La aplicación de criterios de sostenibilidad ha de entenderse como el procedimiento esencial para la necesaria reconversión del sector de la construcción, que movilizando el 10% de la economía mundial, representa más de la tercera parte del consumo mundial de recursos, en torno al 30-40% del consumo energético y emisiones de gases de efecto invernadero, 30-40% de la generación de residuos y el 12% de todo el gasto en agua dulce del planeta. La presente investigación se enmarca en una estrategia general de promover la evaluación de la sostenibilidad en la edificación en el contexto español, dando un primer paso centrado en la evaluación del comportamiento ambiental. El hilo conductor de la investigación parte de la necesidad de establecer un marco teórico de sostenibilidad, que permita clarificar conceptos y definir criterios de valoración adecuados. Como siguiente paso, la investigación se dirige a la revisión del panorama internacional de normativa e instrumentos voluntarios, con el objetivo de clarificar el difuso panorama que caracteriza a la sostenibilidad en el sector de la edificación en la actualidad y enmarcar la investigación en un contexto de políticas y programaciones ya existentes. El objetivo principal reside en el planteamiento de una metodología de evaluación de los aspectos o impactos ambientales asociados al ciclo de vida de la edificación, aplicable al contexto español, como una de las tres dimensiones que constituyen los pilares básicos de la sostenibilidad. Los ámbitos de evaluación de los aspectos sociales y económicos, para los que no existe actualmente un grado de definición metodológico suficientemente congruente, son adicionalmente examinados, de cara a ofrecer una visión holística de la evaluación. Previo al desarrollo de la propuesta, se aborda, en primer lugar, la descripción de las características básicas y limitaciones de la metodología de Análisis de Ciclo de Vida (ACV), para posteriormente proceder a profundizar en el estado del arte de aplicación de ACV a la edificación, realizando una revisión crítica de los trabajos de investigación que han sido desarrollados en los últimos años. Esta revisión permite extraer conclusiones sobre su grado de coherencia con el futuro entorno normativo e identificar dos necesidades prioritarias de actuación: -La necesidad de armonización, dadas las fuertes inconsistencias metodológicas detectadas, que imposibilitan la comparación de los resultados obtenidos en los trabajos de evaluación. -La necesidad de simplificación, dada la complejidad inherente a la evaluación, de modo que, manteniendo el máximo rigor, sea viable su aplicación práctica en el contexto español. A raíz de la participación en los trabajos de desarrollo normativo a nivel europeo, se ha adquirido una visión crítica sobre las implicaciones metodológicas de la normativa en definición, que permite identificar la hoja de ruta que marcará el escenario europeo en los próximos años. La definición de la propuesta metodológica integra los principios generales de aplicación de ACV con el protocolo metodológico establecido en la norma europea, considerando adicionalmente las referencias normativas de las prácticas constructivas en el contexto español. En el planteamiento de la propuesta se han analizado las posibles simplificaciones aplicables, con el objetivo de hacer viable su implementación, centrando los esfuerzos en la sistematización del concepto de equivalente funcional, el establecimiento de recomendaciones sobre el tipo de datos en función de su disponibilidad y la revisión crítica de los modelos de cálculo de los impactos ambientales. Las implicaciones metodológicas de la propuesta se describen a través de una serie de casos de estudio, que ilustran su viabilidad y las características básicas de aplicación. Finalmente, se realiza un recorrido por los aspectos que han sido identificados como prioritarios en la conformación del escenario de perspectivas futuras, líneas de investigación y líneas de acción. Abstract Sustainability criteria application must be understood as the essential procedure for the necessary restructuring of the construction sector, which mobilizes 10% of the world economy, accounting for more than one third of the consumption of the world's resources, around 30 - 40% of energy consumption and emissions of greenhouse gases, 30-40% of waste generation and 12% of all the fresh water use in the world. This research is in line with an overall strategy to promote the sustainability assessment of building in the Spanish context, taking a first step focused on the environmental performance assessment. The thread of the present research sets out from the need to establish a theoretical framework of sustainability which clarifies concepts and defines appropriate endpoints. As a next step, the research focuses on the review of the international panorama regulations and voluntary instruments, with the aim of clarifying the fuzzy picture that characterizes sustainability in the building sector at present while framing the research in the context of existing policies and programming. The main objective lies in the approach of a methodology for the assessment of the environmental impacts associated with the life cycle of building, applicable to the Spanish context, as one of the three dimensions that constitute the pillars of sustainability. The areas of assessment of social and economic issues, for which there is currently a degree of methodological definition consistent enough, are further examined, in order to provide a holistic view of the assessment. The description of the basic features and limitations of the methodology of Life Cycle Assessment (LCA) are previously addressed, later proceeding to deepen the state of the art of LCA applied to the building sector, conducting a critical review of the research works that have been developed in recent years. This review allows to establish conclusions about the degree of consistency with the future regulatory environment and to identify two priority needs for action: - The need for harmonization, given the strong methodological inconsistencies detected that prevent the comparison of results obtained in assessment works. - The need for simplification, given the inherent complexity of the assessment, so that, while maintaining the utmost rigor, make the practical application feasible in the Spanish context. The participation in the work of policy development at European level has helped to achieve a critical view of the methodological implications of the rules under debate, identifying the roadmap that will mark the European scene in the coming years. The definition of the proposed methodology integrates the general principles of LCA methodology with the protocol established in the European standard, also considering the regulatory standards to construction practices in the Spanish context. In the proposed approach, possible simplifications applicable have been analyzed, in order to make its implementation possible, focusing efforts in systematizing the functional equivalent concept, establishing recommendations on the type of data based on their availability and critical review of the calculation models of environmental impacts. The methodological implications of the proposal are described through a series of case studies, which illustrate the feasibility and the basic characteristics of its application. Finally, the main aspects related to future prospects, research lines and lines of action that have been identified as priorities are outlined.

