Whenever human beings have looked out on the sea, they have seen whales. First from the shore and later from ships when humanity entered the ocean realm as seafarers, we have responded to seeing these creatures with awe and wonder. Even when we hunted whales, a period well chronicled both in history and in literature, the sight of a whale brought an adrenaline rush that was not totally linked to potential economic gain. The first trips on boats specifically to watch, rather than hunt, whales began around 45 years ago in Southern California where the migrating gray whales, seen in the distance from land, drew vessels out for a closer look. Since that time whalewatching has boomed, currently conducted in over 40 countries around the world, including Antarctica, and estimated by economists at the Whale and Dolphin Conservation Society to have a 1999 worldwide economic value of around $800 million USD. The economic contribution to local coastal communities is particularly significant in developing countries and those where declining fish populations (and in some cases like the Japanese, international bans on whaling) have driven harvesters to look for viable alternatives. Clearly, whalewatching is now, in many places around the world, a small but thriving part of the regional economy. Like in the days of whaling, we still get the rush, but for some, money is back contributing to the physiological response. (PDF contains 90 pages.)

This publication is a record of the proceedings of the Siem Reap Workshop and Symposium. It provides a bottom-up perspective on how rights are understood, and what rights are seen as important by small-scale fishing communities, if they are to fulfil their responsibilities for managing resources in a sustainable and equitable manner. It is hoped that these proceedings, and the Statement from the Workshop-the Siem Reap Statement-are found useful by those engaged in policy making and advocacy in support of small-scale fisheries, as well as researchers, non-governmental organizations (NGOs), fishworker organizations, and multilateral and regional organizations

The Zanzibar Workshop Proceedings consists of the report and the Statement of the Workshop and provides a rich understanding of the dynamics of traditional, indigenous, small-scale and artisanal fisheries and fishing communities in the Eastern and Southern African (ESA) context. The issues covered include: the saga of rights denied to coastal lands, fishing, and threats to livelihood arising from lack of recognition of traditional rights and the livelihood needs of people in the region; the aspirations of coastal and inland communities to maintain or improve their livelihoods; and a bottom-up perspective on access rights to fishing, post-harvest rights and economic and social rights. This report will be a valuable source of information for community organizers, trade union leaders, government officials and the donor community, including multilateral organizations, researchers and for all those who are interested in the well-being of ESA fishing communities.

For a long time, the Tanzanian Fisheries Department has managed Tanzanian fisheries without incorporating other stakeholders within its management framework. On lake Victoria, the persistent use of illegal fishing gear and declining catches have led the government to realize that this system of fisheries management may no longer be viable, and have sought to incorporate fishing communities into the management structure. Through the creation of beach management units (BMUs), the Fisheries Departments have sought to persuade fishing communities to implement and enforce Tanzania's fishing regulations and to monitor the fishery. In this paper we explore a recently gathered data set that yields information on, amongst others, how Tanzanian fishing communities perceive the state of their resource base, how they view their relationship with the Fisheries Department, the efficacy of fishing regulations and other variables. We draw on a series of criteria developed by Ostron (1990) for institutional 'robustness' to explore various areas of institutional development on Lake Victoria, and to try and anticipate how the BMUs will fare. We argue there are many socio-political and economic factors that will determine how communities will receive and perceive their responsibilities towards government-imposed administrative structures at the local level, these will become 'socialized' such that they will vary from place to place. While this may bode well for problems of heterogeneity, it does not necessarily mean that fisheries management objective on Lake Victoria will be met

Blue-green algae (cyanobacteria) have had a profound and unparalled impact on the aquatic environment because of the phenomenon of bloom formation. In many countries, water management is threatened with extensive and persistent noxious blooms of blue-green algae in surface and near-surface mesotrophic and eutrophic waters. In view of this, ecological and physiological factors responsible for blue-green algal dominance are discussed. The implications of cyanobacterial blooms are highlighted and recommendations made to combat this menace

Climate change has rapidly emerged as a significant threat to coastal areas around the world. While uncertainty regarding distribution, intensity, and timescale inhibits our ability to accurately forecast potential impacts, it is widely accepted that changes in global climate will result in a variety of significant environmental, social, and economic impacts. Coastal areas are particularly vulnerable to the effects of climate change and the implications of sea-level rise, and coastal communities must develop the capacity to adapt to climate change in order to protect people, property, and the environment along our nation’s coasts. The U.S. coastal zone is highly complex and variable, consisting of several regions that are characterized by unique geographic, economic, social and environmental factors. The degree of risk and vulnerability associated with climate change can vary greatly depending on the exposure and sensitivity of coastal resources within a given area. The ability of coastal communities to effectively adapt to climate change will depend greatly on their ability to develop and implement feasible strategies that address unique local and regional factors. A wide variety of resources are available to assist coastal states in developing their approach to climate change adaptation. However, given the complex and variable nature of the U.S. coastline, it is unlikely that a single set of guidelines can adequately address the full range of adaptation needs at the local and regional levels. This panel seeks to address some of the unique local and regional issues facing coastal communities throughout the U.S. including anticipated physical, social, economic and environmental impacts, existing resources and guidelines for climate change adaptation, current approaches to climate change adaptation planning, and challenges and opportunities for developing adaptation strategies. O estudo situa-se no âmbito das investigações voltadas para documentos que sistematizam o trabalho do professor, dentre eles, o manual do professor que organiza a atividade docente junto ao livro didático. A dissertação analisa manuais do professor dos livros de espanhol selecionados pelo MEC para serem distribuídos a professores, em 2005, em função da lei 11161 da obrigatoriedade do ensino da língua espanhola para o ensino médio em todo o território nacional. O objetivo foi identificar imagens discursivas de docente e de ensino de espanhol como língua estrangeira neles construídas. Os fundamentos teóricos adotados advêm da Análise do Discurso de base enunciativa, além de recorrermos aos conceitos de dialogismo (BAKHTIN, 1979) e de polifonia (BAKHTIN, 1979; DUCROT, 1987). Os resultados nesses manuais apontam para a construção de imagens de professor como: aquele que necessita ser guiado em sua tarefa, incapaz de realizar suas escolhas em sala de aula, um professor recebedor de ordens; desatualizado com as metodologias de ensino atuais, necessitando, portanto, de atualização profissional; há ainda um professor que busca instruções facilitadoras para seu trabalho. Já no que se refere à visão de língua, deparamo-nos com um manual que dá ênfase ao trabalho com a leitura, voltado para uma concepção que valoriza aspectos discursivos; outros que afirmam seguir a abordagem comunicativa, com um olhar para a língua em uso, porém adotam procedimentos pautados numa concepção de língua como estrutura e/ou misturam ambas perspectivas
