The School Innovation in Science intiative is operating in more than 300 schools in Victoria. It has achieved considerable success in transforming science teaching and learning in primary and secondary schools. This paper describes the core elements of SIS, and provides an overview of the different types of initiatives pursued by secondary schools arising out of an action planning process. case studies of initiatives illustrate the richness and range of innovation in schools. It is argued that the SIS model provides the conditions for deep seated change and innovation in schools' science programs.

The Australian Government commissioned a Royal Commission into the building industry in Australia that reported to Parliament in August 2002. Volume 6 of this report, released in February 2003, discussed certain aspects in occupational health and safety in Australia and leaned toward deterrents as a means of achieving reform. This research defines both incentives and deterrents used to increase awareness of, and improve safety on, building sites in Victoria, a state of Australia. A pilot survey questionnaire was developed following a literature review and industry employer representatives were invited to participate. Industry awareness of Government incentive programmes was found to be low, with less than a quarter stating they read Government strategies. One fund that provides actual research monies into health and safety was known to very few of the respondents. Of the employers surveyed, the majority agreed that financial fines do act as a valid deterrent. Increases in worker compensation premiums were seen as the greatest deterrent due to the effect on company overheads and thus competitive tendering bids. Deterrent programmes were more readily acknowledged by employers as they had an element of self promotion with employers attempting to avoid their application.

In the 1990s, the appearance of women in leadership roles in local economic development organisations in small south-west Victorian towns heralded a change in gender relations in rural Australia. This paper contributes to an understanding of this process by investigating the actions and motives of women in leadership roles in small rural towns in south-west Victoria. The paper begins by establishing a framework of analysis based upon a notion of ‘paradigms in progress’. The argument is that in an increasingly interconnected world broader economic, social and political concerns encroach upon local cultures. In this process, older social paradigms or popularly accepted models for how the world works are either transformed, discarded or replaced on different levels. The different levels to which this paper refers are the macromodels of patriarchy, the mesomodels of economic development and the micromodels of leadership. It is the way that these levels intersect and how they are being changed that informs the explanation of women and leadership in south-west Victoria. The paper applies this framework to an analysis of interviews with 15 women in small towns in south-west Victoria. The paper concludes that women in the south-west have been able both to feminise the politics of local economic development as well as reposition the feminine in local social discourses.

This article is based on two related research questions. First, what is the level of disclosure on ethnic minorities in the two sectors of the U.K. economy that historically have employed the most ethnic minorities: the banking and retail sectors? And secondly, what influences the (non)disclosure? It specifically investigates the level of disclosures from 1935 to 1998 and situates them within the changing social, political and economic context of this period. It is contended that the changing pattern of disclosure during this period can be understood with reference to changes in the political strategies for managing the threat of racism adopted by successive governments. The article provides some tentative theoretical reflections on the nature of the racism problematic and the way in which power may be seen to operate through (non)disclosure in this particular instance.

This article examines the application of different views of representation in the electoral systems at local government level: interest, corporate and mirror representation. The electoral framework underpins the process of representation, influencing both who are eligible to become voters and how their votes are collected and counted. The paper examines the  interrelationship between representation and the electoral framework in local government in Victoria. We use a historical analysis, and identify a long period of interest representation; a short, relatively recent period of corporate representation; and an attempt to introduce some elements of mirror representation. We conclude by arguing that local electoral reform needs to take into account the multiple meanings of representation.

Every social revolution has elicited some form of counter-revolutionary response from the international system. The impulse to reverse revolutionary transformation has much to tell us about the dynamics of social revolution as well as the nature of international order. The purpose of this article is to investigate the relationship between counter-revolution and international order. First it establishes a basic conceptual framework of international counter-revolution and argues that counter-revolution should be understood as more than just an active opposition to revolution and also examines the motives of counter-revolutionaries. Second, using two interpretations of the international system – those of Henry Kissinger and Raymond Aron – the article draws several conclusions about the international tendency to attempt to overturn revolution and concludes that there exist international systemic pressures, of a non-neorealist kind, which provide the basis for international order. These pressures not only produce order but, at certain times, impel states to counter radical transformations in parts of the world which seem, at first glance, to have little consequence for the functioning of international order.

Australian football and netball are the predominant sports played in rural Victoria, Australia. This exploratory study is the first to report the sport safety policies and practices adopted by junior Australian football and netball clubs in small rural communities. Eleven informants from four clubs completed a semi-structured interview and survey. Whilst the clubs performed a range of injury prevention activiities, they did not have formal sports safety policies. Generally, netball informants reported fewer safety practices than football informants. Crucial factors influencing safety policies and practices were the reliance on volunteers and a lack of senior players. Barriers towards the adoption of safety policies and practices appeared to be related to rural population declines, a lack of qualified people and attitudes to injury in rural areas. Future research needs to identify how widespread this lack of sport safety policies and practices is across rural Australia and to identify strategies to overcome barriers to implementing them.

