A rápida urbanização e acelerada modernização da maioria das cidades dos países ditos de terceiro mundo, desencadeiam problemas que hoje são causadores de grandes conflitos, esses problemas por sua vez são decorrentes de falhas no planejamento urbano e ambiental, que por sua vez são resultantes do uso indevido dos recursos naturais e deficiente distribuição das riquezas dos municípios. A qualidade de vida está diretamente relacionada com problemas como enchentes, alagamentos, precariedade no sistema de saúde, educação e transporte; ocupação desordenada, construções habitacionais irregulares, poluição dos córregos, deficiência de saneamento básico, ausência de locais públicos de lazer, poluição do ar, sonora e visual; qualidade da água potável entre outros. Campinas como um dos canais de industrialização e concentração populacional do estado de São Paulo demonstra como o planejamento pode influenciar de forma expressiva no desenvolvimento social e econômico. Sendo assim, o presente trabalho, por meio de respaldo teórico multidisciplinar, analisa a qualidade de vida relacionada à qualidade ambiental, que por sua vez está atrelada à gestão dos recursos naturais e ao planejamento urbano, usando como recorte espacial alguns bairros da cidade de Campinas-SP e demonstrando o potencial que a geografia oferece para esses estudos

Tendo em vista a multiplicidade das ações causada pela interação dos agentes químicos com possíveis danos a biota pelos efluentes, a estratégia mais eficiente é o uso integrado de análises físicas, químicas e ecotóxicológicas para avaliação e previsão do risco ambiental. Nesse sentido, ensaios ecotoxicológicos são importantes meios de monitoramento ambiental a fim de se preservar o meio aquático. Um dos objetivos principais do trabalho foi implementar o método de ensaio com Daphnia similis de acordo com a ABNT NBR 12713: 2009. Além disso, objetivou-se avaliar a sensibilidade relativa de dois organismos-testes (Daphnia similis e Danio rerio) a efluentes de diversas indústrias tais como: alimentícia, bebidas, farmacêutica, papel, petroquímica, efluente proveniente de decapagem de metais, e chorume proveniente de três aterros diferentes (São Paulo, Rio de Janeiro e Rio Grande do Sul) avaliando os resultados físico-químicos e os limites das legislações vigentes no Rio de Janeiro (NT 213, NT 202 e DZ 205). Dessa forma, pretende-se observar se os limites estabelecidos são suficientes para não conferir ecotoxicidade aguda ao corpo hídrico. Os efluentes tratados da indústria alimentícia, de bebidas, de papel e farmacêutica não apresentaram ecotoxicidade aguda nem a Daphnia similis nem ao Danio rerio. Já o ensaio com o efluente proveniente da decapagem de metais, apresentou-se muito tóxico aos dois organismos, sendo CL(I)50;48h igual 39,99% e CE(I)50;48h igual a 11,87%, respectivamente. Com relação aos efluentes da indústria petroquímica A, foi detectada ecotoxicidade mesmo estando todos os seus parâmetros analisados de acordo com as legislações vigentes. Já os efluentes provenientes de aterro sanitário, o chorume oriundo de aterro da região metropolitana de São Paulo, em geral, apresentou-se como sendo o mais tóxico dos três aterros sanitários. E o chorume tratado oriundo do aterro do Rio Grande do Sul, demonstrou-se ser o menos tóxico dos três, principalmente com relação à Daphnia similis. De modo geral, todos os efluentes que se encontraram dentro dos limites da legislação (DZ 205 e NT 202), não apresentaram ecotoxicidade aos organismos em estudo.

