The development of an openly available layer of scholarly and scientific content requires access to all types of output from the scholarly and scientific process. Interoperable and sustainable infrastructure components are invaluable elements and the content should be clearly licensed for re-use. Open Knowledge will improve the discoverability and re-usability of content across the sectors, to the benefit of higher education and research and will help the (European) knowledge economy to move forward. In Autumn 2013, scoping sessions took place with experts to discuss their views around the value of making knowledge open and the steps which need to be taken to achieve this. These discussions are collected in the Knowledge Exchange discussion paper on Open Knowledge.

The report on the ‘Pathways to Open Scholarship’ conference, organised by Knowledge Exchange to celebrate its 10th anniversary, contains an overview of the views that invited speakers and experts in the audience expressed on Open Scholarship developments. Open Scholarship is not yet a reality of everyday research and education. The event reported on, addressed the concept of "open scholarship" by debating issues and key challenges with the aim to identify pathways forward. Four central themes which represent crucial dimensions of open scholarship have been explored: Benefits, risks and limitations of Open Scholarship; Success as a researcher; Technology; and Publishing and publication services. The report contains views, expectations, wishes and frustrations that experts have on open scholarship, as well as new and promising initiatives and approaches. The report is a starting point for future planning of KE activity and input for a range of consultation talks with respected experts and leaders in the research community in KE countries and beyond.

ENGLISH: In the eastern Pacific Ocean nearly all of the commercial catches of yellowfin tuna (Thunnus albacares) and skipjack (Katsuwonus pelamis) are taken by two types of vessels, baitboats, which use pole and line in conjunction with live-bait, and purse-seiners. From its inception until very recently (1959), this fishery was dominated by baitboats. This method of fishing has been described by Godsil (1938) and Shimada and Schaefer (1956). From 1951 through 1958 baitboats caught between 66.4 and 90.8 per cent of the yellowfin and between 87.2 and 95.3 per cent of the skipjack landed by the California-based fleet. These vessels fished for tuna throughout the year and covered virtually all of the area from southern California to northern Chile. The purse-seine fishery for tunas developed out of the round-haul net fisheries for California sardines and other species. Scofield (1951) gives a detailed description of the development of gear and fishing methods. Prior to 1959 many of the seiners engaged in other fisheries during the fall and early winter months and consequently most of the fishing effort for tuna occurred in the period February-August. The vessels were quite small, averaging approximately 120 tons carrying capacity (Broadhead and Marshall, 1960), in comparison to the baitboats, of which the most numerous size-class was 201-300 tons. The seiners were naturally more restricted in range than the baitboats and most of their effort was restricted to the northern grounds. During the period 1959-61 most of the large baitboats were converted for purse-seining and the existing seiner fleet was modernized. These developments increased the range of the seiner fleet and resulted in a wider and more nearly even spatial and temporal distribution of effort. By the early part of 1961, the purse-seine fleet approximated the level of the preconversion baitboat fleet in amount of effort applied and area covered. The changes in the purse-seine fishery and the fishing methods employed in the modernized fleet are described by Orange and Broadhead (1959), Broadhead and Marshall (1960), McNeely (1961) and Broadhead (1962). The change in the relative importance of the two gears is illustrated by the decline in the proportion of the total logged tonnage landed by California-based baitboats, in comparison to the proportion landed by seiners. In 1959 baitboats landed 49.5 per cent of the yellowfin and 87.8 per cent of the skipjack. In 1960 these percentages were 22.9 and 74.7 respectively and in 1961 the decline continued to 12.6 per cent of the yellowfin and 30.0 per cent of the skipjack (Schaefer, 1962). In previous Bulletins of this Commission (Griffiths, 1960; Calkins, 1961) the baitboat catch and effort statistics were used to compute two indices of population density and an index of concentration of fishing effort and the fluctuations of these indices were analyzed in some detail. Due to the change in the relative importance of the two gears it is appropriate to extend this investigation to include the purse-seine data. The objectives of this paper are to compute two indices of population density and an index of concentration of fishing effort and to examine the fluctuations in these indices before and after the changes in the fishery. A further objective is to compare the purse-seine indices with those of the baitboats for the same time periods. SPANISH: En el Océano Pacífico Oriental casi todas las capturas comerciales del atún aleta amarilla (Thunnus albacares) y del barrilete (Katsuwonus pelamis) son efectuadas por dos tipos de barcos, los barcos de carnada que emplean la caña y el anzuelo en conjunto con la carnada viva, y los barcos rederos. Desde su comienzo hasta hace poco tiempo (1959), esta pesquería estaba dominada por los barcos de carnada. El método de pesca usado por estos barcos ha sido descrito por Godsil (1938) y por Shimada y Schaefer (1956). De 1951 a 1958, los barcos de carnada pescaron entre el 66.4 y el 90.8 por ciento del atún aleta amarilla y entre el 87.2 y el 95.3 por ciento del barrilete descargados por la flota que tiene su base en California. ENGLISH: Knowledge of the size and age at maturity, spawning seasons, and spawning areas of the tropical tunas supporting the fishery in the Eastern Pacific is an important part of the basic information required for understanding their life history, population structure, and fishery dynamics. Until a few years ago nothing was known of these matters. In 1947 the senior author and one of his colleagues (Schaefer and Marr 1948, Schaefer 1948) were able to demonstrate that both yellowfin tuna and skipjack spawn offshore from Central America at least during the late winter and spring months. During January to April many yellowfin tuna over about 70 cm. total length in commercial catches from that region were found to have gonads in advanced stages of maturity, and specimens caught during late June were found to be spent. Maturing skipjack were collected in late February, and spawned-out fish were observed in late March. Numerous very young juveniles of the yellowfin, down to 10 mm. in length, and two very young juvenile skipjack, were captured in this area between January and May. SPANISH: El conocimiento del tamaño y la edad que corresponden a la primera madurez sexual, así como de las estaciones y áreas de desove de los atunes tropicales que mantienen las pesquerías del Pacífico Oriental, constituyen parte importante de la información que es menester para comprender la historia natural, la estructura de la población y la dinámica de la pesquería. Hasta hace pocos años nada se sabía sobre el particular. En 1947 el autor principal y uno de sus colegas (Schaefer y Marr, 1948; Schaefer, 1948) pudieron demostrar que tanto el atún aleta amarilla como el barrilete desovan en el mar abierto, frente a América Central, por lo menos durante la última parte del invierno y en la primavera. De enero a abril encontraron que muchos de los atunes aleta amarilla de más de 70 cm. de longitud total, procedentes de las pescas comerciales de dicha región; tenían gónadas en avanzados estados de madurez, mientras que ejemplares pescados hacia fines de junio ya habían desovado. Se recolectaron barriletes en vías de maduración a fines de febrero, al paso que en los últimos días de marzo se encontraron especímenes que ya habían desovado. Numerosos ejemplares muy juveniles del atún aleta amarilla, tan pequeños como 10 mm., y dos barriletes también muy juveniles, fueron pescados en esta región entre enero y mayo. The JTZ model [C. Jung, T. T¶el and E. Ziemniak, Chaos 3, (1993) 555], as a theoretical model of a plane wake behind a circular cylinder in a narrow channel at a moderate Reynolds number, has previously been employed to analyze phenomena of chaotic scattering. It is ex- tended here to describe an open plane wake without the con¯ned nar- row channel by incorporating a double row of shedding vortices into the intermediate and far wake. The extended JTZ model is found in qualitative agreement with both direct numerical simulations and ex- perimental results in describing streamlines and vorticity contours. To further validate its applications to particle transport processes, the in- teraction between small spherical particles and vortices in an extended JTZ model °ow is studied. It is shown that the particle size has signif- icant in°uences on the features of particle trajectories, which have two characteristic patterns: one is rotating around the vortex centers and the other accumulating in the exterior of vortices. Numerical results based on the extended JTZ model are found in qualitative agreement with experimental ones in the normal range of particle sizes.

