The four sea turtle species found in Malaysia are the leatherback, olive ridley, green and hawksbill. The threats to these species are acute. Populations of leatherback, olive ridley and hawksbill turtles are on the brink of collapse – threatening a biodiversity crisis in Malaysia and the region. This proceedings contains 8 technical papers presented at a workshop convened in Kijal, Terengganu to chart new directions in the conservation of Malaysia's critically endangered sea turtles and to reverse population decline. They represent a wide range of issues from aspects of biology to a review of 40 years of sea turtle conservation. A paper on the socioeconomic linkages and impacts of fisheries was also included as the workshop adopted a multidisciplinary approach to address the issues. Two case studies, including successful restoration examples from international experiences and restoration efforts in Sabah, pave the way for enhancing turtle conservation in the country.

Tension Leg Platform (TLP) is a typical compliant offshore structure for oil exploitation in deep water. Most of the existing mathematical models for analyzing the dynamic response of TLP are based on explicit or implicit assumptions that displacements (translations and rotations) are small magnitude. Herein a theoretical method for analyzing the nonlinear dynamic behavior of TLP with finite displacement is developed, in which multifold nonlinearities are taken into account, i.e. finite displacement, coupling of the six degrees of freedom, instantaneous position, instantaneous wet surface, free surface effects and viscous drag force. Using this theoretical model, we perform the numerical analysis of dynamic response of a representative TLP. The comparison between the degenerative linear solution of the proposed nonlinear model and the published one shows good agreements. Furthermore, numerical results are presented which illustrate that nonlinearities exert a distinct influence on the dynamic responses of the TLP.

A series of static and cyclic-static tri-axial compression tests under consolidated-undrained conditions are carried out to study the characteristics of post-cyclic strength of the undisturbed and the remolded samples of marine silty clay. It is found that the post-cyclic monotonic strength decreases if the cyclic strain or pore pressure is over a certain value. The maximum degradation is 10% for undisturbed samples while 70% for remolded ones. The relationship between normalized undrained shear strength and apparent overconsolidation ratio, which is determined by the excess pore pressure induced by cyclic loading, is also established. Static consolidated-undrained tests on overconsolidated remolded samples are also performed. It is proposed that the static consolidated-undrained tests may be substituted for the cyclic-static consolidated-undrained tests if the post-cyclic strength degradation of remolded silty clay is needed to be evaluated simply.

Commonly adopted approaches to managing small-scale fisheries (SSFs) in developing countries do not ensure sustainability. Progress is impeded by a gap between innovative SSF research and slower-moving SSF management. The paper aims to bridge the gap by showing that the three primary bases of SSF management--ecosystem, stakeholders’ rights and resilience--are mutually consistent and complementary. It nominates the ecosystem approach as an appropriate starting point because it is established in national and international law and policy. Within this approach, the emerging resilience perspective and associated concepts of adaptive management and institutional learning can move management beyond traditional control and resource-use optimization, which largely ignore the different expectations of stakeholders; the complexity of ecosystem dynamics; and how ecological, social, political and economic subsystems are linked. Integrating a rights-based perspective helps balance the ecological bias of ecosystem-based and resilience approaches. The paper introduces three management implementation frameworks that can lend structure and order to research and management regardless of the management approach chosen. Finally, it outlines possible research approaches to overcome the heretofore limited capacity of fishery research to integrate across ecological, social and economic dimensions and so better serve the management objective of avoiding fishery failure by nurturing and preserving the ecological, social and institutional attributes that enable it to renew and reorganize itself. This work concerns itself with the possibility of solutions, both cooperative and market based, to pollution abatement problems. In particular, we are interested in pollutant emissions in Southern California and possible solutions to the abatement problems enumerated in the 1990 Clean Air Act. A tradable pollution permit program has been implemented to reduce emissions, creating property rights associated with various pollutants.
Before we discuss the performance of market-based solutions to LA's pollution woes, we consider the existence of cooperative solutions. In Chapter 2, we examine pollutant emissions as a trans boundary public bad. We show that for a class of environments in which pollution moves in a bi-directional, acyclic manner, there exists a sustainable coalition structure and associated levels of emissions. We do so via a new core concept, one more appropriate to modeling cooperative emissions agreements (and potential defection from them) than the standard definitions.
However, this leaves the question of implementing pollution abatement programs unanswered. While the existence of a cost-effective permit market equilibrium has long been understood, the implementation of such programs has been difficult. The design of Los Angeles' REgional CLean Air Incentives Market (RECLAIM) alleviated some of the implementation problems, and in part exacerbated them. For example, it created two overlapping cycles of permits and two zones of permits for different geographic regions. While these design features create a market that allows some measure of regulatory control, they establish a very difficult trading environment with the potential for inefficiency arising from the transactions costs enumerated above and the illiquidity induced by the myriad assets and relatively few participants in this market.
It was with these concerns in mind that the ACE market (Automated Credit Exchange) was designed. The ACE market utilizes an iterated combined-value call market (CV Market). Before discussing the performance of the RECLAIM program in general and the ACE mechanism in particular, we test experimentally whether a portfolio trading mechanism can overcome market illiquidity. Chapter 3 experimentally demonstrates the ability of a portfolio trading mechanism to overcome portfolio rebalancing problems, thereby inducing sufficient liquidity for markets to fully equilibrate.
With experimental evidence in hand, we consider the CV Market's performance in the real world. We find that as the allocation of permits reduces to the level of historical emissions, prices are increasing. As of April of this year, prices are roughly equal to the cost of the Best Available Control Technology (BACT). This took longer than expected, due both to tendencies to mis-report emissions under the old regime, and abatement technology advances encouraged by the program. Vve also find that the ACE market provides liquidity where needed to encourage long-term planning on behalf of polluting facilities.

