Alongside issues related to the conclusion of the European Semester, the climate and energy framework, possible debates about Ukraine, Iraq and Syria, EU leaders will have to decide on two key dossiers: the nomination of the next Commission President and the future of the area of freedom, security and justice.

The ability to innovate is generally accepted as a critical success factor to growth and future performance of firms. Yet, this acceptance obscures a comprehensive perspective on how firms can influence their innovation capacity and resulting performance. This paper proposes a '3P' construct of innovation measurement that simultaneously considers the Posture, Propensity and Performance related to a firm's innovation capabilities. We propose and provide empirical support showing that robust measurement of the performance implications of innovation requires the consideration of input, throughput and output factors simultaneously. Single or more limited indicators do not offer the degree of fine-tuning to a firm's innovation system that managers require. Thus, we propose the development, and future research into contingent variations, of a Composite Innovation Index (CII). We further demonstrate its use in comparing innovators and allowing managers to design a firm's innovation system.

Consensus democracies like Switzerland are generally known to have a low innovation capacity (Lijphart 1999). This is due to the high number of veto points such as perfect bicameralism or the popular referendum. These institutions provide actors opposing a policy with several opportunities to block potential policy change (Immergut 1990; Tsebelis 2002). In order to avoid a failure of a process because opposing actors activate veto points, decision-making processes in Switzerland tend to integrate a large number of actors with different - and often diverging - preferences (Kriesi and Trechsel 2008). Including a variety of actors in a decision-making process and taking into account their preferences implies important trade-offs. Integrating a large number of actors and accommodating their preferences takes time and carries the risk of resulting in lowest common denominator solutions. On the contrary, major innovative reforms usually fail or come only as a result of strong external pressures from either the international environment, economic turmoil or the public (Kriesi 1980: 635f.; Kriesi and Trechsel 2008; Sciarini 1994). Standard decision-making processes are therefore characterized as reactive, slow and capable of only marginal adjustments (Kriesi 1980; Kriesi and Trechsel 2008; Linder 2009; Sciarini 2006). This, in turn, may be at odds with the rapid developments of international politics, the flexibility of the private sector, or the speed of technological development.

This master thesis deals with determining of innovative projects "viability". "Viability" is the probability of innovative project being implemented. Hidden Markov Models are used for evaluation of this factor. The problem of determining parameters of model, which produce given data sequence with the highest probability, are solving in this research. Data about innovative projects contained in reports of Russian programs "UMNIK", "START" and additional data obtained during study are used as input data for determining of model parameters. The Baum-Welch algorithm which is one implementation of expectation-maximization algorithm is used at this research for calculating model parameters. At the end part of the master thesis mathematical basics for practical implementation are given (in particular mathematical description of the algorithm and implementation methods for Markov models).

Questions of "viability" evaluation of innovation projects are considered in this article. As a method of evaluation Hidden Markov Models are used. Problem of determining model parameters, which reproduce test data with highest accuracy are solving. For training the model statistical data on the implementation of innovative projects are used. Baum-Welch algorithm is used as a training algorithm.

Modern production and innovation processes in industrial corporations differ by complex nature of modern technologies and organizational solutions. Adequate methodological approaches to their analysis and evaluation of efficiency are required. The present study contains the conceptand the model of operational and innovation program for which formulated theoretical and methodological principles and systematic statement of the general problem of planning, designed to optimize the process of resource usage under different criteria, including: investment, financial, technological, industrial and information capabilities of the corporation.
