Este artículo analiza una dinámica de intervenciones de Estados Unidos en América Latina que no ha atraído suficientemente la atención de los historiadores. En los años treinta y cuarenta, cuando Europa se hundía en una nueva confrontación bélica, ciertos sectores del gobierno y del mundo empresarial norteamericano intentaron articular una nueva relación con los países del continente basada en una propuesta de multilateralismo que se había configurado dentro de la Sociedad de Naciones (SN). Estos estadounidenses intentaron establecer una dinámica de relaciones triangulares con los gobiernos latinoamericanos y los organismos técnicos de la SN. Gracias a ello, como se mostrará en este artículo para el caso del funcionamiento del Comité Fiscal de la Sociedad de Naciones, los latinoamericanos fueron capaces de influir en el tipo de políticas que debían emanar de esta relación triangular. La importancia de esta historia no es menor. La relación triangular entre Estados Unidos, América Latina y la SN sirvió de base para la reconstrucción de la gobernanza global liderada por los Estados Unidos tras la guerra.

Con este trabajo nos proponemos estudiar las políticas agrarias del franquismo y particularmente la creación y actuación del Servicio de Extensión Agraria (1955) en el contexto de la difusión de la Teoría de la Modernización. Comenzaremos con una contextualización de las relaciones culturales entre España y los EE.UU. y su potencial proyección sobre el ámbito rural. A continuación, prestaremos atención a la impronta del modelo extensionista norteamericano en la organización y metodología del Servicio de Extensión Agraria. Sin perder de vista la importancia de la escala estatal para la implementación y adaptación de las distintas políticas agrarias, atenderemos al contexto político e ideológico internacional como elemento que permite ampliar la comprensión y estudio de dichas políticas. En ese sentido, propondremos finalmente una primera aproximación comparativa al estudio del SEA en relación con diferentes experiencias de extensionismo agrario en Latinoamérica.

The European Union continues to exert a large influence on the direction of member states energy policy. The 2020 targets for renewable energy integration have had significant impact on the operation of current power systems, forcing a rapid change from fossil fuel dominated systems to those with high levels of renewable power. Additionally, the overarching aim of an internal energy market throughout Europe has and will continue to place importance on multi-jurisdictional co-operation regarding energy supply. Combining these renewable energy and multi-jurisdictional supply goals results in a complicated multi-vector energy system, where the understanding of interactions between fossil fuels, renewable energy, interconnection and economic power system operation is increasingly important. This paper provides a novel and systematic methodology to fully understand the changing dynamics of interconnected energy systems from a gas and power perspective. A fully realistic unit commitment and economic dispatch model of the 2030 power systems in Great Britain and Ireland, combined with a representative gas transmission energy flow model is developed. The importance of multi-jurisdictional integrated energy system operation in one of the most strategically important renewable energy regions is demonstrated.

The originals, released to the public in 2001, are in the custody of The National Archives in London; the images are displayed under licence from TNA. The website has a searchable database relating to the files, which can also be browsed by name. There are also two essays, one by Dr. Fearghal McGarry on the general context of the trials, the other by Dr. Myles Dungan on their dubious legality. These are the basic records of one of the most eventful and fateful processes in modern Irish history.
Purchase of the digital images of these records was made possible by Universities Ireland, the umbrella body which promotes co-operation between all the universities on the Island of Ireland. Are you ready for a tender project? – Analysis of organisational project management maturity in the Austrian- Hungarian border region. Since the 1990s the European Union has paid more and more attention to subsidising cross-border development. It is understandable that different funding from proposal sources is particularly important for the border area, especially to those of utmost importance that support co-operation and rural development. Therefore, they could become a driving force for development. The authors’ research analyses the organisational project management maturity of the projects implemented in the frame of the Austria-Hungary Cross-border Cooperation Programme 2007-2013 (AT-HU). Analysing this kind of organisation is an important issue, since the new call for proposals are open in 2016 and the results of this study may provide a self-evaluation opportunity to organisations that need to know if they are ready or mature enough for a new tender project. The aim of this study was twofold. First of all, those indicators that could be used to analyse the project management maturity of implementing organisations in the AT-HU programme were identified. Based on the empirical research these are the project experience accumulated by the organisation, the internal processes operating at the institution and the professional background. Secondly, factors that can affect this project management maturity were explored and we determined five influencing area: the organisational structure, culture, project managers motivation and the typical and important competences.

