The Iowa Flood Mitigation Program is created within Code of Iowa, Chapter 418. The Program seeks to provide funds for fl ood mitigation projects that otherwise would not be funded. The Flood Mitigation Board is responsible for the implementation of Code of Iowa Chapter 418. The membership of the Board is comprised of four voting public members appointed by the Governor, five voting members representing state agencies, four non-voting ex officio members of the legislature, and one non-voting ex officio member representing a state agency.

This bulletin is a report on the development of bituminous paving mixtures containing various local materials and asphaltic binders. The laboratory investigations described in this bulletin were performed as part of Iowa Highway Research Board project HR-20, "Treating Loess, Fine Sands, and Limestone Dusts With Liquid Binders." This project was awarded to the Iowa Engineering Experiment Station of Iowa State University in 1952, and continued to June, 1958.

Joint Publications from Iowa Engineering Experiment Station - Bulletin No. 188 and Iowa Highway Research Board - Bulletin No. 17. In the design of highway bridges, the 'static live load is multiplied by a factor to compensate for the dynamic effect of moving vehicles. This factor, commonly referred to as an impact factor, is intended to provide for the dynamic response of the bridge to moving loads and suddenly applied forces. Many investigators have published research which contradicts the current impact formula 1,4,17. Some investigators feel that the problem of impact deals not only with the increase in over-all static live load but that it is an integral part of a dynamic load distribution problem. The current expanded highway program with the large number of bridge structures required emphasizes the need for investigating some of the dynamic behavior problems which have been generally ignored by highway engineers. These problems generally result from the inability of a designer to predict the dynamic response of a bridge structure. Many different investigations have been made of particular portions of the overall dynamic problem. The results of these varied investigations are inevitably followed by a number of unanswered questions. Ironically, many of the unanswered questions are those which are of immediate concern in the design of highway bridges, and this emphasizes the need for additional research on the problem of impact.

This is a summary of some of the activities the Board was involved with in 2011. More information about the Board’s work is available in the agendas, minutes, reports and press releases on the website, www.medicalboard.iowa.gov, and the Board’s page on Facebook. Much has been accomplished in the past year, but much more remains to be done. The Board looks forward to the many challenges that lie ahead and will continue to strengthen and enhance services to the public and licensees. I am very proud of the staff and Board members and their commitment to excellent service to the citizens of Iowa.

A contract for Project HR-20 "Treating Loess, Fine Sands and Soft Limestones with Liquid Binders" of the Iowa Highway Research Board was awarded in December, 1951, to the Iowa Engineering Experiment Station of Iowa State University as its Project 295-S. By 1954 the studies of the fine materials and asphalts had progressed quite well, and a method of treating the fine materials, called the atomization process, had been applied. A study was begun in 1954 to see if some of the problems of the atomization process could be solved with the use of foamed asphalt. Foamed asphalt has several advantages. The foaming of asphalt increases its volume, reduces its viscosity, and alters its surface tension so that it will adhere tenaciously to solids. Foamed asphalt displaces moisture from the surface of a solid and coats it with a thin film. Foamed asphalt can permeate deeply into damp soils. In the past these unusual characteristics were considered nuisances to be avoided if possible.

In the search for new soil stabilizing agents the effects of six organic cations on plastic limit, liquid limit, shrinkage limit, air-dry strength and rate of slaking of a highly plastic clay subsoil were studied. In all cases the plasticity index and shrinkage were reduced by the treatments. The air-dry strength was lowered in varying degree, which was the only undesirable effect noted. With one exception resistance to slaking was improved. It is concluded that large organic cations show promise as possible stabilizing agents for highly plastic fine-grained soils.

This bulletin is a compilation of the reports on completed research done for the Iowa State Highway Research Board Project HR-1, "The Loess and Glacial Till Materials of Iowa; an Investigation of Their Physical and Chemical Properties and Techniques for Processing Them to Increase Their All-Weather Stability for Road Construction.” The research, started in 1950, was done by the Iowa Engineering Experiment Station under its project 283-S. The project was supported by funds from the Iowa State Highway Commission.

