A aproximação dos serviços às populações e a melhoria dos serviços prestados na administração pública leva a que estas organizações tenham de estar constantemente a alterar a sua forma de agir para se conseguirem adequar ao meio onde estão inseridas. É, portanto, necessário um processo de mudança devidamente organizado e gerido. As organizações públicas sentiram a necessidade de adotar sistemas de informação e de controlo de gestão adequados de forma a melhorar as tomadas de decisões, introduzir a avaliação de desempenho e aumentar os índices de eficiência, eficácia e qualidade dos serviços públicos. No entanto, qualquer processo de mudança, por mais necessário e bem preparado que seja, enfrenta sempre resistência, seja ela a nível individual, seja a nível organizacional. É necessário saber gerir estas mudanças, para tal toma-se importante a constituição de uma boa equipa orientadora da mudança, com capacidade de liderança, necessária para uma melhor aceitação por parte dos funcionários envolvidos. Não menos importante é a medição da performance que visa produzir informação relevante para a melhoria da gestão e das tomadas de decisões, contribuindo assim para uma melhoria global dos resultados. O Balanced Scorecard pode ser a ferramenta ideal para trazer inovação aos serviços públicos. Assim, este trabalho de projeto consiste, depois de uma análise às reformas que tem vindo a ocorrer na administração pública bem como aos modelos e ferramentas existentes para a avaliação do desempenho do sector público, na elaboração de um Manual de Procedimentos, que servirá de base na reorganização dos Serviços da Divisão Administrativa da Câmara Municipal de Tomar que se encontra numa fase de mudança, manual esse que servirá também para melhoria do desempenho dos Serviços e para uma possível implementação do Balanced Scorecard. ABSTRACT: The alignment of services to citizens and improve services in public administration means that these organizations have to constantly change their ways if they can adapt to the environment where they operate. It is therefore a necessary process of change properly organized and managed. Public organizations have felt the need for information systems and monitoring of appropriate management to improve decision making, introduce the evaluation of performance and increasing levels of efficiency, effectiveness and quality of public services. However, any process of change, however necessary and well-prepared it is, always face resistance, either individually or at the organizational level. You must know how to manage these changes, for such it is important to set up a good team guiding change, and leadership skills necessary for better acceptance by the employees involved. No less important is the measurement of performance that aims to produce relevant information for improved management and decision making, thus contributing to an overall improvement in results. The Balanced Scorecard can be an ideal tool to bring innovation to public services. Thus, this study design is, after a review of the reforms that have been taking place in public administration and the existing models and tools for evaluating the performance of the public sector, development of a Procedures Manual, which is basic the reorganization of the Administrative Services Division of the City Council to take in a phase of change, that this manual will also serve to improve the performance of services and a possible implementation of the Balanced Scorecard.

This work addresses the relationship between University-Firm aims to understand the model of shared management of R&D in petroleum of Petrobras with UFRN. This is a case study which sought to investigate whether the model of cooperation established by the two institutions brings innovation to generate technical-scientific knowledge and contribute to the coordination with other actors in the promotion of technological innovation. In addition to desk research the necessary data for analysis were obtained by sending questionnaires to the coordinators of projects in R&D at the company and university. Also, interviews were conducted with subjects who participated in the study since its inception to the present day. This case study were analysed through the Resource-Based View and Interorganizational Networks theory. The sample data also stands that: searches were aligned to the strategic planning and that 29% of R&D projects have been successful on the scope of the proposed objectives (of which 11% were incorporated into business processes); which was produced technical and scientific knowledge caracterized by hundreds of national and international publications; thesis, dissertations, eleven patents, and radical and incremental innovations; the partnership has also brought benefits to the academic processes induced by the improved infrastructure UFRN and changing the "attitude" of the university (currently with national prominence in research and staff training for the oil sector). As for the model, the technical point of view, although it has some problems, it follows that it is appropriate. From the viewpoint of the management model is criticized for containing an excess of bureaucracy. From the standpoint of strategic allocation of resources from the legal framework needs to be reassessed, because it is focused only on the college level and it is understood that should also reach the high school given the new reality of the oil sector in Brazil. For this it is desirable to add the local government to this partnership. The set of information leads to the conclusion that the model is identified and named as a innovation of organizational arrangement here known as Shared Management of R&D in petroleum of Petrobras with UFRN. It is said that the shared management model it is possible to exist, which is a simple and effective way to manage partnerships between firms and Science and Technology Institutions. It was created by contingencies arising from regulatory stand points and resource dependence. The partnership is the result of a process of Convergence, Construction and Evaluation supported by the tripod Simplicity, Systematization and Continuity, important factors for its consolidation. In practice an organizational arrangement was built to manage innovative university-industry partnership that is defined by a dyadic relationship on two levels (institutional and technical, therefore governance is hybrid), by measuring the quarterly meetings of systematic and standardized financial contribution proportional to the advancement of research. These details have led to the establishment of a point of interaction between the scientific and technological-business dimension, demystifying they are two worlds apart

