The Workshop on Climate Change and Salmon Production was held in Vancouver, Canada, 26-27 March 1998. The Workshop was organized and sponsored by the North Pacific Anadromous Fish Commission (NPAFC). Each Party to the Commission designated one scientist to the Workshop Steering Committee. Each member of the Steering Committee chaired one half-day session of the Workshop. All necessary arrangements were made by the NPAFC Secretariat in cooperation with the Steering Committee and the Canadian Party to the Commission. (PDF contains 60 pages) Over 70 scientists, industry representatives and fisheries officials attended the Workshop. There were 20 presentations of scientific papers followed by the discussion sessions. Extended abstracts are included in this Technical Report, which also contains opening address by the Chairman of the Steering Committee and short review of the Workshop by the Coordinator. The material presented in the Technical Report has not been peer reviewed and does not necessarily reflect the views of either the NPAFC or the Parties. The material has been edited by the technical editor for clarity and publication purposes only. Lake Chad is a very large, shallow eutrophic lake shared by Chad, Nigeria, Niger and Cameroun. It supplies approximately 13% of Nigeria's inland fish. It however lies in an unstable ecological environment characterised by intermittent period of rainfall and drought. This creates a very large draw down area. Consequently, the fisheries are affected by the oscillation in the size of lake due to the drought. Other factors affecting the volume of water are the numerous dams on the inflow rivers. The fishery is also subjected to intense overfishing and may be affected by pollution and other land use practices. The paper discusses changes that took place over the years as a result of the factors of drought, effect of dams on the inflow rivers. Previous records of fish production, species composition and distribution, the status of the fish stocks, their sizes are compared with more recent data. The status of the fishery before and after the contraction of the lake is discussed. Suggestion for a national exploitation of the lake based on habitat improvement, increasing the volume of the water in the lake through controlled use of the influent rivers as well as reduction in overfishing are made

Aspects of the Nigerian fishing industry are outlined to explain the concept of fishing systems viability which is often influenced by a combination of factors including biological productivity, as well as technical, economic and social factors. The productivity of the aquatic environments can be increased by the construction and installation of artificial reefs and fish aggregating devices. These man-made structures provide shelters, food and breeding grounds for fin fish and shell fish. The habitat enhancement techniques are appropriate, efficient, cheap and simple strategic options for increase in fish production. Recommendations for effective utilization and long term management are outlined.

HIGHLIGHTS FOR FY 2006 1. Captured and tagged 475 Gulf sturgeons in five Florida rivers and one bay. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Assisted the National Oceanic and Atmospheric Administration (NOAA) with the collection of Gulf sturgeon, implantation of acoustic tags, and monitoring of fish in a study to examine movement patterns and habitat use in Pensacola and Choctawhatchee bays post-Hurricane Ivan. 4. Provided technical assistance to Jon “Bo” Sawyer in completing a study – Summer Resting Areas of the Gulf Sturgeon in the Conecuh/Escambia River System, Alabama-Florida – for acquiring a Degree of Master of Science at Troy University, Alabama. 5. Coordinated tagging and data collection with NOAA observers aboard trawlers while collecting Gulf sturgeon during dredging operations in the coastal Gulf of Mexico. 6. Hosted the 7th Annual Gulf Sturgeon Workshop. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 23rd Annual Morone Workshop, leading the technical committee, transporting broodfish, coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system, and evaluating post-stocking success. 8. Continued updating and managing the Freshwater Mussel Survey Database, a Geographic Information System (GIS) database, for over 800 unique sites in the Northeast Gulf (NEG) drainages in Alabama (AL), Georgia (GA), and Florida (FL). 9. Formed a recovery implementation team for listed mussels in the ACF river basin and oversaw grant cooperative agreements for 14 listed and candidate freshwater mussels in the NEG watersheds. 10. Initiated a project in the Apalachicola River to relocate mussels stranded as a result of drought conditions, and calculate river flows at which mussels would be exposed. 11. Initiated a project in Sawhatchee Creek, Georgia to determine the status of threatened and endangered (T&E) freshwater mussels and target restoration projects, population assessments, and potential population augmentation to lead toward recovery of the listed species. 12. Initiated a study to determine the age and growth of the endangered fat threeridge mussel (Amblema neislerii). 13. Provided technical assistance to the Panama City Ecological Services office for a biological opinion on the operations of Jim Woodruff Lock and Dam and its effects on the listed species and designated and proposed critical habitat in the Apalachicola River, Florida. 14. Assisted with a multi-State, inter-agency team to develop a management plan to restore the Alabama shad in the ACF river system. 15. Conducted fishery surveys on Tyndall AFB, Florida and Ft. Benning, Georgia and completed a report with recommendations for future recreational fishery needs. 16. Provided fishery technical assistance to four National Wildlife Refuges (NWR) (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR). 17. Initiated an Aquatic Resources and Recreation Fishing Survey on Department of Defense facilities located in Region 4. 18. Identified 130 road-stream crossings on Eglin AFB for rehabilitation and elimination of sediment imputs. 19. Continued the Aquatics Monitoring Program at Eglin AFB to assess techniques that determine current status and sustainability of aquatic habitat and develop a measure to determine quality or degradation of habitat. 20. Assisted Eglin AFB Natural Resource managers in revising the installation’s Integrated Natural Resources Management Plan (INRMP) and its associated component plans. 21. Coordinated recovery efforts for the endangered Okaloosa darter including population/life history surveys, stream restoration, and outreach activities. 22. Initiated a comprehensive status review of the Okaloosa darter with analyses performed to assess available habitat, preferred habitats, range expansions/reductions/fragmentations, population size, and probability of extinction. 23. Assisted the Gulf Coastal Plain Ecosystem Partnership and the Florida Fish and Wildlife Conservation Commission (FWC) under a Memorandum of Agreement to develop conservation strategies, implement monitoring and assessment programs, and secure funds for aquatic management programs in six watersheds in northwest Florida and southeast Alabama. 24. Entered into a cooperative agreement with the U.S. Air Force to encourage the conservation and rehabilitation of natural resources at Hurlburt Field, Florida. 25. Multiple outreach projects were completed to detail aquatic resources’ conservation needs and opportunities; including National Fishing Week, Earth Day, several festivals, and school outreach.

