Three factors define the main difficulties faced by developing countries in the area of trade facilitation: (i) limited understanding and use by governments and business (especially SMEs) of trade facilitation and of ICT tools and techniques; (ii) developing countries' limited capacity for policy analysis and inadequate policy instruments for the implementation of trade facilitation, and (iii) inadequate policy coordination for negotiation on trade facilitation. These obstacles tend to reduce countries' development opportunities and to increase the costs of general economic development and social welfare.The United Nations, through its five regional commissions, is launching a project that seeks to disseminate the benefits of trade facilitation and the standards, tools and requirements for its successful implementation. The project will focus on trade facilitation promoted by: (a) enhanced knowledge and understanding of governments and business regarding trade facilitation and the role of ICT; (b) enhanced use of ICT by SMEs in trade facilitation, and (c) national capacity-building for trade facilitation negotiations.

Dynamic Asia has overtaken the European Union as Latin America and the Caribbean’s second largest export market, after the United States. However, the region’s exports to Asia remain concentrated in few commodities involving a small number of large firms. This book explores the present and future scope for the participation of small and medium-sized enterprises (SMEs) in biregional trade and value chains and the measures that can be taken to make those chains more inclusive and sustainable. SMEs have a low direct presence in the region’s export flows and their participation in the supplier networks of multinational companies is weak. This volume reviews several supplier development programmes (SDPs) adopted in various countries in Asia and Latin America to increase SME linkages with multinational firms. These programmes, many of which are public-private initiatives, aim to boost SME productivity and enhance their participation in value chains.

The Government of Trinidad and Tobago continues to provide support to SMEs in order to enhance their international competitiveness. The increasing effects of globalization and the reality of several trade agreements require that local businesses attain and maintain a level of competitiveness which ensures their continued survival and growth. This report examines in detail the policy environment within which these enterprises operate. It also examines the role of the key implementing agencies such as the BDC and NEDCO for government’s policy on the sector and also the role of the respective line ministries. These organizations strive to deliver value added technical, financial and export promotion services to its clients on a subsidised basis. The services offered reflect five key business areas such as financing, training, technical assistance, trade assistance, business re-engineering, project management and export promotion. In the case of the BDC its services target six sectors: food and beverage, metal processing, leisure marine, including yachting, information and communication technology/electronics, printing and packaging and entertainment. These said sectors are identified by the government, on the basis of a study which was done by TIDCO, for the promotion of a cluster development strategy. In the case of NEDCO it targets the following sectors: art and craft, food and beverages, fashion and fashion accessories, culture and ecotourism, bed and breakfast operations, indigenous entertainment and light manufacturing.

The Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean, in collaboration with the Division of Production, Productivity and Management at ECLAC Headquarters in Chile, convened a one-day workshop on “Boosting SME Development and Competitiveness in the Caribbean”, at the Subregional Headquarters for the Caribbean in Port of Spain on 14 May 2009. The workshop was the culmination of country studies that were carried out under an Italian Government-funded project to assess the policies, institutions and instruments for dynamic Small and Medium Enterprises (SME) development and competitiveness in Jamaica, Suriname and Trinidad and Tobago. The aim was to use the lessons learned from the three country studies to inform policy and practice in the other member countries of the Caribbean Development and Cooperation Committee (CDCC). The main objectives of the workshop were to: (a) share and discuss the findings of the country studies and lessons learned; (b) provide a forum for high quality discussion of the policy environment, instruments, business development and support services required for successful SME development in the Caribbean; and (c) map out a strategy for moving from analysis and recommendation to policy implementation and business changes in order to promote a dynamic and competitive SME sector. The workshop aimed to arrive at practical solutions to major constraints and a weighting of key actions in order of priority of implementation, by adopting a problem-solving approach. Participants at the workshop included representatives of key SME support institutions in the region, actual SMEs and academic researchers. The list of participants and provisional programme are annexed to this report.

