This thesis addresses the impacts of public policies on outward foreign direct investment, seeking to contribute to a better understanding of the interplay between pro-internationalisation policies and firm behaviour. Home country measures associated with these policies are explored in terms of use and awareness, as determinants of foreign direct investment, as drivers of policy objectives, in terms of perceived importance and impact in different scenarios of internationalisation. Using a comprehensive database of 441 Portuguese firms, being those that had participated at least in one of the 11 types of public support between 1994 and 2009. The empirical papers presented here reveal a moderating effect of firm capabilities and internationalisation conditions on policy objectives. In fact, firms’ resources and capabilities frame the awareness and use of home country support measures, the existence of public policy determinants of foreign direct investment, the decision to carry out more aggressive modes of entry and the choice of more demanding environments, the impact of policy objectives, and the perceived importance of incentives. In practical terms, the findings of this thesis points that firms’ resources and capabilities are negatively associated with the use of public support, contrasting with awareness, which is found to increase with firms’ resources and capabilities. This insight sheds light on a potential problem of incentives allocation. Our results support the established theorizing about the co-evolution of government and firms' policies, home country measures being found as determinants of foreign direct investment. It is also shown that prointernationalization policies reinforce the firms’ resources and capabilities, which seems to have a positive impact on international growth. An evaluation of public policy, from the foreign direct investor's lens, supports the argument that firms involved in more demanding projects tend to attribute more importance to public supports. Behind the specific and concrete contributions identified in each of the empirical papers, as a whole this thesis makes methodological contributions by introducing the evaluation of impacts of public policies to the field of international business through the firm perspective; these contributions are achieved by taking the pro-internationalisation policies of a small open economy to better understand the impacts of public policies, and by shedding light on co-evolution between resource and institutional-based views.

The increasing complexity of the Information Society and the Bologna Declaration in the European context has led Higher Education (HE) institutions to revise their curricula courses, as far as the adoption of new strategies for teaching and learning as well as evaluation are concerned. It can also be emphasized that there has been a growing use of eLearning and of blended learning (bLearning) in HE, since these modes of training seem to be a very convenient option for lifelong learning. In this context, quality is taken as an essential goal in the development of the European Space for Education and Training, where HE institutions compete among themselves, and where evaluation is determinant as a promoter of this quality. Considering the problems summarized above, the research developed, based on four published scientific papers, intended to answer a set of research questions related to evaluation of bLearning contexts in HE. The study used diverse techniques and instruments (questionnaires, document analysis, and observation mediated technologies) spanning two methodological approaches: i) study of descriptive and exploratory nature and ii) case studies of bLearning modules. In the first approach an evaluation model for bLearning courses was developed, where we collected and analyzed, at a national level, the opinions of teachers with bLearning experience about the model dimensions. The case studies presented are post graduation curricular units, where bLearning teaching, learning and evaluation strategies were explored and evaluated, namely peer assessment. The main contributions of the first approach are: the process of questioning around the evaluation of bLearning courses, namely the quality assurance criteria for bLearning, as well as the model developed, providing a framework of theoretical, methodological and empirical elements that can be adapted in similar contexts. From the case studies emerged: the developed evaluation guidelines and the data collection instruments, in order to disseminate evaluation “best practices” that may be useful for other units in similar contexts. Regarding the recommendations about the evaluation of teaching of bLearning courses we emphasize: the use of versatile evaluation objects; the evaluation throughout the process and not just at the end; and the involvement of multiple evaluators, including students (whose feedback is essential to monitor the quality of teaching and learning). From the case studies we highlight: the need for discussion of evaluation frameworks to explore, and consequent increase in the transparency of the evaluation process; the increased interaction between groups; and the peer assessment as a strategy to promote active and autonomous learning. In addition to the contributions and recommendations for practice and research in the area of evaluation in bLearning contexts in HE, listed above, it also emerged from this study useful guidelines regarding educational evaluation in bLearning contexts, in order to improve the quality of teaching, learning and evaluation in such contexts.