Para a maioria dos municípios brasileiros, a instalação de um aterro sanitário é um desafio, sendo uma das dificuldades o custo elevado. Existem algumas formas de mitigar estes custos e uma delas é através do mercado de emissões. Com planejamento prévio suficiente, é possível queimar o metano gerado através da degradação do resíduo, podendo resultar em benefícios para o aterro tanto através do aproveitamento (geração de energia ou venda direta) quanto recebimento de algum tipo de certificado de emissões negociável. Incluído neste planejamento prévio suficiente está a realização da estimativa ex-ante de emissão de metano para saber previamente qual será o aproveitamento mais indicado e a eventual receita oriunda da queima. Quando analisados os projetos de MDL feitos em aterros sanitários, pode ser notado que estas estimativas são muitas vezes mal feitas, gerando valores estimados muito acima do realmente observado durante a operação. Este erro acarreta uma perda de credibilidade deste tipo de projeto, já que o número esperado é raramente alcançado. Existem alguns fatores que contribuem para esta discrepância de valores, sendo problemas operacionais (como exemplo podem ser citados deficiência no sistema de captura do biogás e problemas na captação e recirculação de lixiviado) e de modelagem (utilização de valores de entrada experimentais obtidos sob situações muito diferentes das encontradas nos aterros brasileiros, por exemplo) os possíveis principais vilões. Este trabalho visa apresentar e discutir os principais problemas na realização de estimativas prévias de emissão de metano em aterros sanitários utilizando projetos brasileiros de MDL registrados e que estejam atualmente emitindo créditos de carbono como base para analisar a qualidade das estimativas feitas atualmente. Além disto, busca-se também entrevistar profissionais da área para tentar obter diferentes pontos de vista sobre esta questão. Fica claro que os valores estimados, de um modo geral, são entre 40 e 50% superiores aos observados. Metade dos especialistas aponta problemas operacionais diversos como os principais contribuintes desta diferença, mas problemas na modelagem parecem influenciar decisivamente na realização das estimativas. A utilização de valores de entrada no modelo precisa ser criteriosamente analisada e devem ser utilizados números obtidos através de pesquisas que representem a realidade do aterro em questão.

Esta pesquisa apresenta uma revisão bibliográfica sobre as emissões de metano em aterros sanitários, os conceitos de geração de gases em aterros sanitários, movimentações de gases em aterro, apresenta os métodos de medição de gases in situ, tipos de cobertura finais para aterros e a oxidação do metano na camada de cobertura. A pesquisa também tem como objetivo medir as emissões de gases e avaliar a infiltração das águas pluviais através da camada de cobertura do aterro sanitário da CTR Nova Iguaçu. As medições foram realizadas nos meses de julho a novembro de 2010, na camada de cobertura monolítica existente e em outra construída sobre uma barreira capilar. Sensores para medir temperatura e umidade foram instalados em profundidade nas duas camadas. Foram realizados ensaios de placa de fluxo para medir a composição dos gases e o fluxo através dos dois tipos de camadas, e avaliadas duas situações: com os poços de extração de gás ativos e desligados. Os sensores indicaram que em período de baixa pluviosidade, a barreira capilar apresenta uma eficácia superior à camada monolítica, e com a intensificação das chuvas, as umidades medidas nos dois tipos de camadas aumentam, e na barreira capilar o gradiente estabelecido entre os sensores diminui, indicando uma possível tendência à saturação desta barreira capilar. Porém, com a paralisação das chuvas, recupera e retoma sua condição inicial. Os resultados de medidas dos gases demostraram a eficiência do sistema de extração de gás quando ativado, resultando em emissões quase nulas de metano e gás carbônico nos dois tipos de camadas. No entanto, quando o sistema está desativado, as emissões através da camada monolítica são cerca de 3 vezes maiores do que através da barreira capilar.

Este trabalho apresenta uma revisão bibliográfica sobre os conceitos de solos não saturados e descreve os diversos tipos de camada de cobertura usadas em aterro de resíduos sólidos urbanos. Apresenta trabalhos científicos que contemplam curvas características de solos tropicais brasileiros. Caracteriza o solo usado antigamente como camada de cobertura do Aterro Morro do Céu e este solo com adição de 5% de bentonita. Determina a curva característica desses dois solos pelo Método do Papel Filtro e pela Placa de Sucção e, em seguida, Placa de Pressão. As curvas obtidas por esses métodos apresentaram diferenças. A adição da bentonita no solo teve como objetivo avaliar o desempenho do mesmo. O solo com adição de bentonita apresentou maior plasticidade, menor permeabilidade e maior capacidade de retenção de água no solo. Apresenta a modelagem de camadas monolíticas, camadas monolíticas evapotranspirativas, barreiras capilares, barreiras capilares evapotranspirativas através do uso do Programa VADOSE/W como ferramenta para aferição.