Property taxes serve as a vital revenue source for local governments. The revenues derived from the property tax function as the primary funding source for a variety of critical local public service systems. Property tax appeal systems serve as quasi-administrative-judicial mechanisms intended to assure the public that property tax assessments are correct, fair, and equitable. Despite these important functions, there is a paucity of empirical research related to property tax appeal systems. This study contributes to property tax literature by identifying who participates in the property tax appeal process and examining their motivations for participation. In addition, the study sought to determine whether patterns of use and success in appeal systems affected the distribution of the tax burden. Data were collected by means of a survey distributed to single-family property owners from two Florida counties. In addition, state and county documents were analyzed to determine appeal patterns and examine the impact on assessment uniformity, over a three-year period. The survey data provided contextual evidence that single-family property owners are not as troubled by property taxes as they are by the conduct of local government officials. The analyses of the decision to appeal indicated that more expensive properties and properties excluded from initial uniformity analyses were more likely to be appealed, while properties with homestead exemptions were less likely to be appealed. The value change analyses indicated that appeals are clustered in certain geographical areas; however, these areas do not always experience a greater percentage of the value changes. Interestingly, professional representation did not increase the probability of obtaining a reduction in value. Other relationships between the variables were discovered, but often with weak predictive ability. Findings from the assessment uniformity analyses were also interesting. The results indicated that the appeals mechanisms in both counties improved assessment uniformity. On average, appealed properties exhibited greater horizontal and vertical inequities, as compared to non-appealed properties, prior to the appeals process. After, the appeal process was completed; the indicators of horizontal and vertical equity were largely improved. However, there were some indications of regressivity in the final year of the study.

Enotourism is a relatively new form of sustainable tourism. But is more than a lifestyle. The Douro landscape reflects its ancient and deep connection with the culture of wine, creating a picture of Man and Nature working side by side in search of the perfect wine. Lifestyle typically reflects: an individual's attitude, a way of life, values, or world view. Practical implications - the results suggest that there is scope for developing wine tourism products to attract tourists and which could be used to promote the Douro Valley region as a centre for enotourism. The beautifully unique landscape of the Douro was one of the reasons that made it a World Heritage site in 2001. There isn´t in Portugal an autonomous strategy process to define enotourism. Is a legal problem when we try to analyse the process or a data base to find information about enotourism players. So, how do winery operators, particularly those running small or family businesses, cope with the new developments occurring in the world of wines? The present study examines these issues from the perspective of a group of Portuguese winery operators. Our proposal in this research, is to analyse how many wineris or enotecas are hable to develop enotourism with a legal process. The results of the study reflect the level of education of employees, the seasonal nature of tourism, the improvements in its promotion and the need for greater support from local government. A key aspect is respect for the people who call the location home, the culture and customs of the area, and the socio-economic system. Design/methodology/approach - The methodology employed for this study consisted of a combination of surveys, interviews and field observations with the suppliers in the traditional wine‐producing region, Douro Valley, or Porto wine region, in the north of Portugal. The results of this investigation are almost analisys made inside the villages and also us wineries and enotecas. From the 30 winemakers that we visited, only 2 have an enotourism service acording to legislation and have a certificate that allows to pratices. It was very hard but it is an open field to future researchs (TOMÁS López‐Guzmán,et al, 2011). From the 30 wineries we have analysed only 2 were enotourism with a legal basis. Enotourism is on the travel agencies department and most of the wineries don´t have the legal licenses. Despite of most tourism agencies see enoturism as a segment of the industry with tremendous growth potential, stating that in some regions, it's only functioning at 20% of its full potential. Enotourism development guidelines and management practices are applicable to all forms of tourism in all destination types, including mass tourism and the various niche tourism segments.