O aquecimento do sistema climático é inequívoco e a influência humana é clara. A continuação da emissão de gases com efeito de estufa irá potenciar os impactes das alterações climáticas, representando um compromisso futuro que se perpetuará por vários séculos. As alterações climáticas não proporcionam uma experiência sensorial direta, embora as variações de temperatura e de precipitação e os extremos climáticos de vários tipos poderem ser experienciados. O cidadão comum não se apercebe do que está a acontecer, a menos que ocorram mudanças significativas, no estado normal do tempo para uma determinada época, na região do mundo onde ele vive. Mesmo para os especialistas, o problema só é cognoscível através de uma vasta rede científica, técnica e institucional. O conhecimento, é portanto, transmitido ao público em geral maioritariamente através de representações dos media sobre o discurso produzido pela comunidade científica. O principal objetivo deste trabalho é averiguar a interligação entre o discurso científico, o discurso mediático e as perceções da população portuguesa na temática das alterações climáticas. A metodologia utilizada, para a prossecução do objetivo, num trabalho que cruza o domínio científico da engenharia do ambiente com o das ciências sociais, encontra-se dividida em 3 fases principais: (1) Uma primeira fase onde se realiza uma análise ao discurso científico de produção nacional, com uma análise de conteúdo aos resumos dos artigos científicos, utilizando 884 resumos da base de dados Scopus de 1975 a 2013 com a palavra-chave ‘Climate Change’; (2) Uma segunda fase onde se analisa o conteúdo de notícias de meios de comunicação social portugueses, aplicando uma análise de conteúdo a 4340 notícias veiculadas por 4 órgãos de comunicação social (Correio da Manhã, Público, RTP e TSF) entre 2004 e 2013, utilizando os respetivos motores de busca online com a palavra-chave ‘Alterações Climáticas’; e, (3) uma terceira fase onde se compila a informação dos estudos existentes sobre a população portuguesa, utilizando os dados dos Eurobarómetros que incluem o tema das alterações climáticas de 1982 a 2014. Seguindo uma linha condutora que inclui o discurso científico, o discurso mediático e as perceções sociais, almejou-se uma abrangência do tema das alterações climáticas, investigando a existência do fenómeno e as respetivas causas, as consequências com a análise dos impactes e dos riscos associados a esses impactes e as soluções através de medidas de mitigação e de adaptação. Nos principais resultados emerge a evidência de que a intensidade de crescimento da produção científica nacional não se traduz num crescimento consistente dos índices de noticiabilidade dos órgãos de comunicação social e desde 2010 que o número de dias por ano, sem notícias sobre alterações climáticas, ultrapassa dos 50%. Em consequência, os níveis de informação da população portuguesa sobre as alterações climáticas são sistematicamente inferiores à média europeia. Em Portugal as taxas de pouco ou nulo conhecimento rondam os dois terços de inquiridos. Não obstante o seu caráter contínuo, para que as alterações climáticas se tornem alvo de interesse dos media é necessário que ocorram reuniões políticas, encontros científicos ou outros acontecimentos. A visibilidade alcançada pelos acontecimentos nacionais é muito fraca e os acontecimentos meteorológicos extremos, não são frequentemente relacionados com o fenómeno das alterações climáticas. No seio da comunidade científica portuguesa existe um claro consenso sobre a existência das alterações climáticas e das suas causas antropogénicas. No discurso mediático português não se verifica enviesamento da informação não sendo surpreendente os baixos níveis de ceticismo dos portugueses. A abordagem aos impactes das alterações climáticas, tanto no discurso científico como no discurso mediático, é robusta e em 2014, cerca de sete em dez portugueses afirma que as alterações climáticas são um problema muito sério. Contudo, Portugal apresenta a proporção mais baixa da Europa de respondentes que percepcionam as alterações climáticas como o problema mais grave que o mundo enfrenta. Para estes resultados poderá contribuir a baixa inclusão de termos relacionados com o risco, tanto no discurso científico como no mediático, não ultrapassando os 20%. Tanto o discurso científico como o discurso mediático não estão direcionados para as soluções (mencionando especificamente medidas de mitigação ou medidas de adaptação). A menção às medidas de mitigação e às medidas de adaptação não ultrapassam os 16% no discurso científico e apresentam valores ainda mais baixos no discurso mediático (13%). Em ambos os discursos existe uma clara preferência pela menção às medidas de adaptação em detrimento das medidas de mitigação. Com valores tão baixos na abordagem às soluções das alterações climáticas não surpreendem os também diminutos níveis de responsabilidade que a população portuguesa atribui a si própria no combate às alterações climáticas.