Trata da questão do endividamento público dos municípios brasileiros, analisando o caso de São José do Rio Preto dentro de uma amostra de outros quinze municípios do interior paulista. Aponta as condições que permitiram que São José do Rio Preto mantivesse, ao contrário da maioria da amostra estudada, um baixo e estável endividamento no período posterior à promulgação da Constituição de 1988

A tese analisa a revolta republicana que ocorreu em São José do Rio Pardo em agosto de 1889. Para isso, estudamos a formação econômica e política da localidade. No aspecto econômico, identificamos a cidade com a região de produção cafeeira e, no político, os grupos que comandavam São José do rio Pardo. Analisamos a sociedade riopardense e os grupos que a compunham para compreender as relações entre eles e o desenvolver da revolta. Discutimos as fontes e as várias versões da revolta, bem como sua repercussão em São Paulo.

With the disorganized decentralization occurred in Brazil after the 1988 Constitution, municipalities have risen to the level of federal entities. This phenomenon became known as "municipalism" also brought some negative effects such as low capacity financial, economic and political of these entities. In the face of this reality , the municipalities sought in models of collaborative features to address public policy issues ultrarregionais, one of these models are the Public Consortia. Characterized as the organization of all federal entities that aim to solve public policy implementation alone that they could not, or spend great resources for such. This reality of the municipalities have an aggravating factor when looking at the situation in Metropolitan Regions (MRs). This is because the RMs has a historical process of formation that does not encourage cooperation, since that were created top-down during the military regime. Furthermore, the metropolitan municipalities have significant power asymmetries, localist vision, rigidity earmarked revenues, different scenarios conurbation, difficulty standardization of concepts and others that contribute to the vision of low cooperation of these metropolitan areas. Thus, the problem of this work is in the presence of collaborative arrangements, such as the Public Consortia in metropolitan areas, which are seen as areas of low cooperation. To elucidate this research was used for analysis the cases of CONDIAM/PB and Consórcio Grande Recife/PE, because they are apparently antagonistic, but with some points of similarity. The cases has as foundation the Theory of Common Resources, which provides the possibility of collective action through the initiative of individuals. This theory has as its methodology for analyzing the picture IAD Framework, which proposes its analysis based on three axes: external variables, the arena of action and results. The nature of the method of this research was classified as exploratory and descriptive. For the stage of date analysis, was used the method of document analysis and content, Further than of separation of the cases according to theur especificities. At the end of the study, noted that the CONDIAM/PB was a strategy of municipal government of Joao Pessoa to attract funds from the Federal Government for the purpose of to build a landfill, and over the years the ideology of cooperation was left aside, the prevailing view localist municipalities. In the case of Consórcio Grande Recife/PE, members act with some degree of cooperation, especially the collaborative aspect of the region, however, still prevails with greater strength the power of the state of Pernambuco in the decisions and paths of the consortium. Thus, was conclude that the Public Consortia analyzed are an experience of collaborative arrangement, from the initiative of members, as the theory of common resources says, but has not actually signed as a practice of collective action to overcome the dilemmas faced by metropolitan areas

Leachates are effluent produced by decomposition of solid waste, they have complex composition and can be highly toxic. Therefore such percolated liquid should be collected and treated properly to avoid environmental contamination of soil and of water bodies. The objective of this study was to evaluate the toxicity through ecotoxicological tests with Ceriodaphnia dubia (Cladocera - Crustacea) of percolated liquids generated in two different systems of municipal solid waste (MSW) disposal in the city of Natal/ RN: A Sanitary Landfill in the Metropolitan Region of Natal/ RN, and in a dump off area. Furthermore, it was evaluated the possible contamination of the underground water of the dump off area. Two monthly samples were taken at four points between the months of May/2009 and January/2010. The Point "A" corresponds to the end of the pond leachate treatment in ASRMN; The Point "B" corresponds to a containment pond at the dump. The Point "C" is an area near one of the cells of the dump off area where the leachate outcrops; The Point "D" stands for an underground water well at the area. The last point, called "E" was sampled only once and corresponds to the slurry produced by temporary accumulation of solid waste in the open area of the dump. The ecotoxicological tests, acute and chronic, followed the ABNT 13373/2005 rules, with some modifications. The samples were characterized by measuring the pH number, the dissolved oxygen (DO), the salinity, BOD5, COD, Cd, Cu, Pb, Cr, Fe, Mg, Ni, and Zn. At Point A, the average number of EC50-48h ranged between 1.0% and 2.77% (v/v), showing a high toxicity of the leachate to C.dubia in all months. To this point, positive correlations were found between the EC50- 48 with precipitation. Negative correlations were found between the EC50- 48h with salinity. At point B there was no response of the acute exposure of organisms to the test samples. At point C the EC50-48h ranged from 17.68% to 35.36% in just two months of the five ones analyzed, not correlated meaning. Point D, the EC50-48h level ranged between 12.31% and 71.27%, showed a negative correlation with, only, precipitation. Although it was observed toxicity of underground water in the Landfill Area, there was no evidence of water contamination by leachate, however, due to the toxic character of this water, additional tests should be conducted to confirm the quality of water that is used for human supply. At point E there was no acute toxicity. These results support the dangers of inappropriate disposal of MSW to water bodies due to the high toxicity of the leachate produced highlighting the necessity of places of safe confinement and a treatment system more effective to it