Background: We examined one's own body image perception and its association with reported weight-related behavior among adolescents of a rapidly developing country in the African region. Methods: We conducted a school-based survey of 1432 students aged 11-17 years in the Seychelles. Weight and height were measured, and thinness, normal weight and overweight were assessed along standard criteria. A self-administered and anonymous questionnaire was administered. Perception of body image was assessed using both a closed-ended question (CEQ) and the Stunkard's pictorial silhouettes (SPS). Finally, a question assessed voluntary attempts to change weight. Results: Overall, 14.1% of the students were thin, 63.9% were normal-weight, and 22.0% were overweight or obese. There was fair agreement between actual weight status and self-perceived body image based on either CEQ or SPS. However, a substantial proportion of the overweight students did not consider themselves as overweight (SPS: 24%, CEQ: 34%) and, inversely, a substantial proportion of the normal-weight students considered themselves as too thin (SPS: 29%, CEQ: 15%). Among the overweight students, an adequate attempt to lose weight was reported more often by boys and girls who perceived themselves as overweight vs. not overweight (72-88% vs. 40-71%, p <0.05 for most comparisons). Among the normal-weight students, an inadequate attempt to gain weight was reported more often by boys and girls who perceived themselves as thin vs. not thin (27-68% vs. 11-19%, p <0.05). Girls had leaner own body ideals than boys. Conclusions: We found that substantial proportions of overweight students did not perceive themselves as overweight and/or did not want to lose weight and, inversely, that many normalweight students perceived themselves as too thin and/or wanted to gain weight: this points to forces that can drive the upwards overweight trends. Appropriate perception of one's weight was associated with adequate weight-control behavior, although not strongly, emphasizing that appropriate weight perception is only one of several factors driving adequate weight-related behavior. These findings emphasize the need to address appropriate perception of one's own weight and adequate weight-related behavior in adolescents for both individual and community weight-related interventions.

In this paper address we the question as to why participants tend to respond realistically to situations and events portrayed within an Immersive Virtual Reality (IVR) system. The idea is put forward, based on experience of a large number of experimental studies, that there are two orthogonal components that contribute to this realistic response. The first is"being there", often called"presence", the qualia of having a sensation of being in a real place. We call this Place Illusion (PI). Second, Plausibility Illusion (Psi) refers to the illusion that the scenario being depicted is actually occurring. In the case of both PI and Psi the participant knows for sure that that they are not"there" and that the events are not occurring. PI is constrained by the sensorimotor contingencies afforded by the virtual reality system. Psi is determined by the extent to which the system can produce events that directly relate to the participant, and the overall credibility of the scenario being depicted in comparison with expectations. We argue that when both PI and Psi occur, participants will respond realistically to the virtual reality.

Monimutkaisen tietokonejärjestelmän suorituskykyoptimointi edellyttää järjestelmän ajonaikaisen käyttäytymisen ymmärtämistä. Ohjelmiston koon ja monimutkaisuuden kasvun myötä suorituskykyoptimointi tulee yhä tärkeämmäksi osaksi tuotekehitysprosessia. Tehokkaampien prosessorien käytön myötä myös energiankulutus ja lämmöntuotto ovat nousseet yhä suuremmiksi ongelmiksi, erityisesti pienissä, kannettavissa laitteissa. Lämpö- ja energiaongelmien rajoittamiseksi on kehitetty suorituskyvyn skaalausmenetelmiä, jotka edelleen lisäävät järjestelmän kompleksisuutta ja suorituskykyoptimoinnin tarvetta. Tässä työssä kehitettiin visualisointi- ja analysointityökalu ajonaikaisen käyttäytymisen ymmärtämisen helpottamiseksi. Lisäksi kehitettiin suorituskyvyn mitta, joka mahdollistaa erilaisten skaalausmenetelmien vertailun ja arvioimisen suoritusympäristöstä riippumatta, perustuen joko suoritustallenteen tai teoreettiseen analyysiin. Työkalu esittää ajonaikaisesti kerätyn tallenteen helposti ymmärrettävällä tavalla. Se näyttää mm. prosessit, prosessorikuorman, skaalausmenetelmien toiminnan sekä energiankulutuksen kolmiulotteista grafiikkaa käyttäen. Työkalu tuottaa myös käyttäjän valitsemasta osasta suorituskuvaa numeerista tietoa, joka sisältää useita oleellisia suorituskykyarvoja ja tilastotietoa. Työkalun sovellettavuutta tarkasteltiin todellisesta laitteesta saatua suoritustallennetta sekä suorituskyvyn skaalauksen simulointia analysoimalla. Skaalausmekanismin parametrien vaikutus simuloidun laitteen suorituskykyyn analysoitiin.
