The results reported on were from a monitoring survey No.7 undertaken between 4 th and 7th September 2010 during construction period of the Bujagali Hydropower Project (BHPP). Two pre-construction, baseline surveys in April 2000 and April 2006 were conducted and so far, during construction phase of the project, six monitoring surveys have been undertaken i.e. in September 2007, April 2008, April 2009, October 2009, April 2010 and the present one, in September 2010. Since 2009 biannual monitoring surveys have been conducted at an upstream and a downstream transect of the BHPP with emphasis on the following aspects: I. water quality determinants 2. biology and ecology of fishes and food webs 3. fish stock and fish catch including economic aspects of catch and 4. sanitation/vector studies (bilharzias and river blindness)

This is the first annual report of Fisheries Research Institute (FlRl) under the National Agricultural Research Organization (NARO). NARO was formed by a statute of the government of Uganda in 1992 and became fully operational in 1994. NARO is charged with coordinating and managing national agricultural research in crop. livestock. forestry and fisheries. FIRI is one of the research institutes of NARO. It is charged with generating information and technology to facilitate increased and, sustainable utilization of aquatic resources.

This report presents findings of the CAS conducted in the Ugandan waters of Lake Victoria in March 2010. The results of the previous ten CASs conducted under the same programme in July, August, September and November 2005; in March, August and December 2006; in March, and August 2007; in February and December 2008 are included to show the emerging trends. The report also presents total annual catch estimates for the Ugandan part of the lake from 2005 to 2010.

The Department of Fisheries Resources (DFR) under MAAIF and Directorate of Animal Resources is the technical Department mandated to promote, support and guide the Fisheries Sector in Uganda. The Department also retains the responsibility for setting and enforcing the standards and regulations for practices pertaining to fisheries. The Department compiles data and information for its own use and for dissemination to stakeholders. This publication is an annual product to support evidence-based decision making, planning and assessing progress in the formulation and implementation of policy to better manage the fisheries resource.

Fish landing data collected by the Kenyan Fisheries Department from the nearshort coastal marine waters from 1985 to 1994 were statistically analyzed to determine trends in the traditional fisher's catch. Over the ten year period a significant decline occurred for total catch and for catches of seven commercially important fish families: Lethrinidae, Siganidae. Lutjanidae, Scaridae, Carangidae, Scombridae and Mullidae. 1994 registercd the lowest catch over ten years. The total catch for all the fish declined from a mean annual catch of 6150 metric tonnes in the 1980's to a mean of 5141 metric tonnes in the 1990's with the catch for 1986 being 2 times higher than that of 1994. Although Mombasa district had the highest mean annual landing, its total landings like that of Lamu and Kwale districts decreased over the years. However, Kilifi district showed a steady increase in catches over the years. The changes in fish landings is thought to be caused by lack of appropriate fishing regulations, leading to overfishing of the lagoonal reefs beyond their maximum sustainable yields.

Engineering change is a significant part of any product development programme. Changes can arise at many points throughout the product life-cycle, resulting in rework which can ripple through different stages of the design process. Managing change processes is thus a critical aspect of any design project, especially in complex design. Through a literature review, this paper shows the diversity of information models used by different change management methods proposed in the literature. A classification framework for organising these change management approaches is presented. The review shows an increase in the number of cross-domain models proposed to help manage changes.

The Spoken Dialog Challenge 2010 was an exercise to investigate how different spoken dialog systems perform on the same task. The existing Let's Go Pittsburgh Bus Information System was used as a task and four teams provided systems that were first tested in controlled conditions with speech researchers as users. The three most stable systems were then deployed to real callers. This paper presents the results of the live tests, and compares them with the control test results. Results show considerable variation both between systems and between the control and live tests. Interestingly, relatively high task completion for controlled tests did not always predict relatively high task completion for live tests. Moreover, even though the systems were quite different in their designs, we saw very similar correlations between word error rate and task completion for all the systems. The dialog data collected is available to the research community. © 2011 Association for Computational Linguistics.
