverty in areas that grow randomly deleted and the margin of urban rights

Environmental services are the ones done by the nature, that supports both the life and the environment. Payments for Environmental Services (PES) are financial transfers by beneficiaries of environmental services for the ones who provide such services due to conservation practices. Botucatu is a city in São Paulo State with a great potential for PES. Therefore, this paper develops a comparative study of PES projects in Federal and State ranges, aiming to analyze, select and propose criteria in order to contribute to the creation of a PES policy for the city.

The housing issue in Brazil is'nt a recent problem and has been discussed, worked and questioned in the institutional framework, especially with regard to the critical considerations on the topic and urban problems involved. We as milestones in the Brazilian housing policy the National Housing Bank - BNH, 1964, the height of the military regime in Brazil, and the Minha Casa, Minha Vida, in 2009. Both have questions that approach and distance themselves regarding changes in the Brazilian housing policy, where we have the emergence of new forms of knowledge production and housing consumption. Thus we have a number of advances in ways of acquiring social housing, even at different times, it is characterized as capitalist forms of this issue. Thus the spatial process of housing developments arising from these programs reflect the change in space - time that they lay down, turning the urban space of the cities in this case the city of Presidente Prudente / SP
