A área do Pontal do Paranapanema está localizada no Extremo Oeste do Estado de São Paulo, na região sudeste do Brasil, em uma posição estratégica considerando tanto sua proximidade com os Estados de Mato Grosso do Sul e Paraná quanto o advento do Mercosul - o mercado comum do Cone Sul. No Estado de São Paulo há três áreas muito carentes, uma das quais é o Pontal do Paranapanema, onde têm havido muitos conflitos sociais relativos à posse e propriedade da terra, envolvendo disputas entre o Estado e os latifundiários. Nos últimos anos os trabalhadores rurais têm realizado ocupações nesta região e reivindicado terras - eles criaram um grupo denominado MST (Movimento dos Trabalhadores Rurais Sem Terra), que tem ganhado popularidade e apoio de vários segmentos da comunidade, estando diariamente na mídia (jornais, TV etc). A comunidade acadêmica tem estado consciente e preocupada com esta situação e, portanto, tem desenvolvido estudos e pesquisas sobre o assunto, tanto individualmente quanto através de grupos de pesquisa. Uma das mais importantes Universidades Brasileiras é a Universidade Estadual Paulista (unesp), que tem um de seus campus localizado no município de Presidente Prudente (o qual está localizado no Pontal do Paranapanema). Desde a década de 1960 diversos pesquisadores têm desenvolvido pesquisas técnico-científicas almejando produzir um Atlas do Pontal do Paranapanema em formato convencional. O principal objetivo seria o de reunir, através de mapas topográficos e temáticos, todas as informações geográficas sobre o Pontal do Paranapanema, a fim de servir de base para projetos e planejamentos governamentais (municipais ou estaduais), bem como para o setor privado. The use of trails in protected areas allows a closer relationship with the elements of nature and the realization of dynamic activities of environmental education. Through these, individuals, school groups or other affinity groups can uncover the environment, to know him better and act with greater consistency in its conservation. The idea of settleling an interpretative trail in the Parque Natural Municipal Petronilla Markowicz (PNMPM), located 05 km from the center of Bragança Paulista (SP), comes up with the need for planning to use the tracks of the Unit for Environmental Education. It is therefore in the context of interpreting the environments of tracks with minimal environmental impact that this study sought to survey all the tracks PNMPM for future deployment of an interpretative trail seeking the quality of environmental experience and easy use by visitors.

Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides. This work aims to analyze the limitations of recent Brazilian urban expansion and, more specifically, the housing policy for low-income population, focused on Minha Casa, Minha Vida in Campinas / SP . It is understood that this program aims to democratize access to housing for excluded populations in the property market, resulting in a right to the city. This policy is analyzed in the living space configuration from the point of view of socio-spatial segregation. To meet the flexibility of real estate developers, urban politic Campinas was subsumed by the entrepreneurship of housing production, was detached from the municipal planning and releasing ownership of urban land for the free flow of capital that circulated by the real estate market in the search for the appropriation of elevation of the ground rent . These processes are understood through intense confinement of poverty in areas that grow randomly deleted and the margin of urban rights

This paper focuses on the relationship between metropolitan and regional health planning based on the processes of regionalization and the Pact for Health in the Baixada Santista Metropolitan Area, Sao Paulo State, Brazil. The method used was a case study in two stages, namely during initial implementation of the Pact for Health (2007) and the Regional Administration Committees (CGR) and in 2010. Municipal and regional health systems managers and the director of the Metropolitan Agency were interviewed, and records were analyzed from ten years of meetings of the Regional Inter-Administration Committee and the Regional Development Council. Four issues emerged: financing and infrastructure; health services utilization; inefficiency of the Regional Health Administration's instruments and decision-making levels; and the relationship between different levels in the Administration. Metropolitan health management remained as an underlying issue, appearing only incidentally or tangentially to regional management. Despite some limitations, the CGR has been legitimized as a space for regional health management.

The purpose of this paper is to investigate the cost management practices of building industry companies of Parana that follow the typology of Porter's strategies. The sample comprises member companies of the Association of Construction Industries of the State of Parana (PR-SINDUSCON) operating in the segment of residential buildings. The data were collected by means of questionnaires sent to 317 SINDUSCON members. 69 were returned and 54 used for our research. Exploratory Factorial Analysis of the data allowed us to identify two groups of cost management practices. Analyses suggest equality between the adopted cost management practices and the Cost Control Planning (CCP) practices among the companies of the Group 1, regardless of the generic strategy adopted. The companies of the Group 2 that adopted the differentiation strategy seem to use mainly the ACR cost management practice. Our findings differ from those obtained by Chenhall insofar as companies that adopt low cost strategies tend to use managerial controls focused on cost control and rigid budgetary controls.

The Strategic Environmental Assessment (SEA) of the sugar and alcohol sector guides a territorial and sectoral planning that benefits most of the local society and supports this economic activity in all its stages. In this way, the present work aims to determine an index of aggregation of the indicators generated in the baseline of the SEA process, called Index of Sustainability of Expansion of the Sugar and Alcohol Sector (IScana). For this, it was used the normalization of the indicators of each city by the fuzzy logic and attribution of weights by the Analytic Hierarchy Process (AHP). Then, the IScana values had been spatialized in the region of 'Grande Dourados'-Mato Grosso do Sul State. The northern portion concentrated the highest values of IScana, 0.48 and 0.55, referring to the cities of Nova Alvorada do Sul and Rio Brilhante, while, in the central portion, the city of Dourados presented the lowest value, 0.10. The selection of the set of indicators forming the IScana, and their relative importance, was satisfactory for the application of fuzzy logic and AHP techniques. The IScana index supplies objective information regarding the diagnosis of the region for the application of SEA.

