[spa] Tras largas y complejas negociaciones, la Unión Europea celebró un acuerdo comercial con Colombia en 2010 que ha empezado a aplicarse provisionalmente el 1 de agosto de 2013. El artículo se centra en las relaciones entre Colombia y la Unión y analiza el impacto que dicho acuerdo pueda tener en el marco de las obligaciones de las partes de respetar los derechos humanos universalmente reconocidos, incluyendo derechos sociales y los derechos de los pueblos indígenas. De dicho análisis se deriva que la presencia de cláusulas democráticas o de derechos humanos en el Acuerdo es insuficiente, habida cuenta los antecedentes del SGP+ vigente hasta la entrada en vigor del nuevo acuerdo, mientras que algunos aspectos sustantivos del Acuerdo permiten augurar consecuencias negativas respecto de los sectores sociales más desfavorecidos en la República de Colombia.

A preparation of organic working standards for the online measurement of C-13/C-12 and O-18/O-16 ratios in biological material is presented. The organic working standards are simple and inexpensive C-3 and C-4 carbohydrates ( sugars or cellulose) from distinct geographic origin, including white sugar, toilet and XEROX papers from Switzerland, maize from Ivory Coast, cane sugar from Brazil, papyrus from Egypt, and the core of the stem of a Cyperus papyrus plant from Kenya. These photosynthetic products were compared with International Atomic Energy standards CH-3 and CH-6 and other calibration materials. The presented working standards cover a 15 parts per thousand range of C-13/C-12 ratios and 9 parts per thousand for O-18/O-16, with a precision < +/- 0.2 parts per thousand for n > 10.

The advent of the Americans with Disabilities Act has improved these protections and brought this issue into the forefront. This book is not intended to be a legal translation of state or federal laws. Its purpose is to assist people with disabilities in understanding their rights. However, estimates of human trafficking incidents and victims are difficult to derive given the underground nature of the offense. The purpose of this analysis is to gather data on human trafficking incidents in the state of Iowa.

Resident rights are guaranteed by the federal Nursing Home Reform Law of 1987, which requires nursing facilities to promote and protect the rights of each resident and places a strong emphasis on individual dignity and self-determination. Human biomonitoring (HBM) is an effective tool for assessing actual exposure to chemicals that takes into account all routes of intake. Although hair analysis is considered to be an optimal biomarker for assessing mercury exposure, the lack of harmonization as regards sampling and analytical procedures has often limited the comparison of data at national and international level. The European-funded projects COPHES and DEMOCOPHES developed and tested a harmonized European approach to Human Biomonitoring in response to the European Environment and Health Action Plan. Herein we describe the quality assurance program (QAP) for assessing mercury levels in hair samples from more than 1800 mother-child pairs recruited in 17 European countries. To ensure the comparability of the results, standard operating procedures (SOPs) for sampling and for mercury analysis were drafted and distributed to participating laboratories. Training sessions were organized for field workers and four external quality-assessment exercises (ICI/EQUAS), followed by the corresponding web conferences, were organized between March 2011 and February 2012. ICI/EQUAS used native hair samples at two mercury concentration ranges (0.20-0.71 and 0.80-1.63) per exercise. The results revealed relative standard deviations of 7.87-13.55% and 4.04-11.31% for the low and high mercury concentration ranges, respectively. A total of 16 out of 18 participating laboratories the QAP requirements and were allowed to analyze samples from the DEMOCOPHES pilot study. Web conferences after each ICI/EQUAS revealed this to be a new and effective tool for improving analytical performance and increasing capacity building. The procedure developed and tested in COPHES/DEMOCOPHES would be optimal for application on a global scale as regards implementation of the Minamata Convention on Mercury.

El acceso al agua potable y al saneamiento sin discriminación ha sido formalmente elevado a la condición de derecho humano internacionalmente reconocido en la resolución 64/292 de la Asamblea General, de 28 de julio de 2010. El propósito del artículo es dotar de contenido dicha declaración sobre la base de los trabajos del comité DESC y de la relatora especial de la ONU sobre el derecho al agua potable y al saneamiento, haciendo una especial referencia a la situación específica del continente europeo. Se desprenden de la investigación unos contenidos mínimos del derecho al agua y al saneamiento que los estados deben respetar en toda circunstancia.

L"objecte de l"article és oferir una panoràmica dels criteris d"aplicació de les obligacions jurídiques internacionals en matèria de drets econòmics, socials i culturals (DESC) en períodes de crisi. L"estudi analitza les dificultats per considerar una crisi econòmica com una situació excepcional que amenaci la vida de la nació i permeti derogar o suspendre certs drets humans; també clarificar en quina mesura és possible derogar o suspendre els DESC. La pràctica internacional, judicial i quasi-judicial ens ofereix tres criteris potencialment restrictius de la discrecionalitat estatal per repercutir negativament en el gaudi dels DESC: existència d"obligacions mínimes, no regressivitat i protecció indirecta. El seu respecte podria evitar abusos com a resultat d"una crisi i garantir la progressivitat dels DESC, tot i que la relativitat de la justiciabilitat dels DESC afegeixi una dificultat legal estructural a nivell estatal.
