Los programas de desarrollo regional promovidos por los gobiernos nacionales y las agencias multilaterales, como el Banco Mundial y el Banco Interamericano de Desarrollo (BID), se orientan a las políticas públicas de suministro de bienes públicos, ya sean servicios públicos o infraestructuras, a las regiones subdesarrolladas. Las evidencias apuntan que el éxito de estos programas depende en parte de externalidades, las cuales se relacionan con los cambios del tejido asociativo y los valores de los participantes de la comunidad. Estas externalidades se definen como el capital social. Cómo las externalidades no son directamente evaluadas en el impacto económico y social de los proyectos, pero su existencia es aceptada por los planificadores que reconocen la importancia de desarrollar el tejido de relaciones en la comunidad. Sin embargo este capital social no es medido. El objeto de esta tesis es investigar y proponer procesos de medida y evaluación del capital social de un proyecto, y relacionarlos con las actividades del mismo en un territorio y proyecto dado como casos de estudio. El Programa de Desarrollo de la Zona de Mata (PROMATA) en el Estado de Pernambuco, Brasil, financiado por el Estado de Pernambuco en Brasil y el BID, finalizado en 2010, ha sido elegido como caso de estudio. Para la evaluación y medida del capital social se han estudiado dos periodos. Uno considerando solo los planes del proyecto, sin considerar su implantación, que se ha denominado evaluación A Priori, basada en un panel de expertos con visión de las externalidades generadas. Y otra con la participación de las partes de la comunidad después de su finalización, denomina evaluación A Posteriori, para lo cual se han entrevistado un número significativo de partes interesadas utilizando un cuestionario especialmente diseñado. Los resultados han sido procesados mediante análisis estadísticos avanzados. El proyecto PROMATA es considerado un caso de éxito en Brasil, en parte por su aproximación al desarrollo asociativo. Sin embargo las valoraciones del capital social muestran que algunas relaciones Estado-sociedad y sociedad-personas no han cambiado todo lo esperado, en oposición a las evaluaciones de satisfacción de los indicadores del proyecto. Es el efecto externo del capital social. ABSTRACT The regional development programs promoted by the national governments and international multilateral agencies, like the World Bank and the Interamerican Development Bank (BID), are oriented to public policies under which public goods, like public services and infrastructures, are supplied to underdeveloped regions. More and more evidences are pointing to the fact that success of these programs depends in a good part of externalities, which are related to the changes in the networking and values among the stakeholders in the territory. These externalities are defined as the Social Capital. As externalities, they are not directly evaluated in the projects economic and social impact, but accepted to exist and the planners of the projects do acknowledge the important of social networking. However never assessed. The objective of this thesis is to investigate and propose a way to measure and assess the social capital of a given project, and relate that with the activities of the project, with a given project and territory as base case. The Development Program in Zona da Mata (PROMATA) in the State of Pernambuco, Brazil, funded by the Brazil State and the BID, ended in 2010, was chosen as the base case. For the assessment of the social capital two periods in time where studied. One considering only the project program named a priori evaluation and based in a panel of experts, which are aware of the possible externalities of the project. Other, considering the stakeholders view after the project ended, named posterior evaluation, which required interviewing a number of stakeholders using a specially designed questionnaire. The results were processed using advanced statistical techniques. PROMATA is considered a success case story in Brazil, in part for its social networking approach. However when the social capital is assessed there are areas of state-society and society-community relations not that well transformed, as the satisfaction research of the project indicators. This unforeseen externality is the social capital effect.

To achieve sustainability in the area of transport we need to view the decision-making process as a whole and consider all the most important socio-economic and environmental aspects involved. Improvements in transport infrastructures have a positive impact on regional development and significant repercussions on the economy, as well as affecting a large number of ecological processes. This article presents a DSS to assess the territorial effects of new linear transport infrastructures based on the use of GIS. The TITIM ? Transport Infrastructure Territorial Impact Measurement ? GIS tool allows these effects to be calculated by evaluating the improvement in accessibility, loss of landscape connectivity, and the impact on other local territorial variables such as landscape quality, biodiversity and land-use quality. The TITIM GIS tool assesses these variables automatically, simply by entering the required inputs, and thus avoiding the manual reiteration and execution of these multiple processes. TITIM allows researchers to use their own GIS databases as inputs, in contrast with other tools that use official or predefined maps. The TITIM GIS-tool is tested by application to six HSR projects in the Spanish Strategic Transport and Infrastructure Plan 2005?2020 (PEIT). The tool creates all 65 possible combinations of these projects, which will be the real test scenarios. For each one, the tool calculates the accessibility improvement, the landscape connectivity loss, and the impact on the landscape, biodiversity and land-use quality. The results reveal which of the HSR projects causes the greatest benefit to the transport system, any potential synergies that exist, and help define a priority for implementing the infrastructures in the plan

