Análise das estratégias de comunicação política realizadas pelos deputados federais brasileiros por meio de sites na internet. O estudo avalia diferentes aspectos dos sites dos parlamentares: periodicidade e regularidade da atualização, além do uso de recursos multimídia, de interação com o público e para o debate. A coleta de dados foi realizada em janeiro de 2013. As conclusões mostram que 64,2% dos deputados possuem e atualizam semanalmente websites como estratégia de visibilidade e accountability.

Visa recuperar pesquisas e estudos realizados pela autora sobre essa temática no período de 1992 a 2014, visando analisar o acompanhamento da cobertura jornalística do Poder Legislativo brasileiro. A pesquisa demonstra a importância dos meios de comunicação de massa na política e como a centralidade desses meios influencia e altera o funcionamento da política

Jean Louis Rodolphe Agassiz foi professor e naturalista suíço naturalizado americano. Nasceu em Motiers, em 28 de maio de 1807, e morreu em Cambridge, em 1873. Estudou em Universidades suíças e alemãs, doutorando-se em Medicina, em Munique, em 1830. Em 1846, fixou-se nos Estados Unidos, onde lecionou em Harvard, e, em 1861, tornou-se cidadão americano. O estudo e a classificação de espécies de peixes brasileiros despertou-lhe o interesse pelo Brasil e , em 1865, chegou ao País à frente de uma expedição científica, que ficou conhecida como Thayer Expedition, custeada pelo milionário americano Nathanael Thayer e patrocinada pelo Imperador D. Pedro II. Permaneceu no País por quinze meses, explorando o Rio Amazonas e o interior cearense, período em que classificou 1.800 espécies da fauna ictiológica. Dessa viagem, resultou o livro A journey in Brasil. Seus estudos de Zoologia e Paleontologia, assim como os dos glaciares da Europa e da América, tornaram-se célebre. A obra científica de Agassiz é constituída por mais de quatrocentos volumes.

The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964. In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include increased communication and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. Analisa elementos que caracterizam os grupos de manifestação política dispersos pelas redes e mídias digitais, a partir do caso do Anonymous, grupo cuja atuação política foge aos padrões convencionais de participação, contestação e ativismo. Sugere-se para a entidade o conceito de “grupos difusos”, visto que não há liderança unificada e nem centralização de suas ações. Além disso, o grupo não possui uma política claramente definida e nem atores identificados. Conclui-se que, ao favorecer a interação e permitir o espraiamento de mútuos padrões comportamentais, o grupo aparenta alcançar ainda mais cooperação do que os modelos tradicionais de manifestação política.

The ACT workshop "Enabling Sensor Interoperability" addressed the need for protocols at the hardware, firmware, and higher levels in order to attain instrument interoperability within and between ocean observing systems. For the purpose of the workshop, participants spoke in tern of "instruments" rather than "sensors," defining an instrument as a device that contains one or more sensors or actuators and can convert signals from analog to digital. An increase in the abundance, variety, and complexity of instruments and observing systems suggests that effective standards would greatly improve "plug-and-work" capabilities. However, there are few standards or standards bodies that currently address instrument interoperability and configuration. Instrument interoperability issues span the length and breadth of these systems, from the measurement to the end user, including middleware services. There are three major components of instrument interoperability including physical, communication, and application/control layers. Participants identified the essential issues, current obstacles, and enabling technologies and standards, then came up with a series of short and long term solutions. The top three recommended actions, deemed achievable within 6 months of the release of this report are: A list of recommendations for enabling instrument interoperability should be put together and distributed to instrument developers. A recommendation for funding sources to achieve instrument interoperability should be drafted. Funding should be provided (for example through NOPP or an IOOS request for proposals) to develop and demonstrate instrument interoperability technologies involving instrument manufacturers, observing system operators, and cyberinfrastructure groups. Program managers should be identified and made to understand that milestones for achieving instrument interoperability include a) selection of a methodology for uniquely identifying an instrument, b) development of a common protocol for automatic instrument discovery, c) agreement on uniform methods for measurements, d) enablement of end user controlled power cycling, and e) implementation of a registry component for IDS and attributes. The top three recommended actions, deemed achievable within S years of the release of this report are: An ocean observing interoperability standards body should be established that addresses standards for a) metadata, b) commands, c) protocols, d) processes, e) exclusivity, and f) naming authorities.[PDF contains 48 pages]