O papel dos governos locais, antes vistos como mero prestadores de serviços, vem evoluindo, pós-Constituição de 1988, para o de agentes do desenvolvimento local. Neste contexto, eles devem assumir o seu papel constitucional de zelar pelo meio ambiente, tomando a decisão de envolver-se com o tema e capacitando-se através da instituição de um Sistema Municipal de Meio Ambiente - SISMUMA. O SISMUMA é um conjunto de órgãos e entidades do Município que são responsáveis pela preservação, conservação, proteção, defesa, melhoria, recuperação e controle do meio ambiente e uso adequado dos recursos ambientais do Município. Este Sistema é uma estrutura político-administrativa que em última instância visa a inserção do componente ambiental no processo de tomada de decisão local, por meio da formulação, implementação e avaliação de políticas ambientais e integração com outras políticas, considerando a realidade e potencialidade de cada região, em conformidade com os princípios de desenvolvimento sustentável. Este artigo visa caracterizar e contextualizar o SISMUMA no Brasil, discutindo o seu papel estratégico na governança para a sustentabilidade municipal, entendida como processo de articulação e negociação que potencializa a integração do componente ambiental no processo de tomada de decisão local, e consequentemente, no processo de desenvolvimento local.

Este artigo insere-se nos estudos de gestão ambiental municipal. Tem por objetivo elaborar e detalhar uma proposta de metodologia de avaliação de processo de gestão ambiental, avaliação estratégica contínua, aplicada a processos participativos. Trata-se de um registro de uma experiência realizada no município de Santo André (SP) que resultou em metodologia de avaliação. A finalidade desta experiência foi desenvolver um instrumento que favorecesse o feedback aos formuladores e tomadores de decisão sobre as suas políticas, propiciando um processo de melhoria contínua. Não obstante os avanços na formulação de políticas públicas ambientais, observa-se ainda lacunas nas práticas de monitoramento e avaliação de sua implementação, gerando obstáculos à efetivação de seus objetivos.

This research deals with the deepening and use of an environmental accounting matrix in Emilia-Romagna, RAMEA air emissions (regional NAMEA), carried out by the Regional Environment Agency (Arpa) in an European project. After a depiction of the international context regarding the widespread needing to integrate economic indicators and go beyond conventional reporting system, this study explains the structure, update and development of the tool. The overall aim is to outline the matrix for environmental assessments of regional plans, draw up sustainable reports and monitor effects of regional policies in a sustainable development perspective. The work focused on an application of a Shift-Share model, on the integration with eco-taxes, industrial waste production, energy consumptions, on applications of the extended RAMEA as a policy tool, following Eurostat guidelines. The common thread is the eco-efficiency (economic-environmental efficiency) index. The first part, in English, treats the methodology used to build a more complete tool; in the second part RAMEA has been applied on two regional case studies, in Italian, to support decision makers regarding Strategic Environmental Assessments’ processes (2001/42/EC). The aim is to support an evidence-based policy making by integrating sustainable development concerns at all levels. The first case study regards integrated environmental-economic analyses in support to the SEA of the Regional Waste management plan. For the industrial waste production an extended and updated RAMEA has been developed as a useful policy tool, to help in analysing and monitoring the state of environmental-economic performances. The second case study deals with the environmental report for the SEA of the Regional Program concerning productive activities. RAMEA has been applied aiming to an integrated environmental-economic analysis of the context, to investigate the performances of the regional production chains and to depict and monitor the area where the program should be carried out, from an integrated environmental-economic perspective.

This thesis presents a metric for assessing the commonality and differentiation of packaging-family planning with application to medical labels along with supporting background research and findings. Consumable products such as medications rely on the package or label to represent the contents. Package confusion has been widely recognized as a major problem for both over-the-counter and pharmacy-dispensed medications with potentially lethal consequences. It is critical to identify a medication as a member of a product family and differentiate its contributing elements based on visual features on the package or label to avoid consumer confusion and reduce dispensing errors. Indices that indicate degrees of commonality and differentiation of features in consumer products such as batteries, light bulbs, handles, etc for platforms have been shown to benefit development of engineered product families [6]. It is possible to take a similar approach for visual features in packaging such as typography, shape/form, imagery and color to benefit packaging-family development. This thesis establishes a commonality differentiation index for prominence of visual features on over-the-counter and pharmacy-dispensed medications based on occurrence, size, and location of features. It provides a quantitative measure to assist package designers in evaluating alternatives to satisfy strategic goals and improve safety. The index is demonstrated with several medications that have been identified by the Institute for Safe Medication Practice as commonly confused.

As one of the largest and most complex organizations in the world, the Department of Defense (DoD) faces many challenges in solving its well-documented financial and related business operations and system problems. The DoD is in the process of implementing modern multifunction enterprise resource planning (ERP) systems to replace many of its outdated legacy systems. This paper explores the ERP implementations of the DoD and seeks to determine the impact of the ERP implementations on the alignment of the DoD’s business and IT strategy. A brief overview of the alignment literature and background on ERP are followed by case study analysis of the DoD ERP development and current implementation status. Lastly, the paper explores the current successes and failures of the ERP implementation and the impact on the DoD’s goal of strategic alignment.
