En este trabajo me propongo analizar la influencia de la revolución de Haití en las independencias de Venezuela y Colombia durante los años 1804-1825. Miintención es demostrar que las repercusiones del proceso haitiano fueron vastas, complejas y sufrieron importantes cambios durante el transcurso de los años. En líneas generales, la revolución generó pánico entre las elites criollas y peninsulares y esperanzas entre grupos de esclavos y pardos. Inicialmente los sectores criollos revolucionarios buscaron evitar todo contacto con la isla y eludir el modelo insurgente haitiano por considerar que produciría en la Tierra Firme una "guerra de razas" y una hecatombe similar a la que, en su opinión, allí había acontecido. Sin embargo, a partir de 1812-1813 debido a las dificultades de la guerra de independencia una fracción de la elite criolla comenzó a estrechar vínculos con la República del Sur de Haití a través de contactos diplomáticos y corsarios. Estas primeras relaciones, más bien tímidas, fueron la condición de posibilidad de un cambio importante que sobrevino en 1816. En dicho año, debido a la reconquista de la expedición realista, la mayoría de los líderes independentistas huyeron de Tierra Firme y tuvieron que exiliarse en Haití, uno de los pocos lugares donde encontraron refugio y apoyo. En aquel contexto, se dio el pacto entre Alexandre Petión y Simón Bolívar, por el cual el primero se comprometió a aportar armas, barcos y hombres a la causa patriota a cambio de la emancipación de los esclavos hispanoamericanos. Este acuerdo fue fundamental ya que no sólo posibilitó la exitosa contraofensiva independentista, sino que además le dio un cariz social al proceso revolucionario de Venezuela y Colombia. Así, a partir de 1816 y hasta 1821, se dieron numerosos contactos e incluso el gobierno de Jean Pierre Boyer (sucesor de Alexandre Petión) colaboró con otras dos expediciones a cargo de Gregor Mac Gregor para liberar Panamá y Río Hacha. Sin embargo, el cambio no fue total y aún durante estos años, los líderes criollos continuaron teniendo reparos frente al peligro de la explosión de un nuevo Haití en la Tierra Firme hispana. Por último, el fin de la guerra de independencia abrió un nuevo contexto en el cual aquellos miedos se intensificaron debido a la movilización social interna. Esto derivó en nuevo alejamiento y el gobierno de Colombia no sólo se negó a mantener relaciones con Haití, sino que incluso lo excluyó del Congreso de Panamá.

El presente trabajo pretende abordar una de las formas de construcción de la identidad de pacientes internados en un Hospital Psiquiátrico de la ciudad de Buenos Aires. En esta línea, nos proponemos mostrar que la definición del "loco" acerca de sí mismo, remite a elementos discursivos y representacionales constitutivos del estereotipo social predominante en el sentido común. El mismo construye al "loco" como aquel que viene a romper con el pacto social, homologándolo a la figura del furioso, del violento (Foucault, 1990). En consecuencia, se le atribuyen cualidades intrínsecas, categorizadas y sustancializadas que modelan prácticas de exclusión, que permean tanto las interacciones sociales, como así también los procesos de atención de salud -atención - enfermedad. El objetivo del presente trabajo es explorar como los pacientes internados en un hospital psiquiátrico de Buenos Aires activan y objetivan diferentes atributos y cualidades del estereotipo social del "loco", a través de prácticas, discursos y representaciones ligadas al proceso de medicalización. Entendiendo a este último, como un mecanismo de control social propio de las sociedades post-disciplinarias y de sus respectivas tecnologías del "yo". (Foucault, 2005)

João Calvino é o primeiro nome que nos vem à mente ao falarmos da Reforma Protestante do século XVI. A sua influência em Genebra e especialmente a sua mais famosa e importante obra teológica intitulada Institutas, que também serviu e ainda serve de manual doutrinário para os calvinistas, atestam de fato o significado de Calvino para o rotestantismo. Nas Institutas Calvino reinterpretou todos os dogmas teológicos da igreja cristã. O dogma da criação assume lugar de destaque em sua obra pois é a partir dele que Calvino abordará outros dois, também fundamentais, que são revelação e salvação em Cristo. A característica principal que encontramos no dogma da criação de Calvino é a majestade soberana de Deus. Aliás, essa característica soberania de Deus marcou fortemente o protestantismo e ainda se faz presente na tradição reformada. Se João Calvino é o primeiro nome da Reforma Protestante, talvez, sem exagero, Karl Barth seja o primeiro nome de toda a tradição reformada. Semelhante a Calvino, Barth também reinterpretou todos os dogmas da igreja cristã. Das suas muitíssimas obras destaca-se a Die Kirchliche Dogmatik contendo mais de 9.000 páginas, que também serviu e ainda serve significativamente de referência dogmática para o protestantismo. A característica principal que encontramos no dogma da criação em Barth é o pacto da graça de Deus. A minha pesquisa focalizou o dogma da criação reinterpretado por Calvino e Barth. Ao meu ver, Barth se aproxima teologicamente de Calvino, primeiro, por ser calvinista declarado e segundo, porque sua última fase teológica é exclusivamente marcada pelo dogmatismo. Nessa pesquisa procurei desenvolver os pontos de contato entre Barth e Calvino, por exemplo, a semelhança do método teológico, que também será o fundamento da minha proposta de que Barth faz de seu dogma da criação uma releitura do dogma da criação de Calvino.(AU)