This paper shows the results of a research aimed to formulate a general model for supporting the implementation and management of an urban road pricing scheme. After a preliminary work, to define the state of the art in the field of sustainable urban mobility strategies, the problem has been theoretically set up in terms of transport economy, introducing the external costs’ concept duly translated into the principle of pricing for the use of public infrastructures. The research is based on the definition of a set of direct and indirect indicators to qualify the urban areas by land use, mobility, environmental and economic conditions. These indicators have been calculated for a selected set of typical urban areas in Europe on the basis of the results of a survey carried out by means of a specific questionnaire. Once identified the most typical and interesting applications of the road pricing concept in cities such as London (Congestion Charging), Milan (Ecopass), Stockholm (Congestion Tax) and Rome (ZTL), a large benchmarking exercise and the cross analysis of direct and indirect indicators, has allowed to define a simple general model, guidelines and key requirements for the implementation of a pricing scheme based traffic restriction in a generic urban area. The model has been finally applied to the design of a road pricing scheme for a particular area in Madrid, and to the quantification of the expected results of its implementation from a land use, mobility, environmental and economic perspective.

A sustainable manufacturing process must rely on an also sustainable raw materials and energy supply. This paper is intended to show the results of the studies developed on sustainable business models for the minerals industry as a fundamental previous part of a sustainable manufacturing process. As it has happened in other economic activities, the mining and minerals industry has come under tremendous pressure to improve its social, developmental, and environmental performance. Mining, refining, and the use and disposal of minerals have in some instances led to significant local environmental and social damage. Nowadays, like in other parts of the corporate world, companies are more routinely expected to perform to ever higher standards of behavior, going well beyond achieving the best rate of return for shareholders. They are also increasingly being asked to be more transparent and subject to third-party audit or review, especially in environmental aspects. In terms of environment, there are three inter-related areas where innovation and new business models can make the biggest difference: carbon, water and biodiversity. The focus in these three areas is for two reasons. First, the industrial and energetic minerals industry has significant footprints in each of these areas. Second, these three areas are where the potential environmental impacts go beyond local stakeholders and communities, and can even have global impacts, like in the case of carbon. So prioritizing efforts in these areas will ultimately be a strategic differentiator as the industry businesses continues to grow. Over the next forty years, world?s population is predicted to rise from 6.300 million to 9.500 million people. This will mean a huge demand of natural resources. Indeed, consumption rates are such that current demand for raw materials will probably soon exceed the planet?s capacity. As awareness of the actual situation grows, the public is demanding goods and services that are even more environmentally sustainable. This means that massive efforts are required to reduce the amount of materials we use, including freshwater, minerals and oil, biodiversity, and marine resources. It?s clear that business as usual is no longer possible. Today, companies face not only the economic fallout of the financial crisis; they face the substantial challenge of transitioning to a low-carbon economy that is constrained by dwindling natural resources easily accessible. Innovative business models offer pioneering companies an early start toward the future. They can signal to consumers how to make sustainable choices and provide reward for both the consumer and the shareholder. Climate change and carbon remain major risk discontinuities that we need to better understand and deal with. In the absence of a global carbon solution, the principal objective of any individual country should be to reduce its global carbon emissions by encouraging conservation. The mineral industry internal response is to continue to focus on reducing the energy intensity of our existing operations through energy efficiency and the progressive introduction of new technology. Planning of the new projects must ensure that their energy footprint is minimal from the start. These actions will increase the long term resilience of the business to uncertain energy and carbon markets. This focus, combined with a strong demand for skills in this strategic area for the future requires an appropriate change in initial and continuing training of engineers and technicians and their awareness of the issue of eco-design. It will also need the development of measurement tools for consistent comparisons between companies and the assessments integration of the carbon footprint of mining equipments and services in a comprehensive impact study on the sustainable development of the Economy.

Nowadays, it is urgent to renovate a great number of residential buildings. The necessity of improving energy efficiency must also be considered as an opportunity to improve indoor comfort. To achieve this goal, it is essential to develop tools to be used in the decision-making process, aiming to refurbish buildings in an integrated, efficient and sustainable way. The integrated system developed is based on a set of indicators. Sustainability indicators are useful to synthesize and organize complex information. They can provide data to evaluate a process in different stages: evaluation, diagnosis, comparison and tracing. The set of proposed indicators aims to accomplish the holistic approach pursued by sustainable development. So, these indicators are divided into three groups: environmental, social and economic. However, the main innovation of the system of indicators is the social ones. The sustainable refurbishment system aims to be a user-focused one. Therefore, the starting point is the needs of the user and social indicators are developed around this. The system tackles the sustainable refurbishment of buildings beyond energy problems. It proposes incorporating users in the decision-making process involving them in the refurbishment and so, contributing to the success of the renovation. In order to achieve this target, three social indicators are used, divided into 10 sub-indicators, and a ?Questionnaire about Sustainable Refurbishment? is drawn up. This research has been carried out in the framework of ?Sustainable Refurbishment? Research and Development Project, an integrated project under the supervision of the Centro para el Desarrollo Tecnológico e Industrial (CDTI) from the Spanish Government, in which University and the Construction Industry collaborate. This research project aims to develop an integrated system for the retrofitting of existing buildings to improve their energy efficiency. Accordingly, an additional objective of the project is to improve quality of life of residents.

