Learning to perceive is faced with a classical paradox: if understanding is required for perception, how can we learn to perceive something new, something we do not yet understand? According to the sensorimotor approach, perception involves mastery of regular sensorimotor co-variations that depend on the agent and the environment, also known as the "laws" of sensorimotor contingencies (SMCs). In this sense, perception involves enacting relevant sensorimotor skills in each situation. It is important for this proposal that such skills can be learned and refined with experience and yet up to this date, the sensorimotor approach has had no explicit theory of perceptual learning. The situation is made more complex if we acknowledge the open-ended nature of human learning. In this paper we propose Piaget's theory of equilibration as a potential candidate to fulfill this role. This theory highlights the importance of intrinsic sensorimotor norms, in terms of the closure of sensorimotor schemes. It also explains how the equilibration of a sensorimotor organization faced with novelty or breakdowns proceeds by re-shaping pre-existing structures in coupling with dynamical regularities of the world. This way learning to perceive is guided by the equilibration of emerging forms of skillful coping with the world. We demonstrate the compatibility between Piaget's theory and the sensorimotor approach by providing a dynamical formalization of equilibration to give an explicit micro-genetic account of sensorimotor learning and, by extension, of how we learn to perceive. This allows us to draw important lessons in the form of general principles for open-ended sensorimotor learning, including the need for an intrinsic normative evaluation by the agent itself. We also explore implications of our micro-genetic account at the personal level.

FSodium phosphate tellurite glasses in the system (NaPO3)(x)(TeO2)(1-x) were prepared and structurally characterized by thermal analysis, vibrational spectroscopy, X-ray photoelectron spectroscopy (XPS) and a variety of complementary solid-state nuclear magnetic resonance (NMR) techniques. Unlike the situation in other mixed-network-former glasses, the interaction between the two network formers tellurium oxide and phosphorus oxide produces no new structural units, and no sharing of the network modifier Na2O takes place. The glass structure can be regarded as a network of interlinked metaphosphate-type P(2) tetrahedral and TeO4/2 antiprismotic units. The combined interpretation of the O 1s XPS data and the P-31 solid-state NMR spectra presents clear quantitative evidence for a nonstatistical connectivity distribution. Rather the formation of homootomic P-O-P and Te-O-Te linkages is favored over mixed P-O-Te connectivities. As a consequence of this chemical segregation effect, the spatial sodium distribution is not random, as also indicated by a detailed analysis of P-31/No-23 rotational echo double-resonance (REDOR) experiments. In many micro- and nano-scale technological applications high sensitivity displacement sensors are needed, especially in ultraprecision metrology and manufacturing. In this work a new way of sensing displacement based on radio frequency resonant cavities is presented and experimentally demonstrated using a first laboratory prototype. The principle of operation of the new transducer is summarized and tested. Furthermore, an electronic interface that can be used together with the displacement transducer is designed and proved. It has been experimentally demonstrated that very high and linear sensitivity characteristic curves, in the range of some kHz/nm; are easily obtainable using this kind of transducer when it is combined with a laboratory network analyzer. In order to replace a network analyzer and provide a more affordable, self-contained, compact solution, an electronic interface has been designed, preserving as much as possible the excellent performance of the transducer, and turning it into a true standalone positioning sensor. The results obtained using the transducer together with a first prototype of the electronic interface built with cheap discrete elements show that positioning accuracies in the micrometer range are obtainable using this cost-effective solution. Better accuracies would also be attainable but using more involved and costly electronics interfaces.

Most wearable activity recognition systems assume a predefined sensor deployment that remains unchanged during runtime. However, this assumption does not reflect real-life conditions. During the normal use of such systems, users may place the sensors in a position different from the predefined sensor placement. Also, sensors may move from their original location to a different one, due to a loose attachment. Activity recognition systems trained on activity patterns characteristic of a given sensor deployment may likely fail due to sensor displacements. In this work, we innovatively explore the effects of sensor displacement induced by both the intentional misplacement of sensors and self-placement by the user. The effects of sensor displacement are analyzed for standard activity recognition techniques, as well as for an alternate robust sensor fusion method proposed in a previous work. While classical recognition models show little tolerance to sensor displacement, the proposed method is proven to have notable capabilities to assimilate the changes introduced in the sensor position due to self-placement and provides considerable improvements for large misplacements.

This paper explores the fiscal situation of the European Union as well as the different approaches proposed for achieving fiscal policy coordination among the member states. Furthermore, it works through the need of fiscal integration as a pressing matter in order for the European Union to achieve its aim of functioning as an efficient single market and economic unit. In order to do so, it analyzes the theoretical lines of the Modern Money Theory as a possible framework for further integration, and it evaluates the different proposals made for fiscal integration so that it can give an assessment regarding their compatibility with this theory.

