The Second STREAM Regional Conference was held in Tagaytay City, Philippines, from 8-10 June 2003 with the participation of 23 people from Australia, Cambodia, India, Nepal, Philippines, Thailand, Vietnam and Yunnan (China). Following a regional overview of STREAM’s themes, country partners, donors and funding, and activities, participants visited four “stations” on the themes of livelihoods, institutions, policy development, and communications, working in groups representing National Coordinators, Communications Hub Managers, and Partners. They engaged in discussions with a “station leader” and each other to learn about and comment on objectives, activities, outcomes and outputs, and to consider issues that need addressing in STREAM. Over a decade ago, in August 1977, the First Marine Mammal Stranding Workshop was convened in Athens, Georgia. That workshop, organized by j.R. Geraci and D.J. St. Aubin, not only considered biology and pathology of stranded marine mammals, but it also served as a springboard for the formation of regional marine mammal stranding networks in the United States. The ramifications have been extremely important to the field of marine mammalogy since, for some species, examination or rehabilitation of stranded specimens serves as virtually the only source of information on distribution, anatomy, physiology, reproduction, and pathology. The First Marine Mammal Stranding Workshop led to increased awareness of the marine mammals themselves, as well as the logistic and legal factors associated with effective handling of the animals. A number of individuals indicated that they felt that a Second Marine Mammal Stranding Workshop held prior to the Seventh Biennial Conference on the Biology of Marine Mammals (Miami, Florida; December 1987) would be both timely and productive. Accordingly, we organized the workshop and scheduled it to occur on 3-5 December. Our goals for the workshop were several, including 1) providing descriptions of some research, especially new techniques, regarding stranded marine mammals; 2) providing a forum where scientists could interact and possibly initiate cooperative research activities; 3) presenting information regarding procedures used effectively to handle stranded animals; 4) assessing ways to standardize data and specimen collection, archiving, and retrieval; and 5) providing a forum for assessing accomplishments and status of regional stranding networks to date, as well as for making recommendations regarding future activities of the networks. Nearly 100 individuals representing Federal and State governments, academic institutions, the oceanarium industry, consulting groups, conservation organizations, and the private sector attended the workshop (see Workshop Participants, this volume). The synthesis of a GSK 2(nd) generation inhibitor of the hepatitis C virus, by enantioselective 1,3-dipolar cycloaddition between a leucine derived iminoester and tert-butyl acrylate, was studied. The comparison between silver(I) and gold(I) catalysts in this reaction was established by working with chiral phosphoramidites or with chiral BINAP. The best reaction conditions were used for the total synthesis of the hepatitis C virus inhibitor by a four step procedure affording this product in 99% ee and in 63% overall yield. The origin of the enantioselectivity of the chiral gold(I) catalyst was justified according to DFT calculations, the stabilizing coulombic interaction between the nitrogen atom of the thiazole moiety and one of the gold atoms being crucial.

A description is given of experimental work on the damping of a second order electron plasma wave echo due to velocity space diffusion in a low temperature magnetoplasma. Sufficient precision was obtained to verify the theoretically predicted cubic rather than quadratic or quartic dependence of the damping on exciter separation. Compared to the damping predicted for Coulomb collisions in a thermal plasma in an infinite magnetic field, the magnitude of the damping was approximately as predicted, while the velocity dependence of the damping was weaker than predicted. The discrepancy is consistent with the actual non-Maxwellian electron distribution of the plasma.

In conjunction with the damping work, echo amplitude saturation was measured as a function of the velocity of the electrons contributing to the echo. Good agreement was obtained with the predicted J1 Bessel function amplitude dependence, as well as a demonstration that saturation did not influence the damping results.

The article compares a recent aerial photograph of the lowlands of the Isle of Anglesey area with a German surveillance photograph from 1941. The authors aim to infer the environmental changes made to this sand dune and lake system as a direct consequence of constructing the airfield. Part of Tywyn Trewan, the extensive sand dune system, was completely destroyed in order to create runways and the technical and domestic accommodation to house a strategic airfield. As part of the dredging, six new water bodies with a combined surface area of approximately 6 ha were created.

The effect of group delay ripple of chirped fiber gratings on composite second-order (CSO) performance in optical fiber CATV system is investigated. We analyze the system CSO performances for different ripple amplitudes, periods and residual dispersion amounts in detail. It is found that the large ripple amplitude and small ripple period will deteriorate the system CSO performance seriously. Additionally, the residual dispersion amount has considerable effect on CSO performance in the case of small ripple amplitude and large ripple period. (c) 2004 Elsevier B.V. All rights reserved.

Theoretically, we analyse the dispersion compensation characteristics of the chirped fibre grating (CFG) in an optical fibre cable television (CATV) system and obtain the analytic expression of the composite second-order (CSO) distortion using the time-domain form of the field envelope wave equation. The obtained result is in good agreement with the numerical simulation result. Experimentally, we verify the result by making use of the tunable characteristics of CFG to change the dispersion compensation amount and obtain an optimal CSO performance in a 125km fibre transmission link. Both the theoretical and experimental results show that the CSO performance can be improved by properly choosing the dispersion compensation amount for a certain fibre transmission link.

A novel second-order polarization-independent filter made of a single ring resonator and a Sagnac interferometer (SRRSI) is proposed, and its filtering characteristics are investigated. By using birefringence in waveguide, a single ring resonator can be used to synthesize a filter with second-order response. Analytical formulas are derived for characteristics of the SRRSI varied with waveguide parameters.. such as the coupling coefficient; and the critical condition of a second-order Butterworth filter is given.