This paper presents a non-invasive approach for diagnosing winding insulation failures in three-phase transformers, which is based on the on-line monitoring of the primary and secondary current Park's Vector. Experimental and simulated results demonstrate the effectiveness of the proposed technique, for detecting winding inter-turn insulation faults in operating three-phase transformers.

O novo Regulamento das Características de Comportamento Térmico dos Edifícios (RCCTE) formula as exigências de forma que não evidencia as implicações sobre as soluções arquitectónicas e construtivas. A comunicação define um quadro de variáveis que caracterizam completamente o comportamento térmico dos edifícios e, com base nelas, constrói um modelo de cálculo que permite determinar as exigências de isolamento térmico da envolvente opaca e de protecção solar da envolvente não opaca. Considera depois gamas de valores típicos dessas variáveis e apresenta os resultados sob a forma de gráficos e de quadros. Apenas são contemplados edifícios de habitação.

Monitoring of coastal and estuarine water quality has been traditionally performed by sampling with subsequent laboratory analysis. This has the disadvantages of low spatial and temporal resolution and high cost. In the last decades two alternative techniques have emerged to overcome this drawback: profiling and remote sensing. Profiling using multi-parameter sensors is now in a commercial stage. It can be used, tied to a boat, to obtain a quick “picture” of the system. The spatial resolution thus increases from single points to a line coincident with the boat track. The temporal resolution however remains unchanged since campaigns and resources involved are basically the same. The need for laboratory analysis was reduced but not eliminated because parameters like nutrients, microbiology or metals are still difficult to obtain with sensors and validation measurements are still needed. In the last years the improvement in satellite resolution has enabled its use for coastal and estuarine water monitoring. Although spatial coverage and resolution of satellite images in the present is already suitable to coastal and estuarine monitoring, temporal resolution is naturally limited to satellite passages and cloud cover. With this panorama the best approach to water monitoring is to integrate and combine data from all these sources. The natural tools to perform this integration are numerical models. Models benefit from the different sources of data to obtain a better calibration. After calibration they can be used to extend spatially and temporally the methods resolution. In Algarve (South of Portugal) a monitoring effort using this approach is being undertaken. The monitoring effort comprises five different locations including coastal waters, estuaries and coastal lagoons. The objective is to establish the base line situation to evaluate the impact of Waste Water Treatment Plants design and retrofitting. The field campaigns include monthly synoptic profiling, using an YSI 6600 multi-parameter system, laboratory analysis and fixed stations. The remote sensing uses ENVISAT\MERIS Level 2 Full Resolution data. This data is combined and used with the MOHID modelling system to obtain an integrate description of the systems. The results show the limitations of each method and the ability of the modelling system to integrate the results and to produce a comprehensive picture of the system.

O sector da construção é responsável por uma grande percentagem da degradação do meio ambiente. É absolutamente necessário actuarmos a todos os níveis - desde os pequenos edifícios até aos grandes empreendimentos - no sentido de não comprometermos o futuro das gerações vindouras. Neste artigo evidenciam-se práticas de projecto e construtivas de simples aplicação, que podem e devem desde já ser implementadas no sentido da construção de edifícios sustentáveis. Estas práticas enquadram-se em quatro grandes áreas: gestão energética; gestão da água; gestão de materiais e gestão de resíduos de construção e demolição.

The objective of this study is to compare the performance of the equipment currently employed in the domestic heating with firewood, the conventional fireplace and the inset appliance with close firedoors. For such, it was followed the European Standard EN13229:2001/A2:2004. Efficiency and heat output is determined and the major heat losses that penalize the appliance performance are identified and calculated. Tests in laboratory were developed in two inset appliances, and tests in situ in one conventional fireplace. One of the appliances uses only staging as primary air, and the other only grate air In inset appliances, with a heat output near 10 kW, the average efficiency varies between 67% and 73%, while in a conventional fireplace that value lies at 30%. In all these devices the major losses take place as sensible heat in the flue gases, 23% to 30 % in inset appliances and above 50% in a conventional fireplace. The second most important heat loss happens by chemical losses in the flue gases. It takes values near 17% in a conventional fireplace and may be disregarded in an inset appliance.