La innovación en arquitectura reside en los desplazamientos: llevar el trópico a Dinamarca, un trasatlántico al centro de la ciudad, el pasado al presente, el presente al futuro y también lo profano a la academia. De estos últimos desplazamientos, habituales en la práctica de la teoría del proyecto, se ocupa esta tesis. La investigación profundizará en el tránsito de lo ordinario al archivo y viceversa, de lo hallado en un fragmento de paisaje existente desconocido para la literatura disciplinar: el territorio de la carretera CV500. Sus límites serán, en lo geográfico, el tramo entre Valencia y Sueca y, en lo temporal, los años desde el Plan de Urbanización del Saler en la época del desarrollismo de los 60s hasta La Ruta del Bacalao en la década de los 80s. El “intercambio innovador” será conducido a través de dos probados descriptores y formuladores de teoría de arquitectura a partir de relecturas de lo ordinario: Learning from Las Vegas y Delirious New York ABSTRACT Innovation in architecture resides on displacements: taking the tropics to Denmark and the ocean liners to the city centre, bringing the past to the present and taking the present to the future, and converting the ordinary into academia. This thesis will deal with this last displacement, common in the practice of project theory. The research will provide an in-depth view of the transition from the ordinary into cultural archives and vice versa, based on what was found in a fragment of an existing landscape absent from related literature: the territory of the CV500 road. The geographical limit will be the section between Valencia and Sueca, while the time limit will be the years from the Saler Zoning Plan during the economic development policy of the 1960s to the “Bacalao” clubbing route of the 1980s. The “innovative exchange” will be led through two proven architecture theory descriptors and formulators based on rereading the ordinary: Learning from Las Vegas and Delirious New York.

Historicamente tido como nacional, o meio revista está sendo regionalmente reinventado. Seus moldes tradicionais passam por uma readaptação e os esquematismos dominantes na produção jornalística já não são homogêneos. Há um movimento setorial à procura de um novo mercado, incrustado nas especificidades regionais e no desenvolvimento socioeconômico que está vicejando num cotidiano desconhecido pela chamada grande imprensa. O mercado de revistas no Brasil cresce consecutivamente e de forma organizada há anos. Embora não haja registros nas fontes de autoridade, as revistas regionais e as tiragens têm se multiplicado velozmente, contrariando os revezes econômico-financeiros sentidos por outros setores da indústria cultural. Este fenômeno é o objetivo desta pesquisa: mapear a nova geografia do meio revista nas cinco macrorregiões brasileiras para entender como as identidades regionais são processadas em favor da comunicação com públicos específicos, característica que está na essência da revista. Métodos mistos de pesquisa qualitativa e quantitativa traçam o caminho da justaposição necessária para descrever este surto de publicações regionais. Estudo de casos múltiplos e análise de conteúdo envolvendo cinco revistas de cada uma das regiões políticoadministrativas, descrevem e discutem as tendências da segmentação no mercado editorial além do eixo Rio-São Paulo. Como resultado desta investigação, chega-se às seguintes conclusões: a consolidação de um novo campo jornalístico regional, profissionalizado, competente e criativo, distante do amadorismo, do bairrismo e da mimetização simplista; os mais expressivos veículos de cada uma das cinco macro-regiões infra-nacionais, segundo o construto metodológico criado para esta pesquisa, trabalham as relações, modos e demandas de produção simbólica sem artificialismos; as identidades regionais instituídas estão intimamente ligadas às regiões de influência e as redes urbanas; o retrato do estilo de vida urbano estampado nas revistas do corpus reforça tanto o poder desta como veículo de comunicação, como retroalimenta os sotaques regionais nos níveis sociais onde são produzidas e digeridas.(AU)

This paper presents a new approach to the delineation of local labour markets based on evolutionary computation. The main objective is the regionalisation of a given territory into functional regions based on commuting flows. According to the relevant literature, such regions are defined so that (a) their boundaries are rarely crossed in daily journeys to work, and (b) a high degree of intra-area movement exists. This proposal merges municipalities into functional regions by maximizing a fitness function that measures aggregate intra-region interaction under constraints of inter-region separation and minimum size. Real results are presented based on the latest database from the Census of Population in the Region of Valencia. Comparison between the results obtained through the official method which currently is most widely used (that of British Travel-to-Work Areas) and those from our approach is also presented, showing important improvements in terms of both the number of different market areas identified that meet the statistical criteria and the degree of aggregate intra-market interaction.

