Dentre os fatores que condicionam a governabilidade nas modernas democracias, encontram-se as relações entre o Poder Executivo e o Poder Legislativo. Em países que adotam o chamado presidencialismo de coalizão, o Presidente da República, em geral, tende a formar uma ampla base com diversos partidos do Congresso, frequentemente com diferentes orientações políticas, a fim de obter uma base parlamentar que viabilize seu governo. Apesar de ser um recurso de governo típico do parlamentarismo, o presidencialismo brasileiro tem adotado a coalizão a partir das atribuições e formas de relacionamento estabelecidas pela Constituição Federal de 1988, para os dois Poderes. Se, nesse período, o Poder Executivo tem logrado êxito em mobilizar a coalizão parlamentar para aprovação da maioria de suas iniciativas, isto não é verdadeiro para algumas importantes oportunidades. É o caso examinado neste estudo. Em 2007, apesar de a base governista representar a maioria no Congresso Nacional, a Contribuição Provisória sobre Movimentação Financeira (CPMF) foi extinta.

A study was conducted on a small pond in southeast Texas to evaluate the potential for using remote sensing technology to assess feeding damage on giant salvinia ( Salvinia molesta Mitchell) by the salvinia weevil ( Cyrtobagous salviniae Calder and Sands). Field spectral measurements showed that moderately damaged and severely damaged plants had lower visible and near-infrared reflectance values than healthy plants. Healthy, moderately damaged, and severely damaged giant salvinia plants could be differentiated in an aerial color-infrared photograph of the study site. Computer analysis of the photograph showed that the three damage level classes could be quantified. (PDF has 5 pages.)

The production of certain odorous metabolites is an undesirable attribute of cyanobacteria (blue-green algae) growth in aquaculture ponds [e.g., channel catfish(Ictalurus punctatus)] and in drinking water reservoirs. The most common odorous compounds encountered in catfish aquaculture are geosmin (trans-1,10-dimethyltrans-9-decalol) and 2-methylisoborneol(exo-1,2,7,7-tetramethylbicyclo[2.2.1]heptan-2-ol). These compounds are also frequently encountered worldwide in reservoirs and aqueducts used for municipal drinking water systems(Schrader et al. 2002). In this study, several algicides were evaluated using a rapid bioassay to determine their effectiveness in controlling the MIB-producing cyanobacterium Oscillatoria perornata from a west Mississippi catfish pond and the MIBproducing Pseudanabaena sp. (strain LW397) from Lake Whitehurst, Virginia, used as a city water supply reservoir. The cyanobacterium Oscillatoria agardhii , not a MIB-producer, and the green alga Selenastrum capricornutum , found in catfish ponds in the southeastern United States, were included in the bioassay to help determine potential broad-spectrum toxicity of the commercial products. Age of a population of rainbow trout (Salmo gairdneri) from a pond in Patagonia was studied by means of scale readings. The population was sampled three times, on December 1984, March 1985 and March 1986. Length at age was back-calculated from growth marks on scales, using the Fraser-Lee equation. By the analysis of length distributions and numbers of marks on scales from each sample, it was concluded that this population was formed by a single cohort, born in spring 1982 and stocked shortly after. Stocking rate is unknown. Significant differences (P0.05) were found between back-calculations of length at age 1 from samples of December 1984 and March 1986. These differences were probably due to length-scale radius relation. Evidences from scales suggested that a single mark is formed each year, during early-mid spring. On the other hand, according to availabe data from the literature for the same species, this population has presented one of the highest growth rates. (pdf contains 15 pages)

Secondary metabolites are produced by aquatic plants, and in some instances, exudation of these metabolites into the surrounding water has been detected. To determine whether infestations of Eurasian watermilfoil or hydrilla produce such exudates, plant tissues and water samples were collected from laboratory cultures and pond populations and were analyzed using solid phase extraction, HPLC, and various methods of mass spectrometry including electrospray ionization, GC/MS, electron impact and chemical ionization. Previously reported compounds such as tellimagrandin II (from Eurasian watermilfoil) and a caffeic acid ester (from hvdrilla), along with a newly discovered flavonoid, cyanidin 3 dimalonyl glucoside (from hydrilla), were readily detected in plant tissues used in this research but were not detected in any of the water samples. If compounds are being released, as suggested by researchers using axenic cultures, we hypothesize that they may be rapidly degraded by bacteria and therefore undetectable.

