Em junho de 2009, deflagrou-se oficialmente o processo de formulação da Política Municipal de Alimentação e Nutrição (PMAN) do Rio de Janeiro. Liderada pelo Instituto de Nutrição Annes Dias (INAD), órgão da Secretaria Municipal de Saúde (SMS) e Área Técnica de Alimentação e Nutrição desse município, o documento foi finalizado em dezembro de 2011. Foi então encaminhado à aprovação pela SMS, o que ainda não ocorreu. Este trabalho analisou o processo de formulação da PMAN, buscando caracterizar o contexto político-institucional de sua elaboração. Partindo de uma visão construcionista sobre ciência, foram realizadas análise documental e entrevistas com atores inseridos nesta trajetória. Os documentos analisados foram diários de campo, advindos da participação da pesquisadora como colaboradora deste processo; registros de reuniões; versões do documento nas diversas fases de sua elaboração; entre outros. As entrevistas incluíram gestores do INAD e da SMS, profissionais de diversas áreas e representantes da sociedade civil e dos Conselhos Municipais de Saúde e de Segurança Alimentar e Nutricional (SAN). A análise revela o reconhecimento da singularidade do INAD como área técnica e de sua consolidada trajetória na área de alimentação e nutrição, protagonizando ricos processos de discussão no município. Aponta, ainda, uma relativa autonomia decisória para implementação de suas ações. No entanto, paralelamente, as entrevistas revelaram que o INAD parece enfrentar, especialmente na gestão atual da SMS, certa fragilidade institucional, expressa por possíveis mudanças em sua inserção formal no arranjo institucional da Prefeitura; pela atual posição no organograma da SMS, aquém de suas atribuições, e também pela morosidade na aprovação da PMAN. Este contexto político-institucional não foi um fator determinante para a formulação da PMAN, embora as entrevistas sugiram que foi considerado para pensar o processo de construção no sentido de fortalecer uma rede de apoio político. Apesar de a opção inicial do INAD ter sido por um processo coletivo de participação, as entrevistas revelaram baixo nível de informação sobre o documento final da PMAN e sobre o andamento de sua aprovação, o que parece sinalizar que o processo decisório sobre as propostas apresentadas pelos atores centralizou-se no INAD no decorrer do tempo. Apesar da demora na aprovação da PMAN, não parece haver uma rede de pressão pela sua assinatura por parte dos atores envolvidos, dependendo exclusivamente das mediações internas do INAD na SMS. A análise desta experiência permite identificar dificuldades e tensões que instituições com caráter intersetorial podem enfrentar, tendo em vista o limite setorial no qual estão inseridas, num dado contexto político-institucional. Além disso, aponta as estratégias políticas que atores sustentam nos processos de militância e os desafios para fomentar a participação social.

The creation of extended zones (EEZ's) has shifted some aspects of fisheries management and policy from the arena of international negotiations to the economic and political decision making process within the coastal state. The transition from a world of international commons to one of coastal state jurisdiction raises a variety of issues. The one of concern here is a broad welfare question: Given the transfer of assets from the international commons to the coastal state, how well (efficiently) has the state used these new assets to increase the flow of income and Gross National Product (GNP)?

Sampling is a key element in the assessment of any fish stock. It is often one of the most expensive activities of the management process; thus, improved efficiency can result in significant cost savings. In most cases a two-phase sampling strategy is employed. Two commonly used versions of such stratified random schemes were simulated using a test population based on Atlantic cod, Gadus morhua. A 1 otolith per 1 cm length frequency currently used for many flatfish and some smaller gadoids and a 3 otolith per 3 cm length frequency currently used for many of the larger gadoids. No difference was detected in the age composition or mean length at age for either scheme; however, 10 percent fewer otoliths were collected in 1 for 1 sampling than 3 for 3. There was an improvement of between 30 and 60 percent in the coefficient of variation of the estimated catch numbers at age using the 1 for 1 compared with the 3 for 3 stratified sampling. For these reasons and other operational considerations, the 1 for 1 stratified random design of sampling appears to be superior.