The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralised, monocentric states like Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy (NSS, 2002) was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development.

Iowa Code section 324A.4, subsection 2, states the Iowa Department of Transportation (DOT) “shall biennially prepare a report to be submitted to the general assembly and the governor prior to December 15 of even-numbered years. The report shall recommend methods to increase transportation coordination and improve the efficiency of federal, state, and local government programs used to finance public transit services and may address other topics as appropriate.” Iowa has long been a leader in transportation coordination, from designated public transit agencies covering all 99 counties with little duplication, to requiring any agency receiving public dollars for the provision of transportation to first coordinate with the local public transit agency before providing the transportation on their own, to the creation of the Iowa Transportation Coordination Council. Coordination allows Iowa to provide much needed transportation services to the citizens of Iowa with the most efficient use of public funds. Coordination has been an important topic in Iowa for many years, but during these times of economic constraint and restraint and Iowa’s changing demographics, coordination of transportation services becomes even more critical.

El interés de esta monografía es analizar la influencia de la globalización como proceso mundial y el neoliberalismo como política económica frente a la definición de políticas educativas. Tiene como objetivo analizar la manera en que se han modificado los conceptos de autonomía y democracia universitaria en la universidad pública colombiana, en el marco de la globalización y a través de la educación por competencias desde 1992 hasta el 2013. Con base en una aproximación conceptual de los términos de autonomía y democracia universitaria a través de elementos teóricos e históricos, se analizará como el actual sistema educativo colombiano y la educación por competencias ha modificado los conceptos de autonomía y democracia universitaria en la universidad pública colombiana.

O presente estudo baseou-se na avaliação dos factores mais influentes na percepção da qualidade da auditoria e satisfação dos Directores dos Serviços Financeiros das Autarquias Locais Portuguesas sujeitas a Certificação Legal de Contas. Aferir se existiam opiniões divergentes por região administrativa foi outro objectivo a que nos propusemos. Os resultados da pesquisa demonstram que os factores mais influentes são a especialização, o planeamento e trabalho de campo da empresa de auditoria. A percepção da qualidade de auditoria por Distrito/Região revela-se homogénea, ao invés da satisfação em relação à actividade de auditoria. Tendo em conta os resultados obtidos, a auditoria deverá equacionar o alargamento do seu campo de actuação, reorientar o seu papel, reforçar a comunicação e especialização no sector, por forma a potenciar a responsabilização, avaliação e apoio na tomada de decisão na gestão dos dinheiros públicos e, por outro lado, harmonizar as expectactivas entre auditado e auditor. /ABSTRACT: The present study was based on the assessment of the most influential factors in the perception of audit quality and satisfaction of the Directors of Financial Services of Portuguese Local Government subject to the Statutory Auditors. To assess whether there were differing opinions by administrative region was another goal we set ourselves. The survey results demonstrate that the most influential factors are the expertise, the planning and fieldwork of the audit firm. The perception of audit quality by District I Region proves to be homogeneous, rather than satisfaction with the audit work. Given the results, the audit should consider extending its scope to act, to reorient their role, to strengthen the communication and expertise in the sector in order to enhance accountability, assessment and support in decision making in the management of public resources and, secondly, to harmonize expectations between auditee and auditor.

