Purpose-Understanding and simulating construction activities is a vital issue from a macro-perspective, since construction is an important contributor in economic development. Although the construction labor productivity frontier has attracted much research effort, the temporal and regional characteristics have not yet been explored. The purpose of this paper is to investigate the long-run equilibrium and dynamics within construction development under a conditional frontier context. Design/methodology/approach-Analogous to the simplified production function, this research adopts the conditional frontier theory to investigate the convergence of construction labor productivity across regions and over time. Error correction models are implemented to identify the long-run equilibrium and dynamics of construction labor productivity against three types of convergence hypotheses, while a panel regression method is used to capture the regional heterogeneity. The developed models are applied to investigate and simulate the construction labor productivity in the Australian states and territories. Findings-The results suggest that construction labor productivity in Australia should converge to stable frontiers in a long-run perspective. The dynamics of the productivity are mainly caused by the technology utilization efficiency levels of the local construction industry, while the influences of changes in technology level and capital depending appear limited. Five regional clusters of the Australian construction labor productivity are suggested by the simulation results, including New South Wales; Australian Capital Territory; Northern Territory, Queensland, and Western Australia; South Australia; and Tasmania and Victoria. Originality/value-Three types of frontier of construction labor productivity is proposed. An econometric approach is developed to identify the convergence frontier of construction labor productivity across regions over time. The specified model can provides accurate predictions of the construction labor productivity.

In the context of international movement towards trade liberalization, increasing technological progress, open competition and social development have impacted deeply on the construction industry in all economies. Using the World Input–Output Database (WIOD), a multinational comparison of the construction industry is estimated from 1995 to 2011 to provide accurate and valid information on the changing patterns of its output structure. The output coefficients for 37 countries and regions are formulated to allow for inter-industry comparisons and to identify the major components of construction output. Changes of output structure are then elaborated over time across countries and regions. The research findings presented in this paper would provide a framework for identifying the output structure of a nation's construction industry and its change trends at an international level, which may help policymakers and enterprises with the formulation of their future development strategies.

Purpose - This paper aims to present a survey of the perceptions of the barriers to implementing reverse logistics (RL) practices in South Australian (SA) construction organisations. Despite the extensive research on forward logistics and RL, there is a paucity of studies that examine the barriers to implementing RL particularly within the Australian construction industry. This study builds on the ongoing research being undertaken by the authors, entitled “Designing for reverse logistics (DfRL) within the building life cycle: practices, drivers and barriers”, which is examining the best practices and drivers that could be used as a “road map” for developing appropriate solutions for the successful implementation of RL. Design/methodology/approach - Data were collected by utilising a triangulated data collection approach, a literature review and 49 questionnaires. The review of the literature identified 16 barriers to implementing RL. The quantitative survey data were subjected to descriptive and inferential statistics with correlation analysis to examine the relationships between different pairs of variables comprising RL’s critical barriers. Findings - The following barriers were indicated as most significant: lack of incorporation of salvaged materials by designers; regulation restrictions to usage of recovered materials and components; potential legal liabilities; higher costs; and longer-time association with deconstructing buildings. The least ranked barriers were mostly drawn from the operational and industrial categories as being: organisational lack of support for deconstruction due to incompatible design; lack of organisational support for deconstructing buildings due to higher health and safety risks; and inadequate skills and experience for deconstruction (operational). The industrial barrier was related to “higher costs of salvaged materials in comparison to virgin products”. Research limitations/implications - First, the reported findings are focussed on one study that used questionnaire surveys within the construction industry; therefore, the results may not be generalisable to other contexts. Further, studies should be conducted and extended to other industrial sectors beyond the construction industry. Second, the quantitative study (n 49) used a smaller sample, and the survey items were based on the review of the literature. Practical implications - The identified barriers could be used as a “road map” for the development of appropriate solutions for the successful implementation of RL, and to improve the environment-related decision-making processes of contractors. Originality/value - This study makes a contribution to the body of knowledge on the subject of RL within a previously unexplored SA context. In addition, the study provides some insights on the contributory effects of the barriers to the implementation of RL. It is the first work undertaken to determine the barriers to the adoption of RL within the SA construction industry.