Somente no ano de 2011 foram adquiridos mais de 1.000TB de novos registros digitais de imagem advindos de Sensoriamento Remoto orbital. Tal gama de registros, que possui uma progressão geométrica crescente, é adicionada, anualmente, a incrível e extraordinária massa de dados de imagens orbitais já existentes da superfície da Terra (adquiridos desde a década de 70 do século passado). Esta quantidade maciça de registros, onde a grande maioria sequer foi processada, requer ferramentas computacionais que permitam o reconhecimento automático de padrões de imagem desejados, de modo a permitir a extração dos objetos geográficos e de alvos de interesse, de forma mais rápida e concisa. A proposta de tal reconhecimento ser realizado automaticamente por meio da integração de técnicas de Análise Espectral e de Inteligência Computacional com base no Conhecimento adquirido por especialista em imagem foi implementada na forma de um integrador com base nas técnicas de Redes Neurais Computacionais (ou Artificiais) (através do Mapa de Características Auto- Organizáveis de Kohonen SOFM) e de Lógica Difusa ou Fuzzy (através de Mamdani). Estas foram aplicadas às assinaturas espectrais de cada padrão de interesse, formadas pelos níveis de quantização ou níveis de cinza do respectivo padrão em cada uma das bandas espectrais, de forma que a classificação dos padrões irá depender, de forma indissociável, da correlação das assinaturas espectrais nas seis bandas do sensor, tal qual o trabalho dos especialistas em imagens. Foram utilizadas as bandas 1 a 5 e 7 do satélite LANDSAT-5 para a determinação de cinco classes/alvos de interesse da cobertura e ocupação terrestre em três recortes da área-teste, situados no Estado do Rio de Janeiro (Guaratiba, Mangaratiba e Magé) nesta integração, com confrontação dos resultados obtidos com aqueles derivados da interpretação da especialista em imagens, a qual foi corroborada através de verificação da verdade terrestre. Houve também a comparação dos resultados obtidos no integrador com dois sistemas computacionais comerciais (IDRISI Taiga e ENVI 4.8), no que tange a qualidade da classificação (índice Kappa) e tempo de resposta. O integrador, com classificações híbridas (supervisionadas e não supervisionadas) em sua implementação, provou ser eficaz no reconhecimento automático (não supervisionado) de padrões multiespectrais e no aprendizado destes padrões, pois para cada uma das entradas dos recortes da área-teste, menor foi o aprendizado necessário para sua classificação alcançar um acerto médio final de 87%, frente às classificações da especialista em imagem. A sua eficácia também foi comprovada frente aos sistemas computacionais testados, com índice Kappa médio de 0,86.

Quality of cardiopulmonary resuscitation (CPR) improves through the use of CPR feedback devices. Most feedback devices integrate the acceleration twice to estimate compression depth. However, they use additional sensors or processing techniques to compensate for large displacement drifts caused by integration. This study introduces an accelerometer-based method that avoids integration by using spectral techniques on short duration acceleration intervals. We used a manikin placed on a hard surface, a sternal triaxial accelerometer, and a photoelectric distance sensor (gold standard). Twenty volunteers provided 60 s of continuous compressions to test various rates (80-140 min(-1)), depths (3-5 cm), and accelerometer misalignment conditions. A total of 320 records with 35312 compressions were analysed. The global root-mean-square errors in rate and depth were below 1.5 min(-1) and 2 mm for analysis intervals between 2 and 5 s. For 3 s analysis intervals the 95% levels of agreement between the method and the gold standard were within -1.64-1.67 min(-1) and -1.69-1.72 mm, respectively. Accurate feedback on chest compression rate and depth is feasible applying spectral techniques to the acceleration. The method avoids additional techniques to compensate for the integration displacement drift, improving accuracy, and simplifying current accelerometer-based devices.

Fish production on Malawian smallholdings is generally limited by the quantity and quality of inputs to the pond (Brummett and Noble 1995). The timing of labor availability and other farm activities limit the amount farmers put into their ponds resulting in lower growth rates and yields. There is potential for improving production and yields through modifications of production schedules to accommodate other farming activities. Limited material and labor inputs among farming system enterprises can be better allocated by considering seasonal availability of inputs and adapting the pond and fish farming technology to the farming system. This case from Malawi demonstrates that aquaculture technology that neglects the annual cycle of events and constraints on the farm will not be easily integrated into the farming system. Focusing on technology that maximizes fish production rather than facilitation of adoption and integration has been a feature of the majority of African smallholder agriculture/aquaculture projects. Farming Systems Research (FSR) must identify niches and opportunities for system improvement for it to be worth supporting as a development intervention.