El empleo de nuevas adiciones en el cemento se plantea como una vía para que éste sea un material más sostenible. En este contexto, las cenizas de fondo o cenicero de las centrales termoeléctricas de carbón actualmente se están llevando a vertederos creando un problema medioambiental o se están empleando con usos minoritarios. Sin embargo, la presente Tesis doctoral demuestra cómo este material puede ser empleado como un componente principal de los cementos portland mezclado en una proporción optimizada con las cenizas volantes o solo. Por tanto, este estudio se puede considerar como un trabajo prenormativo que cubre las demandas de la sociedad tanto económicas como ambientales. Se han estudiado las propiedades químicas, físicas y mecánicas de las cenizas de fondo o cenicero de las centrales termoeléctricas de carbón como una adición potencial de los cementos portland (con adiciones) en comparación con los cementos portland con cenizas volantes. En consecuencia, el objeto de la presente Tesis Doctoral es el análisis de las prestaciones de morteros elaborados con clínkeres de cemento portland y cenizas de fondo o cenicero con cenizas volantes de las centrales termoeléctricas de carbón en unos porcentajes similares a los correspondientes a los CEM II/A-V, CEM II/B-V y CEM IV/A (V) de la UNE-EN 197-1:2011. La caracterización de las cenizas de fondo o cenicero y de las cenizas volantes de las centrales termoeléctricas de carbón se ha realizado mediante las técnicas analíticas de FRX, ICP, análisis químicos, DRX, densidad, granulometría láser, superficie específica Blaine, ATD, TG, puzolanicidad, MEB y EDX; mientras que la caracterización de las mezclas se ha realizado mediante análisis químico (análisis químico, FRX e ICP y), DRX, MIP, granulometría láser, puzolanicidad, MEB y EDX, agua de consistencia normal, inicio y final de fraguado, estabilidad de volumen, colorimetría, calor de hidratación, DTA y TG, asícomo ensayos de resistencia; resistencia a flexión y compresión y ensayos de durabilidad (carbonatación natural, resistencia al hielo-deshielo, resistencia a la acción de los sulfatos y resistencia a la reacción árido-álcali). Finalmente, se han comprobado las propiedades de las cenizas de cenicero y cenizas volantes en hormigones, realizando ensayos de resistencia a compresión y resistividad. Los resultados obtenidos indican que la sustitución parcial o completa de las cenizas volantes por las de cenicero no tiene un efecto tecnológicamente importante en las propiedades ni mecánicas ni durables, incluso los mejora en determinados aspectos. Por tanto, se recomienda la normalización de las cenizas de fondo o cenicero de las centrales termoeléctricas de carbón como componente principal de los cementos portland comunes de la UNE-EN 197-1:2011. Actualmente, la mayoría de las cenizas de fondo se consideran como un residuo que no tiene un posible uso. Sólo se han encontrado algunos datos relativos a la aplicación de este material combinado con cenizas volantes como un componente principal de los cementos portland. Por tanto, la realización de un estudio integrado considerando aspectos que van desde la caracterización de las cenizas hasta las mezclas de conglomerante y la hidratación de éstas, desarrollo de resistencias y demás prestaciones y durabilidad (carbonatación natural, resistencia al hielo-deshielo, resistencia a la acción de los sulfatos y resistencia a la reacción árido-álcali), así como los ensayos de resistencia en hormigón es totalmente novedoso. Como resultado final se propone incorporar estas nuevas adiciones en aplicaciones particulares y en la norma más apropiada para ello. Los resultados han demostrado que la sustitución completa o parcial de las cenizas volantes por cenizas de fondo o cenicero de las centrales termoeléctricas de carbón en cementos de los tipos CEM II/A-V, CEM II/B-V y CEM IV/A no afecta de forma significativa en la resistencia a compresión a 1, 3 ,7, 28 ni 90 días ni a la durabilidad. En parte esto se debe a que la composición química de ambas cenizas es muy similar en la mayoría de los elementos tales como Fe2O3, TiO2, P2O5, SrO2, aunque en algún caso, como en el ZnO, se encuentra alguna ligera diferencia. Por tanto, se pueden esperar unas ligeras diferencias en el mecanismo de hidratación de las diferentes mezclas estudiadas. La presencia de los óxidos mencionados afectará a la composición de la fase acuosa y, en consecuencia, podrían ser elementos lixiviables. Asimismo, influyen de distinta manera en propiedades tales como los tiempos de fraguado y en la durabilidad. New additions to the cement are needed to achieve a more sustainable construction material. Within this context, bottom ashes produced in coal-fired power stations are currently wastes which are dumped provoking an environmental problem. Only in few cases are being used in minor applications. However, the present PhD Thesis shows how this material can be used as a main constituent of Portland cement when it is mixed in an optimised proportion with fly ashes or added to the Portland clinker alone. Therefore, this study may also be considered as a pre-standardization work which covers both the environmental and economic demands of society. Chemical, physical and mechanical characteristics of pulverized coal combustion bottom ash used as a potential constituent of Portland cements (with additions) are studied in comparison to Portland cements with fly ashes. Therefore, the aim of this experimental PhD Thesis is the analysis of the performance of mortars made of clinker of Portland cement and bottom and/or fly ashes in similar proportions to those of CEM II/A-V, CEM II/B-V and CEM IV/A (V) according to EN 197-1:2011. Characterisation of bottom and fly ashes has been done by XRF, ICP, chemical analyses, XRD, density, laser granulometry, Blaine, ATD, TG, pozzolanity, SEM and EDS. Characterisation of bottom and fly ashes mixes has been perform by chemical analyses, XRF, ICP, XRD, MIP, laser granulometry, pozzolanity, SEM, EDS, setting time, soundness, colorimetric test, heat of hydration, ATD, TG, compressive strength, and durability tests (natural carbonation, frost-thaw resistance, sulphate resistance and silica-alkali resistance). In conclusion, it can be established that partial or complete replacement of fly ash by bottom ash has neither significant effect on mechanical nor durability properties. Even, they are improved in several aspects. Therefore, it is recommended to standardise the bottom ash as a main cement constituent of the European standard EN 197-1:2011. Nowadays, most bottom ashes are considered as waste without any potential re-use. Only a few papers deal with the study of this material and its use mixed with fly ashes to be employed as a main constituent of Portland cement. Therefore, the execution of an integrated study considering together aspects from the initial characterization of the ashes and blinder mixes to the hydration steps, strength achievement, leading behaviour and durability (natural carbonation, sulphate attack, aggregate-alcali reaction and freeze-thaw resistance) is totally new. As result, it is proposed to include this new addition for particular applications in the appropriate cement standard. The results have shown that with regard to the compressive strength at 1, 3, 7, 28 and 90 days, partial or complete replacement of fly ash by bottom ash in CEM II/A-V, CEM II/B-V and CEM IV/A has no more significant effects. Partially, this can be explained because the bottom ash contains a similar amount of most of the elements, Fe2O3, TiO2, P2O5, SrO2, and so on, instead of ZnO. Therefore, slight hydration differences are expected. The presence of such oxides might have a significant effect on pore solution concentration and so will be leachable constituents. They will also play an important role in the cement properties such as setting times and durability.

