The paper appraises fisheries development in Nigeria with specific reference to Cross River State and the problems militating against increased fish production. The potential for developing the industry to supplement the low level of animal protein consumption in Nigeria is discussed as well as the import of a vibrant fishery industry to contribute to the employment and international trade. The need to legislate on fisheries activities while enforcing the existing laws for sustainable exploitation of the fisheries resources is elaborated. Similarly, the need to maximize the proceeds from Nigeria's Exclusive Economic Zone (EEZ) by protecting the operations of this economic sector and other unauthorized fishing practices is elucidated. In view of the present situation where most of the country's water bodies have been over-fished, more attention and emphasis should be placed on aquaculture development. The paper also proffers recommendations to boost fish production in capture and culture fisheries

Details are given of a study conducted in the framework of the Kainji Lake Fisheries Promotion Project to boost income from alternative sources. The project identified 'improved poultry keeping' as suitable for introduction around the Kainji Lake area. In the long term, the programme will assist increasing especially the income of female members of fishing families, since poultry is kept in the villages mainly by women. (PDF contains 35 pages)

Technological advances in the marine renewable energy industry and increased clarity about the leasing and licensing process are fostering development proposals in both state and federal waters. The ocean is becoming more industrialized and competition among all marine space users is developing (Buck et al. 2004). More spatial competition can lead to conflict between ocean users themselves, and to tensions that spill over to include other stakeholders and the general public (McGrath 2004). Such conflict can wind up in litigation, which is costly and takes agency time and financial resources away from other priorities. As proposals for marine renewable energy developments are evaluated, too often decision-makers lack the tools and information to properly account for the cumulative effects and the tradeoffs associated with alternative human uses of the ocean. This paper highlights the nature of marine space conflicts associated with marine renewable energy literature highlights key issues for the growth of the marine renewable energy sector in the United States. This thesis is concerned with spatial filtering. What is its utility in tone reproduction? Does it exist in vision, and if so, what constraints does it impose on the nervous system?
Tone reproduction is just the art and science of taking a picture and then displaying it. The sensors available to capture an image have a greater dynamic range than the media that may be used to display it. Conventionally, spatial filtering is used to boost contrast; it ameliorates the loss of contrast that results when the sensor signal range is scaled down to fit the display range. In this thesis, a type of nonlinear spatial filtering is discussed that results in direct range reduction without range scaling. This filtering process is instantiated in a real-time image processor built using analog CMOS VLSI.
Spatial filtering must be applied with care in both artificial and natural vision systems. It is argued that the nervous system does not simply filter linearly across an image. Rather, the way that we see things implies that the nervous system filters nonlinearly. Further, many models for color vision include a high-pass filtering step in which the DC information is lost. A real-time study of filtering in color space leads to the conclusion that the nervous system is not that simple, and that it maintains DC information by referencing to white.

A questionnaire survey was carried out to assess the role of women in the artisanal fisheries of fish markets sector along the Lower Benue River. Four (4) fishing settlement communities of fish markets along the Lower Benue were selected. They are namely North Bank, Wadata, Abinse and Gbajimba . Structure and unstructured questionnaire were administered to cover areas of personal data, fish production activities, processing and marketing among others. The study revealed that women along the Lower Benue River participate activity in the artisanal fisheries sub-sector. However, the major role played by the women was in the area of processing and preservation, marketing and distribution. These accounted 52 and 42% respectively. The distribution of the women was not tribally based however, Jukun women accounted for 66.20% followed by Agatu women 13.00%. The age bracket of the women mostly involved in fisheries activities was between 31-40 years. About 86% of them was married. The initial capital base was low and mostly by personal saving accounting for 52%. Need for government assistance was the highlight in this study. About 86% sought for Federal Government intervention from the National Poverty Eradication Programme. This they felt will be a welcome development to boost women participation in the Artisanal fisheries sub-sector along the Lower Benue River

Some aspects of the aquaculture potentials and investment opportunity in shrimps and prawn farming in Nigeria were overviewed. This paper presents the breeding pattern, spawner availability, culture water-type and properties, feeds and feeding regimes and other factors needed in practical shrimps and prawns culture. The culture systems, water management, larval management, stocking density, feeding strategies and diseases were fully discussed. The investment opportunity available as government plans to boost production of these resources from both artisanal and aquaculture sector was documented. Management strategies needed in practical practices of shrimps and prawns culture were enlisted. Effected efforts from the government were listed in this paper
Octopamine neurons mediate flight-induced modulation of visual processing in Drosophila melanogaster

Activity-dependent modulation of sensory systems has been documented in many organisms, and is likely to be essential for appropriate processing of information during different behavioral states. However, the mechanisms underlying these phenomena, and often their functional consequences, remain poorly characterized. I investigated the role of octopamine neurons in the flight-dependent modulation observed in visual interneurons in the fruit fly Drosophila melanogaster. The vertical system (VS) cells exhibit a boost in their response to visual motion during flight compared to quiescence. Pharmacological application of octopamine evokes responses in quiescent flies that mimic those observed during flight, and octopamine neurons that project to the optic lobes increase in activity during flight. Using genetic tools to manipulate the activity of octopamine neurons, I find that they are both necessary and sufficient for the flight-induced visual boost. This work provides the first evidence that endogenous release of octopamine is involved in state-dependent modulation of visual interneurons in flies. Further, I investigated the role of a single pair of octopamine neurons that project to the optic lobes, and found no evidence that chemical synaptic transmission via these neurons is necessary for the flight boost. However, I found some evidence that activation of these neurons may contribute to the flight boost. Wind stimuli alone are sufficient to generate transient increases in the VS cell response to motion vision, but result in no increase in baseline membrane potential. These results suggest that the flight boost originates not from a central command signal during flight, but from mechanosensory stimuli relayed via the octopamine system. Lastly, in an attempt to understand the functional consequences of the flight boost observed in visual interneurons, we measured the effect of inactivating octopamine neurons in freely flying flies. We found that flies whose octopamine neurons we silenced accelerate less than wild-type flies, consistent with the hypothesis that the flight boost we observe in VS cells is indicative of a gain control mechanism mediated by octopamine neurons. Together, this work serves as the basis for a mechanistic and functional understanding of octopaminergic modulation of vision in flying flies.

