In this lecture for a second year interdisciplinary course (part of the curriculum innovation programme) We explore the scope of social media analytics and look at two aspects in depth: Analysing for influence (looking at factors such as network structure, propagation of content and interaction), and analysing for trust (looking at different methods including policy, provenance and reputation - both local and global). The lecture notes include a number of short videos, which cannot be included here for copy-write reasons.

En el actual contexto de globalización y con el comienzo de la era de la información, cada vez más Estados han buscado proyectar una imagen favorable con el objetivo de atraer atención y crear una reputación que permitan cumplir objetivos de política exterior y fomentar el desarrollo económico, logrando de esta manera un posicionamiento en el sistema internacional mediante estrategias novedosas, que incluyen elementos tanto diplomáticos, políticos, económicos, como comerciales y culturales. Para Japón, Nation Branding y la diplomacia pública han sido dos de las principales herramientas para lograr este reposicionamiento internacional, resaltando atractivos como las tradiciones culturales, el turismo, los incentivos para negocios, y trabajando en conjunto entre el gobierno nacional, el sector privado y la sociedad civil para crear relaciones entre el país y gobiernos y sociedades a nivel internacional.

A lo largo de la historia el Sistema Internacional se ha configurado a partir de los diferentes polos de poder y de diversas formas de interacción entre actores. Una de estas formas es la cooperación internacional, la cual abre el espacio a nuevos asuntos dentro de la agenda internacional y permite profundizar la colaboración en determinados temas de interés de los actores. Esta forma de relacionamiento puede ser entendida como una herramienta de Soft Power definiéndose éste como un elemento que permite a los Estados influenciar dentro del sistema internacional por medio de acciones no bélicas y que facilita el acercamiento de los países desarrollados con los países en vías de desarrollo para moldear el sistema internacional. Siguiendo esta idea, el Estado Alemán ha implementado el uso del Soft Power dentro de su política exterior buscando generar beneficios tanto a Alemania como para los Estados receptores de cooperación. Alemania ha redefinido sus prioridades: ajustar y reorganizar sus estrategias de cooperación para optimizar recursos, teniendo en cuenta la historia alemana y los cambios estructurales que las dos guerras mundiales generaron en la perspectiva de su política exterior. La fuerte y firme estructura política, económica y social ha permitido que este sea el único país de la Unión Europea que no ha sufrido directamente la crisis económica y por lo tanto ha logrado seguir aportando parte de su PIB a la cooperación internacional. Esto ha generado un diálogo político entre diferentes países, el cual permite el acercamiento con los gobiernos de turno en cada Estado para la creación de políticas encaminadas al desarrollo y al mejoramiento de la calidad de vida de los ciudadanos.

The article attempts to explain the main paradox faced by Canada at formulating its foreign policy on international security. Explained in economic and political terms, this paradox consists in the contradiction between the Canadian ability to achieve its strategic goals, serving to its own national interest and its dependence on the United States. The first section outlines three representative examples to evaluate this paradox: the Canada’s position in North American security regime, the US-Canada economic security relations, and the universe of possibilities for action of Canada as a middle power. The second section suggests that liberal agenda, especially concerning to ethical issues, has been established by this country to minimize this paradox. By pursing this agenda, Canada is able to reaffirm its national identity and therefore its independence on the United States. The third section evaluates both the explained paradox and the reaffirmation of Canadian identity during the Jean Chrétien (1993-2003), Paul Martin (2003-2006) and Stephen Harper’s (2006) governments.

This paper describes the relationship between the executive and legislative branches during the first government of Alvaro Uribe Vélez. We will focus on reviewing the legislative output of each branch of power, along with the effectiveness and efficiency they showed as promoters of this production. We will review the impact they had on the legislative agenda setting and on the control of the legislative process itself, making a diachronic analysis in which each legislature is used as a unit. Thus, we will try to identify the presence (or not) of some kind of pattern interactions, and we will evaluate, at one hand, the existence of hierarchical and transactional trends, and, on the other, the different types of balances produced between them.

C. Wright Mills has been forgotten by sociological theories however there is no doubt about how much he contributed to the field of Epistemology. He successfully participated in the American Sociology of Knowledge and, at the same time, he upheld the tradition of the Conflict Theory, including the sociological dimension into one of the most questioned political subjects of his period. Undoubtedly, Wright Mills was morally committed to the value of reason and freedom. His central issue was to analyse the real possibilities for a particular individual within a particular social order to become a free man capable of reasoning. He wondered how someone could be able to transcend his daily nature through reason and experience and to act accordingly to his power. The power and political processes were constant in his works, since he claimed that any political process was a struggle for power and prestige, for authoritative positions, both within each nation and among the different states. On the other hand, he bserved that the social structure in the United States of America was not completely democratic, since the course of action depended on the decision of a small group of wealthy, powerful individuals. These concentrating spaces of power amongst some economic, military and political corporations were supported by their underlying ideology, a fact that became clearer when referring to international affairs. Nowadays, in a world of structural antagonisms, wars and rebellions, the need for looking at the work of intellectuals like Mills re-emerges. Mills showed us a way in which a complex entity as power can be understood, and, at the same time, the need to consider the course of history, its mechanics and process.
