E-Science experiments typically involve many distributed services maintained by different organisations. After an experiment has been executed, it is useful for a scientist to verify that the execution was performed correctly or is compatible with some existing experimental criteria or standards, not necessarily anticipated prior to execution. Scientists may also want to review and verify experiments performed by their colleagues. There are no existing frameworks for validating such experiments in today's e-Science systems. Users therefore have to rely on error checking performed by the services, or adopt other ad hoc methods. This paper introduces a platform-independent framework for validating workflow executions. The validation relies on reasoning over the documented provenance of experiment results and semantic descriptions of services advertised in a registry. This validation process ensures experiments are performed correctly, and thus results generated are meaningful. The framework is tested in a bioinformatics application that performs protein compressibility analysis.

The behaviours of autonomous agents may deviate from those deemed to be for the good of the societal systems of which they are a part. Norms have therefore been proposed as a means to regulate agent behaviours in open and dynamic systems, where these norms specify the obliged, permitted and prohibited behaviours of agents. Regulation can effectively be achieved through use of enforcement mechanisms that result in a net loss of utility for an agent in cases where the agent's behaviour fails to comply with the norms. Recognition of compliance is thus crucial for achieving regulation. In this paper we propose a generic architecture for observation of agent behaviours, and recognition of these behaviours as constituting, or counting as, compliance or violation. The architecture deploys monitors that receive inputs from observers, and processes these inputs together with transition network representations of individual norms. In this way, monitors determine the fulfillment or violation status of norms. The paper also describes a proof of concept implementation and deployment of monitors in electronic contracting environments.

A power describes the ability of an agent to act in some way. While this notion of power is critical in the context of organisational dynamics, and has been studied by others in this light, it must be constrained so as to be useful in any practical application. In particular, we are concerned with how power may be used by agents to govern the imposition and management of norms, and how agents may dynamically assign norms to other agents within a multi-agent system. We approach the problem by defining a syntax and semantics for powers governing the creation, deletion, or modification of norms within a system, which we refer to as normative powers. We then extend this basic model to accommodate more general powers that can modify other powers within the system, and describe how agents playing certain roles are able to apply powers, changing the system’s norms, and also the powers themselves. We examine how the powers found within a system may change as the status of norms change, and show how standard norm modification operations — such as the derogation, annulment and modification of norms— may be represented within our system.

Before signing electronic contracts, a rational agent should estimate the expected utilities of these contracts and calculate the violation risks related to them. In order to perform such pre-signing procedures, this agent has to be capable of computing a policy taking into account the norms and sanctions in the contracts. In relation to this, the contribution of this work is threefold. First, we present the Normative Markov Decision Process, an extension of the Markov Decision Process for explicitly representing norms. In order to illustrate the usage of our framework, we model an example in a simulated aerospace aftermarket. Second, we specify an algorithm for identifying the states of the process which characterize the violation of norms. Finally, we show how to compute policies with our framework and how to calculate the risk of violating the norms in the contracts by adopting a particular policy.

This paper presents new indices for measuring the industry concentration. The indices proposed (C n ) are of a normative type because they embody (endogenous) weights matching the market shares of the individual firms to their Marshallian welfare shares. These indices belong to an enlarged class of the Performance Gradient Indexes introduced by Dansby&Willig(I979). The definition of Cn for the consumers allows a new interpretation for the Hirschman-Herfindahl index (H), which can be viewed as a normative index according to particular values of the demand parameters. For homogeneous product industries, Cn equates H for every market distribution if (and only if) the market demand is linear. Whenever the inverse demand curve is convex (concave), H underestimates( overestimates) the industry concentration measured by the normative indexo For these industries, H overestimates (underestimates) the concentration changes caused by market transfers among small firms if the inverse demand curve is convex(concave) and underestimates( overestimates) it when such tranfers benefit a large firm, according to the convexity (or the concavity) of the demand curve. For heterogeneous product industries, an explicit normative index is obtained with a market demand derived from a quasi-linear utilility function. Under symmetric preferences among the goods, the index Cn is always greater than or equal the H-index. Under asymmetric assumptions, discrepancies between the firms' market distribution and the differentiationj substitution distributions among the goods, increase the concentration but make room for some horizontal mergers do reduce it. In particular, a mean preserving spread of the differentiation(substitution) increases(decreases) the concentration only if the smaller firms' goods become more(less) differentiated(substitute) w.r.t. the other goods. One important consequence of these results is that the consumers are benefitted when the smaller firms are producing weak substitute goods, and the larger firms produce strong substitute goods or face demand curves weakly sensitive to their own prices.

O tema central dessa pesquisa é identificar gargalos da legislação brasileira por meio de revisão das principais leis, decretos e instruções normativas que norteiam o ambiente regulatório para os biofertilizantes, e propor medidas que facilitem o desenvolvimento do setor. O insumo faz parte da legislação brasileira desde a publicação da primeira lei de fertilizantes em 1980, e tem seu uso descrito em trabalhos acadêmicos. No entanto, a falta de registros de produtos biofertilizantes junto ao Ministério da Agricultura, Pecuária e Abastecimento (MAPA) até o final do ano de 2014 merece atenção do setor de insumos e das lideranças que legislam. O entendimento das implicações e efeitos da legislação na adoção do insumo, bem como as implicações para a revisão das normas, presentes no trabalho, apoiam o setor de insumos, as lideranças políticas e a pesquisa na adequação das normas e procedimentos técnicos que viabilizem o registro das soluções do setor de biofertilizantes e o acesso facilitado por parte dos agricultores. O trabalho revisou a legislação brasileira relevante para o insumo biofertilizante, e entrevistou lideranças políticas, institucionais e de empresas no que diz respeito às principais dificuldades enfrentadas para o melhor desenvolvimento do setor. Investigou-se também a situação apresentada em outros países, como Estados Unidos, Canadá e países da União Européia através da revisão de leis e documentos, e de entrevistas com profissionais do setor de insumos e representantes de instituições atuantes nos mercados mencionados. Apesar de diferenças nas definições propostas pelos vários países e outras classificações congruentes, as dificuldades que empresas do setor de nutrição enfrentam no registro de biofertilizantes correspondem aos desafios também enfrentados por empresas para criar a classe de bioestimulantes nos Estados Unidos, e principalmente àqueles da maioria dos países europeus analisados. Identificou-se que a legislação vigente e sua interpretação, e exigências para o lançamento de novos produtos não atendem plenamente o setor produtor de biofertilizantes, o qual ademais não possui a mesma expertise regulatória que o setor agroquímico para melhor definir seus protocolos de validação junto ao órgão anuente. Mudanças na legislação, melhor articulação da cadeia produtiva no entendimento das necessidades, e maior interação das entidades representativas com o Ministério da Agricultura, Pecuária e Abastecimento (MAPA) se fazem essenciais para viabilidade do insumo biofertilizante.