No quadro de uma sociologia da ação, procurámos conhecer as políticas públicas do setor social em preparação ou implementadas pela autarquia de Mafra e, simultaneamente, perceber a influência que a interação e o grau de concordância dos diferentes atores sociais envolvidos no desenvolvimento do projeto social do município, exercem no processo de concretização das mesmas, contribuindo, deste modo, para o sucesso do plano de ação social programado para o território, ou, pelo contrário, dificultando a sua implementação. Neste sentido, procurámos encontrar os desafios e, ao mesmo tempo, os obstáculos que se apresentam à Câmara Municipal de Mafra na implementação de um projeto social adequado à realidade da comunidade local, enquanto ator privilegiado no campo da proteção social à população, ação que vem assumindo ao longo das últimas décadas, evidenciando um papel prioritário e determinante na programação das políticas públicas desenvolvidas no território, considerando, igualmente, a influência que a regularidade da representação política dos órgãos autárquicos deste município vem exercendo também na concretização deste processo de intervenção social. Através de uma estratégia metodológica orientada para a realização de um diagnóstico prospetivo, propusemo-nos estudar os elementos principais do sistema de implementação de políticas sociais no Município de Mafra e, neste sentido: a) delimitámos o sistema e estudámos os seus elementos mais pertinentes, nomeadamente, a posição estratégica da autarquia no desenvolvimento de um projeto de intervenção social adequado ao território; b) assinalámos os objetivos estratégicos do plano de intervenção social elaborado pela autarquia em coordenação com outros atores com responsabilidade social no município e posicionámos os atores relativamente a estes objetivos estratégicos; e por fim, c) avaliámos as convergências e as divergências possíveis e a implicação dos atores na concretização dos objetivos deste plano estratégico de intervenção social. As principais conclusões deste estudo referem a existência de uma grande convergência dos atores perante os objetivos do plano de intervenção social programado pela autarquia para o município, tendo em conta a sua participação e intervenção na elaboração e execução deste projeto de âmbito social, sendo identificado como principal obstáculo de implementação, a escassez de recursos financeiros, e, como desafio de execução com maior importância, a cooperação entre a autarquia e os demais parceiros sociais do município reveladora da congregação de esforços conducentes ao desenvolvimento da estratégia de intervenção social mais adequada às necessidades do território; ABSTRACT: In the context of an action sociology sought to know the public policies in the social sector in preparation or implemented by the municipality of Mafra and simultaneously realize the influence that interaction and the degree of agreement of the different social actors involved in the development of the social project city, play in the process of implementation of the same, thus contributing to the success of social action plan scheduled for the territory, or, conversely, hindering its implementation. In this sense, we tried to meet the challenges and at the same time, the obstacles that are presented to the Municipality of Mafra in the implementation of an adequate social project the reality of the local community, as a privileged actor in the field of social protection of the population, action is taking over the past decades, showing a priority and decisive role in the planning of public policies developed in the territory, considering also the influence that the regularity of political representation of local government bodies in this municipality has exercised also in the realization of this process of social intervention. Through targeted methodological strategy for the realization of a prospective diagnosis, we proposed to study the main elements of the system of implementation of social policies in the city of Mafra and in this regard: a) delimit the system and studied the relevant elements, namely, the strategic position of authority in the development of a social intervention project suitable to the territory; b) have pointed out the strategic objectives of social intervention plan drawn up by the municipality in coordination with other actors with social responsibility in the city and we positioned the actors for these strategic objectives; and finally, c) we evaluated the convergences and divergences and the possible involvement of actors in achieving the objectives of this strategic plan of social intervention. The main findings of this study relate to the existence of a large convergence of actors towards the objectives of social intervention plan set by the local authority for the city, taking into account their participation and assistance in the preparation and implementation of the social context of the project, being identified as main obstacle to implementing the scarcity of financial resources, and the challenge of implementing more importantly, cooperation between the municipality and the other social partners in revealing municipality of congregation of efforts leading to the development of more appropriate social intervention strategy to the needs of territory.

Esta presentación tiene como objetivo sintetizar la experiencia de la participación de la ECG en las propuestas de ordenamiento territorial y la planificación urbana.Se trata es de evaluar la experiencia vista en su conjunto, es decir, nos interesa mas que las cuestiones técnicas, especificas, exponer cómo se ha desarrollado nuestra práctica frente a un objeto general que llamaremos “ordenamiento del territorio” desde la perspectiva de una geografía aplicada que opera en una formación socio política particular, es decir, en Costa Rica.Palabras Claves: Ordenamiento territorial. The analysis of vertical industry relations forms an essential element in the field of industrial organization. This paper tests hypotheses derived from transaction cost theory and the principal-agent problem in Chile’s petrol market. It shows that local competition plays an important role in the choice of a disintegrated vertical structure, and that low levels of service investment have the same effect. Conversely, the number of own-brand outlets and a high level of investment in services reduce the probability of disintegration. The paper demonstrates that vertical disintegration has a null effect on wholesale petrol prices and a positive effect on retail petrol prices of between 1.6 and 7 per cent, depending on fuel type.
