Internationally, policies for attracting highly-skilled migrants have become the guidelines mainly used by the Organisation for Economic Co-operation and Development (OECD) countries. Governments are implementing specific procedures to capture and facilitate their mobility. However, all professions are not equal when it comes to welcoming highly-skilled migrants. The medical profession, as a protective market, is one of these. Taking the case of non-EU/EEA doctors in France, this paper shows that the medical profession defined as the closed labour market, remains the most controversial in terms of professional integration of migrants, protectionist barriers to migrant competition and challenge of medical shortage. Based on the path-dependency approach, this paper argues that non-EU/EEA doctors' issues in France derive from a complex historical process of interaction between standards settled in the past, particularly the historical power of medical corporatism, the unexpected long-term effects of French hospital reforms of 1958, and budgetary pressures. Theoretically, this paper shows two significant findings. Firstly, the French medical system has undergone a series of transformations unthinkable in the strict sense of a path-dependence approach: an opening of the medical profession to foreign physicians in the context of the Europeanisation of public policy, acceptance of non-EU/EEA doctors in a context of medical shortage and budgetary pressures. Secondly, there is no change of the overall paradigm: significantly, the recruitment policies of non-EU/EEA doctors continue to highlight the imprint of the past and reveal a significant persistence of prejudices. Non-EU/EEA doctors are not considered legitimate doctors even if they have the qualifications of physicians which are legitimate in their country and which can be recognised in other receiving countries.

The book is stamped in the front and back with the "Upper Canada College" crest. There is also a plate within the book indicating that it was presented to H.K. Woodruff by the senate as an acknowledgement of merit and as a reward for general proficiency in Upper Canada College in June, 1878. On the top of this plate it says: 1st Form Prize, Upper Modern Form. The first Europeans who wrote about the Indigenous people of the newly discovered Americas, not only used medieval, but also classical literature as a tool of reference to describe 'otherness.' As true humanists, the French Jesuits who arrived in the New World were deeply influenced by their classical education and, as claimed by Grafton, reverted to ancient ethnographic texts, like Tacitus' Germania, to support their analyse of the Indigenous people they encountered. Books talk to books. Inspired by Germania, the early French Jesuits managed to convey to their readers a subtle critique of their own civilization, enhancing, like Tacitus, the virtuous aspect of the so-called barbarians they described while illustrating the corruption of their respective civilized worlds. This thesis suggests that the essence of Tacitus' work is definitively present in Pierre Biard's letters and his Relation. His testimonies illustrate the connection the early French Jesuits had with the humanist thought of their time.

In this article, we consider the changing relationships between French ‘have-not’ movements (the unemployed, the homeless, undocumented persons) and the main organizations involved in the alter-globalization field from 1995 to 2005. We demonstrate how the building of the global space of protest in France was punctuated by two moments. The first corresponds to the gradual convergence of social actors around the issue of globalization, translated into a renewal of activists’ discourses, the development of multiple scales of mobilizations and a functional division of tasks among actors. The second moment corresponds more to the crystallization of divisions among them. These divisions are articulated around different conceptions of what the struggle's aims should be (a fight against liberalism or an alternative experiment) and differences regarding the sense of belonging to the global space of protest (transnational networks or national territory). The history of convergence placed the have-nots at the heart of alter-globalist mobilizations, whereas the history of divergence translated into a ‘decentering’ of the place of the have-nots within this space. Their progressive marginalization also reveals the transformations of struggles against globalization in France.