O estudo a ser apresentado tem como objetivo analisar a influência dos deputados federais na política externa brasileira, mais especificamente dos deputados da Comissão de Relação Exteriores e Defesa Nacional. A idéia não é criar um novo paradigma de inserção, mas levantar pistas sobre diferentes formas de participação que o legislativo pode ter na condução dessa política no país. Contrariamos as análises que atribuem ao legislativo pouca participação ao processo decisório e focalizam a atuação na aprovação (ou não), dos acordos internacionais enviados pelo Executivo. Nesse sentido, procuramos ir além dessa abordagem tradicional abrindo o leque para outras formas de participação dos deputados federais na política externa brasileira. A politização da política externa e o papel mais ativo da Comissão de Relações Exteriores e Defesa Nacional (CREDN) têm levado a uma maior atuação do legislativo nessas questões. Principalmente a partir da maior atenção da oposição para as questões de política externa. A política externa foi considerada a política pública mais insulada do debate político-partidário. Mas, agora, os legisladores têm participado e se interessado cada vez mais por estas questões. O Congresso tem utilizado mais seus instrumentos institucionais de fiscalização para monitorar a condução da política externa. Assim, foi analisado o papel da CREDN como mecanismo de aquisição de informação, com o intuito de informar o legislador mediano em termos de política externa. O estudo parte do modelo informacional para encontrar respostas sobre o incentivo que os legisladores teriam em coletar informações (custosas) sobre política externa. Desse modo, procura-se analisar o incentivo dos legisladores em ativar tal política no plenário (Santos e Almeida, 2009; Martin, 2000). De forma cada vez mais extensiva e fiscalizadora, acrescentando informações às políticas formuladas pelo Executivo (Almeida & Santos, 2008)

As instituições financeiras são obrigadas por acordos internacionais, como o Acordo de Basiléia, a avaliar o risco de mercado ao qual a instituição está propensa de forma a evitar possíveis contaminações de desastres financeiros em seu patrimônio. Com o intuito de capturar tais fenômenos, surge a necessidade de construir modelos que capturem com mais acurácia movimentos extremos das séries de retornos. O trabalho teve como principal objetivo aplicar a Teoria do Valor Extremo juntamente com Copulas na estimação de quantis extremos para o VaR. Ele utiliza técnicas de simulação de Monte Carlo, Teoria do Valor Extremo e Cópulas com distribuições gaussianas e t. Em contrapartida, as estimativas produzidas serão comparadas com as de um segundo modelo, chamado de simulação histórica de Monte Carlo filtrada, mais conhecida como filtered historical simulation (FHS). As técnicas serão aplicadas a um portfólio de ações de empresas brasileiras.

In the past, agricultural researchers tended to ignore the fisheries factor in global food and nutritional security. However, the role of fish is becoming critical as a result of changes in fisheries regimes, income distribution, demand and increasing international trade. Fish has become the fastest growing food commodity in international trade and this is raising concern for the supply of fish for poorer people. As a result, the impact of international trade regimes on fish supply and demand, and the consequences on the availability of fish for developing countries need to be studied. Policies aimed at increasing export earnings are in conflict with those aimed at increasing food security in third world countries. Fisheries policy research will need to focus on three primary areas which have an impact on the marginal and poorer communities of developing countries: increased international demand for low-value fish on the supply of poorer countries; improved aquaculture technologies and productivity on poorer and marginal farmers; and land and water allocation policy on productivity, food security and sustainability across farm, fishery and related sectors. The key to local food security is in the integration of agriculture, aquaculture and natural resources but an important focus on fisheries policy research will be to look at the linkages between societal, economic and natural systems in order to develop adequate and flexible solutions to achieve sustainable use of aquatic resources systems.
