Conclusions and recommendations of the report were based upon eighteen case studies of community-based Integrated Coastal Management (ICM) in Bangladesh, India, Maldives and Sri Lanka. These include empowerment of coastal communities; failure of imposed fishery co-operatives; and the application of territorial use rights in fisheries(TURF).

Catch effort data on which fisheries management regulations are sometimes based are not available for most lakes in Uganda. However, failure to regulate fishing gears and methods has been a major cause of collapse of fisheries in the country. Fisheries have been damaged by destructive and non-selective fishing gears and methods such as trawling and beach seining, by use of gill nets of mesh size which crop immature fish and by introduction of mechanised fishing. Selectivity of the gears used to crop Lates niloticus 1. (Nile perch), Oreochromis niloticus 1. (Nile tilapia) and Rastrineobola argentea (Mukene) which are currently the most important commercial species in Uganda were examined in order to recommend the most suitable types, sizes and methods that should be used in exploiting these fisheries . Gill nets of less than 127 mm mainly cropped immature Nile ti1apia and Nile perch. To protect these fisheries, the minimum mesh size of gill nets should be set at 127 mm. Seine nets of 5 mm do catch high proportions of immature Mukene while those of 10 mm catch mainly mature Mukene. When operated inshore, both sizes catch immature Nile perch and Nile ti1apia as by-catch. To protect the Mukene fishery and avoid catching immature byecatch, a minimum mesh size of the Mukene net should have been 10 mm operated as Lampara type net offshore but since most fishennen have been using the 5 mm seine for over five years the minimum size should not be allowed to drop below 5 mm pending further thorough investigations. Beach seining, trawling and are destructive to fisheries and should be prohibited until data that may justify their use is available.

Oreochromis niloticus (the Nile tilapia) and three other ti1apine species: Oreochromis leucostictus, Tilapia zi11ii and T. rendallii were introduced into Lakes Victoria, Kyoga and Nabugabo in 1950s and 1960s. The source and foci of the stockings are given by Welcomme (1966) but the origin of the stocked species was Lake Albert. The Nile tilapia was introduced as a management measure to relieve fishing pressure on the endemic tiapiines and, since it grows to a bigger size, to encourage a return to the use of larger mesh gill nets. Ti1apia zillii was introduced to fill a vacant ,niche of macrophytes which could not be utilised' by the other tilapiines. Tilapia rendallii, and possibly T. leucosticutus could been introduced into these lakes accidently as a consquence of one of the species being tried out for aquaculture. The Nile perch and Nile tilapia have since fully established themselves and presently dominate the commercial fisheries of Lakes Victoria and Kyoga. The original fisheries based on the endemic tilapiines O. escu1entus and o. variabilis have collapsed. It is hypothesized that the ecological and limnological changes that are observed in Lakes Victoria and Kyoga are due to a truncation of the original food webs of the two lakes. Under the changed conditions, O. niloticus to be either playing a stabilizing role or fuelling nutrient turnover in the lakes. Other testable hypotheses point to the possible role of predation by the Nile perch, change in regional climate and hydrology in the lake basins.

Solidly mounted resonators (SMRs) with a top carbon nanotubes (CNTs) surface coating that doubles as an electrode and as a sensing layer have been fabricated. The influence of the CNTs on the frequency response of the resonators was studied by direct comparison to identical devices with a top metallic electrode. It was found that the CNTs introduced significantly less mass load on the resonators and these devices exhibited a greater quality factor, Q (>2000, compared to ∼1000 for devices with metal electrodes), which increases the gravimetric sensitivity of the devices by allowing the tracking of smaller frequency shifts. Protein solutions with different concentrations were loaded on the top of the resonators and their responses to mass-load from physically adsorbed coatings were investigated. Results show that resonators using CNTs as the top electrode exhibited a higher frequency change for a given load (∼0.25 MHz cm2 ng-1) compared to that of a metal thin film electrode (∼0.14 MHz cm2 ng-1), due to the lower mass of the CNT electrodes and their higher active surface area compared to that of a thin film metal electrode. It is therefore concluded that the use of CNT electrodes on resonators for their use as gravimetric biosensors is a significant improvement over metallic electrodes that are normally employed. © 2011 Elsevier B.V. Film bulk acoustic resonator (FBAR) devices with carbon nanotube (CNT) electrodes directly grown on a ZnO film by thermal chemical vapor deposition have been fabricated. CNT electrodes possess a very low density and high acoustic impedance, which reduces the intrinsic mass loading effect resulting from the electrodes' weight and better confines the longitudinal acoustic standing waves inside the resonator, in turn providing a resonator with a higher quality factor. The influence of the CNTs on the frequency response of the FBAR devices was studied by comparing two identical sets of devices; one set comprised FBARs fabricated with chromium/ gold bilayer electrodes, and the second set comprised FBARs fabricated with CNT electrodes. It was found that the CNTs had a significant effect on attenuating traveling waves at the surface of the FBARs' membranes because of their high elastic stiffness. Three-dimensional finite element analysis of the devices fabricated was carried out, and the numerical simulations were consistent with the experimental results obtained. © 2011 IEEE.

In this article a study of the fracture characteristics of Co66Fe4Mo2Si16B12 amorphous ribbon in the as-quenched state and after relaxation is presented. In the as-quenched state, the morphology of the crack surface shows a 'vein pattern' structure that corresponds to a large amount of plastic flow. After relaxation the surface morphology of the crack shows that when the temperature of the thermal annealing increases the plastic flow involved in the crack decreases. In the as-quenched state dynamic fracture characteristics (crack branching and stress wave induced crack) have been observed. These dynamic characteristics have not been observed in the relaxed samples but in the samples annealed at 250 °C for 20 min apart from the main crack, a crack along the width of the ribbon has been observed. © 2006 Elsevier B.V. This paper describes a new strategy to make a full solid-state, flexible, dye-sensitized solar cell (DSSC) based on novel ionic liquid gel, organic dye, ZnO nanoparticles and carbon nanotube (CNT) thin film stamped onto a polyethylene terephthalate (PET) substrate. The CNTs serve both as the charge collector and as scaffolds for the growth of ZnO nanoparticles, where the black dye molecules are anchored. It opens up the possibility of developing a continuous roll to roll processing for THE mass production of DSSCs.

The unscented Kalman filter (UKF) is a widely used method in control and time series applications. The UKF suffers from arbitrary parameters necessary for sigma point placement, potentially causing it to perform poorly in nonlinear problems. We show how to treat sigma point placement in a UKF as a learning problem in a model based view. We demonstrate that learning to place the sigma points correctly from data can make sigma point collapse much less likely. Learning can result in a significant increase in predictive performance over default settings of the parameters in the UKF and other filters designed to avoid the problems of the UKF, such as the GP-ADF. At the same time, we maintain a lower computational complexity than the other methods. We call our method UKF-L. © 2011 Elsevier B.V.

We present a novel framework for identifying and tracking dominant agents in groups. Our proposed approach relies on a causality detection scheme that is capable of ranking agents with respect to their contribution in shaping the system's collective behaviour based exclusively on the agents' observed trajectories. Further, the reasoning paradigm is made robust to multiple emissions and clutter by employing a class of recently introduced Markov chain Monte Carlo-based group tracking methods. Examples are provided that demonstrate the strong potential of the proposed scheme in identifying actual leaders in swarms of interacting agents and moving crowds. © 2011 IEEE.
