La Segunda Cumbre Hemisférica de Transportes se celebró en Santiago de Chile, del 10 al 12 de abril de 1996. Participaron los ministros responsables del transporte de varios países de las Américas para respaldar los compromisos asumidos en la Cumbre de la Américas de 1994. El objetivo principal de la reunión ministerial fue explorar soluciones conjuntas a la problemática de transporte en la región y sentar las bases de una cooperación más dinámica y eficaz.

Este informe de la Comisión Económica para América Latina y el Caribe consta de tres secciones. La primera de ellas está dedicada a los asuntos que requieren la adopción de medidas del Consejo Económico y Social o que se señalan a su atención; la segunda corresponde al informe de actividades de la Comisión desde enero de 2012 a diciembre de 2013, y la tercera contiene el informe del trigésimo quinto período de sesiones de la Comisión, celebrado en Lima, del 5 al 9 de mayo de 2014.

This article aims to develop an index of political instability (ins) in Brazil between 1889 and 2009, reflecting a wide-ranging set of multiple phenomena that represent conflicts between the different social groups. By presenting different definitions of what is understood by political instability in the economics literature and by using multiple historical events —coups d’état, civil conflicts, constitutional or unconstitutional overthrow and changes in the composition of 50% of the ministerial cabinet— different indicators are obtained which are then synthesized into a single index using the principal component technique, to obtain an ins for Brazil between 1889 and 2009.

eLAC 2018 will coordinate the implementation of programmes to support the use of information and communications technologies (ICTs) in achieving social and economic development goals for Latin America in the Caribbean during the 2015-2018 timeframe. The conceptual framework for this programme of work is described by the eLAC 2018 Digital Agenda, which is anticipated to be ratified by the fifth Ministerial Conference on the Information Society in Latin America and the Caribbean, to be held in August 2015 in Mexico City. There is a need for broader input from Caribbean countries to the eLAC 2018 Digital Agenda. Accordingly, this working paper reviews the document’s current draft, considering each of its objectives in the context of Caribbean development needs. Amendments are recommended to 12 of the objectives. Two additional objectives are also proposed, in the areas of regional coordination on universal service funds, and the establishment of a spatial data infrastructure to support the use of geographic information systems. Representatives of Caribbean countries are invited to use the contents of this document as an input to the development of their own proposed amendments for inclusion in the final version of the eLAC 2018 Digital Agenda.

This study represents a collaborative effort by the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean and the United Nations Development Fund for Women (UNIFEM) to assess these actions with the aim of informing the future work of these agencies around gender-based violence. An important dimension of the mandate of the ECLAC Subregional Headquarters for the Caribbean is the provision of strategic thinking and information to governments for policy formulation. This is accomplished through technical assistance and through research activities. At the Third Economic Commission for Latin America and the Caribbean/Caribbean Development and Cooperation Committee (ECLAC/CDCC) Ministerial Conference on Women held in October 1999, violence against women was identified as a barrier to achieving gender equality. The recommendations spoke not only of the need to extend services to victims, but also to take actions based on an understanding of the root causes of violence. This study forms one component in a scope of work in which the ECLAC Subregional Headquarters for the Caribbean has been engaged since 1999.
