Si bien un importante referente sobre la agenda de la eficacia en el mundo de la cooperación lo constituye la Declaración de París (DP) y posteriormente la Agenda de Acción de Accra (AAA), en este ensayo se traerá a colación otro proceso en la búsqueda de eficacia de la cooperación internacional en Colombia; el proceso Londres, Cartagena, Bogotá (LCB). El objetivo de este ensayo consiste en poner en discusión los posibles avances y aportes al desarrollo en Colombia desde la agenda de eficacia de la ayuda. Así como también destacar las críticas que en dicho proceso de implementación se generan desde actores afectados o involucrados en el proceso como las organizaciones de la sociedad civil (OSC).

The text shows the heterogeneous views of various Latin American countries, like Mexico, Brazil, Argentina, Chile, Colombia and Venezuela, in terms of their analyses of and studies about foreign policy. This paper aims to make clear the different images that China generates as a rising power in the world economy, particularly as a major trade partner of these countries. The goal of this article is to provide elements for analysis about policy coordination vis-àvis China. The central argument states that there should be coordination between regional integration strategies and foreign policies in relation to China. However, these heterogeneous visions can work against that goal as well.

This paper analyzes the People’s Republic of China economic and political ascendance in the 21st century, focusing on the evolution of its sui géneris economic development model and its significance for the relationship between China and the developing countries of the peripheral ‘Global South.’ The objective of this article is to analyze the relationship between China and Latin America in the 21st century, characterizing it as a new Center-periphery global power network based on trade and investment, which is often referred to as the ‘Asian Consensus’. The article will give special attention to the Brazilian case.

In the last decade, the presence of China in Latin America has been characterized by a model of economic cooperation based on pragmatic principles of complementarity and mutual benefits. Latin America is presented as a “paradise” of natural resources and expanding markets, while China stands as the main financier and investor in the region. In this scenario, particularly since 2009, Ecuador has become one of the top recipients of Chinese funding and investment, mainly in strategic sectors such as energy and infrastructure. The presence of China in the country has been the subject of extensive discussions about the true benefits and costs behind its model of economic cooperation.

El proceso de paz como elemento que redefine las relaciones internacionales de Colombia con algunos actores del sistema internacional, presenta un avance importante en la construcción de la política exterior de Colombia, que busca dar respuesta al interrogante ¿Cómo el proceso de paz ha redefinido las relaciones internacionales de Colombia con algunos actores del sistema internacional?. Este trabajo aborda un análisis teórico descriptivo sobre la incidencia que ha tenido el proceso de paz en las relaciones internacionales de Colombia (2010-2014), respaldado en los aportes teóricos en los que se estructura esta investigaciòn como el Realismo, Neorrealismo Cooperativo y Constructivismo social, con especial atención en la política de seguridad frente al manejo de los diálogos de paz, que serán utilizados para presentar y advertir el cambio o continuidad en las relaciones internacionales de Colombia. Para cumplir con el objetivo trazado esta investigación se divide en dos capítulos. En el primero, se caracteriza la política exterior de Colombia enfocada en la seguridad democrática durante la presidencia de Álvaro Uribe Vélez, con una lógica operativa ligada a Estados Unidos, que llevó a la fragmentación de las relaciones internacionales con Ecuador y Venezuela, En el segundo, se describe y define el cambio en las relaciones internacionales con la presidencia de Juan Manuel Santos, con la puesta en marcha de un proyecto ambicioso -los diálogos de paz-, que buscan poner fin al conflicto armado mediante la vía negociada con el grupo beligerante de mayor trayectoria las FARC. Este hecho, permitió a Colombia recomponer las relaciones con Ecuador y Venezuela, todo ello bajo un manejo discrecional de su relación con Estados Unidos.

Latin America is known as the most unequal region in the world, where extreme displays of wealth and exposure to scarcity lay bare in the urban landscape. Inequality is not just a social issue; it has considerable impact on economic development. This is because social inequality generates instability and conflict, which can create unsettling conditions for investment. At the macro level, social inequality can also present barriers to economic development, as most government policies and resources tend to be directed in solving social conflict rather than to promote and generate growth. This is one of the reasons usually cited in explaining the development gap between Latin America and other emerging economies, take East Asia for example - they have similar policies to those applied recently in Latin America, but are achieving better growth. The other reason cited is institutional; this includes governance as well as property rights and enforcement of contracts. The latter is the focus of this chapter.

Paleomagnetic and rockmagnetic data are reported for the Floresta Formation (Santa Fe Group) of the Sanfranciscana Basin, central Brazil. This formation represents the Permo-Carboniferous glacial record of the basin and comprises the Brocoto (diamictites and flow diamictites), Brejo do Arroz (red sandstones and shales with dropstones and invertebrate trails), and Lavado (red sandstones) members, which crop out near the cities of Santa Fe de Minas and Canabrava, Minas Gerais State. Both Brejo do Arroz and Lavado members were sampled in the vicinities of the two localities. Alternating field and thermal demagnetizations of 268 samples from 76 sites revealed reversed components of magnetization in all samples in accordance with the Permo-Carboniferous Reversed Superchron. The magnetic carriers are magnetite and hematite with both minerals exhibiting the same magnetization component, suggesting a primary origin for the remanence. We use the high-quality paleomagnetic pole for the Santa Fe Group (330.9 degrees E 65.7 degrees S; N = 60; alpha(95) = 4.1 degrees; k = 21) in a revised late Carboniferous to early Triassic apparent polar wander path for South America. On the basis of this result it is shown that an early Permian Pangea A-type fit is possible if better determined paleomagnetic poles become available.

In a recent study we found that crania from South Amerindian populations on each side of the Andes differ significantly in terms of craniofacial shape. Western populations formed one morphological group, distributed continuously over 14,000 km from the Fuegian archipelago (southern Chile) to the Zulia region (northwestern Venezuela). Easterners formed another group, distributed from the Atlantic Coast up to the eastern foothills of the Andes. This differentiation is further supported by several genetic studies, and indirectly by ecological and archaeological studies. Some authors suggest that this dual biological pattern is consistent with differential rates of gene flow and genetic drift operating on both sides of the Cordillera due to historical reasons. Here we show that such East-West patterning is also observable in North America. We suggest that the ""ecological zones model"" proposed by Dixon, explaining the spread of the early Americans along a Pacific dispersal corridor, combined with the evolution of different population dynamics in both regions, is the most parsimonious mechanism to explain the observed patterns of within- and between-group craniofacial variability. This paper addresses the issue of adolescent pregnancy in Mexico, Central America and South Carolina and implications for social work practice with immigrant communities. The paper is based on current literature and on cross-national, on-line survey of local and international pregnancy prevention programs. The paper analyzes and discusses various psychosocial causes of pregnancy in adolescents, including: limited opportunities for formal education, infrequent open discussions about sexual health, rising costs of adequate birth control, and difficulty in obtaining contraceptives in remote locations. This research paper analyzes current statistics on the effectiveness of existing projects and programs and compares and contrasts research about the validity and efficacy of these programs in both South Carolina and abroad. Finally, the paper addresses implications for social work practice with adolescents in immigrant communities.
