A educação para a cidadania ao longo do ciclo de vida constitui uma preocupação da sociedade contemporânea, estando mesmo consagrada nas recomendações do Conselho da Europa. O objectivo desta comunicação é demonstrar que a operacionalização desta recomendação deverá privilegiar estratégias de promoção do desenvolvimento sociomoral, comparativamente a estratégias de mera doutrinação ou de clarificação de valores. A utilização dessa abordagem deverá ser privilegiada em qualquer etapa do ciclo de vida, uma vez que se considera não existir uma ruptura conceptual entre as estratégias utilizadas com crianças e adolescentes e as estratégias utilizadas com adultos, deverão efectuar-se apenas algumas adaptações de conteúdo, relacionadas com as experiências pessoais e profissionais próprias da vida adulta. Assim, revêem-se algumas das principais teorias do desenvolvimento sociomoral, integrando os contributos quer das teorias que enfatizam aspectos cognitivos, quer das teorias que salientam aspectos afectivos e emocionais, com vista a delinear as estratégias pedagógicas mais adequadas para se efectuar uma educação para a cidadania ao longo de todo o ciclo de vida. Apresentam-se alguns dados exploratórios relativos a dilemas morais relatados por estudantes do 1º ano de Serviço Social, diferenciando-se os relatos dos estudantes com e sem experiência profissional. Os relatos dos estudantes com experiência profissional parecem indicar que a experiência profissional constitui um importante contexto de resolução de conflitos e exercício de cidadania. As estratégias pedagógicas baseadas na promoção do desenvolvimento sociomoral são discutidas como as mais adequadas para a promoção de uma cidadania democrática e participativa.

Num contexto de aumento da oferta profissional/vocacional no ensino secundário procuramos discutir a função que tem vindo a ser assumida por esta via de ensino. Os cursos de educação e formação para jovens e os cursos do sistema de aprendizagem, medidas de qualificação inicial implementadas no âmbito do sistema de formação profissional, apresentam-se hoje, no plano das intenções políticas, como instrumentos fundamentais para a redução dos índices de abandono e insucesso escolares. Estas medidas de formação profissional dirigem-se a jovens “em risco de abandono escolar ou que já abandonaram a via regular de ensino” e têm como objectivo recuperar os seus défices de qualificação escolar e profissional através de uma estrutura curricular que integra a formação sociocultural, a formação científica, a formação tecnológica e a formação prática em contexto de trabalho. Destacamos esta última componente de formação que permite aos jovens a realização de actividades inerentes ao exercício profissional e que nos coloca a importância do “aprender a fazer” como o motor da aquisição de outros tipos de saber. Inquirimos jovens que realizaram cursos do Sistema de Aprendizagem, com equivalência ao 12º ano de escolaridade e qualificação profissional de nível IV, e que haviam concluído anteriormente cursos de Educação e Formação, com equivalência ao 9º ano de escolaridade e qualificação profissional de nível III. Focamo-nos em formandos de um centro de formação profissional de gestão directa do Instituto de Emprego e Formação Profissional que actua na região do Alto Tâmega. Pela análise dos dados recolhidos percebe-se que estas medidas de qualificação inscritas no sistema de formação profissional permitem que os jovens dos meios populares que haviam sido excluídos numa primeira etapa da sua trajectória escolar da escola regular, estejam cada vez mais tempo na escola – até, pelo menos, à conclusão do ensino secundário - embora remetidos para as vias de ensino profissionalizantes que não são tão valorizadas e tão reconhecidas socialmente como a designada “via nobre” do ensino. Em termos de modelo de aprendizagem concluímos que estes jovens reagem de forma positiva à estrutura curricular proposta que assenta no “aprender a fazer” e que está dirigida para a inserção profissional.