Background: The relationship between deprivation and mortality in urban settings is well established. This relationship has been found for several causes of death in Spanish cities in independent analyses (the MEDEA project). However, no joint analysis which pools the strength of this relationship across several cities has ever been undertaken. Such an analysis would determine, if appropriate, a joint relationship by linking the associations found. Methods: A pooled cross-sectional analysis of the data from the MEDEA project has been carried out for each of the causes of death studied. Specifically, a meta-analysis has been carried out to pool the relative risks in eleven Spanish cities. Different deprivation-mortality relationships across the cities are considered in the analysis (fixed and random effects models). The size of the cities is also considered as a possible factor explaining differences between cities. Results: Twenty studies have been carried out for different combinations of sex and causes of death. For nine of them (men: prostate cancer, diabetes, mental illnesses, Alzheimer’s disease, cerebrovascular disease; women: diabetes, mental illnesses, respiratory diseases, cirrhosis) no differences were found between cities in the effect of deprivation on mortality; in four cases (men: respiratory diseases, all causes of mortality; women: breast cancer, Alzheimer’s disease) differences not associated with the size of the city have been determined; in two cases (men: cirrhosis; women: lung cancer) differences strictly linked to the size of the city have been determined, and in five cases (men: lung cancer, ischaemic heart disease; women: ischaemic heart disease, cerebrovascular diseases, all causes of mortality) both kinds of differences have been found. Except for lung cancer in women, every significant relationship between deprivation and mortality goes in the same direction: deprivation increases mortality. Variability in the relative risks across cities was found for general mortality for both sexes. Conclusions: This study provides a general overview of the relationship between deprivation and mortality for a sample of large Spanish cities combined. This joint study allows the exploration of and, if appropriate, the quantification of the variability in that relationship for the set of cities considered.

Light sources with three spectral bands in specific spectral positions are known to have high-color-discrimination capability. W. A. Thornton hypothesized that they may also enhance color discrimination for color-deficient observers. This hypothesis was tested here by comparing the Rösch–MacAdam color volume for color-deficient observers rendered by three of these singular spectra, two reported previously and one derived in this paper by maximization of the Rösch–MacAdam color solid. It was found that all illuminants tested enhance discriminability for deuteranomalous observers, but their impact on other congenital deficiencies was variable. The best illuminant was the one derived here, as it was clearly advantageous for the two red–green anomalies and for tritanopes and almost neutral for red–green dichromats. We conclude that three-band spectra with high-color-discrimination capability for normal observers do not necessarily produce comparable enhancements for color-deficient observers, but suitable spectral optimization clearly enhances the vision of the color deficient.

From a set of gonioapparent automotive samples from different manufacturers we selected 28 low-chroma color pairs with relatively small color differences predominantly in lightness. These color pairs were visually assessed with a gray scale at six different viewing angles by a panel of 10 observers. Using the Standardized Residual Sum of Squares (STRESS) index, the results of our visual experiment were tested against predictions made by 12 modern color-difference formulas. From a weighted STRESS index accounting for the uncertainty in visual assessments, the best prediction of our whole experiment was achieved using AUDI2000, CAM02-SCD, CAM02-UCS and OSA-GP-Euclidean color-difference formulas, which were no statistically significant different among them. A two-step optimization of the original AUDI2000 color-difference formula resulted in a modified AUDI2000 formula which performed both, significantly better than the original formula and below the experimental inter-observer variability. Nevertheless the proposal of a new revised AUDI2000 color-difference formula requires additional experimental data.

Wildfires produce a significant release of gases and particles affecting climate and air quality. In the Mediterranean region, shrublands significantly contribute to burned areas and may show specific emission profiles. Our objective was to depict and quantify the primary-derived aerosols and precursors of secondary particulate species released during shrubland experimental fires, in which fire-line intensity values were equivalent to those of moderate shrubland wildfires, by using a number of different methodologies for the characterization of organic and inorganic compounds in both gas-phase and particulate-phase. Emissions of PM mass, particle number concentrations and organic and inorganic PMx components during flaming and smouldering phases were characterized in a field shrubland fire experiment. Our results revealed a clear prevalence of K+ and SO42- as inorganic ions released during the flaming-smouldering processes, accounting for 68 to 80% of the inorganic soluble fraction. During the residual-smouldering phases, in addition to K+ and SO42-, Ca2+ was found in significant amounts probably due the predominance of re-suspension processes (ashes and soil dust) over other emission sources during this stage. Concerning organic markers, the chromatograms were dominated by phenols, n-alkanals and n-alkanones, as well as by alcohol biomarkers in all the PMx fractions investigated. Levoglucosan was the most abundant degradation compound with maximum emission factors between 182 and 261 mg kg-1 in PM2.5 and PM10 respectively. However, levoglucosan was also observed in significant amounts in the gas-phase. The most representative organic volatile constituents in the smoke samples were alcohols, carbonyls, acids, monocyclic and bicyclic arenes, isoprenoids and alkanes compounds. The emission factors obtained in this study may contribute to the validation and improvement of national and international emission inventories of this intricate and diffuse emission source.

