As coastal destinations continue to grow, due to tourism and residential expansion, the demand for public beach access and related amenities will also increase. As a resultagencies that provide beach access and related amenities face challenges when considering both residents and visitors use beaches and likely possess different needs, as well as different preferences for management decisions. Being a resident of a coastal county provides more opportunity to use local beaches, but coastal tourism is an important and growing economic engine in coastal communities (Kriesel, Landry, & Keeler, 2005; Pogue & Lee, 1999). Therefore, providing agencies with a comprehensive assessment of the differences between these two groups will increase the likelihood of effective management programs and policies for the provision of public beach access and related amenities. The purpose of this paper was to use a stated preference choice method (SPCM) to identify the extent of both residents’ and visitors’ preferences for public beach management options. Rural coastal regions across the United States are coping with dramatic social and environmental changes. Historically, these areas relied heavily on fishing and marine commerce and these economic activities defined the character of coastal communities. However, shifting ocean and climate conditions, together with inadequate management strategies, have led to sharp declines in harvestable marine resources. These trends, along with increasing competition from aquaculture and international sources of fish, have led to the steady decline of fishing as the central economic activity in many rural coastal communities. The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. Numerous problems are frequently observed when nursing competency assessment systems (NCAS) are implemented. How to effectively implement a nursing competency assessment system, according to academic and practical contributions, is poorly reported in the literature. The purpose of this paper is to present a set of recommendations for public hospitals and nursing management in order to facilitate the implementation of a NCAS. To achieve this objective we have revised the existing literature and conducted a Delphi study with nursing managers and human resource managers of the public hospitals of the Basque Health Service. The results are that the implementation of a NCAS requires a well-planned strategy that managers must consider before implementing any NCAS. This strategy must include, at minimum, the following aspects: communication, training, leadership, and content where the NCAS is concerned. The context of the organisations and the cultural dimensions may also influence the results of the application of the system.

Trata-se de uma pesquisa qualitativa cujo objeto é a percepção da enfermeira sobre a prática do aleitamento materno no contexto da feminilização da Aids. Tem por objetivos: analisar a percepção das enfermeiras de maternidade sobre a prática do aleitamento materno e a feminilização da Aids e discutir a prática da enfermeira em relação ao aleitamento materno a partir da feminilização da Aids. Os sujeitos do estudo foram nove enfermeiras de três maternidades municipais do Rio de Janeiro que possuem título de Hospitais Amigo da Criança. A coleta de dados foi realizada através de entrevistas semi-estruturadas. A técnica de análise do conteúdo foi baseada em Bardin. Emergiram três categorias: a) A percepção da enfermeira sobre sua prática quanto ao aleitamento materno; b) As percepções da enfermeira sobre a feminilização da Aids; c) A prática da enfermeira em relação ao aleitamento materno a partir da feminilização da Aids. Constatamos que a enfermeira percebe sua prática em relação ao aleitamento materno sob influência das Políticas Públicas voltadas para a promoção e proteção do mesmo, como a Iniciativa Hospital Amigo da Criança e o Alojamento Conjunto. Em relação à Aids, o advento da feminilização surpreende as enfermeiras que reagem com indignação, tristeza, medo e angústia. Estes sentimentos justificam-se, pois, para elas, pensar soropositividade em mulheres significa privá-las de exercer sua saúde reprodutiva e sexual plenamente, ou seja, os papéis esperados socialmente de uma mulher, como ser mãe e amamentar. A condição social e sexual da mulher (gênero) também emergiu dos depoimentos como determinantes para soropositividade. Ao perceberem sua prática às mulheres soropositivas nas maternidades, as enfermeiras apontam dificuldades geradas pela dicotomia (incentivo ao aleitamento materno e inibição da lactação) tanto para elas profissionais quanto para as mulheres que não podem amamentar. O processo de feminilização e os investimentos e recursos voltados para este acarretaram mudanças na prática da enfermeira, que refere mais segurança pessoal após disponibilização de teste rápido para HIV e cursos de capacitação para os profissionais. Além da prática voltada para as questões técnicas, apontam uma nova abordagem às mulheres soropositivas, como o objetivo de não expô-las às outras puérperas nas enfermarias de alojamento conjunto. Desta maneira, constatamos que as mudanças ocorridas nas práticas das enfermeiras estão relacionadas com o estabelecimento de políticas públicas voltadas para a amamentação e o HIV/Aids. Os valores pessoais ainda interferem na prática das enfermeiras, e a Aids ainda é vista como uma doença possuidora de estigmas tanto sociais quanto culturais. Reforçamos a necessidade de estratégias que possam diminuir a divergência das Políticas de Incentivo ao Aleitamento Materno e as de Prevenção à Transmissão Vertical, a fim de qualificar a prática de enfermagem às mulheres soropositivas.

[EN] The main objective of this project is to analyze Cuban public health policy and the Millennium Development Goals, especially those linked to the issue of health, presenting their potential and strengths with a well-defined time horizon (2000-2015). The Millennium Development Goals are the international consensus on development and was signed as an international minimum agreement, with which began the century. The MDGs promote various goals and targets, with the corresponding monitoring indicators, which should be achieved by all countries for the present year. Health is an area that is at the center of the Millennium Development Goals, which reinforce each other to get a true human development itself. The research was done through theoretical frameworks of social production of health and disease, social justice and the power structure. A retrospective analysis of Cuban economic and social context is performed in order to study whether health-related MDGs are likely to be completed by the deadline on the island and likewise, the main parameters related to health compared with those of the neighboring countries in the Americas.

This report considers the development of environmental quality standards (EQSs) for the salmonid fishery, cyprinid fishery, migratory fishery, commercial harvesting of marine fish for public consumption and commercial harvesting of shellfish for public consumption uses of controlled surface waters. Previous reports have been used to identify those parameters necessary for the maintenance of these five uses. Each water use is considered in a separate section within which identified parameters are discussed and standards proposed, a summary of the proposed standards is presented at the beginning of the relevant section. For salmonid, cyprinid and migratory fisheries, EQSs for substances in water have been proposed for the protection of these fisheries. For the commercial harvesting of marine fish and shellfish for public consumption uses 'Warning Levels' of substances in waters have been proposed. These 'Warning Levels' have been proposed by considering data on bioaccumulation and food standards and aim to prevent acceptable intake values and concentrations in fish/shellfish flesh exceeding statutory or recommended levels. For the commercial harvesting of marine fish for public consumption it has been concluded that the current EQSs for most List II substances for the protection of salt water life should be adequately stringent to protect this use, however for the commercial harvesting of shellfish for public consumption, these List II EQSs do not appear adequate to protect this use and more stringent 'Warning Levels' have been proposed. For all five uses considered in this report there has been found to be limited information on a number of the parameters considered and in general for indigenous species, this has been found to be especially so when considering migratory fisheries and the commercial harvesting of marine fish and shellfish.

This paper describes a series of tests conducted on a UK trunk road, in which the dynamic tyre forces generated by over 1500 heavy goods vehicles (HGVs) were measured using a load measuring mat containing 144 capacitive strip sensors. The data was used to investigate the relative road damaging potential of the various classes of vehicles, and the degree of spatial repeatability of tyre forces present in a typical highway fleet. Approximately half the vehicles tested were found to contribute to a spatially repeatable pattern of pavement loading. On average, air suspended vehicles were found to generate lower dynamic load coefficients than steel suspended vehicles. However, air suspended vehicles also generated higher mean levels of theoretical road damage (aggregate force) than steel suspended vehicles, indicating that the ranking of suspensions depends on the pavement damage criterion used.