The paper highlights the concept of information and the significance of environmental and occupational hazards associated with pond fish production in Nigeria and discuss the possible options for the ways forward. The major raw material used in fish production system is the organic manure (cow dung, poultry droppings, porcine manure etc) that serves as substrate for heterotrophic production of bacteria and protozoa, which act as food for zooplankton and the fish. The pathogenic organisms (viruses, bacteria, protozoa's, and parasites), are noted for the potential hazard to the fish handlers and consumers. Nine species from seven genera of bacteria associated with fish diseases are found to have association with diseases of human such as typhoid fever, bacillary dysentery and other gastrointestinal tract related problems. Also the environmental contaminants in pond fish production become important because of its significance to consumers' acceptance of the fish products

The Shellfish Tympanotonus fuscatus fisheries was studied in the upper Bonny River of River State. Abundance and size distribution were evaluated through collection of the Shellfish from 4 sampling stations along the River System. Shell size differences were observed between the sampling stations. The periwinkles, which were harvested heavily by local women, were smaller. The results do suggest that the population of Tympanotonus fuscatus in the Mangrove swamps of the upper Bonny River Creeks are strongly influenced by the harvesting

The study assessed the contribution of women in fish handling, processing and marketing in Kainji Lake basin. Structured questionnaires were administered to three fishing villages selected at random. The fishing villages were Monai, Yuna, Fakun, and New Bussa market. The study revealed that women play vital roles in fisheries activities as producers, assistants to men preservers, traders and financiers. The notable fishing activity performed by women is processing right from the moment the boats or canoes land at sites. Women assist in emptying nets, sorting gutting and cleaning the catch. In most cases their activities involved salting smoking and drying using traditional processing techniques. Women are also involved in storage and marketing of both fresh and smoked fish. In spite of these important contribution, most women in the various fishing communities are illiterates, have little or no say in decision making in areas that affects their livelihood and are regarded as inferior fedex. Culture and religion also has significant impact on their contribution in fishing activities

Oramiriukwa one of the rivers in the Imo River drainage basin runs approximately a 14.0km course from its headwaters in Abba Isu (Nwangele LGA) and discharge into Otamiri River. Based on the fish catches of local fishermen using a variety of fishing gear in a sampling station in Emekuku (Owerri LGA), a total of 17 families of fish consisting of 27 species were identified in the river. In the January sample the most numerically abundant species were Tilapia zilli (12.5%). Calamoichthys calabaricus (8.7%) and T. guineensis (8.6%). In the July samples the most numerically abundant species were Mastacemblus loenbergii (9.2%). T. zilli (7.2%) and Hemichromis fasciatus (6.6%). The Shannon Weiner Diversity index for Oranmiriukwa River was high (1.305) implying a relatively diversified and equilibrated fish community

