The Flower Garden Banks are topographic features on the edge of the continental shelf in the northwest Gulf of Mexico. These banks are approximately 175 km southeast of Galveston, Texas at 28° north latitude and support the northernmost coral reefs on the North American continental shelf. The East and West Flower Garden Banks (EFG and WFG) and Stetson Bank, a smaller sandstone bank approximately 110 km offshore, are managed and protected as the Flower Garden Banks National Marine Sanctuary (FGBNMS). As part of a region-wide initiative to assess coral reef condition, the benthic and fish communities of the EFG and WFG were assessed using the Atlantic and Gulf Rapid Reef Assessment (AGRRA) protocol. The AGRRA survey was conducted during a week-long cruise in August 1999 that was jointly sponsored by the FGBNMS and the Reef Environmental Education Foundation (REEF). A total of 25 coral transects, 132 algal quadrats, 24 fish transects, and 26 Roving Diver (REEF) surveys were conducted. These surveys revealed reefs with high coral cover, dominated by large, healthy corals, little macroalgae, and healthy fish populations. The percent live coral cover was 53.9 and 48.8 at the WFG and EFG, respectively, and the average colony diameter was 93 and 81 cm. Fish diversity was lower than most Caribbean reefs, but large abundances and size of many species reflected the low fishing pressure on the banks. The benthic and fish assemblages at the EFG and WFG were similar. Due to its near pristine conditions, the FGB data will prove to be a valuable component in the AGRRA database and its resulting scale of reef condition for the region. (PDF contains 22 pages.)

A stock assessment of the Atlantic menhaden, Brevoortia tyrannus, fishery was conducted with purse-seine landings data from 1940 to 1984 and port sampling data from 1955 to 1984. These data were analyzed to determine growth rates, maximum sustainable yield (MSY), spawner-recruit relationships, and yield per recruit. Virtual population analysis was used to estimate stock size, year class size, and fishing mortality rates. Surplus production models produced estimates of MSY from 450 to 490 kmt compared with yields of 416to 436 kmt based roughly on maximum recruitment from a weak spawner-recruit relationship. Recruitment to age-I ranged from 1.2 to 14.8 billion fish for year classes 1955-81. Recent mean recruitment to age-I for the 1975-81 year classes averaged 5.7 billion fish and compared favorably with the mean of 7.7 billion age-I fish recruited during the late 1950's. Mean recruitment from recent years suggests possible coastwide yields of 416 to 481 kmt. Continued dominance of late age-2 spawners among the spawning stock is of concern, since the stock is at greater risk through poor recruitment if recent favorable environmental conditions change. Yield-per-recruit estimates ranged from 46 g to 59 g since 1970. The high dependency of the modern fishery on prespawners has increased concerns about fluctuations in year-to-year availability and catches. To increase yield and enhance the stability of the resource, the number of age classes contributing significantly to the fishery should be increased, creating a butTer against future poor recruitment years and lessening the year-to-year fluctuations in landings. A stock assessment of the gulf menhaden. Brevoortia patronus, fishery was conducted with data on purse-seine landings from 1946 to 1985 and port sampling data from 1964 to 1985. These data were analyzed to determine growth rates, yield-per-recruit, spawner-recruit relationships, and maximum sustainable yield (MSY). Virtual population analysis was used to estimate stock size, year-class size, and fishing mortality rates. During the period studied, an average of 27% of age-l fish and 55% of age-2 and age-3 fish were taken by the fishery, and 54% for age-I and 38% for age-2 and -3 fish were lost annually to natural causes. Annual yield-per-recruit estimates ranged from 6.9 to 19.3 g, with recent mean conditions averaging 12.2 g since 1978. Surplus production models produced estimates of MSY from 620 to 700 kilometric tons. Recruits to age-I ranged from 8.3 to 41.8 billion fish for 1964-82. Although there was substantial scatter about the fitted curves, Ricker·type spawner-recruit relationships were found suitable for use in a population simulation model. Estimates of MSY from population simulation model runs ranged from 705 to 825 kilometric tons with F -multiples of the mean rate of fishing ranging from 1.0 to 1.5. Recent harvests in excess of the historical MSY may not be detrimental to the gulf menhaden stock. However, one should not expect long-term harvesting above the historical MSY because of the short life span of gulf menhaden and possible changes from currently favorable environmental conditions supporting high recruitment.(PDF file contains 24 pages.)