The Alliance for Coastal Technology (ACT) convened a workshop on the in situ measurement of dissolved inorganic carbon species in natural waters in Honolulu, Hawaii, on February 16, 17, and 18, 2005. The workshop was designed to summarize existing technologies for measuring the abundance and speciation of dissolved inorganic carbon and to make strategic recommendations for future development and application of these technologies to coastal research and management. The workshop was not focused on any specific technology, however, most of the attention of the workshop was on in situ pC02 sensors given their recent development and use on moorings for the measurement of global carbon fluxes. In addition, the problems and limitations arising from the long-term deployment of systems designed for the measurement of pH, total dissolved inorganic carbon (DIC), and total alkalinity (TA) were discussed. Participants included researchers involved in carbon biogeochemistry, industry representatives, and coastal resource managers. The primary questions asked during the workshop were: I. What are the major impediments to transform presently used shipboard pC02 measurement systems for use on cost-eficient moorings? 2. What are the major technical hurdles for the in situ measurement of TA and DIC? 3. What specific information do we need to coordinate efforts for proof of concept' testing of existing and new technologies, inter-calibration of those technologies, better software development, and more precise knowledge quantzjjing the geochemistry of dissolved inoeanic carbon species in order to develop an observing system for dissolved inorganic carbon? Based on the discussion resulting from these three questions, the following statements were made: Statement No. 1 Cost-effective, self-contained technologies for making long-term, accurate measurements of the partial pressure of C02 gas in water already exist and at present are ready for deployment on moorings in coastal observing systems. Statement No. 2 Cost-effective, self-contained systems for the measurement of pH, TA, and DIC are still needed to both fully define the carbonate chemistry of coastal waters and the fluxes of carbon between major biogeochemical compartments (e.g., air-sea, shelf-slope, water column-sediment, etc.). For monitoring of the engine power of fishing vessels permitted for fishery in the plaice box with engine power of 300 HP or less at sea three different portable power measurement systems are developed and tested. A system measuring the twist of the propeller shaft by two divisible gearwheels mounted on the shaft worked well at shafts with roller bearing at both sides of the measured interval of 100–300 mm length. Only at a very few fishing vessels this system is applicable and therefore for monitoring purposes not suitable. The application of a commercial available system measuring the stress at the surface of the shaft was simplified for application by non experts. The torque is measured by strain gauges. The calibration of the system, measuring and recording of the power is done by a PC automatically. A small polished facet on the shaft protected against oxidation is needed for easy and quick application. In this case the system can be used by technical personnel of supervision boats for monitoring of the engine power at sea in a short time. A third power measurement system determinates the torque by measuring the displacement of two supports clamped on the shaft at a distance of 100 mm. The displacement is measured by a micrometer gauge mounted on one of the supports. Readout of the rotating gauge display is possible taking advantage of stroboscopic effect. The system needs no conditioning of the shaft and can be used by non technicians. The development is not finished until now and some additional investigations and tests are required. Additional measures for monitoring of the power on fishing vessels by self recording power measurement systems and sealed fuel racks with limited injection are reported and discussed.

The effect of temporal synchronization between the chirped signal pulse and the pumping pulse in an optical parametric chirped pulse amplification laser system is researched theoretically and experimentally. The results show that the gain of optical parametric amplification is sensitive to the temporal synchronization. Therefore, accurate temporal synchronization between the chirped signal pulse and the pumping pulse is essential to obtain high optical parametric amplification gain and stable output from an optical parametric chirped pulse amplification laser. Based on our 16.7-TW/120-fs optical parametric chirped pulse amplification laser system with similar to1-ns pumping pulse duration and <10-ps time jitter between the signal and pumping pulse, the effect of the temporal synchronization on optical parametric chirped pulse amplification is demonstrated.