Com a redução do papel do Estado e a adoção das políticas neoliberais nas áreas das políticas sociais como a educação, vemos a precariedade da qualidade do ensino público brasileiro. Alguns planos traçados nas últimas décadas procuram sanar tal problema. O mais recente deles o Plano de Desenvolvimento da Educação (PDE) (vigente desde 2007) tem várias metas que tem como objetivo a melhoria da qualidade do ensino na educação básica brasileira. Dentre as várias ações selecionamos o Programa Mais Educação (PME), cuja meta é a educação integral, que começou a ser implantada nas escolas públicas brasileiras a partir de 2008. Tendo como foco o contexto desta política pública este estudo trata da gestão pedagógica deste Programa e sua relação com os indicadores de aprendizagem: um olhar a partir da experiência da Escola Teodora Bentes entre os anos de 2008 e 2012. A pesquisa tem como caminhos metodológicos abordagem qualitativa com o enfoque do materialismo histórico-dialético, tendo como técnicas a análise bibliográfica e documental, e instrumento a entrevistas semiestruturadas que serão realizadas com profissionais da educação que atuam na escola como diretor, coordenador do programa, o especialista em educação e professores, além da análise dos indicadores de aprendizagem através dos boletins, de um grupo de alunos da escola que frequentam o PME, desde o início de sua implantação na Escola Teodora Bentes. O primeiro capítulo consiste no entendimento sobre as políticas sociais e suas implicações nas políticas educacionais estas políticas são desenvolvidas através dos programas sociais ampliados no chão da escola pública. O segundo capítulo apresenta uma breve análise da Educação Integral seu desenvolvimento histórico na educação brasileira, seu conceito e a caracterização e fundamentação teórica do PME como o desenvolvimento da mesma na escola. O terceiro capítulo versa sobre os dados do estudo realizado sobre o Programa desenvolvido na Escola Teodora Bentes. Torna-se relevante em nossa pesquisa procurar contribuir para a academia e escolas sobre a educação integral por ser uma temática pouco explorada e a busca de um entendimento maior sobre o Programa Mais Educação.

Através do presente estudo, procura-se analisar o Programa Mais Educação a partir do referencial Marxiano e marxista. Procura-se analisar as categorias Educação Integral, Esporte e Lazer, analisar relações das categorias com a discussão sobre o neoliberalismo, a sua influência no Estado brasileiro, além de marcos legais e contextuais. O processo de pesquisa ocorreu através da revisão bibliográfica, desenvolvida com base em materiais já elaborados, constituídos principalmente de livros e artigos científicos. Realizou-se o trato do cruzamento das primeiras abstrações sobre o objeto e o cruzamento da pesquisa documental com a revisão bibliográfica e com a pesquisa de campo. O nosso objetivo geral nesta pesquisa foi analisar os limites e as possibilidades na implementação do Esporte e do Lazer no PME e a problemática central da pesquisa: quais os limites e as possibilidades na implementação do Esporte e do Lazer no Programa Mais Educação na política local, nacional e na escola Esmerina Bou Habib de Abaetetuba/Pará (2008 - 2012)? Analisamos que o Programa Mais Educação tem sido um programa limitado à lógica do capital e do seu processo reprodutivo para o mercado de trabalho e a socialização de valores necessários a esta ordem. Por outro lado seria necessária uma Educação Integral e em tempo integral, na qual a construção de espaços deve ser prioridade, como uma alternativa para favorecer a escola pública, ou seja, é necessário mais tempo em uma nova escola. Percebeu-se que o Programa Mais Educação ainda não teve êxito em avançar na superação da escola de um turno para a construção de uma escola de dois turnos, os investimentos não são suficientes, a lógica da produtividade está presente no programa, inclusive na prioridade dada ao Esporte de rendimento. Percebeu-se que o macrocampo Esporte e Lazer é muito solicitado pelos alunos e que há uma aproximação entre as atividades deste macrocampo e as aulas de educação física, sendo que esta aproximação não deve ocasionar a substituição das aulas de educação física, caso que foi percebido durante a pesquisa de campo. Analisamos que a Educação Integral e em tempo integral será importante para a melhoria da educação no Brasil em termos estruturais, assim como uma melhor organização do trabalho pedagógico, valorização do processo educativo e do professor, aumentar as possibilidades educativas, ou seja, para o processo educativo ser mais qualitativo, crítico e dialético para a formação da classe trabalhadora. Contudo, entende-se que o Esporte deve ser tratado, a partir do paradigma da cultura corporal, como um elemento cultural humano deve ser socializado na escola no contexto da formação do novo homem e da nova mulher. Entende-se que a socialização do conhecimento sistematizado é necessária para a organização da classe trabalhadora em sua luta revolucionária. Nesse sentido, a educação escolar tem papel fundamental na luta pelo socialismo. Contudo, acreditou-se na relevância desta pesquisa, do ponto de vista social, por se estar propondo uma análise ampla e crítica que deverá dar conta do trato científico do objeto e das categorias de análise, afinado com perspectivas substancialmente transformadoras. Pretende-se que esta pesquisa possa contribuir para o debate das categorias Educação Integral, Esporte e Lazer.