Seeds of 14 plant species extracted from food products proposed for field trips in Galapagos were tested for viability. Strawberry Fragaria ananasa and Blackberry Rubus glaucus jams (Snob and Gustadina brands) contained no viable seeds. Schullo brand granola contained inviable Sesame Sesamum indicum seed, but Sesame in granolas prepared in Galapagos was viable. Sesame seed in bread was viable but Flax Linum usitatissimum seed in bread was not. Brown Rice Oryza sativa and Sunflower seeds Helianthus annuus were both viable. Fresh Apple Malus domestica, Naranjilla Solanum quitoense, Cucumber Cucumis sativus, Pineapple Ananas comosus, Pear Pyrus communis, Bell Pepper Capsicum annuum, Tomato Solanum lycopersicum, Grape Vinis vinifera all contained viable seeds. We recommend prohibiting any product with viable seeds from field trips to uninhabited areas. CDF Contribution Number 1009.

Two new populations and the host plant of the rarely encountered Galapagos endemic moth Epiplema becki were found on Isabela Island, on Wolf and Sierra Negra volcanoes, with a sighting on Darwin Volcano. The host plant is the native Duranta dombeyana (Verbenaceae). The habitats where all known specimens were collected were Scalesia forest with Duranta bushes. To ensure the conservation of E. becki, we recommend control of introduced species in its habitat. CDF Contribution Number 1010.

Aquatic agricultural systems (AAS) are diverse production and livelihood systems where families cultivate a range of crops, raise livestock, farm or catch fish, gather fruits and other tree crops, and harness natural resources such as timber, reeds, and wildlife. Aquatic agricultural systems occur along freshwater floodplains, coastal deltas, and inshore marine waters, and are characterized by dependence on seasonal changes in productivity, driven by seasonal variation in rainfall, river flow, and/or coastal and marine processes. Despite this natural productivity, the farming, fishing, and herding communities who live in these systems are among the poorest and most vulnerable in their countries and regions. This report provides an overview of the scale and scope of development challenges in coastal aquatic agricultural systems, their significance for poor and vulnerable communities, and the opportunities for partnership and investment that support efforts of these communities to secure resilient livelihoods in the face of multiple risks.

Esta dissertação tem como objeto a regulamentação adotada pelo Brasil no que tange ao controle sanitário da importação de produtos sob vigilância sanitária. Foram analisadas as publicações da legislação sanitária e suas alterações no período de 1996 a 2013. O escopo do estudo incorporou os aspectos políticos, técnicos, econômicos e institucionais envolvidos no controle sanitário das importações. Destaca-se, ainda, a identificação de atores que se mostraram relevantes na formulação e na implantação das normas. Nesta perspectiva, foi realizado estudo singular do conjunto das normatizações publicadas entre 1996 e 2013 editadas desde a antiga Secretaria de Vigilância Sanitária até a Anvisa. Como resultado, foram selecionadas cinco normas para análise, bem como suas alterações posteriores, caracterizando um estudo qualitativo de caráter exploratório executado com base na análise temática de conteúdo. O exame desse material permitiu traçar uma trajetória do controle sanitário das importações em três fases, que se desdobrou a partir da análise das normas, permitindo destacar os condicionantes para as alterações dos regulamentos e os efeitos produzidos por tais alterações. Observou-se que tanto a elaboração quantos os posteriores desdobramentos das normatizações foram fortemente influenciados pelas mudanças políticas e econômicas observadas no país e no mundo, sofrendo a determinação de organismos internacionais e de atores intra e extrainstitucionais, que conduziram a restrições no controle sanitário de produtos importados. O estudo permitiu conhecer melhor a prática da vigilância sanitária e, a partir daí, propor medidas para melhorar a regulação no campo de atuação da Anvisa. Por fim, esta produção tem a finalidade de contribuir com a aproximação das práticas da vigilância sanitária com o meio acadêmico.