The construction industry has been found to be a major generator of waste and there are many challenges associated with finding the most sustainable way to manage construction waste. As the construction industry is a project based industry, it is essential to look at cultural issues related to waste management at the project level. Therefore, this research aims to identify the current status of waste management practices in construction projects by analysing project managers’ views on waste management performance in construction projects; project managers’ attitudes towards waste management; and project managers’ views on waste management culture in construction projects. A questionnaire survey was carried out and project managers were selected as a target group to distribute questionnaires, as project managers have a vital involvement in promoting and maintaining project culture in the construction project environment. Data was analysed using descriptive statistics and the Kruskal-Wallis test. The findings reveal that project managers believe that even though the operational cost of waste minimisation is high in construction projects, overall waste management is profitable. At the same time it was interesting that even though project managers believe most project participants are satisfied with existing waste management systems, overall waste management efforts are not perceived as being at a satisfactory level in construction projects. Project managers consider waste as an inevitable by-product, but they do not believe that waste management is beyond the control of project members or that waste has no value. At the same time, it was found that project managers infer that project participants are cost and time conscious in waste management despite the roles, responsibilities and duties of each party in waste management not being well-coordinated or fully understood. Taken together, these findings highlight the misconceptions related to waste management in construction projects and emphasise the necessity of collective responsibility on the part of project participants to enhance the performance of waste management in construction projects.

Purpose – A large number of benefits have been reported when reverse logistics (RL) is fully implemented in the construction industry. However, RL is yet to become common place in the construction sector, particularly in Australia. The particular sub-sector in which RL operates is small and weak and the remainder of the sector must embrace and accommodate it comfortably. Research is lacking on how to promoting RL in the construction industry. Very little has been done to identify the current practices that have the potential to promote RL industry-wide. The purpose of this paper is to identify the practices that work well in the sector, a strategy could be mapped out to promote RL to all stakeholders. Design/methodology/approach – In order to fill the above gap, the present study used a mixed method approach to gather and evaluate current practices and their potential to promote RL in South Australia’s construction industry. Practices that were identified using a comprehensive literature review were evaluated with a questionnaire survey and series of interviews involving construction professionals. Findings – The findings are that practices facilitating deconstruction is the most important, followed by practices facilitating the use of salvaged materials in new construction to promote RL in South Australia. Awareness of deconstruction benefits, challenges and procedures at the organisation level and facilities and services at industry level were associated with RL implementation. Availability of salvaged materials in the market was found to influence its use in new construction and as a consequence its demand. Designing for reverse logistics is another practice that could facilitate deconstruction and the onus of its promotion lies mainly with the designers. Research limitations/implications – This research was confined to one state in Australia. As such the generalisation to other states and other countries should be treated cautiously. Practical implications – The findings of this study can help inform the industry and its stakeholders on areas that they need to concentrate more on to make the South Australian construction industry a fully RL integrated one. To that end the authors propose some recommendations arising from the findings reported here. Originality/value – This study makes a contribution to the body of knowledge on reserve logistics within a previously unexplored South Australian context. In addition, the study provides valuable insights into the contribution of RL practices to the construction industry.

Previous studies have proved the application of Building InformationModelling (BIM) can lead to greater efficiencies. Slowly adopting newtechnologies and limited technological innovation are criticised for theconstruction industry. In this paper, we present research that examinesthe practices of BIM technologies for the clash detection and coordination among building structure, equipment and pipelines, quantity statistics and construction simulation in a construction project in China. The BIM application significantly promotes the abilities to achieve construction schedule, quality, budget, and scope objectives in the project. The technological capabilities of BIM, the illegal issues of BIM outputs and developing cooperative project management culture are needed in order to promote BIM application in the construction industry.

