This paper provides an overview of several parameters that would improve the fuel efficiency of shipping. Calculations are carried out from a Latin American perspective, and illustrate the emmissions to air and the fuel consumed by different transport modes.

Traffic congestion has become a severe scourge in large cities, in both the industrialized and developing countries. Increasing demand for urban transport and transit has led to longer travel times, and a greater incidence of accidents, environmental problems and deterioration in the quality of life than is considered acceptable for citizens. A multidisciplinary approach is required in order to keep the negative effects of congestion under control and to ensure standards of living remain sustainable. In view of the seriousness of the problem, ECLAC with the support of the German Agency for Technical Cooperation (GTZ) is carrying out a project to study measures that contribute to traffic control. As part of this project, initiatives regarding the supply of, and the demand for, transport have been examined, and a programme to disseminate information is being conducted.For further information, please contact Mr Alberto Bull .

This edition of the FAL Bulletin approaches road safety and the need for urgent, coordinated measures to be established between the public and private sectors and civil society in order to prevent the rapid increase in deaths and casualties in road accidents in Latin America and the Caribbean, an issue which is threatening the sustainability of regional development.

Sanitary and phytosanitary matters have acquired greater significance in the region's trade, as reflected in the significant number of complaints brought before the various dispute settlement mechanisms pertaining to the regional integration schemes. This may be attributed to the importance of the Latin American countries in world agricultural trade and to different phytosanitary and zoosanitary standards required by each. Given the multiplication of bilateral and plurilateral agreements in Latin America and the Caribbean, convergence on the sanitary standards required under such accords is crucial for the trade integration of a region that is an agro-exporter par excellence. Convergence is essential to facilitate market access and expedite trade flows. This bulletin assesses convergence of standards in the bilateral and plurilateral trade agreements signed by the countries of the region, the treatment afforded to the principles contained in the World Trade Organization (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) and the progress the region has made relative to that Agreement.

Towards the end of 2004, the members of the World Trade Organization (WTO) formally launched negotiations on trade facilitation on the basis of the modalities set out in Annex D of the July Package adopted in 2004. This mandate instructed members to clarify and improve three articles of the General Agreement on Tariffs and Trade (GATT), namely, article V on freedom of transit, article VIII on fees and formalities connected with importation and exportation, and article X on the publication and administration of trade regulations. To support these negotiations, the United Nations Conference on Trade and Development (UNCTAD) created a trust fund, with contributions from the Governments of Sweden and Spain . This fund has been used to develop a series of seminars and meetings and to produce a total of 20 technical notes on specific trade facilitation measures. These notes cover in particular facilitation measures that are topics of specific proposals that were made during WTO negotiations. This edition of the FAL Bulletin summarizes several of these technical notes, focusing mainly on customs-related issues.

O presente trabalho objetiva analisar o papel que a participação popular desempenha no processo de planejamento e gestão da política urbana em Belém, tendo como referência o Projeto de Macrodrenagem da Bacia do Una. Busca-se, também, reconhecer o processo de incorporação da participação popular no Projeto de Macrodrenagem, assim como sua dinâmica, composição, articulação e ações que direcionam e são direcionadas pelo Estado; analisar a importância e as repercussões dessa participação popular no Projeto, buscando entender as estratégias adotadas pelos setores populares e sua possível contribuição ou não para o desenvolvimento do mesmo; além de constatar a permanência ou não das organizações populares na fase de conclusão das obras físicas, identificando os avanços e as dificuldades em relação à sua inserção no processo de planejamento e gestão de política urbana, via Projeto Una. Esse Projeto foi concebido na década de 1980 com a finalidade de sanear as áreas de baixadas da cidade, que sempre foram tidas como um problema a ser solucionado pelo poder público A questão do saneamento básico tornou-se um dos mais graves e sérios problemas, pois os governos que se elegeram, pouco ou quase nada fizeram para resolver essa situação, sendo efetivadas apenas algumas medidas corretivas e paliativas, sem que as camadas populares tivessem seus problemas de enchentes ou alagamentos, falta de esgoto, pontes deterioradas, dentre outros, solucionados. Esse fato provocou uma ampla luta das organizações populares em prol da superação dessas condições de vida as quais estavam submetidas, exigindo, assim, medidas eficazes por parte do poder público, bem como a participação na gestão da cidade. A metodologia utilizada foi pesquisa bibliográfica, pesquisa documental, observação direta e pesquisa de campo, que se realizou no período de 2004 a 2005, junto a 100 organizações comunitárias dispostas em 09 bairros da cidade (área de abrangência do Projeto de Macrodrenagem), onde se aplicaram questionários para verificar o processo de inserção, importância, avanços e dificuldades da participação popular no Projeto. Foram realizadas ainda entrevistas com técnicos do Projeto Una e lideranças. Dentre os resultados da análise dos dados, pode-se dizer que a participação popular exerceu um papel importante na implementação do Projeto, conseguindo intervir nas ações do mesmo na medida em que se organizaram e pressionaram o governo estadual. Outro resultado relevante é que, nessa fase final do Projeto, as organizações populares criaram o Conselho Gestor, mostrando, assim, a importância da experiência acumulada com as lutas reivindicatórias e mudando suas estratégias mobilizatórias, através da capacitação dos setores populares, levando-os a pensar a dimensão da cidade a partir de sua totalidade, percebendo os seus elementos constitutivos, onde emergem as contradições sociais.