The group velocity of the probe light pulse (GVPLP) propagating through an open Lambda-type atomic system with a spontaneously generated coherence is investigated when the weak probe and strong driving light fields have different frequencies. It is found that adjusting the detuning or Rabi frequency of the probe light field can realize switching of the GVPLP from subluminal to superluminal. Changing the relative phase between the probe and driving light. elds or atomic exit and injection rates can lead to GVPLP varying in a wider range, but cannot induce transformation of the property of the GVPLP. The absolute value of the GVPLP always increases with Rabi frequency of the driving light field increasing. For subluminal and superluminal propagation, the system always exhibits the probe absorption, and GVPLP is mainly determined by the slope of the steep dispersion.
Lasing without or with inversion in an open four-level system with a phase-fluctuation driving field

The effect of exit rate and the ratio of atomic injection rate on gain behaviour has been investigated, and the effects of phase fluctuation on absorption, dispersion and population difference in an open four-level system have been analysed by using numerical simulation from the steady linear, analytical solution. The variation of the linewidth, Rabi frequency of the driving field, the exit rate or the ratio of atomic injection rate can change the lasing properties in the open system. The presence of finite linewidth due to driving-field phase fluctuation prevents the open four-level atomic system from obtaining a high refractive index along with zero absorption.

Deference to committees in Congress has been a much studied phenomena for close to 100 years. This deference can be characterized as the unwillingness of a potentially winning coalition on the House floor to impose its will on a small minority, a standing committee. The congressional scholar is then faced with two problems: observing such deference to committees, and explaining it. Shepsle and Weingast have proposed the existence of an ex-post veto for standing committees as an explanation of committee deference. They claim that as conference reports in the House and Senate are considered under a rule that does not allow amendments, the conferees enjoy agenda-setting power. In this paper I describe a test of such a hypothesis (along with competing hypotheses regarding the effects of the conference procedure). A random-utility model is utilized to estimate legislators' ideal points on appropriations bills from 1973 through 1980. I prove two things: 1) that committee deference can not be said to be a result of the conference procedure; and moreover 2) that committee deference does not appear to exist at all.

The control role of the relative phase between the probe and driving fields on the gain and dispersion in an open Lambda-type inversionless lasing system with spontaneously generated coherence (SGC) is investigated. It is shown that the inversionless gain and dispersion are quite sensitive to variation in the relative phase; by adjusting the value of the relative phase, electromagnetically induced transparency (EIT), a high refractive index with zero absorption and a larger inversionless gain can be realized. It is also shown that, in the contributions to the inversionless gain ( absorption) and dispersion, the contribution from SGC is always much larger than that from the dynamically induced coherence for any value of the relative phase. Our analysis shows that variation in the SGC effect will cause the spectrum regions and values of the inversionless gain and dispersion to vary evidently. We also found that, under the same conditions, the values of the inversionless gain and dispersion in the open system are evidently larger than those in the corresponding closed system; EIT occurs in the open system but cannot occur in the closed system.