La empresa social es un modelo organizativo que presenta un interesante potencial para resolver problemáticas sociales. La empresa social ha despertado interés tanto en países industrializados como en economías en vías de desarrollo porque representa un modelo dentro del capitalismo que persigue objetivos sociales mediante la realización de actividades de mercado (compra y venta de productos y/o servicios principalmente). A pesar de sus raíces lejanas en el tiempo se trata de un campo de conocimiento relativamente joven, donde la literatura académica presenta escasez de estudios empíricos. El desarrollo teórico para buscar claridad conceptual ha sido el principal caballo de batalla de los últimos años, y por tanto, se ha prestado poca atención a generar evidencias sobre cómo funcionan las empresas sociales y sobre sus claves de su éxito. Se considera que la mejora en la comprensión de este modelo organizativo pasa por la construcción de herramientas para que académicos y practicantes mejoren su conocimiento sobre los mecanismos internos de las empresas sociales. En este contexto nace la presente tesis doctoral sobre empresa social, que tiene por objetivo la creación de un marco de análisis que permita el estudio de las empresas sociales desde una dimensión organizativa, es decir, que aborde los elementos clave que describen el funcionamiento de este tipo de organizaciones. Para ello, en este trabajo se aborda la construcción del modelo para el análisis organizativo de las empresas sociales a partir del análisis semántico de las 45 principales definiciones de empresa social. A partir de este análisis se identifican dos dimensiones de análisis de la empresa social: -Cuatro principios, comunes a todas las manifestaciones del fenómeno, que recogen la esencia del concepto. -Ocho elementos organizativos específicos de la empresa social que describen la forma en la que cada iniciativa se implementa en un contexto determinado. Es decir, elementos de diseño presentes en diferente medida que dan lugar a tipologías de empresa social diferentes. Estos elementos son: la proposición de valor social, la búsqueda de impacto a largo plazo, la cultura organizativa, la conexión con los beneficiarios, el liderazgo emprendedor y los mecanismos de gobernanza, el ecosistema colaborativo, la estrategia empresarial y la orientación a la autosuficiencia económica. A partir de este marco de análisis, se construyen dos herramientas de diagnóstico que permiten su aplicación al estudio de empresas sociales: una tabla de indicadores para el análisis externo (por parte de un investigador ajeno a la organización) y un cuestionario de diagnóstico para el análisis interno (a través del personal de la empresa social objeto de estudio). Las herramientas intentan dar respuesta a la necesidad de desarrollar constructos para el estudio empírico de las empresas sociales. Para analizar la utilidad del modelo y de las herramientas se llevaron a cabo tres estudios de caso: -La empresa social ACCIONA Microenergía Perú que proporciona energía eléctrica a comunidades rurales aisladas en la región peruana de Cajamarca. -La empresa social Integra-e que propone un mecanismo de inserción socio-laboral en Madrid para jóvenes en riesgo de exclusión a través de la formación en Tecnologías de la Información y la Comunicación (TIC). -Un conjunto de redes de telecentros pertenecientes a la red LAC de la fundación Telecentres.org que proporcionan acceso a servicios de información (Internet entre otros) en diferentes países de Latinoamérica. La aplicación de las herramientas mostró ser útil en los tres estudios de caso para obtener una relación de evidencias con las que analizar la proximidad de una organización al ideal de empresa social. El ejercicio de análisis también resultó interesante como ejercicio reflexivo para las entidades participantes. Los resultados del cuestionario fueron especialmente interesantes en los telecentros de la Fundación Telecentre.org ya que al ser un estudio multicaso se pudo realizar un rico análisis estadístico sobre el funcionamiento de los telecentros y su desempeño. El estudio permitió identificar relaciones interesantes entre los ocho elementos de diseño del modelo propuesto y el desempeño de la organización. En particular, se detectó que para todos los casos estudiados: -La dimensión económica es la componente del desempeño que mayor desafíos plantea. -La existencia de una alta correlación entre el desempeño y siete de los ocho elementos organizativos del modelo. -La importancia de la cultura organizativa como elemento que explica el desempeño global de la organización y la satisfacción de los empleados. El campo de la empresa social presenta importantes retos de futuro, como la claridad conceptual, el desarrollo de estudios empíricos y la medida de su impacto social. El conocimiento de las claves organizativas puede ayudar a diseñar empresas sociales más robustas o a que organizaciones con fines sociales que no se basan en mecanismos de mercado consideren la posibilidad de incorporar éstos en su estrategia. ABSTRACT Social enterprise is an organizational model with a strong potential to help solving social problems. Recently, interest for the model has risen in both industrialized and developing countries because it is organized to achieve altruistic or social goals through market activities (mainly sales of products and services). Despite its historic roots, it is a relatively young field of research, where academic literature has little empirical data to accompany the theoretical development of social enterprise. Conceptual clarification has been the main challenge during the recent years, and there has been little attention given to generate evidence on how social enterprises operate and their keys to success. Progress in empirical study involves the construction of tools for researchers, in order to increase understanding of the internal mechanisms of social enterprises. This thesis aims to create a conceptual framework to study social enterprises from an organizational point of view, by analyzing the key elements that explain the operation and organization of this organizational model. The framework for the organizational analysis of social enterprises was built supported by the semantic analysis of 45 main definitions of social enterprise. The framework is divided into two dimensions: -There are four principles which capture the essence of the social enterprise concept, and are present in the manifestations of cases. -There are eight design elements which help analyze the characteristics of each particular social enterprise initiative: the social value proposition, social impact