The neonatal period, which includes the first 27 da ys postpartum, is a vulnerability phase in child health, making it necessary for a greater mon itoring by health professional through actions that add value to the binomial mother/child and comprehensive care to the newborn. To this end, this study aimed to evaluate the care actions the neonato from the strategies recommended by the Ministry of Health. This is a cr oss-sectional study carried out from the database of the national survey of population base entitled "Call Neonatal: evaluation of prenatal care and to children younger than one year old in the North and Northeast regions". It used as the sample unit the mothers and children yo unger than 1-year-old, costal residents of Rio Grande do Norte, Natal, Brazil, who attended th e vaccination campaign on June 12, 2010 in nine municipality’s priority for the Pact to Red uce Infant and Neonatal Mortality. To compose the study variables were selected issues/ac tions regarding the neonatal period and socio-demographic factors, followed by a descriptiv e and inferential analysis. A sample of 837 mother/child pairs was obtained, being 57.6% in capital and 42.4% in the whole from the interiors, which was weighted to represent the muni cipalities of the State. It was predominated by mothers aged between 20-29 years, complete high school, not entitled to income transfer program and male children (51.2%). The frequency of the actions of the hospital ranged from 35% to 96% and those performed at the Basic Health Unit (BHU) from 57% to 91.2%. Most actions had an association with hospitals and publi c nature of the state capital (p<0.05). The results for most of the actions are recommended in the care programs and policies for children, and reveal the regional inequities in hea lth and the need for the involvement of services and professionals in search of comprehensi ve care for enabling better care through humanized practices during this increased vulnerabi lity period.

This study begins with a brief overview of tax immu nities in general, dealing with the concept, legal, doctrinal ratings and limits. Then enters into the reciprocal immunity, since its birth in the United States, its justifica tions, until her current developments in the Brazilian Supreme Court, which has expanded it quite considerably. That Court has extended to state owned enterprises, even if pa id by public prices or rates, or if acts somewhat away from its essential functions, es pecially if they are public services provider. Given this linkage, these are also treate d in own topic, grounded in newer doctrinal proposals and less attached to historical formalisms (see such Supremacy of Public Interest over Private one). Public services are approached in its diversity, oblivious to traditional monolithic nature and accu stomed to the modern doctrine of fundamental human rights. It deals also the princip les of free enterprise and free competition, given that the public service provider s have lived intensely in this environment, be they public or private agents. In d ialectical topic, these institutes are placed in joint discussion, all in an attempt to in vestigate their interactions and propose criteria less generic and removed from real ity, to assess the legitimacy of the mutual enjoyment of immunity by certain agents. Sev eral cases of the Court are analyzed individually, checking in each one the app lication of the proposed criteria, such logical-deductive activity and theory of pract ice approach. At the end, the conclusions refer to a reciprocal immunity less rhe torical and ideological and more pragmatic and consequentialist. It is proposed the end to the general rules or abstract formulas of subsumption, with concerns on the one h and the actual maintenance of the federal pact, and on the other by a solid econo mic order without inapt advantages to certain players, which flatly contradicts the co nstitutional premises.

This study aims to analyze citizen participation in state policy decisions, as an essential element of legitimacy in the branches of government, especially in the sphere of the Executive, in the context of deliberative democracy. But, this study still has the desideratum to understand the citizen's role in public life, especially in the sphere of the Executive Branch, in order to effect the Fundamental Right to Public Administration proba, efficient and honest. Thus, to achieve this mister, the proposal is to expose the pesamento the classic contractualist, Thomas Hobbes, John Locke and Rousseau about the legitimacy of governments, through the statutes, and the question of the general will and majority rule as well how to present the comments of Thomas Jefferson on popular sovereignty and dialogical citizen participation in matters of local interest. After, it will be studied the theories of Fundamental Rights in order to demonstrate the need for the Civil Service should be veiled in a more specific custody rights, given the deep crisis in the Public Administrative practice due, especially, corruption. On the other side, the fundamentality of management also covers the aspect of the development of cities, which decisively affects the development of man, which, to join a deliberative governance program needs to be politicized, adopting full participation, dialogue, as duty citizen. Furthermore, taking as the major heart, it will be presented the doctrine of Jürgen Habermas whose Discourse Theory element is to be followed for the implementation of a broad deliberative and emancipatory democracy, with effective citizen participation. It will also be considered the Condorcet Constitution Project as a comparative link in the linking of the public deliberative will, and the Central Power, in the face of the Theory of “Sluice” Habermas. The proposal, based on communicative action, must allow a continuous flux and influx process of social interests towards the exercise of administrative power. The dialogical deal, brought to the center of the decisions, will allow discussions in the public scope, and may contribute to the legitimacy of government actions, inasmuch as it creates the feeling of politicization demanded by the man in a democratic state.