Purpose – Firms compete using a variety of strategies. Typically they aim to provide something different, to be better, or simply cheaper. In the construction industry, the performance characteristics, quality and cost of the final delivered project will be the outcome of the interplay of capabilities of all the firms involved in the project. Consequently, in order to improve competitiveness, firms must pay attention to not only their own competitive advantage but to those of the firms, both up-stream and down-stream, on whom they depend in delivering their projects. For foreign constructors in China, those competitive considerations will be informed by circumstances different from home. How then do foreign constructors adapt themselves to the problem of sourcing competitively when located within a China-based supply chain? The paper aims to discuss these issues.

Design/methodology/approach
– In this study 60 foreign enterprises operating within the Chinese construction sector were investigated by using a comparative case study approach.

Findings
– Four generic procurement strategies were identified. First, firms adapt themselves in the search for optimal supply sources by replicating home-based suppliers, controlling local suppliers, or by remaining agile and non-aligned. Second, firms develop niche supply monopolies through market dominance, uniquely differentiated offerings, or by integration with down-stream providers. Third, firms find opportunities to bring in off-shore technology intensive procurements, where that technology is either protected, improved upon, or sold. Finally, firms also seek to transit to China as a procurement base in order to reduce local supply cost, service world-wide operations, or as part of a total strategy of China relocation.

Originality/value
– The identification of this rich range of procurement approaches will be of interest to internationalization strategists, as well as to industry practitioners looking to find appropriate business models for off-shore operations.

Despite extensive research on the benefits of reverse logistics (RL), it has yet to become commonplace in the construction industry. Furthermore, the uptake and number of studies on RL remains very limited within the Australian context and particularly related to the construction industry. This paper is aimed at filling that knowledge gap by employing an exploratory approach to examine the critical barriers faced by South Australian construction organizations in implementing RL practices. Semi-structured interviews and a ranking approach facilitated the treatment of qualitative data through quantitative coding using cloud-based applications. The research identified 12 barriers to RL implementation, four of them very significant according to the responses of the interviewees: the regulatory environment, additional costs involved, lack of recognition in the construction supply chain, and extra effort required. The study also explored their inter-relationships through the Co-occurrence Index. The study proposes some remedial measures for RL implementation in South Australia based on the barriers identified.

Although much has been written on how to improve the management of construction waste and increase the use of recycled materials, little progress has been made to address the reuse of construction waste. Yet there is a consensus in the literature that waste reuse practices have a decisive role to play in improving reduction of waste, and that institutional barriers are the most problematic obstacles to implementing identified reuse strategies. This paper examines the literature from the last 10 years on the issues facing different stakeholders around reuse of construction waste in Australia, and the causes and effects of the institutional barriers encountered. Key texts from before this period are also referenced. The findings reveal that institutional impediments are related to problems outside of the construction industry, such as social, economic and political barriers to change. A number of constraints are identified: lack of interest and demand from clients; attitudes towards reuse practices; and training all of which act as disincentives to a proactive and sustainable application of construction waste reuse strategies. Above all, it is argued that legislation should be better implemented to ensure that all states in Australia are required to implement strategies to reuse waste construction materials.

Dans les dernières années, la corruption municipale a constitué un enjeu d’importance au Québec, posant des questions majeures sur la qualité de la gouvernance municipale. Ce mémoire vise à comprendre comment fonctionnait le système de corruption découvert au niveau des municipalités. En premier lieu, l’aspect historique de la corruption municipale sera examiné pour identifier l’héritage ayant influencé les pratiques actuelles. Surtout, ce phénomène sera abordé pour décrire la structure de gouvernance informelle qui s’est développée au sein des institutions municipales, plus spécifiquement dans les cas de Laval et Montréal. Le modèle théorique de Della Porta et Vannucci (2012) permettra d’illustrer la façon dont les acteurs internalisent les normes de la corruption, comment ils développent des relations de confiance entre eux et, enfin, comment l’action de régulateurs vient cimenter l’institutionnalisation de réseaux de corruption. Enfin, le mémoire vise à déceler quels aspects inhérents aux institutions municipales québécoises les ont rendues vulnérables à la corruption. La faiblesse et la capacité limitée des institutions formelles à structurer avec succès les incitatifs sera mise de l’avant. On examinera les limites des institutions visant à établir une surveillance externe des municipalités, pour ensuite se pencher sur les institutions internes pouvant prévenir la corruption, soit la bureaucratie et la démocratie municipale. En bref, le mémoire vise à identifier les structures de gouvernance des réseaux de corruption à Laval et Montréal, puis à en expliquer la provenance par la faiblesse d’institutions qui auraient pu l’endiguer.

