Abstract
The World Meteorological Organization (WMO) has repeatedly expressed concern over the increasing number of impact cases of wind turbine farms on weather radars. Current signal processing techniques to mitigate wind turbine clutter (WTC) are scarce, so the most practical approach to this issue is the assessment of the potential interference from a wind farm before it is installed. To do so, and in order to obtain a WTC reflectivity model, it is crucial to estimate the radar cross section (RCS) of the wind turbines to be built, which represents the power percentage of the radar signal that is backscattered to the radar receiver.
For the proposed model, a representative scenario has been chosen in which both the weather radar and the wind farm are placed on clear areas; i.e., wind turbines are supposed to be illuminated only by the lowest elevation angles of the radar beam.
This paper first characterizes the RCS of wind turbines in the weather radar frequency bands by means of computer simulations based on the physical optics theory and then proposes a simplified model to estimate wind turbine RCS values. This model is of great help in the evaluation of the potential impact of a certain wind farm on the weather radar operation.

We address the valuation of an operating wind farm and the finite-lived option to invest in it under different reward/support schemes: a constant feed-in tariff, a premium on top of the electricity market price (either a fixed premium or a variable subsidy such as a renewable obligation certificate or ROC), and a transitory subsidy, among others. Futures contracts on electricity with ever longer maturities enable market-based valuations to be undertaken. The model considers up to three sources of uncertainty: the electricity price, the level of wind generation, and the certificate (ROC) price where appropriate. When analytical solutions are lacking, we resort to a trinomial lattice combined with Monte Carlo simulation; we also use a two-dimensional binomial lattice when uncertainty in the ROC price is considered. Our data set refers to the UK. The numerical results show the impact of several factors involved in the decision to invest: the subsidy per MWh generated, the initial lump-sum subsidy, the maturity of the investment option, and electricity price volatility. Different combinations of variables can help bring forward investments in wind generation. One-off policies, e.g., a transitory initial subsidy, seem to have a stronger effect than a fixed premium per MWh produced.

Esta tese objetiva percorrer a trajetória da criação, implantação e mudanças, ao longo do processo histórico do Aprendizado Agrícola de Barbacena, desde seu início, em 1910, até a época do presidente Getúlio Vargas, 1933. Como preliminares e pano de fundo, as iniciativas do Brasil, que, premido pela carência de mão de obra qualificada para atender à demanda das fazendas, após a abolição da escravatura, busca conhecimentos e experiências em outros países, na área da educação agrícola. Com o advento da República, verifica-se uma guinada do Estado brasileiro no sentido de assumir o ensino elementar público, a fim de ir diminuindo o percentual de analfabetos e de ensaiar a implantação do ensino agrícola, tendo em vista a crise que surgira no setor agrícola. É nesse cenário que se criam os aprendizados agrícolas. O Aprendizado Agrícola de Barbacena surge em 1910. Com foco nessa Instituição, abordam-se: o papel de lideranças políticas mineiras para trazer para Barbacena o primeiro Aprendizado Agrícola de Minas Gerais; as mudanças por que o Aprendizado passou, indo de seu início até a época de Getúlio, quando foi transformado em Escola Agrícola; o método de ensino, prevalentemente teórico-prático; a integração do Aprendizado com seu meio; o sistema de administração que incluía participação dos alunos nos lucros; a estrutura didático-pedagógica e o regime de internato. O estudo destaca o trabalho do seu primeiro Diretor, Diaulas Abreu, por 45 anos à frente da Instituição. Como metodologia de pesquisa, analisam-se decretos relativos à criação do Aprendizado, regulamentos, relatórios, dados do arquivo da Instituição e a troca de correspondência entre a direção e órgãos do governo. A pesquisa se encerra na era do presidente Getúlio Vargas, após a Revolução de 1930.

O presente trabalho consistiu em realizar uma proposta metodológica de análise quantitativa da sustentabilidade de estabelecimentos agropecuários fluminenses através do emprego do marco metodológico proposto por Sauvenier et al. (2006) e van Cauwenbergh et al. (2007), denominado SAFE (Sustainability Assessment of Farming and the Environment Framework). Conforme a aplicação para sistemas agrários realizada por Sánchez-Fernández (2009) e por sua vez, incorporando a quarta dimensão da sustentabilidade (dimensão institucional), ademais das três dimensões clássicas neste tipo de análise (econômica, social e ambiental), seguindo a sugestão do IBGE (2010), com base nas recomendações do Livro Azul da ONU (1996). Esse procedimento contou com a colaboração e validação de um painel composto por 16 especialistas em agricultura fluminense o que permitiu selecionar 20 indicadores de sustentabilidade, derivados de 17 critérios, 8 princípios e 4 dimensões. Dos resultados alcançados e de seus possíveis desdobramentos, a proposta metodológica sugerida pode ser considerada uma ferramenta potencialmente útil para guiar as políticas públicas que incidem sobre o setor.

The potential impact that offshore wind farms may cause on nearby marine radars should be considered before the wind farm is installed. Strong radar echoes from the turbines may degrade radars' detection capability in the area around the wind farm. Although conventional computational methods provide accurate results of scattering by wind turbines, they are not directly implementable in software tools that can be used to conduct the impact studies. This paper proposes a simple model to assess the clutter that wind turbines may generate on marine radars. This method can be easily implemented in the system modeling software tools for the impact analysis of a wind farm in a real scenario.