orientation, organizational culture, links to beneficiaries, entrepreneurial leadership, collaborative ecosystem, entrepreneurial strategy and orientation to economic self-sufficiency. Two diagnostic tools were developed to apply the framework to case studies: a scoreboard of indicators (to be used by the researcher during external analysis of the organization) and a questionnaire (to be answered by the social enterprise staff). The dissertation undertakes the study of three case studies: -ACCIONA Microenergia Peru, a social enterprise that provides electricity to isolated rural communities in the Peruvian region of Cajamarca. -Integra-e, a social enterprise located in Madrid that promotes socioprofessional integration of young people through training in ICT. -A sample of telecenters of the LAC network that provide access to information services (such as Internet) in Latin America. Applying the tools proved to be useful in all three cases, because it helped to obtain evidence to compare the proximity of an organization to an ideal type of social enterprise. In all the cases studied, the economic sustainability proved to be the biggest challenge for the organizations. The application of the questionnaire to the telecenters was especially informative because it was a multicase study which provided a rich statistical analysis on the performance of call centers. The study identified unique relationships between the model elements and the organziation performance. A statistical analysis shows a high correlation between performance and seven organizational elements described in the model. The organizational culture seems to be an important factor in explaining the overall organizational performance and employee satisfaction. The field of social enterprise has significant future challenges -such as conceptual clarity, the development of empirical studies and social impact assessment. A deep understanding of key organizational aspects of social enterprises can help in the design of more robust organizations and to bring success to social-purpose organizations.

(SPA) La elección de localizaciones para la implantación de actividades industriales es un problema complejo, donde a los criterios de coste y eficiencia se han ido añadiendo otros nuevos relativos tanto al impacto en el medio ambiente como a la imagen de la empresa reflejada en la Responsabilidad Social Empresarial. Los criterios medioambientales han ido adquiriendo gran relevancia en la decisión final, hasta convertirse, gracias a la obligación de someter los proyectos a evaluación ambiental, en elementos clave en la decisión final. Por ello, resulta relativamente frecuente que los promotores consulten previamente con la Administración sobre la viabilidad de sus proyectos antes de iniciar un dilatado procedimiento administrativo. En este trabajo se plantea la utilización de indicadores de sostenibilidad y su aplicación, a través de un modelo de decisiones multicriterio, para la ordenación de las distintas opciones de ubicación inicialmente consideradas, de tal forma que se conviertan en instrumento de tanteo y ayuda en la toma de estas decisiones. Para mostrar su utilidad se propone la utilización de la herramienta de apoyo basada en la metodología PROMETHEE y su aplicación en la ordenación de cinco emplazamientos alternativos para la instalación de una cementera en la Comunidad de Madrid según criterios de sostenibilidad. (ENG) The choice of locations for the implementation of industrial activities is a complex problem where the cost and efficiency criteria have been adding new ones relating to the environment impact and the company’s corporate image reflected in Corporate Social Responsability. The environmental criteria have been getting big importance in the final decision, to become key elements in the final decision, due to the duty of submit of environmental assessment projects. Therefore, promoters, quite often, ask previously to the Administration about the viability of their projects before starting a lengthy administrative procedure. This paper proposes the use of sustainability indicators and their application through a multi-criteria decision model for managing the establishment options initially considered, so that they become an help instrument of estimation in order to making these decisions. To show its usefulness we propose the use of the support tool for decision making based on the PROMETHEE methodology and its application in the management of 5 alternative sites for the installation of a cement factory in the Community of Madrid under sustainability criteria.

The paper describes some relevant results of an on-going research aiming to elaborate a methodology to help the mobility management in natural parks, compatible with their protection missions: it has been developed a procedure to reproduce the mobility-environment relationships in various operational conditions. The final purpose is the identification of: a) the effects of various choices in transport planning, both at long term and strategic level; b) the most effective policies of mobility management. The work is articulated in the following steps: 1) definition of protected area on the basis of ecological and socio-economic criteria and legislative constraints; 2) analysis of mobility needs in the protected areas; 3) reconstruction of the state of the art of mobility management in natural parks at European level; 4) analysis of used traffic flows measurement methods; 5) analysis of environmental impacts due to transport systems modelling (air pollution and noise only); 6) identification of mitigation measures to be potentially applied. The whole methodology has been tested and validated on Italian case studies: i) the concerned area has been zoned according to the land-use peculiarities; ii) the local situations of transport infrastructure (roads and parking), services (public transport systems) and rules (traffic regulations) have been mapped with references to physical and functional attributes; iii) the mobility, both systematic and touristic, has been represented in an origin-destination matrix. By means of an assignment model the flows have been distributed and the corresponding average speeds to quantify gaseous and noise emissions was calculated, the criticalities in the reference scenario have been highlighted, as well as some alternative scenarios, including both operational and infrastructural measures have been identified. The comparison between projects and reference scenario allowed the quantification of effects (variation of emissions) for each scenario and a selection of the most effective management actions to be taken.