A new approach based on the gated integration technique is proposed for the accurate measurement of the autocorrelation function of speckle intensities scattered from a random phase screen. The Boxcar used for this technique in the acquisition of the speckle intensity data integrates the photoelectric signal during its sampling gate open, and it repeats the sampling by a preset number, in. The average analog of the in samplings output by the Boxcar enhances the signal-to-noise ratio by root m, because the repeated sampling and the average make the useful speckle signals stable, while the randomly varied photoelectric noise is suppressed by 1/ root m. In the experiment, we use an analog-to-digital converter module to synchronize all the actions such as the stepped movement of the phase screen, the repeated sampling, the readout of the averaged output of the Boxcar, etc. The experimental results show that speckle signals are better recovered from contaminated signals, and the autocorrelation function with the secondary maximum is obtained, indicating that the accuracy of the measurement of the autocorrelation function is greatly improved by the gated integration technique. The recombination-activating gene products, RAG1 and RAG2, initiate V(D)J recombination during lymphocyte development by cleaving DNA adjacent to conserved recombination signal sequences (RSSs). The reaction involves DNA binding, synapsis, and cleavage at two RSSs located on the same DNA molecule and results in the assembly of antigen receptor genes. Since their discovery full-length, RAG1 and RAG2 have been difficult to purify, and core derivatives are shown to be most active when purified from adherent 293-T cells. However, the protein yield from adherent 293-T cells is limited. Here we develop a human suspension cell purification and change the expression vector to boost RAG production 6-fold. We use these purified RAG proteins to investigate V(D)J recombination on a mechanistic single molecule level. As a result, we are able to measure the binding statistics (dwell times and binding energies) of the initial RAG binding events with or without its co-factor high mobility group box protein 1 (HMGB1), and to characterize synapse formation at the single-molecule level yielding insights into the distribution of dwell times in the paired complex and the propensity for cleavage upon forming the synapse. We then go on to investigate HMGB1 further by measuring it compact single DNA molecules. We observed concentration dependent DNA compaction, differential DNA compaction depending on the divalent cation type, and found that at a particular HMGB1 concentration the percentage of DNA compacted is conserved across DNA lengths. Lastly, we investigate another HMGB protein called TFAM, which is essential for packaging the mitochondrial genome. We present crystal structures of TFAM bound to the heavy strand promoter 1 (HSP1) and to nonspecific DNA. We show TFAM dimerization is dispensable for DNA bending and transcriptional activation, but is required for mtDNA compaction. We propose that TFAM dimerization enhances mtDNA compaction by promoting looping of mtDNA.

Questões climáticas, atmosféricas e de poluição ambiental têm tornado o uso final da energia assunto de interesse mundial. Sistemas com tração elétrica oferecem a oportunidade de redução de emissões. O mix de energia caracterizado pela matriz energética brasileira viabiliza o desenvolvimento desta tecnologia. É desenvolvida aqui uma metodologia para conversão de veículos equipados com motores a combustão interna para tração elétrica. A metodologia considera fatores como o peso e tamanho, o torque de partida, transmissão e potência, entre outros. Ferramentas matemáticas e a prática corrente fornecem a base para a elaboração deste trabalho, que descreve a análise de desempenho de veículos elétricos, os componentes utilizados, as equações mecânicas e os critérios para escolha do veículo ideal para conversão. É apresentada a execução de um projeto de conversão de uma Kombi para tração elétrica, cujo objetivo tem caráter educativo, buscando assim promover os benefícios da tecnologia veicular elétrica. Para viabilização do experimento, o trabalho conclui que é necessário ampliar a demanda por nacionalização de tecnologia, o que tornaria o projeto uma realidade comercialmente viável. Além disto, há necessidade de políticas públicas para o incentivo da tecnologia veicular elétrica no Brasil. Este trabalho apresenta uma contribuição para converter veículos para tração elétrica, visto que sistematiza as etapas de projeto, a partir das quais outros poderão seguir, utilizando componentes encontrados no mercado nacional.

Este documento recoge un análisis de la situación del sector del comercio minorista en el País Vasco y su evolución en los últimos años, en los que la crisis ha marcado significativamente la actividad económica. En él se abordan también las tendencias previsibles a corto plazo y los cambios que estas pueden suponer. Todo ello con el objetivo de proponer ideas que ayuden al comercio minorista a impulsar su dinamismo, considerando que el contexto competitivo es nuevo con un protagonismo evidente del mundo digital. He tratado de recoger propuestas lo más innovadoras posibles, sin olvidar que se trata de un reto complicado ya que un gran número de especialistas han trabajado a fondo en ese sentido desde hace tiempo. Sin embargo, entiendo que contar con nuevas ideas es siempre positivo y a ello se dirige mi contribución.

A dynamic multichannel incoherent-to-coherent optical converter based on the photorefractive effect of SBN:Ce is described. A number of grating-encoded input images, illuminated by incoherent light, are projected onto the crystal to yield photoinduced phase gratings. Coherent positive replicas of these images are simultaneously reconstructed by a coherent read beam. A simple theoretical description of this converter and corresponding experimental results are presented.