The importance of quantifying the economic returns to investments in aquatic resources research together with the social, environmental and institutional impacts of such investments is widely recognized among ICLARM's donors, trustees and beneficiaries. As with other Consultative Group on International Agricultural Research (CGIAR) centers, ICLARM is being asked to provide specific accounts of the outputs of its research and their impact on farms and on fisheries, including their socioeconomic impact. Such impact information has become a necessary, though not sufficient, basis for setting priorities and allocating resources for research for the CGIAR centers. This paper discusses the types and methods of impact assessment relevant to ICLARM's work. A three-pronged assessment approach is envisaged to capture the full range of impacts: 1) ex ante assessment for research priority setting; 2) assessment prior to dissemination or adoption along with monitoring and evaluation; and 3) ex post impact assessment. It also discusses the objectives and scope for operational impact assessment of ICLARM's research.

Integrating agriculture aquaculture that would draw inputs from on farm sources is viewed as a viable option to improve the productivity, income and resource use efficiency of existing farms in Bangladesh. To assess the existing resource availability, use pattern and efficiency before introducing new aquaculture technology within the existing farm systems, a survey of 330 pond operating farm households was conducted in six selected unions from two thanas (subdistricts) of Bangladesh.

Jamaica, with its overfish marine resources, has become a major tilapia producer in Latin America led by a small number of large farms practicing tilapia culture with considerable commercial success. Across the country, however, aquaculture is typically practiced by a large number of small-scale fish farmers who own less than 1.0 ha of land. Production is constrained by lack of credit, finite land space and suitable soil type, but larger existing aquaculturists are expanding further for overseas markets. Inspired by pioneering tilapia fish culture demonstration projects funded by the USAID and the goverment of Jamaica, fish culture production rose from a few hundred kg of Oreochromis niloticus in 1977, to about 5000 t of processed fish mainly red hybrid tilapia, in 2000. Most of this quantity was exported to Europe and North America.

O Quilombo Santana está localizado na zona rural do distrito de Ribeirão de São Joaquim, município de Quatis, estado do Rio de Janeiro (médio vale do Rio paraíba do Sul). Atualmente o quilombo é composto por 21 famílias, sendo 17 auto reconhecidas, de acordo com as normas estabelecidas pela Fundação Cultural Palmares e titulado, pela mesma instituição, desde 14 de julho do 2000. No entanto, até a presente data, não houve a desapropriação das fazendas que estão no território quilombola, como prevê o artigo 216 da Constituição Federal Brasileira de 1988, que se encontra nucleado e impossibilitado de realizar suas práticas tradicionais, bem como sua subsistência. O objetivo do presente trabalho é compreender de que maneira a inação do poder público e a posse das terras circunvizinhas ao território do Quilombo Santana influenciou o processo de desterritorialização da comunidade, sob uma perspectiva holística, contemplando a visão de todas as partes envolvidas no conflito territorial. As consequências desta desterritorialização para o quilombo e para a sociedade quatiense também foram consideradas a fim de se destacar a importância da manutenção da identidade santanense e seus conhecimentos tradicionais.

The seed of the sea cucumber Holothuria scabra jaeger is being produced at the Central Marine Fisheries Research Institute in India. This article describes the techniques being used in the production of seed and the experiments being carried out for the rearing of juveniles. Trials to grow juveniles in hatcheries on prawn farms have shown spectabular results that are both cost efficient and environmentally friendly.

The effect of aquaculture, especially shrimp farming, on agriculture has caused heated debate among aquaculturists, agriculturists, and non-governmental organizations. As data on the negative impact of shrimp farming on adjacent rice fields are not available, a study was undertaken in rice fields skirting three shrimp farms: a semi-intensive farm; an extensive farm; and a semi-intensive farm with a buffer zone. The buffer zone was found to be helpful in preventing salinization of the adjacent agricultural fields and the Electrical Conductivity (EC) values (less than 1) reported were found to be harmless to the rice crop. Thus, aquaculture and agriculture can coexist in coastal areas if there are buffer zones in between.

Phosphorus is an essential element for living organisms and exists in waterbodies as dissolved and particulate forms. Phosphorus is required for optimum growth, feed efficiency, bone development and maintenance of acid-base regulation in fish. The presence of high concentration of phosphates in water may indicate presence of pollution as it may accelerate plant growth and disrupt the aquatic ecosystem thereby benefiting certain species and altering species diversity in affected areas. Eutrophication of waterbodies is often correlated with the phosphorus loading into the environment and aquaculture has been identified as one of the sources of phosphorus pollution. Details of the impacts of eutrophication is given in Bernhardt (1981). Phosphorus must be provided in fish feed because of its low concentration in water. Studies made in Europe and Northern America have revealed a phosphorus surplus in most commercial feeds which is above actual requirements; or is supplied in a form which is unavailable to the fish. Surplus phosphorus is excreted, while unavailable phosphorus is passed out in the feces. Discharge of phosphorus from fish farms and hatchery effluents have caused phosphorus pollution in Nordic countries, North America and Europe. This article examines the path of phosphorus pollution, quantification/prediction of phosphorus load from aquaculture and remedial measures.

The major constraint to the development of aquaculture in Nigeria has been the non-availability of fingerlings in required numbers of cultivable species. A specifically designed trap to collect mullet (Liza falcipinnis; Liza grandisquamis) juveniles during high tides was successful in collecting juveniles year-round. The collectors was more successful during night spring tides than during neap tides or daytime collections. Thus, the use of traps, especially in the tidal zones, could provide a cost-effective method of stocking fish farms by collecting juveniles and seed from the natural environment.

Use of wastewater is an issue gaining importance throughout the (developing) world, as water sources become scarcer and competition for them increases. In Peru, research has shown the technical, economic and social feasibility of growing fish in wastewater. Such fish farms could recover 100% of the wastewater treatment costs.