The main purpose of this thesis was to analyze educational management of Municipal Departments of Education (SEMED’s) of cities in Maranhão inserted in the Plan of Articulated Actions (2007- 2011). We evidence the role of Union in that public policy. The leading argument is that Brazilian federal government is not demos constraining in relation to its national sub-governments, what makes the central government to enforce, primarily, educational politics like PAR. This kind of politics interferes in the educational management by national sub-governments, turning them into mere executors. By turning them into mere executors, PAR limits their autonomy and over imposes the results-based management as a parameter to improve the education quality. In order to develop the hypothesis, we adopted Political Science as theoretical basis, represented by Federalism Theory as pact which premise is the cooperative pattern of federalism as being the best form of government because it allows a joint decision-making process from the idea of no centralization of power. The methodology was historical materialism, which assumes the totality and contradiction as a form to understand the phenomenon that does not express in direct way its existence, but can be analyzed from such categories that made possible to interpret the reality. So, we used as tools the semistructured interview and documental analyses with triangulation of data. The empirical basis of the research is 04 (four) cities in Maranhão that obey the following criteria: 1. The municipality has to be assigned on the FNDE Resolution nº 29/2007; 2. To present the lowest educational management indexes from the diagnosis made in loco by PAR; 3. To present the lowest financial management indexes based on the diagnosis in loco by PAR. The results suggest that PAR does not effect a resultbased management which are proposed in its legal rules neither the SEMEDs can propose their conception of educational management. That situation creates a hybridism that sometimes turns to managerialism and performativity, sometimes to bureaucracy, sometimes to a total uncoordinated and unarticulated action. In relation to SEMEDs management, this thesis shows that these institutions have no own conception about educational management and end up acting in an uncoordinated and unarticulated way. The thesis concludes that PAR is an over imposition by federal government towards national sub-governments that conflicts with management patterns of those institutions that are used to a less managerial logic. This over imposition makes the Central government to be the center of Brazilian federalism, which is in reality an incomplete pact.

This study emerged and founded itself with the aim to analyze the position taken by the family – and the implications in this subjective area – in attending children and adolescents in a Childhood Psychosocial Care Center (CAPSi). A secondary goal has come up as the comprehension surrounding the institutional representation made about the family and the service offered to children, adolescents and relatives. For such, the historical perspective on the relation between the State (laws and institutions) and the family was resumed, and the understanding of how it was reconciled by the medical knowledge and attended the ideological and political means. The social and ideological transformations of the 20th century culminated in the need of change required by the Psychiatric Reform and the achievement of patients on the right to return home and to their families. This new situation, permeated by the attempt of building an assistance model in Mental Health, presented a peculiarity–the close relationship between family and Mental Health services. The observations and conversations at CAPSi that were the investigation objects in this research, intended to learn on the quotidian of families and the possible treatment alternatives that would take into account the family circumstances. Conceiving the status of the families in Mental Health services is a germinal matter yet to be adjusted among the active knowledge in the post-Reform devices. The discussion about the family bonds, anchored in the theoretical perspective of Binding Psychoanalysis brought up elementary concepts such as psychic heritage, denial pact, unconscious alliances, the familiar psychic set, among other. The concept of family organizer helped to think of the family trajectories and stablishes a sort of identity for the family, as well as interferes in the establishment of its boundaries. The family path within the institution, as well as the status they establish facing the institutional approach, reflect the ghosts and the organizers shared by the group-family. It follows that the family is an important protagonist to be considered in the current therapeutic and political processes and, thus, is key to welcome the family bonds for the alliances act over the affective destinations, as well as try to remain sealed from the proposed changes.

Time use surveys -despite having represented a turning point in the study of inequalities between women and men- continue hiding care times and subtracting relevance to the qualitative dimensions of time. This due both, to the ideological conception that lies behind this type of studies that consider more relevant market process as to surveys methodology. This article analyzes the theoretical model that lies behind time use surveys and, consequently, the study of the conceptual aspects, the methodology and the potential of these surveys as an analytical instrument. The aim is to unraveling the limitations presented by the surveys to take in account the subjective dimensions of time related to the wellbeing of people.
