Calls to dismantle bureaucracy and install new forms of organising ignore the essential role that traditional design forms play in providing structure, order and focus. Flexible organisational forms might be pivotal in turbulent environments for adaptation and innovation, but structure and direction are also necessary to ensure that innovation is focussed and relevant. This paper employs an evolutionary account of the development of new forms of organising. It argues that by adopting a dualities mindset, traditional and new forms of organising can be managed as complementary rather than contradictory work practices, thus accommodating the simultaneous need for flexibility and order.

Expressing contractual agreements electronically potentially allows agents to automatically perform functions surrounding contract use: establishment, fulfilment, renegotiation etc. For such automation to be used for real business concerns, there needs to be a high level of trust in the agent-based system. While there has been much research on simulating trust between agents, there are areas where such trust is harder to establish. In particular, contract proposals may come from parties that an agent has had no prior interaction with and, in competitive business-to-business environments, little reputation information may be available. In human practice, trust in a proposed contract is determined in part from the content of the proposal itself, and the similarity of the content to that of prior contracts, executed to varying degrees of success. In this paper, we argue that such analysis is also appropriate in automated systems, and to provide it we need systems to record salient details of prior contract use and algorithms for assessing proposals on their content. We use provenance technology to provide the former and detail algorithms for measuring contract success and similarity for the latter, applying them to an aerospace case study.

Over the past twenty years, in Australia, there has been a steady growth in the numbers of part-time research students. However, they have generally been invisible in government policy on research training, and have rarely been the focus of specific treatment in universities, where the full-time scholarship-holder is taken as the norm. Yet, these are people who often undertake their research in their workplaces on problems germane to their work. They do so with relatively less ‘drain on the public purse’ and they are well-placed to ensure their research has effect. This paper suggests that this ‘reserve armyof research labour—part-time research students—could benefit from the integration of the perspectives that have driven other aspects of adult education with those, often economic rationalist perspectives, that have driven research training policy. In this way, government policy-makers may appreciate that this ‘reserve army’ provides good value, and universities may shape their research training policies and practices to provide support, infrastructure and supervision that matches the needs and contexts of part-time students, and which facilitates ‘technology transfer’ and links between universities and industries and the professions.

This paper attempts to link findings of recent eCommerce research in small business in New Zealand with the Government’s eCommerce strategy. The research stresses the need for the Government to bridge the existing gap between small business and eCommerce. The strategy emphasises the Government’s role in providing leadership, in building the capability of New Zealanders, and in providing an enabling regulatory environment. The strategy is set out to be a complete partnership between Government, business, and the broader community to achieve these objectives. Recent progress on this strategy is reviewed and its significance to small business is discussed. The Government has actively embarked on setting up a comprehensive policy framework to guide the wide success of eCommerce in businesses in New Zealand. The Government’s progress in this regard is admirable. However, this research points to the importance of prioritising the implementation of certain strategies and of addressing impending eCommerce issues relevant to the small business sector in New Zealand.

In 2000 Deakin University and Elmac Hydroponics, with funding from the Australian Research Council began a collaborative PhD project researching the management and economics for commercial tomato production using the innovative Autopot® hydroponics system. The collaboration between Deakin University, the Elmac farmers and the wider hydroponics industry was central to this research project. A significant outcome was the education of both the researchers and the farmers. Deakin University researchers benefited from the chance to learn about conducting research within the commercial constraints of the industry. Elmac and the wider industry had the opportunity to learn about the methodology, application and limitations of scientific research. However, there are conflicts between the desired educational outcomes for the stakeholders in a collaborative project of this type. In most cases, the award of the PhD degree to the candidate depends entirely on the thesis. A thesis however, would be of little value to most hydroponics farmers. The desired educational outcome for industry is in the application of the results to their situation for improved management of production and increased profit. This paper highlights the benefits and constraints of collaborative research into the introduction of innovative technology to the hydroponics industry.

Although multiliteracies have been well theorised in recent years, few studies have researched the practical aspects of developing a curriculum of multiliteracies. This article examines multiliteracies as a crossdisciplinary curriculum practice, drawing on data from a 3-year study in an urban middle school. The data show possibilities for students to engage in critique and to move toward designing multimodal texts. Using Bourdieusian concepts of social capital and academic field, we explore the struggles around learning to inhabit certain school discourses.

In New Zealand the most important institutions that are responsible for the delivery of vocational education and training programs are the government owned and operated tertiary education institutions known as polytechnics.' The New Zealand polytechnics deliver programs at the certificate, diploma and degree level. During the course of the 1990s, expansion of participation in vocational education and training was a major priority on the part of the New Zealand Government. In order to enable this to occur without placing too great a financial burden on the government and taxpayers, the polytechnics have become more dependent upon non-government sources of income (both student fees and other sources) and have been opened up to increasing levels of competition with the view that this will compel them to operate at higher levels of efficiency. As well, it is thought competition will make the polytechnics more responsive to the demands of students and industry. At the same time the polytechnics have been given more autonomy such that they have been able to move into the delivery of programs formerly denied to them. The purpose of this paper is to look at some aspects of the cost efficiency of the operation of polytechnics in New Zealand between the years 1995 and 2002. The efficient operation of the polytechnics in New Zealand is important because they need to operate at high levels of cost efficiency if they are to provide the greatest possible contribution to the development of New Zealand's skill and knowledge base. In particular one issue to consider was whether the creation of larger polytechnic institutions could achieve lower unit costs and, therefore educate a greater number of students without significantly increasing costs. In order to achieve these larger institutions, the various polytechnics have attempted to 1) expand enrolments by diversifying into the delivery of degree programs, 2) attract additional students from overseas and 3) arrange (or been forced by circumstances into) mergers in order to create larger scale institutions. In the next section, a background account of the nature of the vocational education sector and the role of the New Zealand polytechnic is given. Following this, a section containing an analysis of the cost efficiency of New Zealand's polytechnics is provided, and in the final section some conclusions are given.

This study examines the adjustment process and the adaptability of the Chinese migrant spouses’ in Auckland, New Zealand. A total of 97 spouses participated in a survey from a random sample of 200. The results suggest that both anticipatory and in-country experiences are relevant to adjustment. The results of the study, specifically suggest that the adjustment process experienced by the Chinese spouses in the New Zealand environment is based on a number of factors such as (1) the amount of information and knowledge of New Zealand they have prior to arrival in New Zealand, (2) the backgrounds of the spouses, (3) their experiences prior to and on arrival in New Zealand, and (4) their ability to cope in the new environment.