En un contexto de rápido crecimiento de la población urbana y de cambio climático global, la consecución de un modelo de desarrollo sostenible pasa inevitablemente por construir ciudades más sostenibles. Basado en una intensiva impermeabilización de los suelos, el modelo actual de desarrollo urbano modifica profundamente el ciclo natural del agua en las ciudades. La drástica reducción de la capacidad de infiltración del terreno hace que gran parte de la precipitación se transforme en escorrentía superficial, que se concentra rápidamente originando grandes caudales punta. Además, el lavado de las superficies urbanas aporta altas cargas de contaminación a la escorrentía que producen importantes impactos en los medios receptores. Esta realidad motiva la realización de la presente tesis doctoral cuyo objetivo general es contribuir a la consecución de ciudades sostenibles a través de la gestión integral de las aguas de lluvia en los entornos urbanos. Con el objetivo prioritario de minimizar los riesgos de inundación, el enfoque convencional del drenaje urbano desarrolló las primeras soluciones en relación a los caudales punta, centralizando su gestión en el sistema de saneamiento e incorporando la escorrentía al mismo tan rápido como fuera posible. Pero en episodios de lluvias intensas la sobrecarga tanto hidráulica como de contaminación del sistema provoca un incremento de la vulnerabilidad de la población a las inundaciones, una falta de garantía de salud pública y graves impactos sobre los medios receptores. La aprobación en 1987 del CleanWaterAct en Estados Unidos, en el que se reconoció por primera vez el problema de la contaminación aportada por la escorrentía urbana, fue el punto de partida de un nuevo enfoque que promueve un conjunto de técnicas de drenaje que integran aspectos como cantidad de agua, calidad de agua y servicio a la sociedad. Estas técnicas, conocidas como Sistemas de Drenaje Sostenible (SUDS), son consideradas como las técnicas más apropiadas para gestionar los riesgos resultantes de la escorrentía urbana así como para contribuir a la mejora medioambiental de la cuenca y de los ecosistemas receptores. La experiencia internacional apunta a que la efectiva incorporación de los SUDS como sistemas habituales en el desarrollo urbano debe basarse en tres elementos clave: El desarrollo de un marco normativo, la aplicación de instrumentos económicos y la participación ciudadana activa en el proceso. Además se identifica como una de las líneas estratégicas para avanzar en la resolución de la problemática el desarrollo y aplicación de metodologías que apoyen el proceso de toma de decisiones basadas en indicadores cuantificables. Convergiendo con esta línea estratégica la presente tesis doctoral define unos indicadores de sostenibilidad focalizados en una temática no desarrollada hasta el momento, la gestión integral de las aguas de lluvia. Para ello, se aplica el marco analítico Presión-Estado–Respuesta bajo un enfoque que rebasa el sistema de saneamiento, enmarcando la gestión de las aguas de lluvia en las múltiples y complejas interrelaciones del sistema urbano. Así se determinan indicadores de presión, de estado y de respuesta para cada elemento del sistema urbano (Medio Receptor – Cuenca Urbana – Sistema de Saneamiento), definiendo para cada indicador el objetivo específico, la unidad de medición, la tendencia deseada de evolución y la periodicidad de seguimiento recomendada. La validez de la metodología propuesta se comprueba en el estudio de caso de la ciudad de Zaragoza. La determinación de los indicadores permite realizar un diagnóstico y definir unas líneas estratégicas de actuación que contemplan mejoras no sólo en el sistema de saneamiento y drenaje urbano, sino también en el marco normativo, urbanístico, económico, social y ambiental. Finalmente, se concluye que la integración de la gestión de las aguas de lluvia en las políticas de ordenación del territorio, el desarrollo de mecanismos de coordinación institucional, la mejora del marco normativo y la aplicación de instrumentos económicos son elementos clave para la gestión integral de las aguas de lluvia y el consecuente desarrollo de ciudades más sostenibles en España. In a context of rapid urbanization and global climate change, coping with sustainable development challenges requires the development of sustainable cities. Based on an intensive soil permeability reduction, the current development model deeply modifies the natural water cycle in the urban environment. Reduction of soil infiltration capacity turns most of the rainwater into surface runoff, rapidly leading to heavy peak flows which are highly contaminated due to the flushing of the urban surface. This is the central motivation for this thesis, which aspires to contribute to the attainment of more sustainable cities through an integrated management of rainwater in urban environments. With the main objective of minimizing floods, the conventional approach of drainage systems focused on peak flows, centralizing their management on the sewage system and incorporating flows as fast as possible. But during heavy rains the hydraulic and contamination overcharge of the sewage system leads to an increase in the vulnerability of the population, in regards to floods and lack of public health, as well as to severe impacts in receiving waters. In 1987, the United States’Clean Water Act Declaration, which firstly recognized the problem of runoff contamination, was the starting point of a new approach that promotes a set of techniques known as Sustainable Drainage Systems (SUDS)that integrates issues such as quantity of water, quality of water and service to society. SUDS are considered the most suitable set of techniques to manage the risks resulting from urban runoff, as well as to contribute to the environmental enhancement of urban basins and of the aquatic ecosystems. International experience points out that the effective adoption of SUDS as usual systems in urban development must be based on three key elements: The enhancement of the legal frame, the application of economic tools and the active public participation throughout the process. Additionally, one of the strategic actions to advance in the resolution of the problem is the development and application of methodologies based in measurable indicators that support the decision making process. In that line, this thesis defines a set of sustainability indicators focused in integrated management of rainwater. To that end, the present document applies the analytical frame Pressure – State – Response under an approach that goes beyond the sewage system and considers the multiple and complex interrelations within urban systems. Thus, for the three basic elements that interact in the issue (Receiving Water Bodies – Urban Basin – Sewage System) a set of Pressure – State – Response indicators are proposed, and the specific aim, the measurement unit, the desired evolution trend and the regularity of monitoring are defined for each of the indicators. The application of the proposed indicators to the case study of the city of Zaragoza acknowledged their suitability for the definition of lines of action that encompass not only the enhancement of the performance of sewage and drainage systems during rain events, but also the legal, urban, economic, social and environmental framework. Finally, this thesis concludes that the inclusion of urban rainwater management issues in the definition of regional planning policies, the development of mechanisms to attain an effective institutional coordination, the enhancement of the legal framework and the application of economic tools are key elements in order to achieve an integrated rainwater management and the subsequent sustainability of urban development in Spain.

