Between 2003 and 2014 the European Union’s (EU) Border Management Programme in Central Asia was implemented by the United Nations Development Programme (UNDP). However, the latter’s implementing responsibilities have just come to an end, with the next phase of the programme to be implemented by an EU member state consortium. This paper seeks to explain why the EU chose the UNDP to implement the programme in the first place; why the programme was redelegated to the UNDP over successive phases; and why, in the end, the EU has opted for a member state consortium to implement the next phase of the programme. The paper will draw on two alternative accounts of delegation: the principal-agent approach and normative institutionalism. Ultimately, it will be argued that both the EU’s decision(s) to delegate (and redelegate) implementing responsibilities to the UNDP, and its subsequent decision to drop the organisation in favour of an EU member state consortium, were driven for the most part by a rationalist ‘logic of consequentiality’. At the same time, a potential secondary role of a normative institutionalist ‘logic of appropriateness’ – as a supplementary approach – will not be discounted.

The Common European Asylum System (CEAS) is an EU policy area that is particularly evocative of the ‘politics of numbers’. The European Union has at its disposal a wide array of sources providing detailed information about the capacities and pressures of its member states’ asylum systems. This paper discusses the content of asylum data and the evolving interaction between its different sources, ranging from the United Nations High Commissioner for Refugees to the European Commission’s EUROSTAT and DG HOME, the European Asylum Support Office, FRONTEX, the European Migration Network (EMN) and national databases. However, the way in which such data are often misused, or even omitted, in political debate affects the soundness of policy decisions in the CEAS. Drawing on debates over the contested phenomenon of ‘asylum shopping’ and the exemption of victims of torture and unaccompanied minors from accelerated and border procedures in the recast asylum procedures Directive, this briefing paper argues that solid data-based evidence is often absent from political negotiations on CEAS measures affecting refugees and asylum-seekers.

Contrary to both parties' declarations on the development of their "strategic partnership", relations between Russia and the European Union have over recent years been in a state which could be called one of crisis. However, this does not mean that there have been no achievements in EU-Russian relations. The key problem is that Russia and the European Union have essentially different perceptions, aspirations and interests, which causes mistrust and disillusionment. This crisis is manifested in mutual criticism by the two sides, regularly recurring tensions and cooling of relations ("minicrises"), and especially by the "virtualisation of co-operation", i.e. concealing a lack of substantive content in many key areas under increasingly rich layers of dialogue and co-operation.

Strategia dunajska jest drugim po strategii bałtyckiej przykładem rosnącego znaczenia makroregionów w Unii Europejskiej. Na politykę regionalną patrzy się przy tym coraz częściej przez pryzmat realizacji nie tylko spójności wewnętrznej, ale także działań na rzecz lepszego powiązania państwa z otoczeniem zewnętrznym – zarówno unijnym, jak i pozaunijnym. Polska współtworzy strategię bałtycką, ale nie została włączona do ścisłego grona państw przygotowujących strategię dunajską. Wyzwaniem dla Grupy Wyszehradzkiej jest określenie stanowiska w sprawie roli strategii makroregionalnych w budowaniu spójności Europy Środkowej i harmonijnego rozwoju całej UE. Postulat lepszej koordynacji polityk i środków UE w celu wdrażania strategii makroregionalnych należy traktować także jako wezwanie do zacieśnienia współpracy między Polską a jej południowymi sąsiadami, bezpośrednio zaangażowanymi w realizację strategii dunajskiej.