In Australia from 1992 to 1999 Jeff Kennett led the Liberal state government in Victoria. Under his leadership an important vision statement for the arts was produced, and ambitious redevelopments of Victoria’s major cultural institutions were undertaken. Kennett’s ‘vision’ included reforms to Arts Victoria (the state-based arts funding agency) and a radical revision of how the arts were to be subsidised. This represented a wholesale adoption of a new policy approach which saw the arts and culture as an industry which could benefit, in particular, the development of cultural tourism for the state of Victoria. This paper argues that while the arts could be seen to have benefited from the Kennett government’s largesse, some parts of the arts sector were excluded and subjected to censorship. Based on both primary and secondary sources, we argue that in this period, the work of artists which expressed a politically dissenting view was actively discouraged.

The purpose of this paper is to discuss the experiences of primary schools involved in the Victorian Science in Schools Research Project which was concerned with improving science teaching and learning strategies but which also unexpectedly led to more environmental (sustainability) education occurring. The paper also suggests a curriculum strategy for achieving more widespread acceptance and implementation of 'sustainability education' through primary school science curricula.

The Beautiful Firetail (Stagonopleura bella) is an uncommon, granivorous finch from coastal south-eastern Australia, with a distribution extending from mid-coastal New South Wales to south-eastern South Australia, including Tasmania. This paper presents a quantitative assessment of habitat use by the Beautiful Firetail based on data collected from 30 paired riparian and non-riparian sites in the foothill forests of the Victorian Highlands, Australia. The Beautiful Firetail occurred in two of the three forest blocks surveyed and was found almost exclusively at riparian sites. The Beautiful Firetail was most likely to occur at riparian sites on the coastal fall of the ranges at sites with high sedge cover and low cover of shrubs and bare ground. The species occurred at low densities (0.10–0.19 individuals ha–1) throughout the year. Records from the Atlas of Victorian Wildlife were used to describe the distribution of Beautiful Firetails in Victoria. Notable observations inland of the Great Dividing Range were recorded during the present study. Further study is required to understand the ecological requirements of the Beautiful Firetail throughout its range.

Background
Population health information, collected using soundly-designed methodologies, is essential to inform policy, research, and intervention programs. This study aimed to derive policy-oriented recommendations for the content of a health and wellbeing population survey of children 0–12 years living in Victoria, Australia.

Results
Qualitative interviews were conducted with 54 academic and policy stakeholders, selected to encompass a wide breadth of expertise in areas of public health and inter-sectoral organisations relevant to child health outcomes, including universities, government and non-government agencies across Victoria. These stakeholders were asked to provide advice on strategic priorities for child health information (data) using a structured interview technique. Their comments were summarised and the major themes were extracted. The priority areas of health and wellbeing recommended for regular collection include obesity and its determinants, pregnancy and breastfeeding, oral health, injury, social and emotional health and wellbeing, family environment, community, health service utilisation, illness, and socioeconomic position. Population policy questions for each area were identified.

Conclusion
In contrast to previous population survey programs nationally and internationally, this study sought to extract contemporary policy-oriented domains for inclusion in a strategic program of child health data collection, using a stakeholder consultation process to identify key domains and policy information needs. The outcomes are a rich and relevant set of recommendations which will now be taken forward into a regular statewide child health survey program.

The article presents information on the idea of risk management. The origins of the contemporary constructions of risk are found in the seventeenth century, with the development of maritime insurance. In the context of maritime trading, risk came to be seen in terms of the balance between acquisitive opportunities and potential dangers and calculations of future loss of a ship or cargo. Today perceptions of risk affect our actions and strategies in areas of our life as diverse as health, parenting, crime prevention, recreation and travel. Public policy tends to be focused around risk avoidance and risk management, particularly in areas of child protection and aged care. While most of the discussions of risk have focused on risks as bads in society, risk has also been identified as a good. Risk is deemed a good when it challenges people to think differently and creatively. From a neo-liberal perspective risk opens up opportunities for unleashing of entrepreneurial capacity. In the context of the modernist commitment to the idea that people have the potential to control their own destiny, identification of threats and dangers can energize people to be adventurous. The discourse of risk has framed all the reports of the outbreaks of new strains of infection and includes instructions on how to recognize the risk assessments of its spread and instructions on how to avoid its spread.
