La década de los años 90 fue un periodo de grandes transformaciones a nivel económico, social y político en Colombia. Una de las transformaciones más significativas en el ámbito educativo tuvo que ver con la introducción en la escuela de una serie de prácticas destinadas a garantizar la formación democrática de los ciudadanos; todo esto con el propósito de consolidar en la sociedad una serie de hábitos, valores y prácticas acordes con el nuevo orden social instaurado y amparado por la Constitución Política de 1991. Pese a los esfuerzos legislativos y estatales por promover la democracia en el entorno escolar, las prácticas adelantadas en las instituciones educativas no han logrado responder efectivamente al objetivo de consolidar un ambiente democrático en la escuela y en la sociedad en general, razón por la cual, en este trabajo se realiza un análisis de la manera como una institución educativa en particular, asume y pone en marcha las propuestas democráticas formuladas legalmente, las tensiones suscitadas por la introducción de la propuesta democrática en la escuela, además de las conceptualizaciones sobre la democracia que dichas prácticas contribuyen a configurar y las cuales dan forma a los imaginarios, acciones y discursos cotidianos de estudiantes y docentes específicamente.

To perform a climatic analysis of the annual UV index (UVI) variations in Catalonia, Spain (northeast of the Iberian Peninsula), a new simple parameterization scheme is presented based on a multilayer radiative transfer model. The parameterization performs fast UVI calculations for a wide range of cloudless and snow-free situations and can be applied anywhere. The following parameters are considered: solar zenith angle, total ozone column, altitude, aerosol optical depth, and single-scattering albedo. A sensitivity analysis is presented to justify this choice with special attention to aerosol information. Comparisons with the base model show good agreement, most of all for the most common cases, giving an absolute error within 0.2 in the UVI for a wide range of cases considered. Two tests are done to show the performance of the parameterization against UVI measurements. One uses data from a high-quality spectroradiometer from Lauder, New Zealand [45.04°S, 169.684°E, 370 m above mean sea level (MSL)], where there is a low presence of aerosols. The other uses data from a Robertson–Berger-type meter from Girona, Spain (41.97°N, 2.82°E, 100 m MSL), where there is more aerosol load and where it has been possible to study the effect of aerosol information on the model versus measurement comparison. The parameterization is applied to a climatic analysis of the annual UVI variation in Catalonia, showing the contributions of solar zenith angle, ozone, and aerosols. In recent years historical research seems to be the State Historical Society's main function, although it was formed with the principal functions of collection, preservation and exhibition. Now, instead of simply attempting to make the largest possible collection of historical materials in one place, this society will now endeavor to compile, publish and distribute accurate and scientific historical literature. The book also lists publications, information on the library and on membership.

Background: Routine screening of scoliosis is a controversial subject and screening efforts vary greatly around the world. METHODS: Consensus was sought among an international group of experts (seven spine surgeons and one clinical epidemiologist) using a modified Delphi approach. The consensus achieved was based on careful analysis of a recent critical review of the literature on scoliosis screening, performed using a conceptual framework of analysis focusing on five main dimensions: technical, clinical, program, cost and treatment effectiveness. FINDINGS: A consensus was obtained in all five dimensions of analysis, resulting in 10 statements and recommendations. In summary, there is scientific evidence to support the value of scoliosis screening with respect to technical efficacy, clinical, program and treatment effectiveness, but there insufficient evidence to make a statement with respect to cost effectiveness. Scoliosis screening should be aimed at identifying suspected cases of scoliosis that will be referred for diagnostic evaluation and confirmed, or ruled out, with a clinically significant scoliosis. The scoliometer is currently the best tool available for scoliosis screening and there is moderate evidence to recommend referral with values between 5 degrees and 7 degrees. There is moderate evidence that scoliosis screening allows for detection and referral of patients at an earlier stage of the clinical course, and there is low evidence suggesting that scoliosis patients detected by screening are less likely to need surgery than those who did not have screening. There is strong evidence to support treatment by bracing. INTERPRETATION: This information statement by an expert panel supports scoliosis screening in 4 of the 5 domains studied, using a framework of analysis which includes all of the World Health Organisation criteria for a valid screening procedure.

[From the Introduction]. Information gives knowledge and knowledge gives power. Though in all EC Member States, the task to protect the environment is given to the administration, it is obvious that the administration is not the owner of the environment. The environment is everybody's. It is for this reason that administrative decisions which affect the environment must be transparent, open and must strike a balance between the general interest to preserve, protect and improve the quality of the environment on the one hand, the satisfying of specific private or public interests on the other hand. In order to allow at least a certain control of whether the administration strikes the right balance between the need to protect the environment and other legitimate or less legitimate needs, it appears normal and self-evident that information on the environment which is in the hands of public authorities, be also made available to the public and to citizens.