O relatório que aqui se apresenta resulta de um estágio curricular realizado no Lar de Infância e Juventude – Instituto Madre Matilde, situado na Póvoa de Varzim. No âmbito deste estágio desenvolvemos um projeto que passa essencialmente por comprovar a importância das sessões de conversa significativa com jovens institucionalizadas. O projeto foi aplicado tendo como população-alvo jovens institucionalizadas que vivenciaram diversas experiências negativas ao longo da sua infância. O facto de muitas destas adolescentes terem vivido o seu processo de socialização primária em ambientes desestruturados, sem a imposição de regras e por vezes a observar situações de violência física ou verbal, pode efetivamente condicionar o seu futuro. Ao longo deste relatório são levantadas diversas questões, tais como: Quais as consequências que um histórico de violência pode acarretar para o futuro destas jovens? De que forma um grupo onde seja possível conversar livremente e exprimir as suas ideias/opiniões pode ser vantajoso para jovens institucionalizadas, não só como caracter interventivo mas também preventivo? Com esta pesquisa pretendemos partir para uma discussão teórica acerca da importância da conversa significativa e da intervenção social, onde levamos em consideração um conjunto de condições estruturais e conjunturais de vulnerabilidade que as remetem à exclusão social. Conclui-se neste relatório que as instituições respondem frequentemente à garantia das necessidades básicas das jovens que acolhem, mas nem sempre estão preparadas para desenvolver um trabalho de (re) construção das suas vidas por via da palavra, trabalho este que precisa acontecer de forma profunda e contínua onde a conversação contribua efetivamente para o (re) equacionamento do seu projeto de vida e de quem querem ser enquanto pessoas.

É evidente a vida mais ativa do idoso assim como a necessidade de espaços que possam oferecer momentos de lazer, cultura, interação e estudo por parte deste grupo. Entendendo isto, este trabalho tem o intuito de estudar dentro do SESC paulista o departamento voltado à terceira idade, a chamada GETI (Gerência de Estudos e Programas para Terceira Idade). Procura-se criar uma linha histórica clara que aborda sua criação, estrutura, forma de gestão e principais ações com o idoso. Busca-se o entendimento do SESC como um possível perfil de atividade do Terceiro Setor. A fim de se verificar a eficácia das ações desenvolvidas, o trabalho estuda o modus operandi de três unidades que hoje possuem o chamado TSI (Trabalho Social com o Idoso) por meio do entendimento da forma de elaboração destas ações pelos coordenadores destas unidades e o resultado deste trabalho pelo olhar do idoso freqüentador. A busca de informações e pesquisa deu-se através de dados secundários provenientes de levantamento bibliográfico e documental em fontes públicas, como o próprio acervo do SESC, além de pesquisas recentes sobre o idoso, como a da Fundação Perseu Abramo. Por meio deste levantamento buscouse analisar o programa, sua metodologia, diretrizes e peculiaridades. A fim de se detalhar a análise, trabalhou-se com uma pesquisa qualitativa descritiva que mostrou os aspectos importantes da gestão educativo-cultural para o idoso, além da pesquisa em profundidade com gerentes e coordenadores da GETI e contribuição valiosa de gerontólogos e ex colaboradores do SESC. Para que fosse possível analisar a existência ou não de divergências no entendimento destas ações para o idoso, o autor procurou identificar esta questão por meio da narrativa oral deste público. Desta forma procura-se a compreensão do tema desde a gerência do SESC até seu freqüentador.(AU)

O SESCTV, canal de televisão administrado pelo Serviço Social do Comércio de São Paulo, caracteriza-se como uma iniciativa peculiar em seu âmbito midiático por diversos fatores. Estes condicionantes, por terem múltiplas origens - da natureza institucional à linguagem criada - desenham uma emissora que desperta inúmeros pontos de debate em torno dela e do meio televisivo. O objeto configura-se como referência também no que diz respeito ao amadurecimento da televisão por assinatura, sobretudo no campo educativo-cultural. Procura-se, aqui, considerar as variantes basilares do canal, que compreendem a construção de linguagem nele processada e o respectivo modo de produzir sentidos, sendo estes dois eixos analisados mediante uma contextualização social, política, econômica e cultural interna e externa ao objeto. Já o percurso metodológico traçado disseca os pontos convergentes e divergentes das relações estabelecidas pelo canal ao longo de sua trajetória. Trata-se de uma reflexão que mensura, a partir dos condicionantes expostos, os potenciais caminhos para que o SESCTV firme-se na história televisiva brasileira como iniciativa de protagonismo e vanguarda. Uma visão crítica que enxerga o atual como ponto de partida e não como fim.(AU)

The restructuring process has caused several changes in the workplace since the 1970s in Brazil these changes were more significant during the 1990s, with the implementation of neoliberal policies and the submission of the country's determinations of the IMF and World Bank . In this context, expression wins the increase in structural unemployment and the growth of informality as a mitigating practice the lack of formal employment. At present the activity of mototaxi driver has grown in the municipalities of small, medium and large size of the country. In Caicó / RN, as well as other municipalities, this activity has been presented as an alternative livelihood in the face of rising unemployment. Considering that this is a precarious and risky activity, we wondered about which health conditions of workers in the municipality of mototaxi driver Caicó in the context of job insecurity? What is the perception that this employee has about the health-disease process and its relationship to your work? How to setup the access of motorcycle taxi drivers the right to health and social security? The research sought to examine the health conditions of the workers of the municipality of mototaxi driver Caicó / RN in the context of job insecurity. From the methodological point of view the study worked with documentary research, semi-structured interview and questionnaire with open and closed questions with a sample population of motorcycle taxi drivers of the city, in the period August-September 2013 The results revealed that these workers are if constantly exposed to various risks inherent to the profession as well as the space in which it conducts its business activities, in this case the traffic being traffic accidents and urban violence one of the greatest risks identified by motorcycle taxi drivers in the present study

