A SUDAM foi extinta em maio de 2001 sob o argumento oficial de que a Instituição estava infiltrada de fraudes e corrupção. Portanto, alegando pressão da opinião pública, o Estado brasileiro extinguiu sumariamente essa Instituição (assim como a SUDENE) e a política de incentivo fiscais que fomentava o desenvolvimento regional no país. Esta tese sustenta a argumentação oposta de que a corrupção não se constituiu em fator determinante para a extinção da SUDAM, mas sim que esse processo decorreu da incapacidade do Estado brasileiro de continuar mantendo o padrão de financeira ocorrente desde os anos oitenta. Inúmeras medidas de política econômica foram tomada pelo Estado que diminuíram os recursos financeiros movimentados pelo Fundo de Investimento da SUDAM, restringindo conseqüentemente a capacidade operacional da Instituição na manutenção dos repasses de recursos para os projetos incentivados e no financiamento de novos projetos na região. Ao se extinguir a SUDAM e a sua política de incentivos fiscais, foi automaticamente extinto o funding sobre o qual se constituiu o padrão de financiamento de desenvolvimento regional concebido desde meados dos anos sessenta e assim sendo, ficou a região sem uma alternativa de financiamento viável e aceitável para o se desenvolvimento. A criação de um novo funding em torno da nova Instituição, a ADA, sem a existência de incentivos fiscais, não se mostrou vantajoso para o capital privado, inviabilizando a demanda por esses recursos. Como alternativa política o governo está se esforçando para criar a SUDAM, mas sem a vinculação dos incentivos fiscais, o que não aconteceu até agora, retardando a ressurreição da Instituição.

Este artigo reporta às análises e conclusões formuladas a partir de observações feitas sobre violência criminal no recente período democrático da história nacional e que deram origem a dissertação de mestrado intitulada Cultura do Medo: Refl exões Sobre Violência Criminal, Controle Social e Cidadania no Brasil. Essa pesquisa possibilitou refl exões pertinentes a respeito da opinião pública relacionada à segurança, servindo também para um questionamento ético sobre a importância da participação cidadã no processo de consolidação da democracia brasileira e sobre novas formas de dominação existentes em nossa sociedade. Ao destacar como o medo da violência criminal interfere nas nossas relações sociais contemporâneas buscou-se identificá-lo como um instrumento recente de dominação no universo da política.

Research in medical education is the critical and systematic study of teaching and learning in medicine. It's a developing field with an increasing number of researchers and publications. In Brazil, the Brazilian Journal of Medical Education (RBEM) is the main journal in the area. The present study describes Brazilian scientific production in medical education by analyzing papers published by the RBEM from 2006 to 2010. In this period, the number of articles increased by 117.6%, averaging 60.4 articles per year. There was also an increase in the proportion of new research studies. The Southeast region and public institutions account for the greatest share of the articles. The most frequent keywords were medical education, medical students and curriculum. The growth of the RBEM reflects the development of research in medical education in Brazil and is in keeping with the logic of national scientific production.

The book-report Human Development: the reality beyond the numbers addresses issues related to the Development Index (IDH), of Brazil, in a general context, and the city of Bauru, in the local context. The “IDH” is a number that serves as a comparison between countries, in order to measure the degree of economic development and the quality of life offered to the population. The classification, if high, can be readily used as a means of aggrandizement national and if low, can be used to highlight the weaknesses national. Understanding the role of media as an agent capable of promoting social debates of great importance, this book-report aims to discuss the concept of human development beyond the numbers commonly reported, prompting debates on the issue of human development: whether in relation to social issues, public policy or the role of the media in the process of contributing to the formation of public opinion. The current rise of the Internet has allowed distances being shortened more and more-creating virtual communities with the most different people, discussing and debating opinions about their environments, what they consume or what they do. Social media has put the people and, consequently, organizations gradually changing their positions about the environment in which they are inserted. Organizations are forced to adapt to new media-always attentive to what people are saying about them. Provides elements for a reflection on methodological strategies in the face of objects of study that prove difficult to approach. Through a case study in education, seeks to show that difficulties in obtaining information and data have been overcome by using an analytical model developed. It is shown that its use allowed inferences broader and reveal hidden inconsistencies in discussions on public and private education. Intended to assist reflection on qualitative research methods for those who deal with such studies. Concludes that the current expectations of management efficiency and transfer of resources sufficient quantity and quality have not materialized with a private enterprise under public education, even if we have succeeded in building a positive image by the promoters of this action with the sectors of public opinion. Prevailing trade policy interests at the expense of the motivations declared the initiative of aid to education, and even can not be said that the initiative has resulted in a private redefined the public character of the systems affected, there is evidence that its implementation represents a unique chapter focused "education", compared to a scenario in which stand out historically mutual aid agreements of a politicaleconomic development between state and private enterprise.

The paper provides a close lecture of the arguments and methods of legal construction, employed in the extensive individual opinions written by the Justices of the Brazilian Supreme Court in the case which authorized the same sex civil union. After tracing an outline of the legal problem and his possible solutions, we analyze the individual opinions, showing their methodological syncretism, the use of legal methods and arguments in a contradictory way as well the defciencies in the reasoning. The Justices use legal arguments, but do not meet the requirements of rationality in the decision-making. We have a rhetorical attempt that aims to satisfy the public opinion rather than to ofer a comprehensive and coherent solution according the normative elements of the Brazilian Federal Constitution of 1988.

In the present study aimed to study the use of radio and television in Brazil by the various Christian aspects rooted in the country. The main objective was to analyze how the churches define the orientation or the use of strategies of both comprehensive and traditional media vehicles, which are still the most popular mass media, both for the formation of culture and national public opinion in both states and municipalities, which demarcate and retain regional traits that differentiate culturally, economically and socially diverse Brazilian populations. Christian churches are increasingly seeking loopholes and legal facilities, public spaces and broadcast media to facilitate the achievement of followers of their theological ideologies. On the radio, on television and also through social networks of the Internet, pastors, priests, bishops and lay Christians to seek their potential both in public space and home individually, using old and new individual devices and portable reception of audiovisual content. All preachers fiercely competing for space leased the open television networks, in national and local radio stations and invest in the organization of broadcasters Community legalized or informal. The work also aims to study the radio and television concessions in Bauru, to show the failures that occur in broadcasting spectrum management by the federal government and also for the reader to understand what the Constitution says about the use of these vehicles public concession by religious institutions