A Minimum Essential Standard of Living (MESL) is derived from a negotiated consensus on what people believe is a minimum standard. It is a standard of living that meets an individual’s or a household’s physical, psychological and social needs. This is calculated by identifying the goods and services required by different household types in order to meet their needs. While an MESL is based on needs, not wants, it is a standard of living below which nobody should be expected to live. This report focuses on food, one of the 16 elements of the Minimum Essential Standard of Living (MESL) data. It is based on a methodology called Consensual Budget Standards (CBS). The report is presented in the context of increasing concerns about the issue of food poverty in the Republic of Ireland (ROI) and an increase in the number of people reporting that they do not have enough money to buy food. Recent data from The Organisation for Economic Co-operation and Development (OECD) have shown that the number of people believing they cannot afford food doubled from 4.2% in 2008 to 9% in 2014. Data from Eurostat show that in 2013, food and non-alcoholic beverage prices in Ireland were 17% higher than the EU average. Moreover, research by Carney and Maitre, using data from the Survey on Income and Living Conditions (SILC), found that one in ten people are living in food poverty in Ireland. Food poverty is defined as the inability to have an adequate and nutritious diet due to issues of affordability and access to food. This has related effects on health, culture and social participation. The 2013 data from the Survey on Income and Living Conditions (SILC) show that 1.4 million people, almost 31% of the population, suffer from deprivation. This means that they are unable to afford two items from a list of 11 very basic items (of which one is not being able to eat a meal with meat, chicken, fish or a vegetarian equivalent every second day). The highest levels of deprivation are experienced by lone parents (63%), unemployed people (55%) and people not at work because of illness or disability (53%). The experience of the Vincentian Partnership for Social Justice (VPSJ) is that expenditure on food tends to be one of the least important considerations when households are dealing with competing demands on an inadequate income. Lappeenrannan teknillinen yliopisto tutkii pientasajännitesähkön käyttöä. Yliopisto on rakennuttanut Järvi-Suomen Energia Oy:n ja Suur-Savon Sähkö Oy:n kanssa yhteistyössä kokeellisen pientasajännitesähköverkon, jolla pystytään tarjoamaan kenttäolosuhteet pienjännitetutkimukselle todellisilla asiakkailla ja todentaa LVDC-teknologiaa ja muita älykkään sähköverkon toimintoja kenttäolosuhteissa. Verkon tasajänniteyhteys on rakennettu 20 kV sähkönjakeluverkon ja neljän kuluttajan välille. 20 kV keskijännite suunnataan tasamuuntamolla ±750 V pientasajännitteeksi ja uudestaan 400/230 V vaihtojännitteeksi kuluttajien läheisyydessä. Tämän kandidaatintyön tarkoituksena on luoda yliopistolle tietokanta pientasajännitesähköverkosta kertyvälle tiedolle ja mittaustuloksille. Tietokanta nähtiin tarpeelliseksi luoda, jotta pienjänniteverkon mittaustuloksia pystytään myöhemmin tarkastelemaan yhdessä ja yhtenäisessä muodossa. Yhdeksi tutkimuskysymykseksi muodostui, kuinka järjestää ja visualisoida kaikki verkosta palvelimille kertyvä mittausdata. Työssä on huomioitu myös kolme tietokantaa mahdollisesti hyödyntävää käyttäjäryhmää: kotitalousasiakkaat, sähköverkkoyhtiöt ja tutkimuslaboratorio, sekä pohdittu tietokannan hyötyä ja merkitystä näille käyttäjille. Toiseksi tutkimuskysymykseksi muodostuikin, mikä kaikesta tietokantaan talletetusta datasta olisi oleellisen tärkeää ottaa talteen näiden asiakkaiden kannalta, ja kuinka nämä voisivat hakea tietoa tietokannasta. Työn tutkimusmenetelmät perustuvat jo valmiiksi olemassa olevaan mittausdataan. Työtä varten on käytetty sekä painettua että sähköisessä muodossa olevaa kirjallisuutta. Työn tuloksena on saatu luotua tietokanta MySQL Workbench -ohjelmistolla, sekä mittausdatan keräys- ja käsittelyohjelmat Python-ohjelmointikielellä. Lisäksi on luotu erillinen MATLAB-rajapinta tiedon visualisoimista varten, jolla havainnollistetaan kolmen asiakasryhmän mittausdataa. Tietokanta ja sen tiedon visualisointi antavat kuluttajalle mahdollisuuden ymmärtää paremmin omaa sähkönkäyttöään, sekä sähköverkkoyhtiöille ja tutkimuslaboratorioille muun muassa tietoa sähkön laadusta ja verkon kuormituksesta.