This study presents the issue of Children and Youth sexual violence from a critical eye in assessing the actions of the organs of defense and protection in cases of sexual abuse against children and adolescents in the city of Natal / RN. We aimed to perform this evaluation from the investigation of 05 cases of child and adolescent victims of sexual abuse that were answered by Precinct Specializing in Defense of Children and Adolescents (DCA), considering the service flow of cases, the articulation between the organs that make up System Warranty rights (SGD), the record of the complaint, as well as the elapsed time between the record of the complaint and the accountability of the offender. Thus, the present study consists in an analysis from the quantitative and qualitative theoretical-methodological approach assuming 'sexual violence in their social, historical, cultural, legal and economic dimensions. The route established between the knowledge about the object and the method of analysis involved: literature about the conceptual discussion on sexual violence, analyzing quantitative data provided by DCA, as well as semi-structured interviews with victims and those responsible for the professionals working in institutions of the defense agencies. Is apprehended in this study that the situations of violence against children is a multifaceted phenomenon that has expressions from ancient societies, assuming a peculiarity in contemporary society to consider the juvenile population as subjects of rights. Furthermore, it was possible to identify the lack of effectiveness, with respect to the actions of the organs of defense in intervention situations of sexual abuse now investigated as yet not actually configure a process of articulation between these bodies from the perspective of ensuring rights and break the cycle of violence.

The results of the research systematized on this analysis sought apprehend the linkage of the socio-educational service network, destined to adolescents who comply with socioeducational measure of confinement, in the region of the Seridó of the state of the Rio Grande do Norte, especially in the city of Caicó, central town of this region. The achievement of this study was stimulated by the interest in unraveling the contradictory reality imposed by neoliberal State, sparing the guarantee of rights, especially to these teens, who are seen as authors of violations and are stigmatized by capitalist society. The research was carried in the period July-September 2013, under critical perspective, using the documental analysis and the observational techniques and interviews with professionals of the Educational Center (CEDUC), of the Unified Health System (SUS), of the Social Policies of Social Assistance, and of the State Department of Education, which should make the service network that gravitates around the National System of Socio-educational Services (SINASE). The Statute of Children and Adolescents (ECA) and SINASE define that the application of socioeducational measures cannot occur isolated of the public policies, becoming indispensable the linkages of the system with the social policies of social assistance, education and health. However, it was observed that the neoliberal logic of the capitalist State has developed broken, disconnected, focal and superficial social policies, who fail give effect to the rights acquired beyond the legal sphere. In this perspective, it is possible affirm that the everyday of the Brazilian poor teens is marked by the action of the State, which aims to control those who disturb the order of capital, who threaten the production, the market, the consume and the private property. This way, actions are promoted criminalizing poverty and imprint a legal action over this expression of the social issue to the detriment of social policies that meet the real needs of adolescents. Face of this reality, it becomes necessary to put on the agenda of the here and now to fight for rights, aiming at a broad public debate involving professionals, researchers and social movements in support of the viability of rights, which aims to support reflections and to strengthen ways to confront this social problem. With the approximations of this study, it was learned that the struggle for rights is a fight for another project of society, beyond what is laid.