We compared seasonal changes in Eurasian watermilfoil (Myriophyllum spicatum L.) characteristics and water temperature for a shallow poind in Davis, CA, and the Truckee River, near Tahoe City, CA. Tissue C and N were 15% lower in plants from the Truckee River than in plants from the Davis pond. Seasonal fluctuations in tissue N were also different. Mean phenolic acid content of Truckee River palnts (162yM g-1) was less than those from the shallow pond (195 yM g-1). Phenolic acid content was positively related to tissue C for Truckee River and Davis pond plants and, tissue C:N ratio for Truckee River plants. Mean monthly water temperature (1990 to 1998) for the Truckee River site was less than 20 C. Water temperatures were warmer in August and September at this site. However, Eurasian watermilfoil collected during these months was characterized by lower levels of tissue N. During a 29-month period beginning January 1994, mean monthly water temperature for the Davis pond exceeded 20 C, only during July to September 1995. Tissue N was generally greater during summer for watermilfoil growing in the pond. These results imply that Eurasian watermilfoil biological control agents may have different developmental rates in these habitats, and thus different impacts on watermilfoil populations.

Analisa se, no período 2003-2012, as MPs feriram a separação dos Poderes ao congestionar a atividade do Congresso Nacional, no período 2003-2012. Foi realizada pesquisa bibliográfica e análise de dados da produção legislativa e do trancamento das sessões do CN. Entre outros aspectos, a proporção de MPs em relação às proposições aprovadas pelo CN no período foi de uma em cinco. Concluiu-se que as MPs têm gerado significativo impacto no CN, mas ainda não arrisca a separação dos Poderes

[ES]En la presente tesis se ha estudiado el impacto de diferentes fertilizantes y pesticidas utilizados en la Zona Vulnerable de Vitoria-Gasteiz en la calidad del suelo y las aguas de dicha zona. Se ha podido constatar que hoy en día siguen lixiviándose cantidades significativas de nitratos y pesticidas (e.g., etofumesato y difenoconazol) a las aguas de la Zona Vulnerable, durante el cultivo de remolacha azucarera (Beta vulgaris L.), muy característico de la zona de estudio. Se comprobó que el alto contenido en nitratos de las aguas subterráneas en la Zona Vulnerable es mitigado, al menos en parte, por la acción de la actividad microbiana desnitrificante que alberga la zona riparia del humedal de Salburua. Dicho proceso, sin embargo, supone la emisión a la atmósfera de importantes cantidades de gases de efecto invernadero (CO2 y N2O), y puede verse afectado negativamente por la presencia de pesticidas (e.g., deltametrina) en el medio.Por otra parte, hemos observado que diversos pesticidas (deltametrina, etofumesato, difenoconazol) aplicados en concentraciones similares a las dosis de aplicación en campo inducen cambios, de carácter limitado y transitorio, en las comunidades microbianas edáficas, siendo más significativos en el caso del fungicida difenoconazol. El efecto de los pesticidas fue más acusado a medida que aumentaba su concentración en el medio. Finalmente, encontramos que la aplicación de abonos orgánicos (avicompost), en lugar de los fertilizantes sintéticos tradicionales (NPK), además de mejorar la degradación de los pesticidas y disminuir el impacto de éstos sobre la calidad del suelo, podría ayudar a reducir las pérdidas de nitratos por lixiviación.