A two day workshop was convened on February 2-3, 1998 in Charleston, SC with 20 invited experts in various areas of sea turtle research. The goal of this workshop was to review current information on sea turtles with repect to health and identify data gaps. The use of a suite of health assessment indicators will provide insight on the health status of sea turtle populations. Since the relationship of health factors of sea turtles is limited, a seconde workshop was planned. Using a tiered approach, the first workshop we identified and reviewed the available, pertinent baseline information and data gaps. The second workshop will focus on developing the framework for the research plan. The workshops will address the use of integrated set of health parameters; specific objectives are: 1) Identify reliable indicators of health in sea turtles: assess advantages and disadvantages; determine new indicators/biomarkers which may be useful; 2) Review existing sea turtle field sampling projects; 3) Identify field projects suitable for inclusion for health assessment sampling; 4) Identify data gaps, particularly environmental characterization; 5) Identify new health assessment sampling sites, including reference site(s); and 6) Develop integrated five-year research plan, with focus on health assessment of environmental characterization. Aquaculture depends largely upon a good aquatic environment. The quality of the aquatic medium determines success to a large extent in aquaculture. The medium is particularly vulnerable to excessive abstraction (i.e surface or groundwater) and contamination from a range of sources (industrial, agricultural or domestic) as well as risks of self-pollution. Environmental management options proffered so far include: improvements in farming performance (especially related to feed and feeding strategies, stocking densities, water quality management, disease prevention and control, use of chemicals, etc.) and in the selection of sites and culturable species, treatment of effluents, sensitivity of recipient waters and enforcement of environmental regulations and guidelines specific to the culture system. There are presently conceptual frameworks for aquatic environment management backed by legal administrative tools to create or enforce rational system for water management, fisheries and aquaculture development strengthened by adaptive institutionalisation

In a probabilistic assessment of the performance of structures subjected to uncertain environmental loads such as earthquakes, an important problem is to determine the probability that the structural response exceeds some specified limits within a given duration of interest. This problem is known as the first excursion problem, and it has been a challenging problem in the theory of stochastic dynamics and reliability analysis. In spite of the enormous amount of attention the problem has received, there is no procedure available for its general solution, especially for engineering problems of interest where the complexity of the system is large and the failure probability is small.
The application of simulation methods to solving the first excursion problem is investigated in this dissertation, with the objective of assessing the probabilistic performance of structures subjected to uncertain earthquake excitations modeled by stochastic processes. From a simulation perspective, the major difficulty in the first excursion problem comes from the large number of uncertain parameters often encountered in the stochastic description of the excitation. Existing simulation tools are examined, with special regard to their applicability in problems with a large number of uncertain parameters. Two efficient simulation methods are developed to solve the first excursion problem. The first method is developed specifically for linear dynamical systems, and it is found to be extremely efficient compared to existing techniques. The second method is more robust to the type of problem, and it is applicable to general dynamical systems. It is efficient for estimating small failure probabilities because the computational effort grows at a much slower rate with decreasing failure probability than standard Monte Carlo simulation. The simulation methods are applied to assess the probabilistic performance of structures subjected to uncertain earthquake excitation. Failure analysis is also carried out using the samples generated during simulation, which provide insight into the probable scenarios that will occur given that a structure fails.

Abstract Environmental changes may have an impact on life conditions of the fish, e.g. food supply for the fish. The prevailing environmental conditions apply evenly to all age groups of one stock. Small fish have high growth rates, whereas large fish grow with low rates. But, it can be shown on the basis of the von Bertalanffy-growth model that it is sufficient to know only the growth rate of one single age group to compute the growth rates of all other age groups. The growth rate of a reference fish GRF (e.g. a fish with a body mass of 1 kg) was introduced as a reference growth describing the current food condition of all age groups of the stock. As an example a time series of the reference-growth rate of the northern cod stock (NAFO, 3K) was computed for the time span 1979 to 1999. For the northern cod stock it can be observed that environmental conditions caused growth rates below the long-term mean for seven years in a row. After a prolonged hunger period the fish stock collapsed in 1992 also by the impact of fisheries - and this was probably not a coincidence. Now, with the reference-growth rate GRF a simple and handy parameter was found to summarize the influence of the environmental conditions on growth and other derived models and therefore makes it easier to compute the influence of environmental changes within stock assessment.
