Das Projekt „Analyse und Quantifizierung der Umweltauswirkungen von Fördermitteln in der Intralogistik“ hat sich zum Ziel gesetzt, die Umweltaspekte verschiedener Fördermittel während des gesamten Lebenszyklus zu analysieren, zu quantifizieren und zu bewerten. Dazu werden für die Produktgruppen Flurförderzeuge, Krane & Hebezeuge und Lagertechnik Methoden entwickelt, um die Umweltaspekte, die von diesen Geräten bzw. Systemen zu erwarten sind, einer genaueren Untersuchung zu unterziehen.

There is still discussion regarding whether liquid biofuels can contribute to rural energy security in the global South. We argue that transitioning to a village energy supply based on jatropha hedges around smallholder plots is possible, but requires collective effort for the acquisition and maintenance of processing equipment and for the running of village generators. The use of jatropha oil for lighting in rural households is affordable and technically possible, but not ideal if more efficient electric solutions exist. Cooking with jatropha oil or press cake is also possible, but quantities produced in hedges can only substitute a small part of the firewood used by rural households.

In response to growing concern for occupational health and safety in the public hospital system in Costa Rica, a research program was initiated in 1995 to evaluate and improve the safety climate in the national healthcare system through regional training programs, and to develop the capacity of the occupational health commissions in these settings to improve the identification and mitigation of workplace risks. A cross-sectional survey of 1000 hospital-based healthcare workers was conducted in 1997 to collect baseline data that will be used to develop appropriate worker training programs in occupational health. The objectives of this survey were to: (1) describe the safety climate within the national hospital system, (2) identify factors associated with safety climate focusing on individual and organizational variables, and (3) to evaluate the relationship between safety climate and workplace injuries and safety practices of employees. Individual factors evaluated included the demographic variables of age, gender, education and profession. Organizational factors evaluated included training, psychosocial work environment, job-task demands, availability of protective equipment and administrative controls. Work-related injuries and safety practices of employees included the type and frequency of injuries experienced and reported, and compliance with established safety practices. Multivariate regression analyses demonstrated that training and administrative controls were the two most significant predictors of safety climate. None of the demographic variables were significant predictors of safety climate. Safety climate was inversely and significantly associated with workplace injuries and positively and significantly associated with safety practices. These results suggest that training and administrative controls should be included in future training efforts and that improving safety climate will decrease workplace injuries and increase safety practices. ^

The acquisition of accurate information on the size of traits in animals is fundamental for the study of animal ecology and evolution and their management. We demonstrate how morphological traits of free-ranging animals can reliably be estimated on very large observation distances of several hundred meters by the use of ordinary digital photographic equipment and simple photogrammetric software. In our study, we estimated the length of horn annuli in free-ranging male Alpine ibex (Capra ibex) by taking already measured horn annuli of conspecifics on the same photographs as scaling units. Comparisons with hand-measured horn annuli lengths and repeatability analyses revealed a high accuracy of the photogrammetric estimates. If length estimations of specific horn annuli are based on multiple photographs measurement errors of <5.5 mm can be expected. In the current study the application of the described photogrammetric procedure increased the sample size of animals with known horn annuli length by an additional 104%. The presented photogrammetric procedure is of broad applicability and represents an easy, robust and cost-efficient method for the measuring of individuals in populations where animals are hard to capture or to approach.

Primary ciliary dyskinesia is a rare heterogeneous recessive genetic disorder of motile cilia, leading to chronic upper and lower respiratory symptoms. Prevalence is estimated at around 1:10,000, but many patients remain undiagnosed, while others receive the label incorrectly. Proper diagnosis is complicated by the fact that the key symptoms such as wet cough, chronic rhinitis and recurrent upper and lower respiratory infection, are common and nonspecific. There is no single gold standard test to diagnose PCD. Presently, the diagnosis is made by augmenting the medical history and physical examination with in patients with a compatible medical history following a demanding combination of tests including nasal nitric oxide, high- speed video microscopy, transmission electron microscopy, genetics, and ciliary culture. These tests are costly and need sophisticated equipment and experienced staff, restricting use to highly specialised centers. Therefore, it would be desirable to have a screening test for identifying those patients who should undergo detailed diagnostic testing. Three recent studies focused on potential screening tools: one paper assessed the validity of nasal nitric oxide for screening, and two studies developed new symptom-based screening tools. These simple tools are welcome, and hopefully remind physicians whom to refer for definitive testing. However, they have been developed in tertiary care settings, where 10 to 50% of tested patients have PCD. Sensitivity and specificity of the tools are reasonable, but positive and negative predictive values may be poor in primary or secondary care settings. While these studies take an important step forward towards an earlier diagnosis of PCD, more remains to be done before we have tools tailored to different health care settings.