Common carp is one of the most important cultured freshwater fish species in the world. Its production in freshwater areas is the second largest in Europe after rainbow trout. Common carp production in Europe was 146,845 t in 2004 (FAO Fishstat Plus 2006). Common carp production is concentrated mainly in Central and Eastern Europe. In Hungary, common carp has been traditionally cultured in earthen ponds since the late 19th century, following the sharp drop in catches from natural waters, due to the regulation of main river systems. Different production technologies and unintentional selection methods resulted in a wide variety of this species. Just before the intensification of rearing technology and the exchange of stocking materials among fish farms (early sixties), “landraces” of carp were collected from practically all Hungarian fish farms into a live gene bank at the Research Institute for Fisheries, Aquaculture and Irrigation (HAKI) at Szarvas (Bakos and Gorda 1995; Bakos and Gorda 2001). In order to provide highly productive hybrids for production purposes starting from 1964, different strains and crosses between Hungarian landraces were created and tested. During the last 40 years, approximately 150 two-, three-, and four-line hybrids were produced. While developing parental lines, methods of individual selection, inbreeding, backcrossing of lines, gynogenesis and sex reversal were used. This breeding program resulted in three outstanding hybrids: “Szarvas 215 mirror” and “Szarvas P31 scaly” for pond production, and “Szarvas P34 scaly” for angling waters. Besides satisfying the needs of industry, the live gene bank helped to conserve the biological diversity of Hungarian carp landraces. Fifteen Hungarian carp landraces are still maintained today in the gene bank. Through exchange programs fifteen foreign carp strains were added to the collection from Central and Eastern Europe, as well as Southeast Asia (Bakos and Gorda 2001). Besides developing the methodology to maintain live specimens in the gene bank, the National Carp Breeding Program has been initiated in cooperation with all the key stakeholders in Hungary, namely the National Association of Fish Producers (HOSZ), the National Institute for Agricultural Quality Control (OMMI), and the Research Institute for Fisheries, Aquaculture and Irrigation (HAKI). In addition, methodologies or technologies for broodstock management and carp performance testing have been developed. This National Carp Breeding Program is being implemented successfully since the mid-1990s.

Village tanks are put to a wide range of uses by the rural communities that depend on them for their survival. As the primacy of irrigation has decreased under these tanks due to a variety of climatic and economic reasons there is a need to reevaluate their use for other productive functions. The research presented in this paper is part of a programme investigating the potential to improve the management of living aquatic resources in order to bring benefits to the most marginal groups identified in upper watershed areas. Based on an improved typology of seasonal tanks, the seasonal changes and dynamics of various water quality parameters indicative of nutrient status and fisheries carrying capacity are compared over a period of one year. Indicators of Net (Primary) Productivity (NP): Rates of Dissolved Oxygen (DO) change, Total Suspended Solids (TSS): Total Suspended Volatile solids (TVSS) ratios are the parameters of principle interest. Based on these results a comparative analysis is made on two classes of ‘seasonal’ and ‘semi-seasonal’ tanks. Results indicate a broad correlation in each of these parameters with seasonal trends in tank hydrology. Highest productivity levels are associated with periods of declining water storage, whilst the lowest levels are associated with the periods of maximum water storage shortly after the NW monsoon. This variation is primarily attributed to dilution effects associated with depth and storage area. During the yala period, encroachment of the surface layer by several species of aquatic macrophyte also has progressively negative impacts on productivity. The most seasonal tanks show wider extremes in seasonal nutrient dynamics, overall, with less favourable conditions than the ‘semi-seasonal’ tanks. Never the less all the tanks can be considered as being highly productive with NP levels comparable to fertilised pond systems for much of the year. This indicates that nutrient status is not likely to be amongst the most important constraints to enhancing fish production. Polyculture, as presently practiced in Nigeria, focuses interest mainly on finfish. This practice, apart from neglecting indigenous valuable species such as clams and water snails, does not make full use of existing biomass. This paper suggests possible deviations from normal practice. Inclusion of macroinvertebrates in a polyculture system and stocking, temporary bodies of water with seasonal species such as the fresh water crayfish are suggested. A final suggestion is to develop a polyculture of swamp rice and crayfish