The research was carried out in the urban area in Codó-MA, a small city the east part of Maranhão, which has 4,228.000 km2 (IBGE, 2000) and population of 113,768 hab. (IBGE, 2008). The city is also inside Codó-MA micro-region. The city is located in one of the lacking area in Brazil, where the Human Development Index (IDH) is approximately 0,558. It does not present an adequate model of management when talking about solid residue collecting. All of the solid residue produced and collected in the city is stored in an open area that they call lixão , which is located in a residence area in the suburbs. Because of that, a problem that involves public health and environmental areas, we understand it is necessary to investigate the way the local government treats and manages the solid residue collecting, as well as, the social, economical and productive reality of those who are directly involved in the collecting itself, its productive chain of the material, including the handling, transportation and its final destiny. It means a social, productive, economical diagnosis, that in a such way,the local society and the organs of inspection can act in a better way to control the problems that include solid urban residue and come from a bad administration. That way, this work proposes to carry out a study that has as result a diagnosis with feasible alternatives on management, taking as basis, social and economical aspects that compound this productive chain. This work can bring great contributions to a better local reality through the introduction of an integrated and supported system of management of solid residue that includes a selective collecting and the creation of a sanitary area. Taking that into consideration, we can contribute to minimize the environmental impacts in Codó Novo, caused by the garbage

One of the concerns of this century is with the handling and the final destination of urban solid waste (RSU), where depending on the form as they will be made use, they can cause diverse problems, they are of ambient or social order, being able to generate the loss of the quality of life and illnesses to the population, of direct or indirect form. The objective of the present work was to diagnosis the environmental partner situation of the Final Destination of the urban solid residues in the District of Guajiru, city of São Gonçalo do Amarante/RN, standing out the partner-economic situation of the scavengers. The research was carried through in the period of March of 2008 the October of 2009, with a methodology developed through analyzes them of documents made available for the state ambient agency, the Air base of Christmas and managing agencies of the city. For collection of the date, it was used directly application of the questionnaire with 20 existing scavengers in points of destination of residues, evaluation of the old place of final destination through the use of the spread sheet of the IQR (Index of Quality of the Residues), developed for the CETESB, identification of the matter dump and photographic register. For effect of treatment of the data, a descriptive analysis with regard to the answers of the interviewed scavengers was carried through. The acquired date, Scale had been according to tabulated and analyzed in Excel 2003, where they had been generated graphical to observe the behavior of the data. The results show that of the twenty interviewed scavengers, 35% possess age between 20 and 30 years; 75% possess incomplete basic education; 60% inhabit in houses of waal or huts (cardboard or wood); 55% do not make use of system of water supply and system of sanitary exhaustion; with regard to income monthly for scavengers, 35% had presented income between R$ 200,00 and R$300,00 and 20% possess income above of R$ 500,00 for possessing another source of income; 80% of the interviewed ones, use some type of equipment of individual protection; In the year of 2009, confirming what it was informed by the State agency of Environment, during the field visit, we evidence that the city of Is Gonçalo do Amarante, currently, destines its residues in Sanitary landfill of São Region Metropolitan of Natal in the District of Massaranduba in the city of Ceará-Mirim, after some interventions of the State Public prosecution service. However, in the district of Guajiru some diggings still exist that today are used as final destination of RCD' s (Residues of Construction and Demolition) of the cities of Natal and São Gonçalo do Amarante, as well as private dumps that are used by scavengers that deviate the final destination (Sanitary landfill) of the residues of the great generators (supermarkets, shopping Center and hotels), with presence of urubus, generating a new ambient problem for the city and the aeroportuária security. Ahead of this scene, the study it suggests viable alternatives for the elimination of the private dumps and for the social situation of the escavengers, aiming at to improve its quality of life and 10 to minimize the ambient impacts caused by the inadequate destination of the solid waste in the community of Guajiru, São Gonçalo do Amarante/RN, being able to contribute so that the public managers carry through action in the handling and the control of the final destination of the urban solid waste