This is the Salmonid & Freshwater Fisheries Statistics for England & Wales 1996 produced by the Environment Agency in 1997. The principal aim of the Environment Agency in respect of fisheries is to maintain improve and develop fish stocks, the basic fisheries resource, in order to optimise the social and economic benefits from their sustainable exploitation. This report is the second collation of salmon and migratory trout catch statistics for England and Wales produced by the Environment Agency. For the years 1989-94, these statistics were published by the National Rivers Authority (NRA) and the years 1983-88 by the Ministry of Agriculture, Fisheries and Food, Directorate of Fisheries Research in its Data Report series. The 1996 data, have been presented in a broadly similar format to those of 1995. This report makes a general review of different catches: Northumbria, Yorkshire, Anglian, Thames, Southern, Wessex, South West, Severn-Trent, Welsh and North West.

This report is a literature review on Food and Nutrition Security in Solomon Islands, based on data from surveys conducted by Solomon Islands National Statistical Office, as well as from national and international organizations working in Solomon Islands. The purpose of the report is to present information outlining the current food and nutrition situation in Solomon Islands before implementation of the CGIAR Research Program on Aquatic Agricultural Systems (AAS), led by WorldFish. The aim of the AAS program is to enhance production in natural freshwater and/or coastal ecosystems to improve household livelihood, including income and food security. This report summarizes national statistics and also focuses in more detail on a subset of provinces: Guadalcanal, Malaita and Western. In 2012, the AAS program was rolled out in Guadalcanal, Central and Malaita Provinces, designated the Central Hub. In 2013, roll out is beginning in the Western Hub (Western and Isabel Provinces). The priority province for the Central Hub has been identified as Malaita.

For the years 1989-94, these statistics were published by the National Rivers Authority (NRA) and the years 1983-88 by the Ministry of Agriculture, Fisheries and Food, Directorate of Fisheries Research in its Data Report series. This report is designed to be a reference document of declared salmonid catches in England and Wales and is produced in the autumn following the season. Salmon stock assessment data including provisional catches, counter run estimates and some juvenile data are now published in an annual assessment for the International Council for the Exploitation of the Seas (ICES). The first report in this series was published jointly by the Environment Agency and the Centre for Environment, Fisheries & Aquatic Science (CEFAS) in April 1997 (Anon 1998).

This is the Report on fisheries invertebrate survey of the Groove Beck, Thornsgill Beck and Troutbeck system produced by the Environment Agency North West in 1997. In 1996 the National Rivers Authority (NRA) report on the 1992 strategic stock assessment for the Upper Derwent catchment Jane Atkins recommended that should subsequent electrofishing show continued low densities, a survey of the invertebrate fauna should be undertaken to assess the food availability for salmonids, in order that lack of food could be ruled out as a contributory factor in their poor breeding success. Additionally the survey looked at the substrate to try to determine whether the bed type might actually be unsuitable for spawning, especially in view of the previously mentioned silt inputs.

This is the final presentation from the Moston Brook Evidence and Measures project which ran from September 2012 to March 2013. Moston Brook water body is part of the River Irwell Pilot Catchment and the objective of the project was to devise reliable measures (actions) which were based on existing evidence and that could be implemented in years 2 and 3 by the Environment Agency and its partner to help meet Water Framework Directive (WDF) requirements and community aspirations. The presentation summarises the main suspected causes of WDF failure, the evidence for this, the main causes for failure in the sub-catchments resulting from the evidence found, and identifies measures to carry out, which will address the WDF failures and improve the quality of the water. This presentation can be used to inform others on how to improve the water quality of Moston Brook, and also to support other similar initiatives.

Egypt’s aquaculture production (921,585 tonnes in 2010) is by far the largest of any African country. The aquaculture sector, dominated by semi-intensive pond production of tilapia, makes a significant contribution to income, employment creation and food and nutrition security in the country, all of which are national priority areas given low per capita income levels, rising population, worsening food and nutrition security indicators, and official unemployment levels which have remained at around 10% for the last ten years. The Improving Employment and Income through Development of Egypt’s Aquaculture Sector (IEIDEAS) project funded by the Swiss Agency for Development and Cooperation (SDC) is a three-year project which commenced in December 2011, and which aims to support the development of the aquaculture sector in Egypt so as to increase productivity, profitability, and employment in the sector, and the nutritional status of poor consumers. This report represents the output of a short two-week study to better understand the market for Egyptian farmed fish. The intention of the study was to provide an output which would cut-across, and potentially benefit, all five of the project outcomes.