Painterly rendering has been linked to computer vision, but we propose to link it to human vision because perception and painting are two processes that are interwoven. Recent progress in developing computational models allows to establish this link. We show that completely automatic rendering can be obtained by applying four image representations in the visual system: (1) colour constancy can be used to correct colours, (2) coarse background brightness in combination with colour coding in cytochrome-oxidase blobs can be used to create a background with a big brush, (3) the multi-scale line and edge representation provides a very natural way to render fi ner brush strokes, and (4) the multi-scale keypoint representation serves to create saliency maps for Focus-of-Attention, and FoA can be used to render important structures. Basic processes are described, renderings are shown, and important ideas for future research are discussed.

End-stopped cells in cortical area V1, which combine out- puts of complex cells tuned to different orientations, serve to detect line and edge crossings (junctions) and points with a large curvature. In this paper we study the importance of the multi-scale keypoint representa- tion, i.e. retinotopic keypoint maps which are tuned to different spatial frequencies (scale or Level-of-Detail). We show that this representation provides important information for Focus-of-Attention (FoA) and object detection. In particular, we show that hierarchically-structured saliency maps for FoA can be obtained, and that combinations over scales in conjunction with spatial symmetries can lead to face detection through grouping operators that deal with keypoints at the eyes, nose and mouth, especially when non-classical receptive field inhibition is employed. Al- though a face detector can be based on feedforward and feedback loops within area V1, such an operator must be embedded into dorsal and ventral data streams to and from higher areas for obtaining translation-, rotation- and scale-invariant face (object) detection.

Object categorisation is linked to detection, segregation and recognition. In the visual system, these processes are achieved in the ventral \what"and dorsal \where"pathways [3], with bottom-up feature extractions in areas V1, V2, V4 and IT (what) in parallel with top-down attention from PP via MT to V2 and V1 (where). The latter is steered by object templates in memory, i.e. in prefrontal cortex with a what component in PF46v and a where component in PF46d.

Geographic information systems (GIS) are now widely applied in coastal resource management. Their ability to organise and interface information from a large range of public and private data sources, and their ability to combine this information, using management criteria, to develop a comprehensive picture of the system explains the success of GIS in this area. The use of numerical models as a tool to improve coastal management is also widespread. Less usual is a GIS-based management to ol implementing a comprehensive management model and integrating a numerical modelling system into itself. In this paper such a methodology is proposed. A GIS-based management tool based on the DPSIR model is presented. An overview of the MOHID numerical modelling system is given and the method of integrating this model in the management tool is described. This system is applied to the Sado Estuary (Portugal). Some preliminary results of the integration are presented, demonstrating the capabilities of the management system.

Muitos dos problemas tróficos existentes nos estuários e zonas costeiras têm origem no excesso de nutrientes, em particular Azoto (N) e Fósforo (P), resultante do sucessivo enriquecimento dos rios durante o seu percurso até ao mar e também de descargas directas nestes sistemas. Nixon (1995) definiu eutrofização como o aumento da quantidade de matéria orgânica disponível na massa de água. Esta é uma definição assumida neste estudo, considerando que a eutrofização é o primeiro, de uma sequência de fenómenos resultantes do sobre-enriquecimento de nutrientes, que inclui a alteração de espécies dominantes e o aumento dos níveis de turbidez da água.

Nitrate and urban waste water directives have raised the need for a better understanding of coastal systems in European Union. The incorrect application of these directives can lead to important ecological or social penalties. In the paper this problem is addressed to Ria Formosa Coastal Lagoon. Ria Formosa hosts a Natural Park, important ports of the southern Portuguese coast and significant bivalve aquaculture activity. Four major urban waste water treatment plants discharging in the lagoon are considered in this study. Its treatment level must be selected, based on detailed information from a monitoring program and on a good knowledge of the processes determining the fate of the material discharged in the lagoon. In this paper the results of a monitoring program and simulations using a coupled hydrodynamic and water quality / ecological model, MOHID, are used to characterise the system and to understand the processes in Ria Formosa. It is shown that the water residence time in most of the lagoon is quite low, of the order of days, but it can be larger in the upper parts of the channels where land generated water is discharged. The main supply of nutrients to the lagoon comes from the open sea rather than from the urban discharges. For this reason the characteristics and behaviour of the general lagoon contrasts with the behaviour of the upper reaches of the channels where the influence of the waste water treatment plants are high. In this system the bottom mineralization was found to be an important mechanism, and the inclusion of that process in the model was essential to obtain good results.