One major aspect of the poverty status in Nigeria is the high rate of unemployment with the attendant economic in capacity, which in turn is responsible for the persistent problem of malnutrition over the decades. This paper is focused on how women can be empowered for better productivity in fish culture enterprises, seeing that women have been active in different aspects of agricultural production. They also sustain more than half of the developing countries such as Nigeria. Some problems being encountered by would be women fish farmers and suggestions on how women participation in fish and shellfish culture enterprises can be enhanced are proffered. The major ones being those sustainable policies by the Government State ADPs and NGOs are applied to ensure adequate motivation of women for fish culture enterprises

Man-made lakes inhabit diverse species of which the fish fauna constitutes the most targeted species of exploitation. For man-made lakes to serve as means of alleviating poverty an enhancing food security through increased fish production in Nigeria, sound management of the lake is strongly recommended. It will include the maintenance of good water quality, stocking with good species, control of over fishing, conservation of extinction and declining species as well as adequate legislation to regulate fishing activities. Recreational and tourism facilities can also be incorporated along with fish production in these man-made lakes to provide additional income and revenue for individual and Government. Some other practical ways by which these water bodies can be improved for effective and sustainable fish production as well as alleviating poverty was discussed

The effects of substituting fish meal with grasshopper meal in fish diets on the growth, food utilization and survival of the Nile tilapia, Oreochromis niloticus (mean weight = 40.1g) were investigated. The results show that the best growth and food utilization were recorded in the fingerlings fed in the 10% grasshopper meal and 30% fish meal while the poorest growth and food utilization indexes were recorded with the 25% grasshopper meal and 15% fish meal. In general, at 10% inclusion, the fingerlings performed even better than the control (40% fishmeal and no grasshopper meal)

Ten year comparison of fish survey's with respect to diversity evenness and composition of fish communities. The upper Patuxent River was divided into Piedmont Plateau and Coastal Plain regions, not only for geographical purposes, but also because of the clustering of sewage treatment plants in the Coastal Plain region. In the Piedmont Plateau region, the fish species diversity changed very little from 1966 to 1977 ( Little Patuxent -- 2.82 to 2.66; Middle Patuxent -- 2.86 to 2.83; and main stem -- 2.46 to 2.63), except in a section of Little Patuxent River at and below the City of Columbia where the species diversity index showed a significant reduction from 2.97 to 1.99, and in a section of the main stem Patuxent River immediately downstream from the Brighton Dam of the Triadelphia Reservoir where the index increased significantly from 1.66 to 3.20. In the Coastal Plain region, a significant reduction in the fish species diversity index occurred between 1966 and 1977 below the two sewage treatment plant outfalls : Savage -- 2.69 to 0 and Patuxent-Crofton -- 3.06 to 1.33. Also, the substantial reduction in the species diversity index which had already occurred in 1966 below the six other plant: outfalls of Fort Meade No. I, Fort Meade No. 2, Maryland House of Correction, Maryland City , Parkway and Bowie, remained depressed in 1977. On the other hand, below the Horsepen Sewage Treatment Plant (a tertiary plant practicing dechlorination) the species diversity index increased from 1.91 to 2.8. (PDF contains 48 pages)

ENGLISH: The Inter-American Tropical Tuna Commission operates under the authority and direction of a convention originally entered into by the Republic of Costa Rica and the United States of America. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas in the eastern Pacific Ocean. Under this provision Panama adhered in 1953, Ecuador in 1961, the United Mexican States in 1964, Canada in 1968, Japan in 1970 and France and Nicaragua in 1973. Ecuador withdrew from the Commission in 1968, Mexico in 1978, and Costa Rica in 1979. On October 19 and 20, the Commission held its 41st meeting in Ottawa, Canada. SPANISH: La Comisión Interamericana del Atún Tropical funciona bajo la autoridad y dirección de un convenio establecido originalmente por la República de Costa Rica y los Estados Unidos de América. El convenio vigente desde 1950, está abierto a la afiliación de otros gobiernos cuyos ciudadanos pescan atún en el Pacífico oriental tropical. Bajo esta estipulación, Panamá se afilió en 1953, Ecuador en 1961, los Estados Unidos Mexicanos en 1964, Canadá en 1968, Japón en 1970, Francia y Nicaragua en 1973.
