Restricciones financieras del desarrollo económico: teoría y políticas para los países en desarrollo

En este artículo se analizan las restricciones financieras del desenvolvimiento económico en los países en desarrollo desde los puntos de vista teórico y normativo. A partir de una interpretación keynesiana, se deduce la necesidad de políticas de financiamiento que alivien esas restricciones, ante la natural propensión del sistema financiero a actuar de manera poco funcional para el desarrollo económico. Luego se proponen tres líneas de política, teniendo en cuenta las características específicas de los países en desarrollo: políticas de asignación de recursos, focalizadas en los segmentos estratégicos para el desarrollo económico y financiero; políticas de control de la fragilidad financiera y externa, y políticas compensatorias, de carácter más intervencionista, en particular los programas de crédito dirigido, privado o público, como complemento de las políticas de asignación de recursos y las barreras reglamentarias de tipo anticíclico para reforzar el control de dicha fragilidad.

This was a qualitative study with the purpose of designing a meta-model for the work process of the Family Health Strategy (FHS) team. It was based on the experience of six sample groups, composed of their members (physicians, professional nurses, dentists, dental assistants, licensed technical nurses and community health agents) in a city in São Paulo state, Brazil, totaling 54 subjects. Six theoretical models emerged from non-directive interviews. These were analyzed according to Grounded Theory and submitted to the meta-synthesis strategy, which produced the meta-model between the processes of strengthening and weakening of the FHS model: professional-team-community reciprocity as an intervening component. When analyzed in light of the Theory of Complexity (TC), it showed to be a work with a vertical and authoritarian tendency, which is largely hegemonic in the tradition of public health care policies.

In this paper, we analyze the theoretical work of Renaud Barbaras, departing from his proposal to highlight and develop the potential of Husserl's theory of perception, based on the doctrine of perceptive donation according to profiles. We mainly focused on his work entitled Desire and distance: introduction to a phenomenology of perception. We underline the description, operated by the author, about the vital movement as desire and the characterization of the subject of the perception as living. In this condition, the formulation about the priority of a dimension emerges, qualified by Barbaras as pulsion towards the objectifying dimension of classical epistemology in the subject-object relation. We indicate that, according to the author, these rearrangements entail the need to consider the body, perception and movement based on the category of life.

This study presents results a research held in the framework of, literacy projects and the process of formation of critical consciousness (instances considered, research, literacy essential to the process) and was based on the theory and design education and literacy of Paulo Freire, as well as theories that deal with the acquisition of the writing system and the process of social literacy. The objective is to see how the process of literacy and literacy for children of elementary school second, through teaching practices arising from the current state program, Read and Write and analyze the processes of formation of conscience in this age group, from the educational concepts of Paulo Freire. Was aimed also consider and describe the possible confluence between the pedagogical praxis based on state curriculum and educational proposals frerianas. For the survey, we used the field study of exploratorydescriptive and the methodology developed in three stages, namely: literature review, field research in locus, and data analysis. The instruments used were literature review and annotated by syntheses, systematic observation recorded in field notebook; open a questionnaire, and protocol of semi-structured interview. The survey was conducted in a state school in the city of Bauru, in a classroom of second year of elementary school, I cycle and the research subjects were a literacy teacher and 18 students in that room. This study developed a historical overview of literacy methods, and present the concepts of literacy and literacy in which it is based. The survey results indicate that, on the literacy practices, proposals and guidelines of the Reading and Writing Program meet the expectations which they propose to achieve, on the literacy practices in the classroom are used various kinds of texts, however, not explored are the social aspects of production, ...((Complete abstract click electronic access below)