Symptoms of primary ciliary dyskinesia (PCD) are nonspecific and guidance on whom to refer for testing is limited. Diagnostic tests for PCD are highly specialised, requiring expensive equipment and experienced PCD scientists. This study aims to develop a practical clinical diagnostic tool to identify patients requiring testing.Patients consecutively referred for testing were studied. Information readily obtained from patient history was correlated with diagnostic outcome. Using logistic regression, the predictive performance of the best model was tested by receiver operating characteristic curve analyses. The model was simplified into a practical tool (PICADAR) and externally validated in a second diagnostic centre.Of 641 referrals with a definitive diagnostic outcome, 75 (12%) were positive. PICADAR applies to patients with persistent wet cough and has seven predictive parameters: full-term gestation, neonatal chest symptoms, neonatal intensive care admittance, chronic rhinitis, ear symptoms, situs inversus and congenital cardiac defect. Sensitivity and specificity of the tool were 0.90 and 0.75 for a cut-off score of 5 points. Area under the curve for the internally and externally validated tool was 0.91 and 0.87, respectively.PICADAR represents a simple diagnostic clinical prediction rule with good accuracy and validity, ready for testing in respiratory centres referring to PCD centres.

This document characterizes the types and magnitude of exposures to toxic substances faced by various turnaround workers in the petroleum industry. The safety and health professional is acquainted with the basic petroleum refinery, refinery equipment and causes for scheduled or emergency turnarounds. Common work procedures during the turnaround are discussed with emphasis on performing the job safely and without adverse consequence to worker health. A listing of commonly encountered substances with a corresponding summary of recognized exposure limits, recommended personal protection, hygiene measures and hazard information is provided to equip the safety and health professional with a ready checklist for worker protection.^ The use of this document was tested and found to improve the average prescription of work procedures and equipment from 38% appropriate (prior to receipt of information) to 84% appropriate (post receipt of information). All participants statistically improved their ability to protect the health and safety of the turnaround worker. ^

Introduction:Today, many countries, regardless of developed or developing, are trying to promote decentralization. According to Manor, as his quoting of Nickson’s argument, decentralization stems from the necessity to strengthen local governments as proxy of civil society to fill the yawning gap between the state and civil society (Manor [1999]: 30). With the end to the Cold War following the collapse of the Soviet Union rendering the cause of the “leadership of the central government to counter communism” meaningless, Manor points out, it has become increasingly difficult to respond flexibly to changes in society under the centralized system. Then, what benefits can be expected from the effectuation of decentralization? Litvack-Ahmad-Bird cited the four points: attainment of allocative efficiency in the face of different local preferences for local public goods; improvement to government competitiveness; realization of good governance; and enhancement of the legitimacy and sustainability of heterogeneous national states (Litvack, Ahmad & Bird [1998]: 5). They all contribute to reducing the economic and social costs of a central government unable to respond to changes in society and enhancing the efficiency of state administration through the delegation of authority to local governments. Why did Indonesia have a go at decentralization? As Maryanov recognizes, reasons for the implementation of decentralization in Indonesia have never been explicitly presented (Maryanov [1958]: 17). But there was strong momentum toward building a democratic state in Indonesia at the time of independence, and as indicated by provisions of Article 18 of the 1945 Constitution, there was the tendency in Indonesia from the beginning to debate decentralization in association with democratization. That said debate about democratization was fairly abstract and the main points are to ease the tensions, quiet the complaints, satisfy the political forces and thus stabilize the process of government (Maryanov [1958]: 26-27).    What triggered decentralization in Indonesia in earnest, of course, was the collapse of the Soeharto regime in May 1998. The Soeharto regime, regarded as the epitome of the centralization of power, became incapable of effectively dealing with problems in administration of the state and development administration. Besides, the post-Soeharto era of “reform (reformasi)” demanded the complete wipeout of the Soeharto image. In contraposition to the centralization of power was decentralization. The Soeharto regime that ruled Indonesia for 32 years was established in 1966 under the banner of “anti-communism.” The end of the Cold War structure in the late 1980s undermined the legitimate reason the centralization of power to counter communism claimed by the Soeharto regime. The factor for decentralization cited by Manor is applicable here.    Decentralization can be interpreted to mean not only the reversal of the centralized system of government due to its inability to respond to changes in society, as Manor points out, but also the participation of local governments in the process of the nation state building through the more positive transfer of power (democratic decentralization) and in the coordinated pursuit with the central government for a new shape of the state. However, it is also true that a variety of problems are gushing out in the process of implementing decentralization in Indonesia.    This paper discusses the relationship between decentralization and the formation of the nation state with the awareness of the problems and issues described above. Section 1 retraces the history of decentralization by examining laws and regulations for local administration and how they were actually implemented or not. Section 2 focuses on the relationships among the central government, local governments, foreign companies and other actors in the play over the distribution of profits from exploitation of natural resources, and examines the process of the ulterior motives of these actors and the amplification of mistrust spawning intense conflicts that, in extreme cases, grew into separation and independence movements. Section 3 considers the merits and demerits at this stage of decentralization implemented since 2001 and shed light on the significance of decentralization in terms of the nation state building. Finally, Section 4 attempts to review decentralization as the “opportunity to learn by doing” for the central and local governments in the process of the nation state building.    In the context of decentralization in Indonesia, deconcentration (dekonsentrasi), decentralization (desentralisasi) and support assignments (tugas pembantuan; medebewind, a Dutch word, was used previously) are defined as follows. Dekonsentrasi means that when the central government puts a local office of its own, or an outpost agency, in charge of implementing its service without delegating the administrative authority over this particular service. The outpost agency carries out the services as instructed by the central government. A head of a local government, when acting for the central government, gets involved in the process of dekonsentrasi. Desentralisasi, meanwhile, occurs when the central government cedes the administrative authority over a particular service to local governments. Under desentralisasi, local governments can undertake the particular service at their own discretion, and the central government, after the delegation of authority, cannot interfere with how local governments handle that service. Tugas pembantuan occur when the central government makes local governments or villages, or local governments make villages, undertake a particular service. In this case, the central government, or local governments, provides funding, equipment and materials necessary, and officials of local governments and villages undertake the service under the supervision and guidance of the central or local governments. Tugas pembantuan are maintained until local governments and villages become capable of undertaking that particular service on their own.