Las instalaciones de residuos mineros abandonadas procedentes de la minería metálica pueden suponer un grave riesgo medioambiental y de seguridad debido a su potencial contaminante y a la posibilidad de ocasionar accidentes por su fallo estructural. Desgraciadamente, en la mayoría de los países de la Unión Europea existen un gran número de presas, balsas, pilas de lixiviación y escombreras mineras cerradas que se encuentran abandonadas y sin ningún control estructural o ambiental al haberse originado en actividades extractivas finalizadas con anterioridad a la aparición de las primeras normativas de índole ambiental aplicables. Algunas de las instalaciones de residuos mineros abandonadas pueden además contener reservas de metales apreciables al proceder sus residuos de actividades extractivas pasadas en las que se emplearon procesos metalúrgicos e hidrometalúrgicos de concentración con eficiencias de recuperación inferiores a las obtenibles con técnicas extractivas actuales. En la presente tesis doctoral se ha desarrollado una metodología de análisis que puede servir de herramienta útil para la toma de decisiones en los procesos de remediación de instalaciones de residuos mineros procedentes de la minería metálica. Dicha metodología se ha construido a partir de los resultados que se puedan obtener del análisis de riesgos ambientales de las instalaciones estudiadas, estableciendo las metodologías más apropiadas para su remediación en función de los riesgos específicos que presenten. La metodología propuesta incluye además el análisis de la posibilidad de proceder al aprovechamiento de los residuos mineros presentes en las instalaciones mediante la extracción de sus metales, para lo que se han desarrollado una serie de expresiones que pueden emplearse en el análisis de la viabilidad en términos económicos, ambientales y sostenibles de dicho aprovechamiento obtenidas sobre la base de las últimas experiencias al respecto registradas bibliográficamente y del estudio de los costes de inversión y operación que pueden suponer dichas operaciones en función de las tecnologías extractivas empleadas. Para finalizar, en la última parte de la tesis se incluye un caso práctico de aplicación de la metodología desarrollada en el que se estudian las posibilidades de remediación de tres presas mineras abandonadas procedentes de la extracción de plomo y zinc y se analiza la posibilidad de proceder al aprovechamiento de sus residuos mediante la extracción de metales de sus estériles. ABSTRACT The abandoned mining waste facilities from the metallic mining may pose environmental and safety risks due to its pollution potential as well as due to the possibility of structural collapses. Unfortunately, in most countries of the European Union there are a large number of tailing dams, tailing ponds, leaching heaps and mining waste-rock dump sites that are abandoned without any structural or environmental control. That is because they were originated in extractive activities completed prior to the appearance of the first environmental applicable regulations. Some of the abandoned mining waste facilities can also contain significant reserves of metals due to the fact that their waste comes from past mining activities when metallurgical processes and hydrometallurgical concentration were used with lower efficiency than those obtainable with present recovery mining techniques. At present thesis a method of analysis that can serve as a useful tool for decision making in the process of remediation of mining waste facilities from the metal mining has been developed. This methodology has been built from the results that may be obtained from the analysis of environmental risks at studied facilities, therefore establishing the most appropriate methodologies for its remediation based on their specific risks. The proposed methodology also includes the analysis of the possibility to beneficiate the mining residues contained on the mining waste facilities by extracting their metals. For that purpose, some expressions have been developed that can be used in the analysis of the economic viability of such extraction. Expressions are obtained on the basis of recent registered bibliographically, experiences and from the study of investment and operating costs that may suppose such extractions depending on extractive technologies used. Finally, in the last part of the thesis a case of application of the methodology proposed has been developed, in which, the possibilities for remediation of three abandoned mining dams related to the extraction of lead and zinc are studied and the possibility of beneficiate their waste by extracting metals is analyzed.