The purpose of this study was twofold: (1) Identifying the risks that are critical for risk management of road construction projects in Sri Lanka on a life cycle basis and (2) defining the shares of the parties involved in projects in terms of handling the identified risks. A Delphi study was conducted among 33 Sri Lankan experts (consultants, project managers, contractors) in three rounds. The findings showed that the construction and design phases are prone to many major risks. Moreover, ‘delays in payment by the client’ was the most critical risk factor in the construction stage. Furthermore, it was established that some major risks could occur in more than one phase of the project life cycle, stressing the necessity of handling these risk factors as a prerequisite for project success. The discussions presented in this study would enhance the effectiveness of implementing risk management practices in Sri Lankan road construction projects. From a broader vantage point, it will also serve the risk management body of knowledge in the construction industry.

The aim of this study is to apply a recently proposed model of motivation based on expectancy theory to site-based workers in construction and confirm the validity of this model for the construction industry. The study drew upon data from 194 site-based construction workers in Iran to test the proposed model of motivation. To this end, the structural equation modelling (SEM) approach based on the confirmatory factor analysis (CFA) technique was deployed. The study reveals that the proposed model of expectancy theory incorporating five indicators (i.e. intrinsic instrumentality, extrinsic instrumentality, intrinsic valence, extrinsic valence and expectancy) is able to map the process of construction workers' motivation. Nonetheless, the findings posit that intrinsic indicators could be more effective than extrinsic ones. This proffers the necessity of construction managers placing further focus on intrinsic motivators to motivate workers.

Implementation of global virtual engineering teams (GVETs) commenced since at least two decades ago, but construction has been behind other industries in terms of harnessing this new paradigm. Nevertheless, GVETs are receiving increasing attention within the construction context due to numerous potential benefits they can bring about for the projects. On the other hand, the research about GVETs in Australia is still in its embryonic stages. Australian scholars noticeably have paid scant attention to GVETs in comparison to their colleagues in other developed countries. This paper assumes the process of implementation of a GVET as an isolated project. The study then highlights the well-known main areas of necessary knowledge for managing a GVET project within the construction context based on a project lifecycle approach. Recognizing the weaknesses of existing literature, the paper sets out an agenda for further research within Australian construction projects.

Purpose-Deploying hybrid construction project teams (HCPTs) in which the common pattern of interactions is a blend of face-to-face and virtual communications has been increasingly gaining momentum in the construction context. Evidence has demonstrated that effectiveness of HCPTs is affected by a perceived level of virtuality, i.e. the perception of distance and boundaries between members where teams shift towards working virtually as opposed to purely collocated teams. This study aims to provide an integrated model of the factors affecting perceived virtuality in HCPTs, to address the conspicuous absence of studies on virtuality in the construction context. Design/methodology/approach-An a priori list of factors extracted from existing literature on virtuality was subjected to the scrutiny of 17 experts with experiences of working in HCPTs through semi-structured interviews. Nvivo 10 was deployed for analysing the interview transcripts. Findings-The fndings outline the factors affecting virtuality in HCPTs and map the patterns of their associations as an integrated model. This leads to discovering a number of novel factors, which exert moderating impacts upon perceived virtuality in HCPTs. Practical implications-The fndings assist managers and practitioners dealing with any form of HCPTs (including building information modelling-based networks and distributed design teams) in identifying the variables manipulating the effectiveness of their teams. This enables them of designing more effective team arrangements. Originality/value-As the frst empirical study on virtuality in the construction context, this paper contributes to the sphere by conceptualising and contextualising the concept of virtuality in the construction industry. The study presents a new typology for the factors affecting perceived virtuality by categorising them into predictors and moderators.