Tourism in the Northeast of Brazil was introduced as an alternative economic development for the Region by federal promoting policies that focused primarily in structuring the local geographic area. With the completion of these structuring actions, mass tourism expanding the area, as well as spread actions based on cooperation and formalization of governance institutions. This study aimed to examine the relationship between the life cycle of the tourism product 'Coastal Cities of Natal and the cooperation strategies in a historical perspective. Thus was submitted to the life cycle of the tourism product 'Coastal Cities of Natal ; the major projects of tourism development were mapped, the existing cooperation strategies were characterized, and investigated the influence of the cooperation actions for the current stage of product. The specific theoretical support to tourism was built on the perspective of the Theory of Population Ecology, System of Tourism and Touristic Product Life Cycle. Regarding to cooperation the theoretical foundation addressed issues of strategy, New Forms and Collective Efficiency. The survey consisted of a causal descriptive study, using a case study. We used the qualitative and quantitative methodological approaches, and data collected by consulting of secondary data and semistructured interviews with twelve staff working in tourism in Natal. Results showed that the life cycle graph of product 'Coastal Cities of Natal is moving from one stage of growth to a stage of maturity, with a primary upward trend and with crises that are up over the graph. They have been mapped six of tourism development projects of relevance to the product: The Politics of Mega Projects, PRODETUR/NE, Municipalization National Program of Tourism, Regionalization Program, Urbanization Project Beach do Meio and Actions for the Promotion of Destiny. They have been identified sixty-four participating players in process of tourism development, which twenty were considered relevant to the respondents. The main strategies identified for cooperation were the consortium, collective strategy and clusters. Results indicated that co-operation strategies were adopted so that the benefits were obtained at the collective level, dedicated to the strengthening of Natal Destiny and its products. The main reasons were the need of cooperative marketing, international market entry and actions inducing the state. Finally, it was concluded that strategies for cooperation related to product life cycle 'Coastal Cities of Natal' as that work in the consolidation of projects for development of tourism, when the efficiency of collective action is achieved

Conventional wisdom in many agricultural systems across the world is that farmers cannot, will not, or should not pay the full costs associated with surface water delivery. Across Organisation for Economic Co-operation and Development (OECD) countries, only a handful can claim complete recovery of operation, maintenance, and capital costs; across Central and South Asia, fees are lower still, with farmers in Nepal, India, and Kazakhstan paying fractions of a U.S. penny for a cubic meter of water. In Pakistan, fees amount to roughly USD 1-2 per acre per season. However, farmers in Pakistan spend orders of magnitude more for diesel fuel to pump groundwater each season, suggesting a latent willingness to spend for water that, under the right conditions, could potentially be directed toward water-use fees for surface water supply. Although overall performance could be expected to improve with greater cost recovery, asymmetric access to water in canal irrigation systems leaves the question open as to whether those benefits would be equitably shared among all farmers in the system. We develop an agent-based model (ABM) of a small irrigation command to examine efficiency and equity outcomes across a range of different cost structures for the maintenance of the system, levels of market development, and assessed water charges. We find that, robust to a range of different cost and structural conditions, increased water charges lead to gains in both efficiency and concomitant improvements in equity as investments in canal infrastructure and system maintenance improve the conveyance of water resources further down watercourses. This suggests that, under conditions in which (1) farmers are currently spending money to pump groundwater to compensate for a failing surface water system, and (2) there is the possibility that through initial investment to provide perceptibly better water supply, genuine win-win solutions can be attained through higher water-use fees to beneficiary farmers.