Purpose. To assess in a sample of normal, keratoconic, and keratoconus (KC) suspect eyes the performance of a set of new topographic indices computed directly from the digitized images of the Placido rings. Methods. This comparative study was composed of a total of 124 eyes of 106 patients from the ophthalmic clinics Vissum Alicante and Vissum Almería (Spain) divided into three groups: control group (50 eyes), KC group (50 eyes), and KC suspect group (24 eyes). In all cases, a comprehensive examination was performed, including the corneal topography with a Placidobased CSO topography system. Clinical outcomes were compared among groups, along with the discriminating performance of the proposed irregularity indices. Results. Significant differences at level 0.05 were found on the values of the indices among groups by means of Mann-Whitney-Wilcoxon nonparametric test and Fisher exact test. Additional statistical methods, such as receiver operating characteristic analysis and K-fold cross validation, confirmed the capability of the indices to discriminate between the three groups. Conclusions. Direct analysis of the digitized images of the Placido mires projected on the cornea is a valid and effective tool for detection of corneal irregularities. Although based only on the data from the anterior surface of the cornea, the new indices performed well even when applied to the KC suspect eyes. They have the advantage of simplicity of calculation combined with high sensitivity in corneal irregularity detection and thus can be used as supplementary criteria for diagnosing and grading KC that can be added to the current keratometric classifications.

A series of carbide-derived carbons (CDC) have been prepared starting from TiC and using different chlorine treatment temperatures (500–1200 °C). Contrary to N2 adsorption measurements at −196 °C, CO2 adsorption measurements at room temperature and high pressure (up to 1 MPa) together with immersion calorimetry measurements into dichloromethane suggest that the synthesized CDC exhibit a similar porous structure, in terms of narrow pore volume, independently of the temperature of the reactive extraction treatment used (samples synthesized below 1000 °C). Apparently, these carbide-derived carbons exhibit narrow constrictions were CO2 adsorption under standard conditions (0 °C and atmospheric pressure) is kinetically restricted. The same accounts for a slightly larger molecule as N2 at a lower adsorption temperature (−196 °C), i.e. textural parameters obtained from N2 adsorption measurements on CDC must be underestimated. Furthermore, here we show experimentally that nitrogen exhibits an unusual behavior, poor affinity, on these carbide-derived carbons. CH4 with a slightly larger diameter (0.39 nm) is able to partially access the inner porous structure whereas N2, with a slightly smaller diameter (0.36 nm), does not. Consequently, these CDC can be envisaged as excellent sorbent for selective CO2 capture in flue-gas streams.

En este trabajo hemos cuantificado las tasas de deformación actual de la cuenca del Bajo Segura (NE del corredor de cizalla de la Bética oriental), a partir del análisis de una red GPS con 11 vértices geodésicos. Se han analizado los datos de cuatro campañas GPS entre junio de 1999 y enero de 2013, que han sido procesados con la versión 6.2 del software GIPSY-OASIS. Este software utiliza la técnica de posicionamiento puntual de precisión conocido por las siglas PPP. Se observa un acortamiento ~N-S en toda la cuenca de mayor magnitud en el sur, en la zona de falla del Bajo Segura, con valores que varían de oeste a este entre 0,73 y 0,24 mm/año. En el borde septentrional de la cuenca, en la zona de falla de Crevillente, los valores de acortamiento N-S son menores. Sin embargo, en esta falla se ha observado un movimiento lateral sinistrorso que, en la componente E-O, varía entre 0,44 y 0,75 mm/año.

We present a disposable optical sensor for Ascorbic Acid (AA). It uses a polyaniline based electrochromic sensing film that undergoes a color change when exposed to solutions of ascorbic acid at pH 3.0. The color is monitored by a conventional digital camera working with the hue (H) color coordinate. The electrochromic film was deposited on an Indium Tin Oxide (ITO) electrode by cyclic voltammetry and then characterized by atomic force microscopy, electrochemical and spectroscopic techniques. An estimation of the initial rate of H, as ΔH/Δt, is used as the analytical parameter and resulted in the following logarithmic relationship: ΔH/Δt = 0.029 log[AA] + 0.14, with a limit of detection of 17 μM. The relative standard deviation when using the same membrane 5 times was 7.4% for the blank, and 2.6% (for n = 3) on exposure to ascorbic acid in 160 μM concentration. The sensor is disposable and its applicability to pharmaceutical analysis was demonstrated. This configuration can be extended for future handheld configurations.
