Poor governance sickens the Arts : we have the cure, Kenneth Myer Lecture for the George Fairfax Fellowship

We need to know more about governance in cultural nonprofit organisations (NPOs). Can good governance prevent financial crises in arts organisations? A vast research project has helped find the answers. Lack of artistic success is not the main cause of financial distress. NPOs in financial distress often have weak governing processes. Their board members need to know more about the problems leading to the crisis. We propose a governance framework to better monitor NPOs’ external and internal environments. Then we present the reactions to this governance framework from interviews with NPO managers. Finally, we report results from arts organisation consultancy and reconcile these findings with the ones collected through interviews.

From colonial superstition to the hairyman : Aboriginality and the politics of race

This is an examination of the changing representation of Aboriginality with particular focus on the characterization of Indigenous protagonists, in three twentieth century Australian narratives from the legend genre. The colonial and assimilationist discourses which inform the earlier narratives are contrasted with a recent radical alternative.

A participatory model for ethnic audience development for the arts

This paper aims to investigate strategies to increase ethnic minority group consumers' participation in arts performances in Australia. Our findings are based on focus group discussions and in-depth interviews with participants from ethnic minority groups, namely, Greek, Italian, Vietnamese, Chinese, and Indian in Australia. The findings indicate that a mixed cultural/arts events and culturally specific events are the most favoured forms for attracting participation from culturally diverse audiences. Further strategies are to provide more arts and cultural education for minority and
mainstream cultures, and appropriate marketing activities to minority groups could increase arts participation of ethnic consumers. Our research will contribute to further understanding of ethnic marketing literature and cross-cultural marketing for the arts sector.

The arts and mental wellbeing : opportunities and challenges

Strategies to combat the many effects of mental illness on individuals and families need to go beyond psychopharmacology and institutional care. Evidence has been mounting for the healing and treatment role of art in clinical and health care settings. Art, in its many forms, has also been suggested as one valuable tool in addressing social exclusion in people with many forms of disability including mental illness.
This paper draws on Masters Research findings to present a discussion of the historical and the current landscape of Art for Health Programs with special emphasis on art programs targeting people with chronic mental illness. Recent studies in the UK and Scotland indicate that participation in the arts can enhance recovery, social connectedness and cultural inclusivity.

Moving to the rhythm of Africa : a case study of a tertiary educator's understanding of multicultural dance in teacher education

Australia is proud of its rich and varied array of the Arts depicting a range of cultural diversity formed by ongoing migration. Although the complex issues of dance, culture and identity are interconnected, forming a multicultural society in Australia, dance education is a powerful platform to transmit and promote togetherness where understanding and respect is shared in dance practice. The focus of this article is on dance education as part of multicultural arts education within teacher education courses at Deakin University (Melbourne) Australia. It forms part of my ongoing wider study that started in 2010 regarding Attitudes and perceptions of Arts Education Students: Preparing culturally responsive teachers across two continents (Australia and South Africa). In 2011, I interviewed the dance educator and will report on two themes from her interview data: multicultural dance and the inclusion of African dance within multicultural dance practice. I argue that the inclusion of innovative and immersive practice of dance where authentic teaching and learning can be facilitated is a powerful platform to share multicultural dance practice in tertiary education.

Scaling-up foreign aid : will the 'big push' work?

International donors are substantially scaling-up aid programmes. At the same time, there are widespread reservations over how much aid recipient countries can use effectively. Such concerns are supported by the aid effectiveness literature which finds that there are limits to the amounts of aid recipients can efficiently absorb. This article demonstrates that a ‘big push’ in foreign aid will not lead to diminishing returns as long as donors get the inter-country allocation of aid right. This is true even if donors provide aid at levels equal to the well-known target of 0.7 per cent of their gross national income

State of the Arts: Increasing cultural value and recognition of the arts through participatory practices. (A Case Study of the Arts in Warrnambool)

The conference paper discusses the increased visibility of the creative arts in the south west Victorian city of Warrnambool, in the context of community engagement and the strategic partnerships formed to enable this development.

More yuppy stuff coming soon: gentrification, cultural policy, social inclusion and the arts

Responding to gentrification has become a key planning issue for many urban municipalities. Local governments need to balance the often-competing agendas of urban regeneration, social inclusion and arts access and participation. This paper argues that arts and cultural units within local government bear the impact of such tensions. More importantly, however, local government policies and their implementation represent a third position in the polarised discussion on the cultural impact of gentrification. The example discussed here is the rapidly gentrifying City of Maribyrnong in Melbourne’s western suburbs: a municipality where any potential realisation of the economic benefits of gentrification is balanced against the needs of a significant population of resident professional artists, and the social inclusion needs of socio-economically disadvantaged residents. Maribyrnong’s arts and cultural unit, like those within many municipalities in the developed world, has had to develop cultural policies and plans as tools for negotiating complex relationships and diverse needs of community members by considering the economic, social and cultural benefits of the arts for all residents.