Vascular access is the major risk factor for bacteremia, hospitalization, and mortality among hemodialysis (HD) patients. The type of vascular access most associated with bloodstream infection is central venous catheter (CVC). The incidence of catheter-related bacteremia ranges between 0.6 and 6.5 episodes per 1000 catheter days and increases linearly with the duration of catheter use. Given the high prevalence of CVC use and its direct association with catheter-related bacteremia, which adversely impacts morbidity and mortality rates and costs among HD patients, several prevention measures aimed at reducing the rates of CVC-related infections have been proposed and implemented. As a result, a large number of clinical trials, systematic reviews, and meta-analyses have been conducted in order to assess the effectiveness, clinical applicability, and long-term adverse effects of such measures. In the following article, prophylactic measures against CVC-related infections in HD patients and their possible advantages and limitations will be discussed, and the more recent literature on clinical experience with prophylactic antimicrobial lock therapy in HD CVCs will be reviewed.

The efficacy of sulfadoxine + trimethoprim in comparison to management measures for the control of Eimeria parasitism was studied in naturally infected sheep that were raised in a feedlot and were clinically asymptomatic for eimeriosis. Weight gain was also evaluated in these animals. The following groups were formed with 15 animals/group: TO!, control animals that received saline solution and maintenance of the same management measures that were performed before the study; T02, animals that received two intramuscular doses of sulfadoxine (20 mg/kg) + trimethoprim (4 mg/kg) with a 14-day interval; T03, sheep that received two intramuscular doses of sulfadoxine (20 mg/kg) + trimethoprim (4 mg/kg) with a 14-day interval plus management measures (wood shaving bedding was changed every Monday, and 30g of ammonium sulfate were applied to the bedding and other facilities were performed every Thursday, 10 mL/20 L of water); and T04, animals that received only the management measures described for the previous group. The highest efficacy rates (arithmetic mean) for the T02 group (sulfadoxine + trimethoprim at days 0 and 14) were 21.04% and 21.98% on the 14th and 28th days after the first treatment (DAFT), respectively. However, the treatment showed efficacy rates below 17% and was totally ineffective from the 70th DAFT to the end of the study. In both the T03 (chemical treatment+ management) and T04 (management only) groups, a significant (P <= 0.05) reduction of oocyst shedding per gram of feces was observed in the animals from the 14th DAFT in comparison to the control group; however, an efficacy rate above 90% was observed from the 28th DAFT. Animals belonging to the T02, T03 and T04 groups presented with alterations in weight gain of 0.57 kg, 4.30 kg and 4.53 kg, respectively, in comparison with the control animals (T01) throughout the 91-day study period. Thus, it is possible to conclude that the two-dose sulfadoxine + trimethoprim treatment, given with a 14-day interval, had little no effect on the oocyst shedding. Moreover, the adopted management measures were enough to cause a significant decrease in the animal parasite loads. (C) 2013 Published by Elsevier B.V.
