We consider a one-dimensional cutting stock problem in which the material not used in the cutting patterns, if large enough, is kept for use in the future. Moreover, it is assumed that leftovers should not remain in stock for a long time, hence, such leftovers have priority-in-use compared to standard objects (objects bought by the industry) in stock. A heuristic procedure is proposed for this problem, and its performance is analyzed by solving randomly generated dynamic instances where successive problems are solved in a time horizon. For each period, new demands arise and a new problem is solved on the basis of the information about the stock of the previous periods (remaining standard objects in the stock) and usable leftovers generated during those previous periods. The computational experiments show that the solutions presented by the proposed heuristic are better than the solutions obtained by other heuristics from the literature. © 2012 The Authors. This paper presents a numerical approach to model the complex failure mechanisms that define the ultimate rotational capacity of reinforced concrete beams. The behavior in tension and compression is described by a constitutive damage model derived from a combination of two specific damage models [1]. The nonlinear behavior of the compressed region is treated by the compressive damage model based on the Drucker-Prager criterion written in terms of the effective stresses. The tensile damage model employs a failure criterion based on the strain energy associated with the positive part the effective stress tensor. This model is used to describe the behavior of very thin bands of strain localization, which are embedded in finite elements to represent multiple cracks that occur in the tensioned region [2]. The softening law establishes dissipation energy compatible with the fracture energy of the concrete. The reinforcing steel bars are modeled by truss elements with elastic-perfect plastic behavior. It is shown that the resulting approach is able to predict the different stages of the collapse mechanism of beams with distinct sizes and reinforcement ratios. The tensile damage model and the finite element embedded crack approach are able to describe the stiffness reduction due to concrete cracking in the tensile zone. The truss elements are able to reproduce the effects of steel yielding and, finally, the compressive damage model is able to describe the non-linear behavior of the compressive zone until the complete collapse of the beam due to crushing of concrete. The proposed approach is able to predict well the plastic rotation capacity of tested beams [3], including size-scale effects.

The Economic Commission for Latin America and the Caribbean (ECLAC); Subregional Headquarters for the Caribbean and secretariat of the Caribbean Development and Cooperation Committee (CDCC); has been involved for the past three years in the execution of a project NET/00/035: Development of the Social Statistical Databases and a methodological approach for a Social Vulnerability Index (SVI); funded by the Government of the Kingdom of the Netherlands. The project had been conceptualized to produce two outputs, one a social statistical database, and the other, the development of a methodological approach for an SVI. The project was in response to the articulated needs of governments in the subregion, specifically, and the wider international body of policy makers, in general, for greater availability and a better quality of social statistical data and indicators to measure the vulnerability of small States.

At the second meeting of the focal points appointed by the Governments of the signatory countries of the Declaration on the application of Principle 10 of the Rio Declaration on Environment and Development in Latin America and the Caribbean, which was held in Guadalajara, Mexico, on 16 and 17 April 2013, a decision was made to form working groups to advance towards the creation of a regional instrument. Thus, a working group on access rights and the regional instrument was formed for the purpose of gaining more in-depth knowledge on access rights in order to make a proposal on the nature and scope of the application of a regional instrument. At its first meeting, the working group determined that a study describing the different types of international instruments would be useful in helping it achieve its objective. This report explores the different types of instruments that are used in public international law, with an emphasis on the instruments that are relevant to Principle 10. The report has three chapters, which are as follows. The first chapter analyses the term “international instrument” and discusses the distinction between binding and non-binding legal instruments, illustrated with examples. The second chapter describes the function of implementation and compliance mechanisms in an international instrument, providing examples of these mechanisms. The third chapter presents the multilateral and regional instruments relevant to access rights regarding information, participation and justice in environmental matters in Latin America and the Caribbean.

Latin America and the Caribbean experienced an unexpectedly vigorous economic recovery in 2010 after the output contraction of 2009. This upturn was reflected in the region’s employment and unemployment rates, which resumed the positive trends that had been broken by the crisis, and formal wages rose slightly. The strength of the recovery and labour-market performance varied markedly across subregions and countries, however. The first part of this joint ECLAC/ILO publication on the employment situation in Latin America and the Caribbean looks at how labour markets have responded to the rapid economic upswing in 2010 and early 2011, highlighting both the significant advances achieved in the post-crisis period and the sharp differences evident across subregions and countries. As well as tapping into the improved external conditions which followed upon the Asianled global economic upturn, several Latin American countries were also able to contain the impacts of the crisis and underpin their own recovery with countercyclical policies, thanks to the leeway gained by their macroeconomic management during the run of growth from 2003 to 2008. These countries were in a position to implement expansionary fiscal and monetary policies, some of which channelled higher fiscal spending through labour-market policies or softened the impact of the crisis on employment and income, as discussed in previous ECLAC/ILO bulletins. Since the region is fairly new to the use of countercyclical policies, the second part of this document reviews the experiences arising from those policies and considers lessons for institutionalizing them. Economic growth in the Latin American and Caribbean region has historically been marked by the volatility of its economic cycles, with high-growth periods being succeeded by deep crises. Volatility has conspired against the use of production resources over extended periods and short growth horizons have impeded investment in capital and labour. In the recent international crisis, the deployment of countercyclical macroeconomic policy helped to reduce the depth and duration of the impact and to leverage a more rapid recovery. It is therefore worth looking at the fundamentals of a long-term countercyclical macroeconomic policy which would provide the tools needed to deal with future crises and pave the way for economic growth that may be sustained over time. A special factor during this crisis was that a greater effort was made to support employment and income. Several of the labour-market policy measures taken acted as vehicles for conveying increased fiscal spending to individuals, reflecting greater consideration for equality concerns. Indeed, these measures were aimed not only at stabilizing andstrengthening domestic demand per se, but also at preventing the crisis from hitting lowest-income households the hardest, as had occurred in previous episodes. And —again unlike the pattern seen in previous episodes— inflation actually fell during the crisis as the high food and fuel prices seen in the run-up to it eased as a result of both existing macroeconomic policies and global conditions. This averted the surge in inequality so often seen in previous crises. Two caveats must be added, however. First, not all the countries were in a position to deploy strong countercyclical policies. Many simply lacked the fiscal space to do so. Second, some countries took this sort of measure more as an ad hoc response to the crisis than as part of a clearly established countercyclical policy strategy. The challenge, then, is to institutionalize a countercyclical approach throughout the economic cycle. Taking up this challenge is part of making economic growth more sustainable. This year —2011— was ushered in by rapid economic growth and substantial improvements in labour indicators. With the region’s GDP projected to grow well over 4% this year, ECLAC and ILO estimate that the regional unemployment rate will fall substantially again, from 7.3% in 2010 to between 6.7% and 7.0% in 2011.