The evolution of the television market is led by 3DTV technology, and this tendency can accelerate during the next years according to expert forecasts. However, 3DTV delivery by broadcast networks is not currently developed enough, and acts as a bottleneck for the complete deployment of the technology. Thus, increasing interest is dedicated to ste-reo 3DTV formats compatible with current HDTV video equipment and infrastructure, as they may greatly encourage 3D acceptance. In this paper, different subsampling schemes for HDTV compatible transmission of both progressive and interlaced stereo 3DTV are studied and compared. The frequency characteristics and preserved frequency content of each scheme are analyzed, and a simple interpolation filter is specially designed. Finally, the advantages and disadvantages of the different schemes and filters are evaluated through quality testing on several progressive and interlaced video sequences.

Este proyecto está orientado al diseño y el acondicionamiento de una sala de cine siguiendo las normas establecidas por el SMPTE. El primer paso a realizar será el diseño de la sala en el cual habrá que tener en cuenta la distribución de los asientos dentro de la misma, el dimensionado de la pantalla que servirá para establecer la forma y dimensiones del recinto, así como la correcta ubicación del proyector. Posteriormente se realizará el acondicionamiento acústico del cine, con la elección de los diferentes materiales que permitan la obtención de un tiempo de reverberación óptimo. A continuación se procederá a la selección de los equipos electroacústicos más adecuados y a su colocación a lo largo de la sala para posteriormente realizar un estudio de todos los parámetros de esta para garantizar la perfecta escucha dentro de la misma. Se elegirán, al igual que se ha hecho con los elementos electroacústicos, los equipos de video específicos, teniendo en cuenta el sistema de proyección 3D utilizado y se procederá a su instalación dentro de la sala. Se indicará de forma independiente cual será el esquema de conexionado correspondiente a cada una de las partes, tanto de audio como de video. Todos los equipos y parámetros ajustables de la sala, tanto de audio como de video, se realizaran siguiendo las recomendaciones establecidas por el SMPTE para una correcta visión y escucha, así como también el diseño de la sala. Para llevar a cabo todo lo anteriormente descrito se utilizara el programa de simulación EASE 4.3 con él que se ajustaran los parámetros más significativos para verificar que la sala cumple con las condiciones de escucha que determina la norma. Todo esto irá acompañado de un presupuesto detallado de cada uno de los equipos y materiales utilizados, así como de los costes derivados de la mano de obra. Se adjuntarán también los planos de la sala donde se indicarán todas las medidas establecidas a lo largo del proyecto. Para la realización de estos se utilizara el programa de diseño Google SkechUp. Por último se facilitarán las hojas de características de cada uno de los equipos instalados en la sala para conocer sus especificaciones y modo de funcionamiento. Abstract This project is orientated at designing and conditioning a cinema according to standards set by the SMPTE. First of all, the cinema hall needs to be designed, taking into consideration seat distribution and screen dimension, in order to establish the shape and dimensions of the room and the correct location for the projector. Later the acoustic conditioning of the cinema is covered, with the choice of appropriate materials in order to permit an optimum reverberation time. The next step is the selection of the most appropriate electro-acoustic equipment and its positioning throughout the room. A study is then carried out of all the parameters to ensure perfect hearing in the cinema. Then the specific video equipment is chosen, bearing in mind the 3D projection system used and is installed in the theatre. A wiring diagram is indicated for each element used, for both audio and video. All equipment and adjustable parameters of the room, both audio and video, are made according to the recommendations established by the SMPTE for correct viewing and listening, as is the design of the cinema. To carry out the steps described above the EASE 4.3 simulation program is used. This program adjusts all significant parameters to verify that the room complies with the listening conditions determined by the standard. A detailed budget is included for all equipment and materials used, as well as the labour costs. Plans of the room, showing all measurements taken during the project are indicated. This is done using the Google SkechUp program. Finally data sheets are provided for each piece of equipment installed in the room detailing specifications and operating mode.