La teoría de reconocimiento y clasificación de patrones y el aprendizaje automático son actualmente áreas de conocimiento en constante desarrollo y con aplicaciones prácticas en múltiples ámbitos de la industria. El propósito de este Proyecto de Fin de Grado es el estudio de las mismas así como la implementación de un sistema software que dé solución a un problema de clasificación de ruido impulsivo, concretamente mediante el desarrollo de un sistema de seguridad basado en la clasificación de eventos sonoros en tiempo real. La solución será integral, comprendiendo todas las fases del proceso, desde la captación de sonido hasta el etiquetado de los eventos registrados, pasando por el procesado digital de señal y la extracción de características. Para su desarrollo se han diferenciado dos partes fundamentales; una primera que comprende la interfaz de usuario y el procesado de la señal de audio donde se desarrollan las labores de monitorización y detección de ruido impulsivo y otra segunda centrada únicamente en la clasificación de los eventos sonoros detectados, definiendo una arquitectura de doble clasificador donde se determina si los eventos detectados son falsas alarmas o amenazas, etiquetándolos como de un tipo concreto en este segundo caso. Los resultados han sido satisfactorios, mostrando una fiabilidad global en el proceso de entorno al 90% a pesar de algunas limitaciones a la hora de construir la base de datos de archivos de audio, lo que prueba que un dispositivo de seguridad basado en el análisis de ruido ambiente podría incluirse en un sistema integral de alarma doméstico aumentando la protección del hogar. ABSTRACT. Pattern classification and machine learning are currently expertise areas under continuous development and also with extensive applications in many business sectors. The aim of this Final Degree Project is to study them as well as the implementation of software to carry on impulsive noise classification tasks, particularly through the development of a security system based on sound events classification. The solution will go over all process stages, from capturing sound to the labelling of the events recorded, without forgetting digital signal processing and feature extraction, everything in real time. In the development of the Project a distinction has been made between two main parts. The first one comprises the user’s interface and the audio signal processing module, where monitoring and impulsive noise detection tasks take place. The second one is focussed in sound events classification tasks, defining a double classifier architecture where it is determined whether detected events are false alarms or threats, labelling them from a concrete category in the latter case. The obtained results have been satisfactory, with an overall reliability of 90% despite some limitations when building the audio files database. This proves that a safety device based on the analysis of environmental noise could be included in a full alarm system increasing home protection standards.

The construction industry produces great environmental impacts to the planet. In order to tackle this problem, the European Union has put into effect Regulation No 305/2011, which compels the construction products manufacturers to carry out environmental performance studies of these products and thus make public the impact they cause on the environment. The aim of this research is to make known the environmental impacts of the SOS Natura Conventional Façade (CF) solution, obtained within the research project "SOS Natura, Vegetal Architectural Solutions" developed by the Department of Construction and Technology in Architecture of the School of Architecture of the Technical University of Madrid (Spain). In addition, we report an environmental comparative with the Natural Water Tank Façade (NWTF), studied previously by the same work group and included in the same research project.We present as well an uncertainty analysis for both façades. Following the study conducted we conclude that the NWTF profile has a slightly better environmental behaviour when compared to the CF profile for the entire life cycle in most of the impact categories analysed in this study. However it should also be noted that, in detail and at stage level, the NWTF presents a higher environmental impact than the CF.

A pesquisa sobre as percepções de residentes da região de Piracicaba em relação às questões ambientais e ao futuro da humanidade no planeta foi desenvolvida com base em um questionário semi-estruturado. As questões buscaram levantar dados autoavaliativos sobre perfil, comportamentos, estado de humor, qualidade de vida, condição econômica e hábitos de consumo, práticas para destinação de resíduos, iniciativas de exercício de cidadania em prol da sustentabilidade socioambiental, para enfim, indagar sobre percepções de futuro e avaliações sobre o contexto socioambiental dos participantes da pesquisa. A aplicação dos questionários foi feita de forma aleatória estratificada nos bairros das cinco regiões da cidade de Piracicaba: Norte, Sul, Leste, Oeste e Centro. Por meio dessas aplicações, foram obtidos 655 questionários, que foram sistematizados, tabulados e analisados estatisticamente, utilizando-se gráficos de frequência, o Teste de Kruskal Wallis, os Testes de Correlação de Spearman e Kendall, o Teste de Qui-Quadrado e o Teste Exato de Fisher. Foram também criadas nuvens de palavras, desenvolvidas no software online \"Wordle\" (FEINBERG, 2014). Os resultados obtidos com essa pesquisa e as análises desenvolvidas indicam que 227 pessoas, isto é, aproximadamente 35% dos respondentes, possui uma percepção pessimista sobre o futuro da humanidade no planeta. Porém, 493 pessoas, o equivalente a aproximadamente 75% do total de respondentes, considerou que, dentre as alternativas apresentadas no questionário (Desenvolvimento de tecnologias; Controle de natalidade; Educação e mudanças culturais; Cobrança de impostos com base nos impactos ambientais; Intervenção do Estado), a educação e mudanças culturais são fundamentais no processo de transformação social e de superação das problemáticas ambientais. Observou-se também que a crise hídrica vivenciada na época em que os questionários foram aplicados também influenciou na percepção social dos respondentes, uma vez que a palavra \"água\" foi citada 380 vezes. Por meio do trabalho, foi também possível analisar o comportamento ambiental dos pesquisados, notando-se que ainda há a necessidade de promoção de atividades educacionais e comunicacionais que possam estimular a adoção de hábitos e comportamentos mais comprometidos com ideias de sustentabilidade e que levem a mudanças mais efetivas nos padrões de relacionamento entre sociedade e meio ambiente.

Dada la influencia fundamental de los medios de comunicación en la difusión de amenazas y riesgos, nuestro objetivo es analizar el discurso mediático en torno a un riesgo en particular: el medioambiental. A partir de una muestra de 84 programas informativos emitidos en las tres cadenas de televisión españolas con mayores índices de audiencia a nivel nacional, se ha localizado y analizado un total de 138 noticias, todas ellas relativas al medio ambiente y la naturaleza. La información recogida ha sido codificada y clasificada de acuerdo a cuatro temáticas: causas, consecuencias, soluciones y referencias a problemas medioambientales. En términos generales, las noticias tienden a centrarse en eventos concretos y a mostrar preferencia por contenidos emocionales, de entretenimiento o anecdóticos, frente a explicaciones en torno a soluciones, consecuencias y, sobre todo, causas de los problemas medioambientales.