Studiens syfte var att undersöka individens upplevelse gällande samarbete, gruppsammanhållning, förtroende och kollegialt stöd i ett virtuellt team i jämförelse med ett traditionellt team. Studien genomfördes på en rikstäckande myndighet som arbetat med virtuella team i tio år. I studien deltog sju intervjupersoner varav fyra personer var män och tre personer kvinnor som valdes ut genom ett målstyrt urval. Personerna var mellan 28 och 62 år gamla och hade haft en anställning inom vald organisation under minst två år. Personerna ingick i samma team men hade olika platsbundenheter. Data samlades in genom semi-strukturerade intervjuer och analyserades med hjälp av en kvalitativ innehållsanalys. Resultatet bekräftade tidigare teori om utmaningar i utvecklande av samarbete, gruppsammanhållning, förtroende och kollegialt stöd inom virtuella team. Intervjupersonerna upplevde ett starkare samarbete, gruppsammanhållning, förtroende och kollegialt stöd för de kollegor som var samplacerade och såg därmed ingen nytta av det virtuella teamet.

Der Hamburger Schulversuch EARA (Erprobung neu strukturierter Ausbildungsformen im Rahmen des Ausbildungskonsenses 2007-2010“) wurde durch in Konsortium der Universität Hamburg evaluiert und wissenschaftlich begleitet. Die Schulversuchsevaluation gliederte sich in einen summativen und einen formativen Teil (vgl. EARA 2012, 11 f.). Im Rahmen der formativen Evaluation wurden intensive curriculare Entwicklungsarbeiten geleistet, die durch eine enge Kooperation von wissenschaftlicher Begleitung und Projektschulen geprägt waren. Dieser Beitrag stellt die theoretischen Grundlagen der gemeinsamen Curriculumentwicklung im Schulversuch EARA dar. Diese sind umfassend in der Kooperation mit der beruflichen Schule für Büro und Personalmanagement Bergedorf für das Berufsbild Kaufleute für Bürokommunikation umgesetzt worden. In diesem Beitrag werden zunächst zentrale Herausforderungen der schulnahen Curriculumentwicklung im Kontext des Lernfeldansatzes dargestellt, um dann im zweiten Abschnitt die im Schulversuch EARA zum Tragen gekommenen Lösungsansätze zu beschreiben. Die spezifischen Herausforderungen waren (1) eine veränderte curriculare Entwicklungslogik, (2) die notwendige curriculare Rekonstruktion von Lernfeldern, (3) die Schwierigkeiten prozessübergreifender Kompetenzentwicklung und (4) die geforderte Verknüpfung von Prozess- und Systemperspektive in den Lernsituationen. Die Lösungsvorschläge für diese Herausforderungen münden im Konzept der Hamburger Kompetenzmatrix und werden am Beispiel von Ergebnissen aus dem Projekt EARA dargestellt. Der Beitrag endet mit der Bilanzierung von Erfolgen und Desideraten.

Innovatiivisuutta tarvitaan kaikilla elämän aloilla. Työntekijäinnovaatioiden on todettu olevan yksi tekijä saavuttaa kilpailuetua. Työntekijöillä on läheinen kontakti materiaaleihin, markkinoihin, asiakkaisiin ja käyttäjiin, joten heillä on ajankohtaista, kokemusperäistä tietoa ja taitoa yrityksen kehittämiseen. Tämän tutkielman tarkoituksena on osallistua innovatiivisesta organisaatiokulttuurista käytyyn tieteelliseen keskusteluun tuomalla innovaatiot osuustoiminnan yhteyteen. Tutkimus on toteutettu laadullisena tapaustutkimuksena. Aineistonkeruumenetelmänä on käytetty teemahaastattelua. Tutkimuksen empiirinen aineisto on kerätty kuudessa parihaastattelussa kohdeorganisaatiossa marraskuussa 2015. Tutkimuksen tulosten perusteella voidaan sanoa, että osuustoiminnan ydinideat periaatteineen ja arvoineen tukevat innovatiivisen organisaatiokulttuurin luomista asiakasomisteisessa osuuskunnassa. Innovatiivisen organisaatiokulttuurin tekijät puolestaan tukevat yrityksessä työntekijäinnovaatioita. Kun osuuskunnan sidosryhmien, kuten henkilöstön, tietoisuus osuustoiminnan ydinideoista tarkentuu, kehittämisen tarkoituksenmukaisuus ja mielekkyys lisääntyvät.