This study presents a comparative analysis of methodologies about weighted factors considered in the selection of areas for deployment of Sanitary Landfills, applying the methodologies of classification criteria with scoring bands Gomes, Coelho, Erba & Veronez (2000); Waquil et al, 2000. That means, we have the Scoring System used by Union of Municipalities of Bahia and the Quality Index Landfill Waste (IQR) which are applyed for this study in Massaranduba Sanitary Landfill located in the municipality of Ceará Mirim /RN, northeastern of Brazil. The study was conducted in order to classify the methodologies and to give support for future studies on environmental management segment, with main goal to propose suited methodologies which allow safety and rigor during the selection, deployment and management of sanitary landfill, in the Brazilian municipalities, in order to help them in the process to extinction of their dumps, in according of Brazilian Nacional Plan of Solid Waste. During this investigation we have studied the characteristics of the site as morphological, hydrogeological, environmental and socio-economic to permit the installation. We consider important to mention the need of deployment from Rio Grande do Norte State Secretary of Environment and Water (SEMARH), Institute of Sustainable Development and Environment of RN (IDEMA), as well, from Federal and Municipal Governments a public policies for the integrated management of urban solid waste that address environmental preservation and improvement of health conditions of the population of the Rio Grande do Norte

This work presents the incorporation of an industrial polymeric waste into a petroleum asphalt cement with penetration grade 50-60 (CAP 50-60). The main goal of this research is the development of a polymer-modified asphalt, with improvements in its physical properties, in order to obtain a more resistant material to the traffic loads. Furthermore, the use of this polymeric waste will result in economic and environmental benefits. The CAP 50-60 used in this research was kindly supplied by LUBNOR Lubrificantes e Derivados de Petróleo do Nordeste (produced in Fazenda Belém Aracati - Ceará) and the industrial polymeric waste was provided by a button manufacturer industry, located in Rio Grande do Norte state. This polymeric waste represents an environmental problem due to its difficulty in recycling and disposal, being necessary the payment by the industry to a landfill. The difficulty in its reuse is for being this material a termofixed polymer, as a result, the button chips resulting from the molding process cannot be employed for the same purpose. The first step in this research was the characterization of the polymeric waste, using Differential Scanning Calorimetry (DSC) Infrared spectroscopy (IR spectroscopy), and Thermogravimetric analysis (TGA). Based on the results, the material was classified as unsaturated polyester. After, laboratory experiments were accomplished seeking to incorporate the polymeric waste into the asphalt binder according to a 23 experimental factorial design, using as main factors: the polymer content (2%, 7% and 14%), the temperature of the mixture (140 and 180 oC) and the reaction time (20 and 60 minutes). The characterization of the polymer-modified asphalt was accomplished by traditional tests, such as: penetration, ring and ball softening point, viscosity, ductility and flash point temperature. The obtained results demonstrated that the addition of the polymeric waste into the asphalt binder modified some of its physical properties. However, this addition can be considered as a feasible alternative for the use of the polymeric waste, which is a serious environmental and technological problem.

The article aimed to understand the concept of leisure and understanding that older people have about their benefits to the quality of life as part of the idleness of the population. We used a sample of subjects living in the city of Bauru, SP, aged less than fifty years, of both sexes and economically disadvantaged class. It was used in literature, documentary and field. We developed an intervention project that aimed to education for leisure. It was the conclusion that public policies are necessary and qualified professionals for construction projects and equipment to expand the Recreation, spreading it and reaching the people of old age since previous stages of life. Materials with simple and low cost, the project of intervention, it reached the recreation-education and education for leisure satisfactorily.