The use of environmental management systems - EMS has shown to be a key tool for addressing the environmental aspects and impacts of an organization. The vast majority of EMS based on the requirements of ISO 14001:2004, as it is a globally recognized standard and adopt its recommendations is considered to be a guarantee of fulfilling the basic requirements of an EMS. Despite all the benefits that the system provides, we still find many problems in the implementation of EMS, especially in small and medium enterprises or SME. Most of the difficulties of implementation is related to intrinsic factors that companies of this size have, and issues related to the models and methods used to implement an EMS. Thus, this work aimed to assess whether the guidelines of ISO 14005:2012 meet the needs of SMEs for the effective implementation of an environmental management system. For it has been identified in the relation between SMEs and EMS the majof intrinsic problems of SMEs to implement (PII), such as lack of financial and human resources, and lack of commitment from top management to the SGA. Also was also pointed the main implementation issues related to ISO 14001 (ABNT, 2004) or the models or methods (PIM), highlighting the lack of environmental performance criteria, and the need for a path or sequence of steps for implementation. The study of ISO 14005 (ABNT, 2012) showed that the standard guidelines and implementation examples proposed, include solutions for all problems related to EMS implementation SMEs

The local productive arrangements (LPA) are organizational mechanisms that enable the continuous performance of small businesses in production processes and business management models. To promote continuous improvement is essential that companies make decisions based on data that reflects business’ performance (performance measurement) and promote the cluster performance. This way, the aim of this article is to describe the performance measurement process that will support the corporate management of Micro and Small enterprises (SME) of a Local Productive Arrangement in Maringá, State of Paraná, Brazil. To develop this paper, the bibliographic search and action research methods were used. The field research was developed from the cooperation project (PROJVEST) conducted at the LPA, which goal is to deploy improvement actions in project’s participating companies. Metrics and performance indicators constructed from the diagnosis in the areas of Production, Quality and Ergonomics in companies will be presented. Among the main results, can be pointed out that the performance management of LPA is promoting the introduction of corporate management practices in SMEs, stimulating business cooperation, the continuous innovation in manufacturing processes and product quality and business processes.

This article examines new product development (NPD) in small and medium-sized Brazilian enterprises (SMEs) in two technology-based industries: medical devices and process control automation devices. A conceptual model that categorizes factors that contribute to the success of a new product was established. The data were collected from a sample of 62 Brazilian SMEs. The conceptual model was tested to examine the relationships between NPD practices and new product success. Data analysis reveals that new product success in medical device companies is related to organizational characteristics such as NPD proficiency and marketing skills; while in process control automation device companies, they deal in a large degree with product differentiation, innovation and capability to analyze the targeted market. Due to the relatively small sample size, caution should be exercised when interpreting the results.

The aim of this study is to characterize the relationships in innovation and business clustering processes in the productive chain of small and medium enterprises (SME) of Brazil. The object of study are SMEs the local procuctive cluster of the shoes in Franca, State of São Paulo. The conceptual model developed is based on the following constructs: vertical integration, innovation and characteristics of the cluster, and it is focused on identifying the agents that act predominantly in product innovation processes in the cluster. A survey was conducted. It was found that there is cooperation between the companies in the productive arrangement studied, and that shoe manufacturers are those who, predominantly, stimulate innovation within the cluster.