Tutkimuksen tavoitteena on tutkia perheyritysten ja oppilaitosten välistä yhteistyötä etsimällä tietoa siitä, kuinka yhteistyötä on tehty ja kuinka yhteistyötä voi tulevaisuudessa kehittää jo olemassa olevien mallien pohjalta. Tutkimuksessa etsitään myös intressejä, joita perheyrittäjillä on oppilaitosyhteistyötä kohtaan, sekä intressien puuttuessa siihen vaikuttavia syitä. Tutkimusaineisto kerättiin kvalitatiivisesti. Harkinnanvaraisen otannan kautta valittiin joukko eteläkarjalaisia perheyrityksiä tutkittavaksi. Aineisto kerättiin haastattelemalla perheyrityksiä ennakkoon mietityllä teemahaastattelulla, jossa oli sekä avoimia että suljettuja kysymyksiä. Haastatteluja suoritettiin 41. Tutkimuksessa selvisi, että perheyritykset tekevät laajasti ja monitasoisesti oppilaitosyhteistyötä Etelä-Karjalassa. Suosituimmat yhteistyön muodot ovat työharjoittelijat, kesätyöntekijät, lopputyöt, oppisopimusopiskelijat, projektityöt, yhteiset tutkimukset ja perheyrittäjien pitämät luennot oppilaitoksissa. Myös huonoja kokemuksia oppilaitosyhteistyössä havaittiin, mutta niistä oli selvitty keskustelemalla oppilaitosten ja opiskelijoiden kanssa. Haasteena yhteistyölle koettiin, että perheyrityksissä työ on usein itse opetettu jälkipolville, jolloin perheyrittäjän ollessa itseoppinut, ei varsinkaan korkeakoulutasoisen yhteistyön hyötyjä ymmärretä. Kaikelle yhteistyölle oli kuitenkin perustana se, että perheyrityksellä oli ongelma tai tarve johonkin ratkaisuun ja tätä voidaan pitää tämän tutkimuksen tärkeimpänä yksittäisenä löydöksenä. Tutkimuksessa selvisi, että perustana lähes kaikelle yhteistyölle oppilaitosten ja perheyritysten välillä on tarvelähtöisyys. Poikkeuksena suuret perheyritykset, joilla on resursseja kehitys- ja tutkimustyöhön. Perheyritysten aika ja taloudelliset resurssit luovat tilanteen, jossa mahdollisuuden oppilaitosyhteistyöhön avaa liiketoiminnassa ilmenevä tarve tai ongelma, jonka ratkaisemiseen yrityksen omat resurssit eivät riitä. Perheyrittäjät ovat kokeneet saaneensa yhteistyöstä paljon lisäarvoa, kuten ratkaisuja ongelmiin, uusia verkostoja, omien toimintatapojen arviointia ja taitojen ylläpitämistä. Parhaimpina yhteistyökeinoina pidettiin työharjoitteluja, kesätyöntekijöitä, oppisopimusoppilaita, yhteisiä projekteja ja uusia ideoita. Jatkotutkimustarpeena ilmeni kestävien toimintamallien rakentaminen perheyritysten ja oppilaitosten välille.

The major dangers facing the resources of the Great Lakes of Africa include over exploitation, falling species diversity, accumulating pollution, and a probable decline in fishery productivity. These dangers may be viewed as accentuated by: i) Inadequate scientific knowledge on the exploited resources ii) Reluctance to apply even the limited scientific information available, by fishery administrators iii) Constant increase in the demand for fish and other aquatic resources. iv) Lack of commitment to active collaboration and co-operation by riparian states regarding development and management of the shared resources. This paper discusses the above factors in relation to the dangerous trends facing the resources of the Great Lakes of Africa. The discussion is intended to contribute to the promotion of rational and sustainable utilisation of the aquatic resources of these lakes.