The notion of autonomy arises in feminism as theory and action for horizontal and building self-appointed women in the project of social transformation. As part of the feminist movement - political subject of women - the autonomy is established dynamically, back and forth from the socio-historical context that sign and thus the correlation of forces that is with the women's group . Thus, for this work it was necessary to feminism take on your current process, which set the transitional period of "onguização" of feminist organizations (1980 to 2000), which discusses the relative loss of autonomy before the alliance as State and dependence on development agencies, for the current period, which incorporates discourses and practices through autonomous groups and their militants. Therefore, this study is based on research of autonomous feminism of young women, characterized as another radical and political integration proposed for that period. The aim then was to analyze the organizational capacity of autonomous feminist collective in Natal/RN, from the knowledge of the structure and dynamics of a group and understanding the consubstantiality gender, 'race'/ethnicity, class for the process organization. And with the participation of the Coletivo Autônomo Feminista Leila Diniz. This was in organizational transition, ending his career as ONGs and leaving for autonomous militancy. In order to achieve the so-objectification proposal, literature review was performed of the categories, feminism, autonomy, patriarchy, feminist activist conscientiously and collective; documentary research relating to the Group; participant observations within their meetings; and a themed workshop with some militants Autonomous Collective, which was produced pictures and speeches. The materialization of these instruments provided research analysis on the elements that constitute the young feminists and contemporary autonomous organizations, in view of the multiple experiences and the diversity of women who configures the subject [the subject] while feminist collective total. As well as taking a feminist militancy conscience expressed by the group studied the necessary re-appropriation of each other in combating patriarchal femininity, the hierarchical naturalizations marking the sex of women and the recognition as sex class for feminist autonomous organization for women's liberation.

The study aimed to identify in the professionals and students of health courses that work in a health Basic Unit in the city of Natal/RN their perceptions of the care of deaf patients, and with the population's needs with hearing loss in relation to health care. This is a cross-sectional, exploratory, descriptive study, conducted between April to July 2014, with a population composed of 21 health professionals, 17 students and 8 deaf users. For data collection, we used a structured questionnaire with open and closed questions applied to groups composed of health professionals (doctors, dentists, nurses and health workers) and students of medical schools, nursing, physical education, nutrition and social service. The professionals/students answered a semi-structured questionnaire with open and closed questions concerning the possible difficulties the care of the deaf and hearing impaired. Data collection with deaf users was conducted through filmed interview for the Brazilian Sign Language (Libras) could be interpreted as to the Portuguese by the researcher. With the latter it was conducted a survey of their reactions when looking for a care in the health service. Regarding the profile of identification of the subjects, it was analyzed by simple descriptive statistics (absolute and relative frequencies). The open questions were analyzed through the content analysis technique which allowed the categorization process preserving all the points raised in the discussion so that the lines were representative of the whole. When asked about the professionals and students attitude used to communicate with deaf patients possible the following categories emerged: the "writing", the "gestures" and the "third party assistance". With regard of the deaf, when asked about their experiences in seeking care in health, the elucidated categories were: "quality of care to the hearing impaired", "communication with the hearing impaired adequacy" and "dependence on third parties." The closed questions were measured and adapted to the 5 degrees of variation Likert Scale, which comprised three of these issues: degree of difficulty in communication to meet a patient with hearing loss (minimum to great difficulty); feeling of comfort while using sign language (minimum to severe discomfort); and knowledge of the Law 10.436, which provides for the Brazilian Sign Language (Libras) (low knowledge to entirely clear). The data collected with professionals and students revealed some misunderstanding and discomfort in health care for deaf patients, reality also evidenced in the opinion of the deaf participants. This study revealed problems in communication, resulting in negative consequences in serving this population. This diagnosis may be relevant to public policy development and curriculum guidelines essential to the training of health professionals, inclusion and improving assistance to deaf.

This work analizes the financing of Health Policies on the state of Rio Grande Do Norte, starting at the presumption that SUS is “Bombarded” by fiscal ajustments, as a neoliberal strategy to face capital crises.The trafectory of the financing of SUS demands the comprehension of two principles which are, in essence, contradictory: the “principle of universatility”, which is caracterized by the uncompromising defence of the fundaments of the Sanitary Reform, and the “principle of containment of social costs”, articulating the macroeconomic policy that has being developed in Brazil since the 1990s and which substantiantes itself on the 2000s.This last defends the reduction of the social costs, the maintanance of primary surplus and the privatization of public social services. Considering these determinations, the objective of this research constitues in bringing a critical reflection sorrounding the financing of the Health Policies on the state of Rio Grande do Norte, on the period from 2004 to 2012.Starting from a bibliografic and documentary research, it sought out to analyze the budget planning forseen on the Budget Guideline Law (LDO) and on the Multiannual Plans (PPA), investigating the reports of the Court of Auditors of the State of RN and gathering information about expenses with health, available on the System of Information About Public Budgeting in Health (SIOPS).The Analises of the data obtained, in light of the theoretic referece chosen, reveals trends in the public budget setting for health on the State of Rio Grande do Norte, which are: a tiny share of investment expenditure on health, when compared to other expenses, the amount used in daily fees and advertising; the high expense in personnel expenses, especially for hiring medical cooperatives;the strong dependence of the state on revenue transferences from the Union; the aplication of resources in actions of other nature considered as health, in exemple of the expenditures undertaken by the budgeting unit Supplying Center S/A (CEASA) on the function of health and subfunction of prophylactic and therapeutic and on the Popular Pharmacy program. Since 2006, expenses refering to Regime Security Servers (RPPA) on the area of health also have being considered as public actions and services in health for constitutional limit ends, beyond the inconsistencies on the PPAs with the actions performed efectively.

This dissertation is the result of a research process that sought , from the speech of women in situations of violence , examine the difficulties these women to access the "network " of assistance to women victims of violence in the city of Natal/RN . Therefore , we made a critical analysis from the perspective of totality on the processual ontological " being a woman " and " be a man " , articulating the determinations of the subjective and objective dimensions in the lives of women at this juncture . Thus , also reflecting on the system of oppression of women through Capitalism / Patriarchate , articulated with other determinations of reality , as race / ethnicity , sexual orientation , generation and territoriality . Because of the oppression of women in all aspects of social life , the feminist movement led to the public domain claims against the oppressions of women and fight for Public Social Policies that aim to the particularities of women , among them, the social policies of coping violence against women . The speeches of the women interviewed show the contradictory aspect of work in women's lives . On the one hand , can become a means to financial independence ( with the possibility of exit from violent means). On the other , it can become "cause " of justification for the exercise of violence against women by their partners or former partners . Also show that despite legal advances , there is no effective implementation of policies aimed at women . This occurs as a result of capitalism / patriarchy and the context of neoliberal management of big capital . Thus , the feminist movement , as well as the social movement of the working class , must seek the empowerment of women through the struggle to end all forms of oppression , exploitation and domination among humans.

In the context of current capitalist society, marked by the logic that restricts the human person their status as workforce, in order to generate profits, old age is often treated as an underprivileged life stage. This reality becomes more intense considering the sharp aging process that affects brazilian society is accompanied by the country's entry into a globalized world and tensioned by the dictates of capital. Thus, despite the increasing development of policies to strengthen the guarantee of elderly rights, it is necessary to establish effective strategies of these measures to ensure a higher quality of life to these subjects. Therefore, it is necessary to develop studies that problematize the issue of the elderly, which represent a growing portion of the population, and hence have more visible demands, including in health. With the increase in the elderly population in Brazil it is possible to realize the country is going through a demographic transition and epidemiological changes that contribute to change the landscape of health care of the elderly, especially the hospitalization. Thus, this study aimed to analyze the multiple aspects of ensuring the rights of elderly patients admitted to the State Hospital Dr. Ruy Pereira dos Santos (HRPS), located in Natal / RN, whose most patients are elderly. Specifically sought to understand the aging process, its social consequences and the vulnerability to which it is exposed, especially during the disease situation; understand the process of construction of the Brazilian public health and their actions for older people; learn the expressions of citizenship formation in Brazil with regard to policies for older people; and investigate the design of health professionals about the guarantee of the right of hospitalized elderly. Starting from an integrated coordinated theoretical and practical possibilities, a qualitative research and literature character, documentary and field was held. For this, there were four semi-structured interviews with health research locus Hospital professionals - namely, two social workers, a doctor and a nurse - as well as life stories with the hospitalized elderly patients, one in each deck the said Hospital, totaling three. The results pointed to the difficulty of health policy become effective as law and stressed one historical scenario violation of the rights of elderly hospitalized patients, which persists due to the precarious situation and the difficulty of effective implementation of the Unified Health System (SUS ) and other public policies to that end.

In line with the process of financialization and globalization of capital, which has intensified in all latitudes of the globe, the world of work is permeated by his determinations arising and also has been (re) setting from numerous changes expressed by example, in the unbridled expansion of temporary forms of work activities, and flexible outsourced by the growth of informality, forming a new morphology of work. However, regardless of how these forms are expressed in concrete materiality, there is something that unifies: all of them are marked by exponentiation of insecurity and hence the numerous negative effects on the lives of individuals who need to sell their labor power to survive. Given this premise, the present work is devoted to study, within the framework of the Brazilian particularities of transition between Fordism and Toyotism, what we call composite settings of the conditions and labor relations processed within the North river- textile industry Grande. To this end, guided by historical and dialectical materialism, we made use of social research in its qualitative aspect, using semi-structured interviews, in addition to literature review, information retrieval and use of field notes. From our raids, we note that between the time span stretching from the 1990s to the current year, the Natal textile industry has been undergoing a process of successive and intense changes in their modus operandi, geared specifically to the organization and labor management causing, concomitantly, several repercussions for the entire working class.
